Location: Dung Quat Port 1OkV substation is proposed to be constructed on
eucalyptus planting land, paddy field, etc, belong to Tuyet Diem 3 hamlet, Binh Thuan
commune, Binh Son district, Quang Ngai Province.
Project scale:
- Rated voltage: 110/22kV
- Power scale: 02 x 40 MVA
- Land area for substation construction: 6,105 m2
- Structure of arm - equipment support, 1 1OkV gantry tower: Hot dip galvanized shaped
steel.
- Transformer foundation: Raft foundation with supporting beams system, proposed
foundation buried depth 1.5m. Tower foundation: Raft foundation with supporting beams
system, proposed foundation buried depth 2.5m.
* Transmission line connected to substation
Location: 1 OkV transmission line of 5,035m length connected to Dung Quat Port
IIOkV substation belongs to Binh Thuan Commune, stretching along right hand side
corridor of express-way South of Dung Quat and located at average 23.125m away from
existing road centerline (section from Dung Quat Port 220/1 lOkV substation to junction
with express-way) and 44.Om away from existing road centerline (section from junction of
express-way to Dung Quat Port 11 OkV substation), the width of right-of-way is 15.Om.
Project scale:
The main parameters of transmission line for selected alternative shall be as
follows:

2. Information disclosure
The purpose of public consultation work is to inform to people in projectconstruction area and people who have concern to project the information of project. Thebasic features on main characteristics of project, affected land area, environment impactscaused by project shall be included in EIB. This EIB is displayed at project constructionarea, Commune People's Committee. Public meeting consisting of representatives ofpeople's committee, women's association, youth union, farmer's association, and war

been agreed at the meeting and that the construction units have been permitted to carry outthe environment impacts mitigation measures. Via the public consultation, the contributioncomments have been included in contents of EMP to limit the environment impacts atminimum level during project implementation period.
Promulgate contents of EMP report in Vietnamese language at Quang NgaiProvincial Industrial Service (see details in appendix 5).

Mitigation measures:
Construction machinery shall be checked to ensure operation condition in accordancewith permissible standards.
The construction materials hauling trucks shall be equipped with covered tarpaulin.
Water spraying at dusty substation base leveling area.
The removed vegetation cover blanket, waste substance from daily life activities ofworkers shall be disposed at specified yards.
- Noise: All construction activities to be conducted during daytime. If nighttimeconstruction is required, pre-notification and approval by local inhabitants required.
- Water environment: water turbidity is increased in rainy season, impacts due to sewagewater from daily life activities of workers.
Mitigation measures:
- Suitable water supply and drainage system employed for construction shall be available
- The non-allowable construction items shall not be carried out in rainy days.
- The toilet for workers shall be suitably arranged.
- Impacts on historical and cultural vestiges: There are no impacts on historical andcultural vestiges within project scope. During the base leveling and tower foundationexcavation process, if the historical and cultural vestiges were found, the Contractormust inform to local cultural agency the situation.

- Impacts on public traffic: causing road foundation and pavement depression andcollapse, traffic interruption.
Mitigation measures:
- Signboards installation at construction area shall be available.
- To regulate suitably construction works
- Install scaffolds at road crossing sections when pulling and stringing conductors.
- The specialized vehicles must be available to transport oversized and overweighedequipment, the transportation of overweighed materials, equipment that is overpermissible load standards specified for road shall not be done.
- Impacts caused by bombs, mines and explosive substance remaining from war: Thespecialized agency shall be hired for detection of bombs and mines carried out prior toconstruction activities.
- During operation stage:

and transmission line connected to substation at Commune' People Committee, and
disseminate the project information in meetings with local inhabitants.
- Local authority recommended that the civil construction units must have project
environmental impacts mitigation measures such as air pollution, dust and noise.
REPLY FROM REPRESENTATIVE OF CONSULTANT AGENCY:
Agree with the contents of recommendation from local authority and request local authorityto disseminate the project information at the meeting with local inhabitants.
