Further development of Market Information Centre
Workshop Report
20 October 2011 – Chisinau, Moldova
1. Background
A one-day workshop on the further development of the Market Information Centre (hereinafter MIC) of the Ministry of Agriculture and Food Industry (MAFI) of Republic of Moldova was jointly organized by MAFI and FAO under the “EC/FAO Programme on information systems to improve food security decision-making in the European Neighborhood Policy (ENP) East area”. The Programme aims at improving food security by enhancing the national capacity to generate, analyse, communicate and mainstream relevant and reliable information into policies and programmes. The development of MIC is one of the Areas of Intervention of the Programme (Area of Intervention 2 of the Country Workplan). The workshop took place on the 20 October 2011 in Chisinau, Moldova, with the participation of representatives of MAFI directions, the National Bureau of Statistics (NBS) and the Agency for intervention and payments in agriculture. 2. Objectives of the workshop
The workshop pursued the main goal of the programme and intended to address the key informational priorities of MIC in the context of the new MAFI priorities stated for the coming period 2011 – 2015. MAFI’s new strategic priority for short and medium term 2011-2015 encompasses the most important sectors deriving from the analysis of internal and external conditions. The priorities include the following domains:
1. Implementation of the reform of food safety.
2. Restructure and modernise the wine sector.
3. Support the development of a modern market infrastructure.
4. Reorganisation of the existing education and research resources.
5. Support the development of strategic sectors – fruit and vegetables, milk and meat, and genetic
resources.
6. Reorganization of the agricultural subsidy system, aimed at modernizing and concentrating
production.
7. Support development of renewable energy production from agricultural raw materials.
8. Implementation of basic information systems to support the functioning of the food chain.
9. Implementation of conservative agriculture (No-Till).

The agenda of the workshop is provided in Annex 1.
The set of information provided to workshop participants included Mr John Millns’ presentation handouts as well as blanks of papers developed beforehand to be filled in for each workshop roundtable.
3. Participants
The workshop was attended by about 15 participants, including FAO staff. They all belong to MAFI except two participants, who belong to NBS and the Agency for intervention and payments in agriculture. The list of participants is provided in Annex 2.
4. Process
The workshop was opened by Mr Vasile Bumacov from MAFI of the Republic of Moldova with a message of gratitude to the FAO Programme and the FAO team of experts involved in the programme. Following the opening message, Mr Bumacov emphasised the importance of the availability of information and the capacity of the Ministry staff to produce good quality analysis to support decision-making. During his speech the Minister reviewed all the strategic priorities of MAFI in the years 2011 – 2015, providing detailed information about the directions of development for each of them. After the introduction speech the Minister left the workshop participants. The FAO Programme Coordinator Ms Françoise Trine made a small introduction to the programme area intervention related to development of marketing information centre and the context of the workshop and its relevance to the activities foreseen within this component. The workshop was facilitated by an international consultant, Mr John Millns, International Marketing Expert, who introduced the workshop objectives and expected outputs. As well Mr John Millns explained the principle of roundtable working and expected results of each round table (See Annex 4). After the coffee break participants proceeded to roundtable activities foreseen by the workshop programme (See Annex 3). The workshop was closed by Mr Tudor Robu, Director of Marketing and International Relations Directorate (MIRD), emphasising the importance of this workshop and the follow-up activities that have to be undertaken in order to achieve the objectives established under the programme intervention area “Development of Market Information Centre”.
5. Main results
A draft list of informational priorities was derived from MAFI’s strategic domains. They will be finalised by the FAO National Consultant in close collaboration will all relevant ministerial directorates (See activity 1 of the action plan).
Furthermore, the workshop resulted in the establishment of an action plan to be undertaken to develop the Market Information Centre:

6. Follow-up actions
As a result of the workshop and following the action plan in order to speed the progress in the development of MIC, it was recommended:
- Finalise the definition of information priorities and most importantly the measurable indicators deriving from the strategic MAFI priorities. This will enable MIC and other MAFI directorates to streamline their activity and focus on the most significant MAFI priorities and strategic goals.
- Resume the working relations with all available sources of information (institutions) in order to cover all data needs to accomplish good quality analysis demanded by MAFI’s management for decision making.
- Develop the methodology of data collection to facilitate and enhance the data collection process, which over time will ensure consistency in the quality of the collected information.
- Finalise the design and structure of the database considering the information available and the information to be collected. This would enable MIC to develop an integrated database that will match the data and reporting requirements of MAFI’s management.
- Determine the cost of creation of the Marketing Information system within MIC and to make it operational in order to strengthen the ability of MIC to meet the expectations of information demand by MAFI’s directorates and MAFI’s management.
These recommendations will be considered while reviewing and elaborating the work plan for 2012 for the MIC Development component.
