1. Introduction 1.1 The Proposed Submission Local Plan (November 2017) has been prepared in

accordance with the Town and Country Planning (Local Planning) (England) Regulations 2012. This statement demonstrates how East Cambridgeshire District Council has involved the public and its key partners in the preparation of the Local Plan, in accordance with the Regulations and the Council’s adopted Statement of Community Involvement (2015).

1.2 This Consultation Statement is prepared in accordance with Regulation 19 of the Town

and Country Planning (Local Planning) (England) Regulations 2012 which requires, inter alia, the publication (as part of a package of documents which collectively make up the ‘Proposed Submission Documents’ as defined by Regulation 17) of a statement setting out:

“(i) which bodies and persons were invited to make representations under regulation 18, (ii) how those bodies and persons were invited to make such representations, (iii) a summary of the main issues raised by those representations, and (iv) how those main issues have been addressed in the DPD”

(Note: for the avoidance of doubt, ‘DPD’ above stands for Development Plan Document. A Local Plan is a form of DPD, and in essence the two phrases are interchangeable)

East Cambridgeshire Local Plan 1.3 The East Cambridgeshire Local Plan (2015) and the Cambridgeshire and Peterborough

Minerals and Waste Plan comprise the East Cambridgeshire Development Plan. 1.4 The authority resolved to undertake a review of the Local Plan in July 2015.

Statement of Community Involvement (SCI)

1.5 In addition to national Acts and Regulations governing consultation arrangements on an

emerging Local Plan, East Cambridgeshire District Council also adopted an SCI in October 2015. The commitments made in that SCI must be followed through (unless there are legal reasons to the contrary, such as a change in primary or secondary legislation).

Summary of Community and stakeholder engagement on the East Cambridgeshire Local Plan

1.6 East Cambridgeshire District Council agreed a three stage consultation process to

preparing the Local Plan, together with a timetable for doing so (see the Local Development Scheme for the timetable http://www.eastcambs.gov.uk/local-development-framework/monitoring-and-local-development-scheme).

1.7 The consultation stages are:

Preliminary Draft Local Plan – which was consulted upon between February and March 2016.

Further Draft Local Plan – which was consulted upon between January and February 2017.

1.8 The Preliminary Draft and Further Draft Local Plan were both undertaken under the

‘Regulation 18’ requirements, though, as will be seen in this statement, consultation which took place at these stages were considerably greater than the legal minimum requirement as set by Regulation 18.

Duty to Co-operate 1.9 Prescribed public bodies have a duty to cooperate on planning issues that cross

administrative boundaries. A separate Statement of Compliance with the Duty to Co-operate (November 2017) is available on our website.

Structure of this Consultation Statement 1.10 The rest of this report is structured so as to clearly demonstrate how the requirements

set out at paragraph 1.2 have been complied with

Introduction 2.1 As stated in section 1, the Council undertook two separate consultation stages under

Regulation 18, first in February 2016 and again in January 2017. Preliminary Draft Local Plan Consultation

2.2 Appendix 1 contains the full list of the specific bodies and persons invited to make

representations at this first consultation stage. The consultation period was from 12 February to 24 March 2016.

Further Draft Local Plan Consultation

2.3 Appendix 2 contains the full list of the specific bodies and persons invited to make

representations at this second consultation stage. The consultation period was from 12 January to 22 February 2017.

3.1 As stated in section 1, the Council undertook two separate consultation stages under

Regulation 18, first in February 2016 and again in January 2017. Preliminary Draft Consultation

3.2 Appendix 3 contains sample letters which were sent, by email or hard copy letter, to

those bodies and persons identified in appendix 1. This sets out the formal arrangements for the consultation such as when and where copies of the plan could be viewed, and meets our statutory minimum requirements under the Regulations and SCI commitments.

3.3 Appendix 4 sets out a variety of information to demonstrate how people were invited, informed or otherwise got involved with the consultation.

Further Draft Consultation

3.4 Appendix 5 contains sample letters which were sent, by email or hard copy letter, to

those bodies and persons identified in appendix 2. This sets out the formal arrangements for the consultation such as when and where copies of the plan could be viewed, and meets our statutory minimum requirements under the Regulations and SCI commitments.

3.5 Appendix 6 sets out a variety of information to demonstrate how people were invited, informed or otherwise got involved with the consultation.

Website

3.6 The dedicated ‘Local Plan review’ page on the council’s website was updated in

February 2016 to provide details of the Preliminary Draft Local Plan consultation, links to the relevant documents, forms and also to the consultation portal (http://eastcambs-consult.objective.co.uk/portal) where respondents could view the document and make representations online.

3.7 The website was further updated post consultation following the preparation of a key issues report, summarising the responses received and the key issues raised through the consultation.

3.8 In January 2017 the website was further updated, firstly to provide the necessary

consultation documents, forms and consultation portal link for the Further Draft. In addition, a comprehensive review of the ‘emerging local plan’ pages has been undertaken to provide a more user friendly and organised resource. As a part of this process, the document library has also been updated and expanded to include a number of evidence reports and relevant documents that support the Local Plan. Appendix 4 contains snapshots of the website as it appeared during the consultation on the Further Draft Local Plan.

3.9 Copies of the Preliminary Draft Local Plan were made available throughout the consultation period, at the District’s libraries, and also on the mobile libraries that serve the District. Copies of response forms were also made available.

3.10 For the Further Draft Local Plan consultation, copies of the consultation documents were also made available at Newmarket Library, following requests from the public.

Parish Conferences

3.11 In order to maximise engagement with the Parish Councils, Parish Conferences have

been held during the consultation periods. Each has followed a similar format with two sessions being held, the first from 2pm until 4pm and the second from 6pm until 8pm. Each session has involved a short presentation and a question and answer session followed by workshop sessions. The workshop sessions at each event were designed specifically to enable both the attendees and the Council Officers to gain maximum benefit.

3.12 The first Parish conference was held on 18 February 2016, shortly after the commencement of consultation on the Preliminary Draft Local Plan. Across the two sessions, a total of 54 Parish representatives attended, with a further 4 District Councillor attendees. In addition to the presentation and question and answer session, four workshops were set up, and designed to enable attendees to move between them as they saw fit. The four workshops were:

3.13 The second Parish Conference events were held on 2 June 2016. The format of these events was similar to those held in February 2016, with a presentation and question and answer session followed by informal workshop sessions. The purpose of these events was to focus on the sites suggested through the Preliminary Draft consultation.

3.14 The workshop sessions were divided over three tables, each covering a geographical area of the district (north, middle and south), with the following aims:

To commence early feedback on the sites suggested to the council for inclusion in

the local plan (this included the opportunity to informally make comments on ‘good’

and ‘poor’ sites, in the opinion of attendees, though it was made clear such views

would not be attributed to anyone, and would not form part of the formal response by

any parish council)

To clarify the next steps for assessing sites

To clarify the role of the Parish Council in that process (including the completion of a

Form E by 11 July for each suggested site)

To update ECDC on the infrastructure priorities for each village (by updating the

priority list as currently set out in the April 2015 Local Plan)

3.15 A total of 60 Parish representatives attended over the two sessions.

3.16 A third Parish conference was held during the first week of the Further Draft Local Plan consultation period, on the 18 January 2017, following the same format as previous events. The workshop sessions at this event again had a geographical split, and offered an opportunity to explore and discuss how and why the preferred sites for allocation were arrived at, and also feedback and input into the infrastructure section for each settlement.

3.17 A total of 40 Parish representatives attended over the two sessions.

4.1 As stated in section 1, two separate consultation stages were undertaken under

Regulation 18, the Preliminary Draft in February and March 2016 and the Further Draft in January and February 2017.

Preliminary Draft Consultation

4.2 Following the consultation on the Preliminary Draft Local Plan, in May 2016 ECDC

published a ‘Key Issues Raised’ report, which summarised all of the main issues raised by those representations under the first Regulation 18 stage consultation. It also published a report setting out sites submitted for consideration as allocations.

4.3 The Key Issues Report and the Site Suggestions Report were published on the Council’s website and can be found in our document library. These reports form part of our Consultation Statement requirements as set by Regulation 19 (i.e. in addition to this report).

4.4 In summary, a total of 494 representations were received. Within these responses there

were suggestions for:

169 new sites

53 development envelope changes

44 local green spaces

Further Draft Consultation

4.6 Likewise, in June 2017 a second ‘Key Issues Raised’ report was published, which

summarised all of the main issues raised by those representations under the second Regulation 18 stage consultation.

4.7 The report was published on the Council’s website within the Document Library for the Local Plan. The report forms part of our Consultation Statement requirements as set by Regulation 19 (i.e. in addition to this report).

4.8 In summery a total of 1761 representations were received. Within these there were suggestions for:

◦ 69 new, not previously considered sites

◦ 6 further development envelope changes

◦ 3 new, not previously considered Local Green Spaces. 4.9 All of the representations can be viewed at:

5. How have those main issues raised under Regulation 18 been addressed in the Local Plan?

Individual Policy Evidence Reports

5.1 As part of the Further Draft Consultation stage, undertaken between January and

February 2017, a set of ‘Evidence Reports’ were published, including a bespoke Evidence Report for each Policy proposed in the Local Plan. The reports set out the background to the Policy, a summary of issues raised at the Preliminary Draft consultation stage, and an explanation of how those main issues raised have been addressed (or not) in the preparation of the Local Plan.

5.2 The Evidence Reports have been updated once more, dated November 2017, and now set out a summary of issues raised at both the Preliminary Draft and the Further Draft consultation stages, and an explanation of how the main issues raised have been addressed (or not) in the preparation of the Proposed Submission Local Plan.

5.3 This collection of Evidence Reports should be read alongside, and in affect form part of,

this Consultation Statement, and collectively assist in the fulfilment of the Regulations.

All comments received will be taken into consideration and will help inform the Further Draft Local Plan to be published for consultation in late summer 2016. Site Allocations

The Preliminary Draft Local Plan does not include any sites for new development. To submit potential sites for consideration please fill in the Site Suggestion Form (Form B) and return it to us with a map showing the proposed site, using the above e-mail or postal address, by 24 March 2016. Full details are set out in Section 1 of the Local Plan.

Changes to Development Envelope

As part of the production of the Local Plan, development envelopes will be reviewed. The envelopes will be changed if any new sites are proposed for allocation. We may also make other minor ‘tweaks’ to the envelope to reflect any changes in the settlement. As part of the consultation we would like to know if you have any suggested changes to development envelope to be considered. Please fill in the Suggested Changes to Development Envelope Form (Form C) and return to us by 24 March 2016. Full details are set out in Section 1 of the Local Plan.

Local Green Space

Local Green Space is a new national policy designation that aims to protect green areas or spaces which are demonstrably special to a local community and hold a particular local significance. To submit sites please fill in the Suggested Local Green Spaces Form (Form D) and return to us, using the above e-mail or postal address, by 24 March 2016. Full details are set out in Section 1 and Policy LP29 of the Local Plan.
