This was revealed when theCommission C of Badung Houseasked a number of questions re-lated to the problems and viola-tions of building permit (IMB)handled by DCK Badung. In themeeting conducted last Monday(Jan 25), the Commission C ques-tioned the number of IMB propos-als that have so far not been pro-cessed, including weak supervisionof the DCK party toward illegalIMB in Badung and violations oc-curred.

A member of Commission CWayan Suyasa judged the wide-spread of problematic construc-tions, including the buildings with-out IMB, was caused by weak su-pervision in the licensing of DCK.Not only that, Suyasa also assessedthe coordination between agenciesat the executive was weak causingthe government off guard in disci-plining the buildings.

On the other hand, anothermember of Commission C, IGNJelantik Trinaya questioned aboutthe large number of IMB at DCKthat have not been accomplished.He argued that the amount of un-processed IMBs could affect thelocally generated revenues. Thus,

pital within the past three months in-creased significantly. Most cases ofdiarrhea are caused by rotavirus, andmore likely to attack a toddler. “Thecause of diarrhea can be by bacteriaand viruses. Meanwhile, the un-processed amounted to 600 appli-cations. The remaining 600 re-quests could not be processed be-cause they were considered violat-ing.

Flight 409 crashed in flames just minutes after take-off from Beirut at around 2:30 a.m. Monday. No survi-vors had been found more than 24 hours after the crashand so far, at least 20 bodies have been pulled out fromthe Mediterranean Sea.

Searchers were trying to find the plane’s black boxand flight data recorder, which are key to determiningthe cause of the crash.

Rescue teams and equipment were sent from theU.N. and countries including the United States andCyprus. Conditions were chilly but relatively clear —far better than Monday, when rain lashed the coast andtall waves crashed into shore as crews searched in vainfor survivors.

The flight had been headed to the Ethiopian capital,Addis Ababa.

Hours after the crash, pieces of the plane and otherdebris were washing ashore, including a baby sandal,passenger seats, a fire extinguisher, suitcases and bottlesof medicine.

“We saw fire falling down from the sky into the sea,”said Khaled Naser, a gas station attendant who saw theplane plunge into the sea.

The Lebanese army also said the plane was on fireshortly after takeoff. A defense official said some wit-nesses reported the plane broke up into three pieces.

At the Government Hospital in Beirut, Red Crossworkers brought in bodies covered with wool blanketsas relatives gathered nearby. Marla Pietton, wife of theFrench ambassador to Lebanon, was among those onboard, according to the French Embassy.

Aviation safety analyst Chris Yates said reports offire could suggest “some cataclysmic failure of one ofthe engines” or that a bird or debris had been suckedinto the engine.

Al-Majid, who bore a strikingresemblance to Saddam, carriedout some of the regime’s bloodiestmissions. In 1988, as the Iran-Iraqwar was winding down, al-Majidcommanded a scorched-earth cam-paign known as Anfal to wipe outa Kurdish rebellion in the north. Anestimated 100,000 people — mostof them civilians — were killedover less than a year after Saddamsuspected the non-Arab Kurds ofsiding with Persian Iran during thewar. But it was the Halabja attackthat riveted the world’s attention.

He led another sweeping cam-paign, crushing a Shiite uprising insouthern Iraq after Saddam’s mili-tary was driven from Kuwait in 1991.

Al-Majid was a warrant officerand motorcycle messenger in thearmy before Saddam’s Baath partytook power in a 1968 coup. He waspromoted to general and served asdefense minister from 1991-95, aswell as a regional party leader.

During the war with Iran in the1980s, al-Majid was part of com-mand structure for Iraqi forces,which was accused of using chemi-cal agents on Iranian troops in aconflict that left a total of 1 mil-lion dead. Two main formulas werecited by U.N. investigators: mus-tard gas, an oily liquid first used inWorld War I whose vapor can re-main deadly for days; and tabun, anerve gas that causes convulsionsand paralysis before death.

“For Saddam Hussein, chemicalweapons were a force multiplier, away of countering the Iranian human-wave infantry tactics that were over-whelming Iraqi positions,” saidJonathan Tucker, a Washington-basedsenior fellow at the James MartinCenter for Nonproliferation Studies.

sauce * ½ tsp. pepper * ¼ tsp. nutmeg * 1 tsp. vinegar * ½ tsp. salt * 1 tsp. sugar

DirectionsCut the unpeeled eggplant into ½-inch-thick slices, and then

cut the slices in half. Fry lightly in 2 Tbs. of oil for 2 minutes oruntil light brown and softened. Set aside.

Stir fry the shallots and garlic in the remaining oil until lightbrown. Add the water, sweet soy sauce, pepper, nutmeg, vin-egar, salt and sugar. Let these entire ingredients cook for ap-proximately 3 minutes to prepare the sauce.

Cook the eggplant slices in the sauce for additional 2 min-utes to distribute the flavors. Shake the pan several times to mixbut not mash the eggplant.

Putu Suardhika said the allo-cation of such a big amount of fundswas part of Governor MadeMangku Pastika’s commitment tocompletely eradicate rabies in Bali.

LONDON - Britain will likelydiscover on Tuesday that its recordrecession officially ended in thefourth quarter of 2009 but thecountry’s huge debt pile is set to stuntrecovery, economists said.

The Office for National Statisticswill publish data widely-expected toshow that the economy grew by 0.4percent during the final three monthsof last year following six quarters ofnegative figures.

However, confirmation thatBritain is the final major economy toexit recession may not be enough forPrime Minister Gordon Brown tokeep his job following a general elec-tion due by June.

The economy faces a bleak fu-ture with public borrowing forecast tohit a massive 178 billion pounds (203billion euros, 288 billion dollars) in2009/10.

Despite a mountain of debtcaused by multi-billion-pound bailoutsof British banks, Brown on Mondayinsisted that now was not the time tocut state aid.

“If you withdraw the stimulus tooquickly, then you risk a period whenyou put the recovery at risk. There isno doubt that that’s the view of the restof the world. It is certainly my view,”Brown told a press conference.

The future for the British andwider global economy is far from rosy,with the International Monetary Fundand the United Nations recently warn-ing of a possible renewed or “double-dip” recession this year.

The ratings firm revised its out-look on Japan’s “AA” long-termgovernment bond rating to “nega-tive” from “stable”.

“The outlook change reflectsour view that the Japanesegovernment’s diminishing eco-nomic policy flexibility may leadto a downgrade unless measurescan be taken to stem fiscal and de-flationary pressures,” S&P said.

SEOUL - South Korea’s GDPgrowth slowed in the fourth quarter,but the central bank Tuesday main-tained its forecast of a strong expan-sion this year for Asia’s fourth larg-est economy.

Gross domestic product (GDP)in October-December grew 0.2 per-cent from the previous three monthscompared to a 3.2 percent gain inthe third quarter, the bank said in astatement.

Compared to a year earlier theeconomy expanded 6 percent in thefourth quarter, up sharply from the0.9 percent growth in the third quar-ter.

South Korea recorded full-yeargrowth of 0.2 percent compared witha 2.2 percent rise in 2008.

“Given the strong performancein the two previous quarters, it’s nowonder that the fourth-quartergrowth slowed,” Kim Myung-Kee,director general of the central bank’seconomic statistics division, told re-porters.

“But that’s temporary and wemaintain our earlier forecast for thisyear,” Kim said, describing thefourth-quarter figure as a “brief cor-rection”.

For 2010 the bank forecastgrowth of 4.6 percent while the gov-ernment tips 5 percent.

Exports, consumer demand andgovernment spending all fell in thefourth quarter.

Exports dropped 1.8 percentquarter-on-quarter in October-De-cember after jumping 5.2 percent inJuly-September. Government spend-ing fell 2.9 percent compared with a0.8 percent decline in the previousquarter.

Private spending was down 0.1percent compared with a 1.5 percentgain in the preceding quarter. Capi-

Despite gainsin recent years, women still trail men insome areas of math achievement, and thequestion of why has provoked contro-versy. Now, a study of first- and second-graders suggests what may be part of theanswer: Female elementary school teach-ers who are concerned about their ownmath skills could be passing that alongto the little girls they teach.

Young students tend to model them-selves after adults of the same sex, andhaving a female teacher who is anx-ious about math may reinforce the ste-reotype that boys are better at math thangirls, explained Sian L. Beilock, anassociate professor in psychology at theUniversity of Chicago. Beilock andcolleagues studied 52 boys and 65 girlswho in classes taught by 17 differentteachers. In an editorial published thisweek in the British Journal ofSports Medicine, Elin Ekblom-Bak of the Swedish School ofSport and Health Sciences sug-gested that authorities rethinkhow they define physical activityto highlight the dangers of sitting.While health officials have issuedguidelines recommending mini-mum amounts of physical activ-ity, they haven’t suggested peopletry to limit how much time theyspend in a seated position. “Afterfour hours of sitting, the bodystarts to send harmful signals,”Ekblom-Bak said. “I think we have everything it takes to do it,” said Schumacher, appear-ing in Mercedes-Benz race overalls. “It’s one thing to have all the ingredi-ents to be able to cook it up but it’s another thing to have a good result. Ibelieve with the experience Ross has, with what we did last year, havingMercedes as the team itself, with all the experience and the know-how andthe quality they have, on top of myself... I’m sorry but there’s only onetarget.

“But it’s one thing to have a target and another thing to achieve it.”Schumacher confirmed that physically he was in top shape, and that hisneck had held up perfectly well to last week’s outing in a GP2 car at Jerezin Spain.

“Yes, I’m sure,” he said when asked if he was confident he was fit enoughfor an F1 return. “I’m hot. It’s just taking far too long to get going and wecan’t wait for next week. I have no issues with the neck. I’ve done the GP2test and lots of preparation in the winter, lots of check to make sure all isgood.” Schumacher also revealed that team principal Ross Brawn had beenpushing him to make a return before this year – and that he was first ap-proached about a potential tie-up with Honda two years ago.

Michael Schumacher says Mercedes GP has all it needs towin the world championship this year - but admits that successis far from guaranteed. Clearly eager to get on with his first testin the 2010 car, which will be unveiled at the Valencia test nextweek, Schumacher said at the launch of his team’s new colourscheme in Stuttgart on Monday that all the elements were inplace for a successful campaign.

But I think also one of the factors thatBernie is keen to look at is perhaps having a heavierweight between first, second and third, so there is moreemphasis that rather than drivers cruising and collect-ing points, that they have to go for it.”

“It is not because drivers don’t want to take the risk,but if the points difference between a win and second istwo points it is not the end of the world, whereas if it is asignificant number then it adds motivation for the driversto push each other very hard.” AUTOSPORT understandsthat the SWG also discussed the idea of awarding pointsfor pole position or fastest lap, but neither of these con-cepts were agreed. The SWG also talked at length aboutthe possibility of introducing a rule that would force driv-ers to make two mandatory pit stops during a race, but thiswas not approved either. F1 drivers will therefore onlyneed to make a single pit-stop in 2010 so as to ensure thatthey run on both types of tyres made available.
