Dear Ms. Nabasny,
On December 14, 1994, the U.S. Environmental Protection Agency (U.S. EPA) tasked theEcology and Environment, Inc. (E & E), Technical Assistance Team (TAT), under TechnicalDirection Document (TDD) number T05-9412-006, to collect six municipal well water samples fromthe Ingalls Road well of the Petoskey Municipal Well Field in Petoskey, Michigan. The followingletter report describes activities associated with this TDD.
TAT member Sally Imes arrived in Petoskey, Michigan, on January 4, 1995, and met withthe city of Petoskey's consultant, Gary Molchan, of McNamee, Porter & Seeley, Inc., of Ann Arbor.Michigan. The TAT proceeded to generate one field blank using distilled water and one equipmentblank by pouring distilled water into a stainless steel bailer and then filling the sample bottles. Thesesamples were designated as 95TT01R02 and 95TT01R01, respectively. Three volumes of the on-sitewell were purged. The TAT then collected a sample and a duplicate from the on-site well with astainless steel bailer. These samples were numbered 95TT01S01 and 95TT01D01, respectively. Asample and duplicate were then collected from a spigot inside the Petoskey Municipal well house afterpurging the spigot for 15 minutes. These samples were labeled 95TT01S02 and 95TT01D02,respectively. Sample number 95TT01R02, the field blank, was analyzed for volatile organiccompounds (VOCs) only. Sample numbers 95TT01S01, 95TT01D01, 95TT01S02, 95TT01D02, and95TT01R01 were analyzed for VOCs, semivolatile organic compounds, pesticides, metals andcyanide.
EIS Environmental Services, Inc., in South Bend, Indiana, was procured by the TAT toperform VOC analyses under analytical TDD number T05-9412-806 utilizing U.S. EPA SafeDrinking Water method 524.2. Samples to be analyzed for semivolatile organic compounds,

pesticides, metals, and cyanide were shipped to the U.S. EPA Central Regional Laboratory (CRL) inChicago, Illinois. Analyses performed at CRL were arranged by U.S. EPA. Table 1 summarizes theanalytical data. Note that if a parameter was not detected in the sample, then it was not included inTable 1. A copy of the analytical data can be found in Attachment A.

The data quality assurance (QA) review of six drinking watersamples collected from the Petoskey Municipal Well Field site iscomplete. The samples were collected on January 4, 1995, by theTechnical Assistance Team (TAT) contractor, Ecology andEnvironment, Inc. (E & E). The samples were submitted to EISEnvironmental Engineers, South Bend, Indiana for analysesfollowing United States Environmental Agency Method 524.2. Inaddition, certain non-target list compounds, includingcyclohexanone, methyl ethyl ketone, and tetrahydrofuran wererequested for analysis.

Data Qualifications
I. Sample Holding Time; Acceptable
The samples were collected on January 4, 1995, and analyzed

on January 6, 1995. This is within the 14-day limit forpreserved water samples.
II. GC/MS Tuning; Acceptable
GC/MS tuning to meet ion abundance criteria usingbromofluorobenzene (BFB) were acceptable and samples wereanalyzed within 12 hours of BFB tuning.
III. Calibrations;
• Initial Calibration: Acceptable
A five-point initial calibration was performed prior toanalysis. All average response factors were greater than0.05. The percent relative standard deviations (%RSD)between response factors were less than 30% for all targetcompounds.
• Continuing Calibrations: Acceptable
The percent difference between initial and continuingcalibration for all target compounds was less than or equalto 25% for all compounds.
IV. Blanks; Acceptable
A method blank was analyzed with the samples. No targetcompounds or contaminants were detected in the method blank.
V. Internal Standards; Acceptable
The areas of the internal standards in the samples werewithin -50% to +100% of the associated calibration checkstandard. The retention time of the internal standards werewithin the 30-second control limit.
VI. Compound Identification; Acceptable
The retention times and mass spectra of reported targetcompounds were within the allowable limits.
VII. Additional QC Checks; Acceptable
The recoveries of the surrogates used in the samples andblank were within the laboratory established guidelines.

Comments on Data Quality by Reviewer
The field blank, 95TT01R01, was found to contain measurable concentrations of barium,calcium, magnesium, nickel, sodium, and vanadium. All these elements except nickel wereconfirmed by also analyzing the undigested field blank. There is some doubt about nickelbecause, due to noise in the detector, nickel was analyzed again in a separate run, and theundigested field blank was not included in that run. Vanadium in this blank is at the detectionlimit (8 Mg/L), and the instrument blank analyzed just after the field blank was 5 uglL, so thisfinding may well be a false positive.
Beryllium, copper and nickel were reanalyzed from the same digestions because of unacceptableinstrument performance. All data were reported from runs with acceptable instrument blanksand control standards, and a valid resweil laboratory control sample.
Chromium had a low matrix spike recovery (74%), outside the 85-115% acceptance window.Because of the large amount of paniculate in the spiked sample, 95TT01S01, it is tempting toattribute this poor recovery to difficulty in obtaining a homogeneous subsampie, but the duplicateresults for the same sample do not support this hypothesis. The relative percent difference forchromium was only 3 %. Chromium may have an error in the measured results.
Sample 95TT01S01 contains visibly more paniculate matter than sample 95TT01D01, whichmay explain the apparent lack of agreement between the two field duplicates.

Instrument performance audits were generally acceptable. MS/MSD were not required for thisdata set. The method blank and instrument blank did not contain target analytes above CRLdetection limits. The LCS/LCS duplicate data associated with this data set were acceptable. ThePE sample data were acceptable except for 1 TCL miss ( Endosulfan 1 ). All other pesticideswere within the acceptance windows. TCMX and DCS recoveries were acceptable for95TT01S02, 95TT01D02, 95TT01R01 but outside QC limits ( low ) in samples 95TT01S01 &95TT01D01. Trie data for these two samples are qualified as U J ( undetected, estimated ). Thelow surrogate recoveries may be attributed to matrix effects. These two samples became turbidwhen shaken and formed a solid layer at the bottom on settling. There were no analytes ofinterest detected in the samples.

These contaminants were notdetected in the rest of the site samples.
• The laboratory's accuracy data for 4-chloroaniline was slightly biased high for the in-house QC sample(Laboratory Control Sample - LCS). Because this compound was detected in the Lab Blank sample andin 95TTOIS01, (heir results are flagged estimated (J).
