ECM

The Enterprise Compliance Manager (ECM) is a web based compliance management solution designed to assist large and small size organization to manage their simple and complex compliance issues.

The ECM designed to seat on any Relational Database Management System (RDBMS) such as Oracle, SQL server, Sybase etc.

BASE

The Base module is the primary domain of the ECM solution.

This module allows for enterprise customization of the solution for details such as departments, regulators, types of compliance issues, criticality metrics, processes and process owners.

COMPLIANCE INPUTS

This module is the compliance management operational function that allows process owners to capture and update compliance issues as well as authorization, downgrading of issues, approval and dispatch of compliance returns to receiving authorities either via email or through secure document transmission system.

MESSAGING & ALERTS

The messaging module ensures that due compliance issues are brought to the knowledge of process owners in a timely manner and escalated to superior officers when issues become critical.

The messaging mode is either by SMS or email enabling users to attend to critical compliance issues even remotely provided that such users have access to the enterprise server.

ECM DASHBOARD

The dashboard creates insight to key officers such as the Chief Compliance Officer and Managing Director on critical compliance issues and default tendencies.

This will enable top executives the ability to guide and appraise compliance performance throughout the organization.

The ECM dashboard represents the compliance in a risk colour codes which also allows users to drill down and uncover details of issues, process owners and penalty clauses.

COMPLIANCE MONITORING

The monitoring module ensures effective tracking of compliance issues throughout the organization.

The monitoring module takes links across the system from data entry to reporting of compliance.

API

The Application Program Interface (API) module provides ability of the ECM to extract data from production system such as TurnQuest and also export facility to basic platforms as excel, Access and web publishing tools.

ACCESS CONTROL

The assignment of decision right privileges on the system is carried out through a granular access control system.

It assigns who can enter, update, preview and report compliance issues from the system.

Typical issues such as authorization and approval of returns rendition is also assigned by the system

COMPLIANCE REPORT

The report module allows for various type of reports to be generated in excel and XML reporting format using crystal report writer.

A number of compliance reports including due issues, penalties, compliance history report, default report and process report etc.

The system’s simple reporting tool equally allows for customization and development of new reports.

PROPOSAL FOR ENTERPRISE COMPLIANCE MANAGER (ECM)

Based on activation of the seven (7) enterprise governance enabler, management may start by ensuring that appropriate framework exist to enable effective governance culture for good compliance management in the organization. In addressing issues on compliance management, several strategies may be considered;

ECM POLICY

The ECM policy should be articulated using either outsource or internal capacity where this exist. The core responsibility of the ECM policy rest on the Board while implementation remains the responsibility of the executive management.

ECM STRUCTURE

•The operational structure of the enterprise compliance

management is a unit under the organizational

structure.

•The ECM department must be headed by the senior

officer in the organization, preferably above an AGM

position.

•Apart from being a regulatory requirement, having a

senior management staff will further strengthen the

tone at the top concept as well as have capacity to

drive this responsibility or compel other senior

management staffs to ensure compliance on core

issues.

Many methods abound for the development of

the process model. Typically, you can adopt

the hierarchical or line model, the model must

be designed to achieve a goal oriented

purpose. It must ensure that you have a

measurable standard either in terms of

response to compliance issues, coverage of

compliance space or reduction in annual

penalty risk (APR).

ECM AUTOMATION

The simplest strategy is to automate the ECM in such a way that it will assist the Chief Compliance Officer to track compliance level and activities by employees and line managers as well as scan the external regulatory environment to ensure that the organization does not fail in knowing about them or meet up with compliance.

ECM Awareness & Training:It is important that employees and indeed all

stakeholders should understand and be part of

the enterprise compliance management

process. This will take the shape of ensuring

that all employees upon entry into the

organization are adequately trained on the

compliance responsibilities. Continuous

training must also be organized for all staff

particularly on new and emerging compliance

issues.
