Austria / Kühtai heating plant
inaugurated
After a construction period of only 5 months, the Kühtai biomass
heating plant has been commissioned. The plant has a capacity of
2.5 MW and is connected to a 3.5 km district heating network. The
investment sum of the project amounted to EUR 4 million. The
plant is fuelled with waste wood sourced within a radius of 50 km.
Operator of the plant is Austrian energy company Biowärme
Kühtai 2020 GmbH.

Belgium / Operation stop at
Langerlo conversion project
Due to E.ON's plans to sale its 500 MW coal power plant in
Langerlo, Limburg province, the workers went on strike and E.ON
had to stop energy generation. The proposed conversion of the
coal-fired facility to run on biomass was approved in July 2013;
however, after E.ON decided to sell the coal power plant by 2016,
they have not stuck to the conversion plans anymore. After a
successful conversion, the plant would have a capacity of 200
MWel (see also issue 2013-15).

Bosnia and Herzegovina /
EBRD to support biomass
project
The European Bank for Reconstruction and Development (EBRD)
will support the construction of a biomass boiler meant to be built
in Prijedor. The loan sum amounts EUR 7 million and will be
granted to project owner Toplana AD Prijedor. The boiler will
replace an old oil-fuelled one with a wood chip-fired boiler.
Concrete capacity data are not available at present. Another EUR
2 million will be granted by the Swedish International
Development Cooperation Agency.

China / CEI to construct BtE
plant in Nanqiao
China Everbright International (CEI) has signed an agreement to
invest, construct and operate a biomass power generation project
in Nanqiao District. The USD 52 million project will process
280,000 tons of agricultural waste and straw in order to generate
30 MW of power. The source does not give the scheduled
commissioning date of the planned facility.

China / New BtE plans in
Zhongxian
Chinese gas heating appliances manufacturer China Chant Group
is developing a Biomass-to-Energy project in Zhongxian,
Chongqing municipality. The project consists of two phases, in
each of which a 15 MW generator set will be installed. The
investment sum amounts to RMB 280 million.

China / Second BtE plant in
Jinan online
The second biomass power plant (Shanghe Yuquan) in Jinan city,
Shandong Province, has been commissioned. It has an installed
capacity of 30 MW. The biomass investor Shangdong Qiquan
Group Co., Ltd. has developed the project. The plant will
incinerate 300,000 tons of straws every year and generate
165,000 MWh of electricity annually.

China / Yibin BtE plant
commissioned
The 30 MW biomass power plant in Yibin, Sichuan Province, has
been put into operation. Zhuzhou Qifeng Green Energy Co., Ltd.
is the owner of the plant that entailed an investment sum of RMB
200 million. The facility will incinerate 230,000 tons of agricultural
and forestry waste per year and generate 180,000 MWh of
electricity annually (see also issue 2013-23).

Costa Rica / Bridgestone
inaugurates biomass boiler
Tire manufacturer Bridgestone has announced that they
inaugurated a biomass boiler at their La Reberra de Belen facility
in Heredia Province. Construction works at the boiler had started
in late 2013. The boiler replaces an older oil-fired unit and will help
the company to save about 11,000 tons of CO2 emissions. The
source does not give any detailed information on the capacity of
the boiler.

Croatia / Izvan okvira to build
biomass plant
Zagreb-based energy company Izvan okvira d.o.o. will build a
biomass power plant in the municipality of Grubišno Polje. The
plant will have a gross heat capacity of 5 MW and will be able to
generate electricity as well as heat, which will be supplied to
neighbouring greenhouses. Its main fuel will be wood chips
collected from local forests. Construction of the EUR 26 million
plant is scheduled to start in summer 2015.

gasification projects
The European Union and the German Ministry of Food and
Agriculture will fund two gasification pilot projects in the EU as
part of the network for research funding "Eranet Plus BESTF". The
project "Teerreformiung" in Göteborg, Sweden, will treat the
biomass until it reaches a gaseous state in order to increase the
fuel's value. TU Berlin and Swedish partners will carry out the
project. Furthermore, German-based Schmack Carbotech GmbH
in partnership with a UK-based company will build and operate a
wood chips- and straw-fuelled plant that will be based on plasma-
enhanced gasification technology and will be located in Sinton,
UK.

Finland / Turku Energia to
build heating plant
Finnish energy company Turku Energia will invest into a 40 MW
biomass heating plant, which is meant to be located in
Luolavuoreen. The plant will be fuelled with wood pellets
produced from waste wood sourced from the Finnish timber
industry. Construction is scheduled to begin in March 2015 and
start of operation is planned for early 2016.

Finland / Empower to
maintain Sunila biorefinery in
Kotka
Infrastructure engineering company Empower has signed a new
multi-year service contract with packaging company Stora Enso
on maintenance operations at the new biorefinery to be built at the
Sunila pulp mill in Kotka. The new biorefinery should extract lignin
from black liquor that can be burned to heat the production
process. It is scheduled to begin operations early next year and
replace 90 % of the mill's natural gas consumption by using black
liquor.

France / Galion 2 power plant
proposed for Martinique
French independent energy producer Albioma and energy
company EDF have signed a bagasse contract for the proposed
40 MW Galion 2 biomass CHP plant in Martinique, to be located
next to the Galion sugar refinery. The contract covers bagasse
prices for the Galion 2 power plant. Bagasse will be used in order
to process steam, which will be supplied to the neighbouring
sugar refinery. The EUR 170 million project will be operated by
Albioma Galion, a subsidiary of Albioma (80 %), and its
longstanding partner in the Antilles, COFEPP (20 %). According to
the source, the biomass CHP plant will be able to generate 15 %
of the overall island's energy needs.

Kerck invests in new boiler
German timber company Kerck has invested into the
modernisation of its heating plant, including a new biomass boiler
at is company site in Ehningen, Baden-Württemberg. The new
boiler will have a capacity of 3.2 MWth and will be fuelled with
bark. Austrian plant manufacturer Kohlbach will build the plant.

Hungary / Metso to equip BtE
plant in Dunaujvaros
Finnish technology provider Metso will deliver automation
technology to Hamburger Hungaria Power's new power plant in
Dunaujvaros, Közép-Dunántúl. Hamburger Hungaria Power Ltd,
subsidiary of the leading European containerboard manufacturer
Prinzhorn Group, ordered a cutting-edge automation system to
support an efficient and environment-friendly power production
from black liquor. The project is expected to start generating 42
MWel and with a thermal capacity of 158 MW in late 2015 (see
also issue 2014-11).

India / Hybrid CSP biomass
project planned for Barun
The Indian Center for Study of Science Technology and Policy
(CSTEP) has announced to build a 3 MW hybrid solar biomass
pilot project in Barun, Bihar. The so-called "Scopebig" project
(Scalable CSP Optimised Power Plant Engineered with Biomass
Integrated Gasification) is going to be developed by a consortium
of Thermax Limited, Bihar State Power Generation, the Energy
Centre of the Netherlands and the French National Centre for
Scientific Research. It will be funded by the Delegation of the
European Union to India.

Italy / Three bioenergy
projects proposed for Santa
Maria la Fossa
One biogas and two biomass facilities are currently being planned
to be developed in the Santa Maria la Fossa region, Province of
Caserta. Each project will have a capacity of 1 MW. At least one
project, to be developed by Sud One Ltd., will be located between
Santa Maria la Fossa and San Tammaro and will use waste wood.
The actual implementation of the projects, however, remains
uncertain as many experts have expressed criticism.

Japan / Maniwa plant project
proceeds
The construction of the Maniwa biomass plant progresses on
schedule and will be finished by April 2015. The facility will be
able to produce about 10 MW of energy and will use wood that will
be sourced from the 30 lumber mills in the municipality. During a
second construction phase, the capacity of the plant is meant to
be increased by another 10 MW. It will then be able to satisfy the
overall municipality's energy needs, including the demand of the
local industry.

Latvia / Daugavpils heating
plant operational
The biomass heating plant in Daugavpils city has been
successfully inaugurated in late December 2014. The heating
facility has a combined capacity of about 5 MW and is fuelled with
wood chips. Operator of the plant is Lithuanian energy company
Enerstena, which is currently building two 12 MW boilers in
France for French company Leroux & Lotz Technologies.

Latvia / HoSt to deliver boiler
to Rezekne BtE project
Dutch boiler manufacturing company HoSt is currently building a
wood-fired CHP boiler for the BtE project in Rezekne, Latgale.
The EUR 10 million project will burn prunings to generate 3.1 MW
of electricity and 18 MW of heat. The facility is expected to start
operation by 2015.

Netherlands / Gasification
pilot project planned in
Alkmaar
The Energieonderzoek Centrum Nederland (ECN) has announced
to build a pilot gasification plant in Alkmaar. The plant will supply
300 cubic metres of synthetic natural gas (SNG) per hour to the
grid, which corresponds to a capacity of about 3 MW. Supported
by the EDGaR programme, a Dutch gas technology research
consortium, the project is expected to start operation in early
2017.

Nicaragua / 12 MW biomass
project proceeds
The 12 MW Giant King Grass project planned in Nicaragua is
progressing. Energia Reino Verde, a joint venture of Viaspace und
Agricorp, received a proposal for constructing the power plant by
an EPC contractor that is not named in the source. The company
furthermore held strategy meetings with AGRICORP executives
and met with a potential operator of the power plant (not named
either). The source does not say when construction works are
scheduled to start (see also issue 2013-09).

Philippines / CHE to develop
16 BtE plants
Multinational holding company CHE Group has announced that it
has plans to build 16 BtE plants with a total capacity of 191 MW in
the Philippines. According to the source, the facilities should be
constructed over the next five years, with engineering works on
the first plant set to begin in the second quarter of 2015 under a
USD 480 million contract. In October, the company had already
announced to invest USD 620 million in the construction of 20 rice
husk biomass plants in Vietnam.

Spain / Biomass CHP plant
being developed in Esquel
A small-scale biomass CHP plant is currently being developed in
the municipality of Esquel, Chubut. The plant will have an
electrical output of 200 kW and will be also able to produce some
heat. It will supply the heat to a neighbouring waste treatment
plant and will be fuelled with locally sourced biomass such as pine
residues, waste from sawmills and pruning waste.

Ukraine / ZE to build BtE plant
in Khmelnytsky region
Singapore-based technology enterprise Zhiyuan Energy (ZE) is
about to build a 30 MWel biomass power plant in Ukraine’s
western Khmelnytsky region. The project will entail an investment
of USD 48 million. The source does not give any further project
details.

USA / Eagar biomass project
announced
A 1 MW biomass power plant project has been announced for the
Eagar municipality, Arizona. Construction of the plant will start in
early summer 2015. First plans for the project were made by US-
based company Western Energy Solution back in 2010. In the
meantime, the company has merged with energy company
Concord Blue Eagar LLC (in 2012). When operational by early
2016, the plant will incinerate 40 tons of mill waste and forest
thinning per day. A power purchase agreement has already been
closed with Navopache Electric Co-Op Inc.

USA / Works at Hawaii
biomass plant can continue
After a contractual dispute between Hawaiian Dredging
Construction Co and Hu Honua Bionergy has been resolved,
construction of a biomass plant located at the Big Island of Hawaii
can continue. The dispute started because workers of Dredging
Construction were not paid by Hu Honua Bioenergy. Construction
works are expected to be completed within the next 12 months.
When operational, the plant will have a capacity of 21.5 MWel and
burn wood chips (see also issue 2014-01).

Denmark / Vattenfall sells
Fynsvaerket CHP plant
Energy company Vattenfall is selling its Fyn Power Station,
Syddanmark, to local authority-owned utility Fjernvarme Fyn
under a EUR 147 million deal. The transaction was expected to be
completed by 1 January 2015. The company sells the CHP plant
in Fynsvaerket in order to continue shifting from fossil fuels to
renewable energies such as wind power. The facility generates
heat and electricity in three units, mainly using fossil fuels, but
also straw biomass and some municipal solid waste.

Borsigstraße waste and
biomass plant sold
Swedish energy company Vattenfall has sold the Waste- and
Biomass-to-Energy plant Hamburg Borsigstraße. The facility
consists of two waste incineration lines, a biomass incineration
line and a separate unit for waste wood incineration. Municipal
utility Stadtreinigung Hamburg (SRH) purchased Vattenfall's 85.8
% stake as well as the remaining 14.5 % stake from German
company Energy from Waste Stapelfeld GmbH. Altogether, SRH
invested EUR 78 million to buy the plant.

Germany / Papenburg district
heating network under
construction
Construction of the planned district heating network in Papenburg,
Lower Saxony, which is meant to connect the 70 MW gross heat
biomass Papenburg CHP plant with neighbouring greenhouse
companies, has begun. Operator of the plant, German energy
company EEV AG, wants to supply local greenhouses with waste
heat. The company stated that construction of the district heating
network started during general modernisation works that are
currently being carried out. For doing so, the plant had to be shut
down and will restart operation by the end of this year. The
modernisation will also increase the heat capacity form 44 MW to
48 MW.

Germany / New chimney for
Landshut CHP plant
The chimney of the biomass CHP plant in Landshut, Bavaria, will
be rebuilt. The old chimney had been constructed back in 1989
and was part of the Waste-to-Energy facility that was converted
into a biomass CHP plant in 2011. The plant is fuelled with green
waste and is able to produce about 61 GWh of heat.

UK / Ironbridge plant to be
shut down
The Ironbridge power station, constructed in 1969 as a coal-fired
power plant, will be shut down in 2015. Within the framework of
fulfilling the specifications of the EU's Large Combustion Plant
Directive, the plant was initially meant to be shut down by 2012
already, but it got a new operating license for the co-incineration
of coal and biofuel. However, operator E.ON will not relicense the
plant beyond 2015.

USA / Gypsum plant to restart
operation soon
A fire destroyed the conveyor belt and part of a silo of the biomass
plant in Gypsum, Colorado, on 13 December. This incident
caused damage of about USD 200,000 and forced the plant to be
shut down. Now, operator Eagle Valley Clean energy has said
that operation of the plant should restart in a few weeks.

USA / Portucel to build a
pellet plant in South Carolina
Portuguese pulp and paper company Portucel S.A. is going to
build a wood pellet production plant in South Carolina. The EUR
88 million project will have an annual production capacity of
around 460,000 tons of wood pellets and will start operation by
the end of 2016.

Finland / RE share decreased The share of renewable energies (RE) of the total energy
production in Finland decreased from 35 % to 31 %. At the same
time, the share of fossil fuels increased by 2 %. The main reason
for the decrease of renewables is that energy generation with
hydroenergy plants dropped by 24 % due to low rainfalls.
However, the use of wood chips for energy generation increased
by 5 %. Wood fuels are Finland's largest energy source prior oil
and nuclear energy.

Spain / Study analyses
biomass potential of
Andalusia
According to a study of the Andalusian Energy Agency, 22.5 % of
the primary energy production of the autonomous community
could be covered by biomass fuels. Most potential comes from the
olive oil industry that generates byproducts such as prunings,
pomace and olive pits. Moreover, there should be other large
sources, such as agricultural waste from greenhouses, vineyards,
sunflower crop and forest residues, that could be used for
producing heat and electricity.

UK / DECC to cut biomass
subsidies
According to the Department of Energy and Climate Change
(DECC), biomass guarantees will drop for large co-incineration
and conversion projects. With only limited funds available to
subsidise renewable energy projects, large-scale biomass
electricity generation guarantees have to decline in order to leave
money for other types of clean-power facilities including small and
mid-scale Biomass-to-Energy plants. Concrete figures are not
available at present, as consultations are taking place (see also
issue 2014-19).
