Cell Tower Update

Day To Day Operations At City HallBy Carol jaCoBs, City manaGer

If you have ever been to City Hall, you will see that it is bustling with ac-tivity and there is a lot of staff to assist you. It is my goal to provide e v e r y -one who comes in c o n t a c t with City Hall the best pos-sible customer service. One of the many reasons, Eastvale became a City was to provide better, more efficient services to the community.

Over the next severa l months, I would like to intro-duce you to each department in the City and describe their key roles and responsibilities. The City’s organizational structure includes:

• City Council elected by the residents to set policy for the City.

• City Attorney, appoint-ed by the City Council, provides legal counsel.

• Ci ty Manager, ap-pointed by the City Council is responsible for implementing the policy of the City Council and running the day to day operations of the City.

• City Clerk who pro-vides support to City Council and staff is responsible for agendas, minutes, public re-cords requests and records management.

• Code Enforcement en-forces all private property main-tenance issues to ensure that the City is well maintained.

• Community Develop-ment is responsible for im-plementation of the General Plan, processing of land use applications and ensuring de-velopment is compatible and appropriate for its location.

• Finance Department is responsible for managing and

reporting all financial transac-tions of the City.

• Public Works is re-sponsible for maintenance of all infrastructure in the public right of way, the City’s capital improvement program and building and safety.

• Eastvale Police De-partment is responsible for public safety.

• Fire Department is re-sponsible for fire suppression, emergency medical response and fire protection.

Many residents have ques-tioned why the City has hired so many employees over the last two years. As you can see from the list above, it is City staff that provides these services and they are critical to the success of the organi-zation. However, the City has been extremely prudent and conservative in how it provides the services listed above. The City currently has 4 full-time employees, 3 part-time em-ployees and 2 full-time vacan-cies. The rest of the staffing

needs are ful-filled by con-tract employ-ees through private con-sulting firms. Hiring these c o n s u l t i n g firms during this time in the City’s history allows us the flexibility to staff the peaks and the valleys ac-cording to the workload at City Hall.

There is no staff member within this organization who does not wear many hats. When the staff is small, each employee must perform mul-tiple duties in order to get the job done. I am extremely proud of the staff that the City has assembled to serve this community, and I am confi-dent that they will continue to provide a high level of service in 2013.

This is a free email notification service that allows subscribers to receive emails from City Hall regarding the latest news, announcements, events, agendas, job posting, RFPs and more. Subscribers simply register their email ad-dress and choose which type of updates they would like to receive from City Hall. The City of Eastvale can also be found on Facebook and Twitter.

Eastvale - City Hall has recently received several re-quests for a status update regarding the cell tower on Schleisman Avenue, as well as other future cell towers that are planned.

The water tower design inspired cell tower has been completed and received final building approval just recently. This project included not just the tower, but the building underneath the tower that will house all the equipment from the various service providers that are/will be leasing space on the tower.

Each tenant that is leasing space is now in the process of moving their equipment over to the new tower and testing the equipment. For proprietary and testing efficiency reasons,

the service providers must complete this process one at a time. Once they are confident that their equipment is working correctly, they will power down their equipment on the old tower and power up the equipment on the new cell tower. The service providers estimate that this mi-gration process will take them one week each to complete. Several service providers will be utilizing this tower to provide service to the immediate area. The list of providers includes: Nextel, T-Mobile, Sprint PCS, Verizon, and AT&T.

Assuming no additional de-lays for weather, the new cell tower should be up and running in January. Again, weather can cause delays in this process. Once the old tower is decom-missioned, it can be taken down and the street improve-ments can be completed. The

infrastructure improvement portion of the project is esti-mated to begin in the later part of the first quarter of 2013.

Two addition cell towers for Verizon were approved by the Eastvale Planning Commis-sion on July 18, 2012. These towers are to be located at McCune Park and Harada H e r i t a g e Park. The City issued b u i l d i n g p e r m i t s for the cell tower proj-ect at Mc-Cune Park on Novem-ber 5, 2012, but the con-s t r u c t i o n has not yet begun. The cell tower project at

Harada Park is permit ready, but the corporation has not pulled the permits and there-fore no construction can begin. In this situation, the construc-tion process is up to the ap-plicant (Verizon) and they contact the City for inspections at different stages of their con-struction process.

Please keep in mind that any number of things may delay the construction timetable and weather is the most probable construction delay at this time of the year.

ing areas are more likely to be racially diverse than older cities that have the legacy of housing discrimination. These fast-growing areas are usually areas that built houses in the past decade on land where there were first dairy farms, such as Eastvale.

Of the 344 communities in California with 20,000 people or more, Eastvale has the 17th highest median household income, according to U.S. Cen-sus Bureau. These statistics are estimates from 2009-2011 and exclude less-populous cit-ies because data from smaller places is less reliable.

Eastvale even has a higher median income than places that are nationally associated with what is classified as a rich community, such as Beverly

However, there are few truly wealthy people in Eastvale. Eastvale doesn’t have many mansions and it doesn’t have fancy apartment buildings, let alone any apartment buildings. There are some mobile homes, but its streets are lined mostly with large, recently built houses and upscale townhouses. There aren’t a collection of fancy bou-tiques selling expensive clothes

and purses. I n s t e a d , restaurants and stores such as Sta-ples, Target, McDonald’s and Panda E x p r e s s occupy the s h o p p i n g centers in Eastvale.

Q: What phone numbers are part of the EWNS?

A: The primary phone num-ber of every business and resi-dence in Riverside County who has traditional phone service, whether it is a listed or unlisted phone number.

Q: Are cell phone numbers or Voice Over IP (VoIP) part of the system?

A: You may add your cell phone and VoIP numbers via a secure website. To register your cell phone or VoIP for the EWNS, please visit the Riverside County Fire De-partment website at: www.rvcfire.org/opencms/func-tions/oes/ .

We were unable to include cell phones and VoIP because those providers are not man-dated to release their records to public safety agencies.

Q: What will the EWNS be used for?

A: The EWNS will be used to alert and warn the residents of Riverside County in the event of a small to medium sized emergency. These may include wildfires, floods, hazardous materials, severe weather, and law enforcement incidents.

As we look back on 2012, there are probably some things upon which you look very fondly. There are probably a handful of things we wish we could change. Things we could have said different. Things we could have done different. That’s why a lot of us make New Year’s resolutions. Maybe you’d like to work less, play more, enjoy the view a little more in 2013? How many of us wouldn’t like to be in a better financial position in the com-ing year?

The good news is that God has given us an automatic re-boot button on life called days, and months and years. It’s an opportunity to start over again and wipe the slate clean. The Apostle Paul captures this sentiment well in his letter to the Philippians 3:13-14 – But one thing I do: Forgetting what is behind and straining toward what is ahead, I press on to-ward the goal to win the prize for which God has called me heavenward in Christ Jesus. Deep down many of us in-stinctively understand those principles. After all, the New Year isn’t about looking back.

It’s about looking forward. It’s about change, it’s about op-portunity.

This captures the concept poetically. I am the New Year. I am an unspoiled page in your book of time. I’m your next chance at the art of living. I’m the opportunity to practice what you’ve learned about for the past 12 months. All that you’ve sought but didn’t find is hidden in me. All the good that you tried for but didn’t achieve is mine to grant. All that you dreamed but didn’t dare to do, all that you hoped but did not will, all the faith that you claimed but did not have, these slumber lightly waiting for you in the New Year.

cultures in the world that don’t have a word for “minute” or “hour”? They simply have no need or desire to measure time in such short increments. Nor do they attempt to maximize every second of every day. Fill-ing their lives to the brink would be unthinkable.

Sound too third-worldish to you? Isn’t it easy to see how such words are not necessary in places where people grow their own food and rarely ven-ture beyond their own village?

I’m not suggesting that we all move into the woods and live off the land. But I am encourag-ing you to consider the benefits of pulling the throttle back just a notch and embracing a more contemplative lifestyle. When you allow yourself time for cre-

ative solitude, you can see God at work and begin to rediscover life in all its richness. When you give yourself the necessary time and space to seek clarity, gain perspective and ponder decisions, you find more to sa-vor, enjoy and appreciate.

As I reflect on these two dif-ferent approaches to life--the rushed and the restful--I force myself to ask, How did Jesus live? Was He frantic or steady? Was He checking the sundial every few minutes, wishing He could cut some time off His commute to the next city? Or was He able to stop and tend to the needs around Him?

Jesus had more pressure on Him than any of us can fathom. His own disciples were always peppering Him with questions. The Pharisees wanted Him dead. The crowds wanted Him king. Many pressed against Him, wanting to be healed.

Yet, He got alone to pray. To think. To be strengthened. He sought His Father and enjoyed Him in the quiet moments of life.

change in 2013 in order to carve out more time to rest?

serious six-month quest toward a quieter heart. Let Him show you what could be eliminated to open up time with Him.

So many people have told me, “If there is a God up there, I’m sure He will accept me by living a good life.” Good works are like rungs on a ladder, and eventually you can climb high enough to reach heaven.

But have you ever laid awake at night, and asked yourself, “does my ladder theory really work?” Will God really forget about the bad things that I say and do, simply if I have done enough good things? How can I really know?” Most of us have

not kept a running tab on our good deeds since birth. So you’re faced with the nagging question, “Will God accept me… or not?”

The Bible slaps us with the reality that you can’t climb up to heaven. The gap between you and God is impassable. It’s like climbing an icy ladder in sub zero temperatures. You may inch up one or two rungs to try to be “acceptable” to God all your life, but eventually you’ll slip and freeze to death.

But when every religion tells us to climb an icy ladder of good

works, God Himself reached down and pulled our frozen figures off the ladder. In our place, He put Jesus Christ. Jesus’ perfect life bridged the impasse, and brought us to God. He saved us, not because

of works done by us in righ-teousness, but according to his own mercy… whom he poured out on us richly through Jesus Christ our Savior (Titus 3:5-6).

Christ is what distances Christianity from all other reli-gions. When we could never be good enough, Christ – God’s own gift of mercy for us - was

great resolution is to give your spouse your undivided atten-tion regularly. Your spouse will appreciate the romantic gesture. And that’s what love is all about. Love is action. “This is how we know what love is: Jesus Christ laid down his life for us. And we ought to lay down our lives for our broth-ers.” - 1 John 3:16.

“We feel that many public and private schools are not do-ing enough to get their students to achieve their intellectual and academic potential for college,” said Lin.

The school follows a stan-dard September to June aca-demic schedule where stu-

dents come to study after their regular classes are over for the day.

One of the greatest advan-tages the school provides is a small class size, usually eight to 10 students per class, and a solid faculty, according to Lin.

“Our class size helps us bet-ter prepare students for their SAT prep test,” said Lin.

The school teaches grades K – 12 and is broken up into the primary school, K – 4 and secondary school, 5 – 12.

The primary school focuses on English, Math, tutoring and

competition preparation, while the secondary school concen-trates on SATs, college prep, essay writing and AP classes.

Cambridge is part of a net-work of schools that have been preparing students for college for decades and thier newest school in Eastvale is now open, according to Lin.

“We have a school in Chino Hills that acts as our home of-fice and we’re ready to open in Eastvale,” said Lin. “After that, we plan to open other schools in the area.”

Covarrubiaswas booked into the Riverside Robert Presley Detention Center on suspicion

of vehicle theft, resisting arrest, possession of burglary tools, receiving stolen property, petty theft, a probation violation and drug-related offenses. His bail was set at $30,000, according to local reports.

This investigation is ongoing and deputies are currently at-

tempting to identify additional victims of theft. The Sheriff’s Department is asking anyone

with information to contact the Jurupa Valley Station at 951-955-2600.

Norco – The Navy is re-questing proposals to establish and operate a food service con-cession to serve some 1,400 sailors, Navy civilians and support contractors working at Naval Weapons Station Seal Beach Detachment Norco, home of the Naval Surface Warfare Center, Corona Divi-sion. The Naval Exchange Service Command, adminis-tering the proposal, says the

on-base concession has the potential for up to $300,000 in annual sales.

Naval installation director An-thony Winicki said the request for proposals is in response to employee surveys asking for more variety than what is now being offered in vending machines at the base canteen, adding that it will complement local restaurants in the com-munity where employees fre-quently visit.

ing Officer Capt. Eric Ver Hage said he welcomes having an onsite food provider available to his 1,400 personnel.

“Having a food concession onsite allows my employees more options and greater con-venience when they’re not able to leave the base,” Ver Hage said. “Most go to their favorite restaurants in the local commu-nity and will continue to do so. But we’re hoping this will bring a popular local vendor to them here, so when they’re sched-

ules are tighter, or when they didn’t have a chance to bring something from home, they’ll be able to get something really good right here on base.”

The base has two possible sites at the former 1930s luxury resort and World War II Naval hospital that can be renovated for the food facility. The smallest is the existing canteen, a 475-square-foot area, and the other is 1,200 square foot area inside the larger auditorium building, where legendary USO entertain-

The last quarter of the 2012 year for the Eastvale Chamber of Commerce has been one where appreciation has been shown to all. There is appre-ciation for its new and charter members, the Eastvale com-munity, those who founded the Chamber and those who continue to help it grow. The Eastvale Chamber has had a great year with a continued growth in members and those attending chamber hosted net-working opportunities.

At the Eastvale Chamber hosted Holiday Party held at Carino’s Italian Restaurant, over 40 people were in at-tendance, consisting of pro-

spective business owners and members. Charter members like Instant Imprints and Chase Bank were in attendance along with the Chamber’s newest members Bark Busters and Simply Sign Notary. There were over 25 raffle items donated by businesses. riverside - The ooohs and ahhhs over the eight cus-tom-built pet houses were just slightly drowned out by the happy yelps of 10 adoptable dogs who found homes at the first Project Playhouse Pet Edition fundraising event held recently at the Eastvale Gate-way Shopping Center.

More than 250 people at-tended the pet house raffle and auction, pet walk and pet adoption event, and nearly $5,000 was raised to increase the Homeless Shelter Develop-ment Fund for HomeAid Inland Empire.

“We couldn’t be hap-pier with the turnout for our first Project Playhouse Pet Edition event,” said Ray Osborne, Executive Director of HomeAid Inland Empire. “The eight pet houses were a sight to see,

from the meticulously-designed California mission-style dog house built by Pardee Homes to the appropriately named ‘Hang Two Paws Hawaiian Surf Shack’ by the Cal Baptist Con-struction Management team,” Osborne noted.

“The enthusiastic re-sponse from everyone who participated in the event helped us raise a significant amount of money to continue to work with our various service provider partners to renovate quality shelter facilities to temporar-ily house homeless individuals and families in San Bernardino and Riverside counties,” added Osborne. “We sincerely appre-ciate the outstanding support of the building industry and our corporate partners, as well as the general public, who are helping us fulfill our mission to assist people who are home-less in the Inland Empire.”

HomeAid Inland Empire’s nine current service provider partners, including Olive Crest, Operation SafeHouse, Path of Life Ministries, Mary’s Mercy Center/Veronica’s Home of Mercy, Foothill Family Shel-ter, Inland Empire Rescue Mission, Project T.O.U.C.H., Family Assistance Program Our House Youth Shelter, and the Children’s Fund of San Bernardino County, will all benefit from the proceeds raised from the pet house raffle that was held as part of the Project Playhouse Pet Edition event, with 40% of the revenue from the raffle ticket sales going to the various service providers.

In addition to the raffle and auction of the eight custom built pet houses, more than 10 dogs were adopted from various local animal rescue and adoption agencies at the event.

The event was sponsored

Eastvale - On December 15, at 4:37 am, deputies from the Eastvale Police Department responded to a report of attempted burglary, that just occurred in the 6400 block of Caxton. The home-owner was leaving his residence to go work, when he saw the suspect,

later identified as Jason Rene Flores, a 30-year-old resident of Eastvale, attempting to enter his locked garage door. Flores had entered the property through an unlocked side gate. When confronted by the homeowner, Flores fled on foot and was chased down the by the homeowner and detained until deputies arrived.

Flores was arrested for attempt bur-

glary and being under the influence of a controlled substance. He was booked into the Robert Presley Detention Center.

Jurupa valley - On Friday, Decem-ber 28, 2012, at 7:30 p.m., deputies assigned to the city of Jurupa Valley Special Enforcement Team conducted

a probation compliance check at a residence located in the 5600 block of Sexton Ln., Jurupa Valley.

During a search of the subject’s vehi-cle, deputies located stolen property that was taken during a residential burglary early this morning. Deputies also located

methamphetamine packaged for sales, a scale and packaging materials.

The subject was later booked into the Robert Presley Detention Center and was identified as: Armando Terrones, 22-year-old resident of Jurupa Valley – Pos-session of stolen property, possession of

Target located in the Eastvale Gateway Shopping Center at 12471 Limonite Avenue. Thomas Robert Johnston, 50, of Indio was arrested around 11:30 a.m. Saturday after deputies say they spotted him behaving suspiciously near the outlet.

When deputies questioned him and learned he was on probation, the suspect was searched. Deputies found several stolen items from the store in his clothing and a machete tucked down his pants. The items were re-turned and Johnston was taken to the Robert Presley Jail in Riverside. He faces burglary, possession of stolen property, possession of a weapon, and probation violation charges.

On December 17, we posted about an Eastvale homeowner who chased down an attempted burglar. This post received 111 Likes and 16 comments. We also provided the community with a picture of the attempted burglar. Read this full story above.

Jerry Case commented on this post stating that during his fifth year of living in Eastvale, his home was burglarized between 1:45 p.m. and 2 p.m. He let the community know that this burglary hap-pened off Linnea St. and Summer and that he has the burglary on surveillance video from the neighbor. John Briones also commented on this post stating that his home was broken into and valuables were taken a couple of weeks prior. He wondered if the suspect caught was the same burglar that broke into his home. He stated that there was more than one person who burglarized his home, but he was hoping the other burglars would be scared off when they saw that one

was caught.On Dec. 22, we decided to post recent

crimes that happened in Chino Hills to help inform Eastvale residents that crime is happening everywhere. During the past month, the Chino Hills Police Department has identified an increase in residential burglaries in the south end of the City of Chino Hills. The area near Soquel Canyon Road and Butterfield Ranch Road, south to Highway 71 has suffered the highest increase. There have not been any reports of suspicious subjects near the locations where the burglaries have occurred, and

it is possible the suspect(s) “fit in” the neighborhood.

On Dec. 27, we posted that Eastvale Police Department would be conducting a DUI/Driver’s License Checkpoint on December 29, 2012, from 8 p.m. until 3 a.m. within the City of Eastvale. You can read the results of the DUI Checkpoint on page 1.

On Dec. 29, we posted about an Eastvale Public Safety Announcement that reminds the community not to fire guns into the air on New Year’s Eve. The Riverside County Sheriff’s Depart-

ment wanted to make sure the public remembered that stray bullets have been known to penetrate walls, roofs, and cars, injuring and killing innocent people. Sheriff’s enforced a Zero-Toler-ance Policy regarding the negligent dis-charge of a firearm on New Year’s Eve. Individuals found discharging firearms would be arrested and could face felony charges, punishable by incarceration in the state prison.
