Qatar General Electricity and Water Corporation “KAHRAMAA” achieved during 2012 many mile-stones as it organized various functions in all fields pertaining to transmission, distribution and conservation of electricity and water; corporate development and planning; and human resources development. The year also witnessed the launch of many new services for customers, reflecting the increased levels of customer satisfaction.KAHRAMAA worked hard to meet its obligations towards securing the requirements of Qatar for electricity and water at an exemplary level of efficiency, in as much as keeping pace with the increasing demand for electricity and reaching the network’s top load capacity of 6,255 MW, in light of increased per capita consumption of electricity to 32,441 kW and the number of custom-ers to 247,337. KAHRAMAA also responded rigorously to the increased demand for water by implementing sev-eral major projects, foremost, the initial commissioning of five main water desalination stations, including Al Duhail, Umm Qarn, Musaimeer, Doha South, And Muaither, in addition to setting up water tanks at existing stations.KAHRAMAA has increased the awareness of the efficient use of electricity and water through the launch of Qatar National Campaign for Conservation and Efficient Use of Water and Electricity (Tarsheed) under the kind patronage of HH Sheikh Tamim Bin Hamad Al Thani the Heir Apparent with the slogan “Keep Qatar pulsing. Consume wisely”. Tarsheed aims to enhance the culture of electricity and water conservation through which to call all sectors of the Qatari society to con-tribute collectively to the national efforts meant to protect our vital resources, reconsidering our behavior in electricity and water usage and putting an end to the depletion and waste of our vital and natural resources, with a view to ultimately ensure their availability and sustainability for the benefit of our future generations. KHARAMAA is doing its utmost to develop its human resources and upgrade them to reach the levels comparable to those available in similar international institutions, so as to be able to achieve the corporation’s economic development objectives in furtherance of its keenness to adopt Qatar National Vision 2030 which considers the sustainable human development one of the mainstays to emphasize as a basic objective within the National Development Strategy 2011 – 2016.

Qatar General Electricity and Water Cor-poration (KAHRAMAA) celebrated the national day with the presence of a

big crowd of the directors, managers and em-ployees of the corporation at the main build-ing of KAHRAMAA, which was garnished by Qatar flags and featured a traditional wool tent.The function included the distribution of the National Day awards, serving traditional lo-cal food and Arabic coffee to the guests and employees of KAHRAMAA, flowers, national songs and lyrics originating from the inherent Qatari heritage which engrained the emotions of solidarity, loyalty and dignity among the au-dience.The function was held pursuant of KAH-RAMAA’s efforts to enhance the spirit of na-tional belonging, revive the heritage of the forefathers, link the present to the past and confirm the adherence to the heritage, cus-toms and traditions.

KAhrAmAA And qAtAr univErsity sign A mEmorAndum of undErstAnding.

KAHRAMAA signed a mem-orandum of understanding with Qatar University on

providing specialized services and training courses in business ad-ministration and scientific sponsor-ship in the summer semester for the university’s students in KAH-RAMAA, and employing the Qatari and non-Qatari distinguished stu-dents and graduates and the like in KAHRAMAA within the social responsibility that the corporation adopts as a policy of interaction and integration between the edu-cational and scientific research institutions on one side and the country’s services institutions on the other.Eng. Khamis Bin Ahmed Al Muhannadi the director of Corporate Affairs Services and Dr. Nizam Mohammed Hindi the dean of the faculty of administration and economics signed the memoran-dum of understanding, respectively for KAHRAMAA and Qatar University.

Qatar General Electricity & Water Corporation “KAHRAMAA” provides wide range of pay-ment facilities. They come within KAHRAMAA endeavor to provide high quality services and introduce continuous improvement to ensure customer satisfaction.

The services KAHRAMAA provides are meant to save time and efforts. it provides wide range of bill payment services. Customer can pay bills via KAHRAMAA website www.km.com.qa or Hukoomi. They can also call KAHRAMAA call center 991 for bill payment via phone, or via QNB & QTEl self-service machines (SSM). Customers can also visit the nearest bank for bill payment. Within the continuous development of services KAHRAMAA pursues and its reaction with cus-tomer needs, KAHRAMAA has launched several electronic services including “service tracking” where customers can simply visit customer portal at KAHRAMAA site, to track the status of their applications. Customers can also track connection and meter installation services where a mes-sage appears indicating that application has been completed or in progress giving the expected completion date or asking the customer has to visit Customer Services Department Headquarters in case of obstacles or for administrative action if the application is completed. KAHRAMAA has also launched early connection service to ensure connecting new and under construction buildings on the spot.it has been reported that, within its endeavor to go environment friendly, KAHRAMAA will launch “electronic bills” on the expenses of paper bills, in addition to launching applications on smart phones during the 1 Q 2013.

Qatar General Electricity & Water Cor-poration “KAHRAMAA” announced a tender for Supply, install, replace and

maintain of Electronic Water Meter and Energy Meters. it comes within KAHRAMAA continu-ous improvement and plans for the upgrade and development of electricity and water sec-tors. it relentlessly works to provide high quality services in order to increase customer satisfac-tion. The tender, announced by Meter Read-ing section includes a three year call off con-tract for supply, install, replace and maintain of electronic water meter and energy meters. KAHRAMAA has adopted a strategic option for the installation of smart meters and application of remote reading in order to avoid the incor-rect bills. KAHRAMAA aims to provide high quality services for customers as the project comes in line with its commitment to provide high quality services. it is worth to mention that KAHRAMAA witness great growth in electricity and water basic infrastructure. it extends elec-tricity and water transmission and distribution networks and upgrades stations to meet the increasing demand ensued due to the compre-hensive development the State witnesses.

Under the patronage and in the attend-ance of KAHRAMAA president H.E. Eng. Essa Bin Hilal Al-Kuwari, Qatar

General Electricity & Water Corporation (KAH-RAMAA) honored graduates of its scholarship program. KAHRAMAA honored 22 graduates from prestigious universities of UK, USA, Qa-tar foundation, Qatar University, and CNAQ. They have studied different management and engineering specifications within the scholar-ship program KAHRAMAA initiated in 2007. Till now, there are 90 students in the program, 41 in under graduate studies, 8 in Master, and 7 in Diploma.

of British companies operating the field of water and machinery manufacture to offer their most advanced administrative-related technologies, ideas, techniques and practices in the field of water services, and learn about the nature of work at KAHRAMAA.The meeting with the visiting delegation was attended by Eng. Ali Saif Al Malki the Director

of Water Networks Affairs and Mr. Abdulrah-man Al Nima the Manager of Health, Safely and Environment department alongside with a number of the directors of the departments associated with Water networks Affairs de-partment. A presentation on KAHRAMAA was presented during the meeting.The British delegation praised the astonish-ingly advanced development that the Corpo-ration is witnessing in the field of water net-works.

Qatar General Electricity & Water Cor-poration “KAHAMAA” launched an awareness campaign under the theme

of “your commitment makes difference” to aware customers of Conservation law no. 26. it comes within KAHRAMAA endeavor to dis-seminate and promote the culture of conser-vation and optimal use of electricity and water within its endeavor to achieve the sustainable environmental development as one of the four pillars of Qnv 2030. KAHRAMAA, represented by Conservation and Energy Efficiency Department, aims to educate customers of violations that incur fines as per the law. it is also meant to establish the principles provided for in the law. The overarch-ing aim of the campaign is to raise the aware-ness of society members of the value of reduc-

ing consumption and achieving the optimal use of resources. it also highlights the negative im-pacts of the unreasonable consumption.The campaign stresses KAHRAMAA commit-ment to provide the technical advice for cus-tomers to raise their awareness of water and energy efficiency. it also educate people of Conservation law No. 26, warn against viola-tions and fines, and procedures taken in case of violations. The most noticeable frequent violations are us-ing potable water for washing cars or cleaning building yards by a hose or any other flushing tools, leaving the damaged or broke-down parts of the water internal network (taps, pipes etc)that cause water leak, and leaving the out-door lights, switched on from 7 am to 4.30 pm.KAHRAMAA has approved the best ways and

techniques to reach the target audience at all ages and classes by presenting the articles of the law simply to all the public. The campaign urges people to think of the gravity of violating the law, the solutions, and fines.

KAHRAMAA office at the building permit complex has completed 12060 applications from January to September 2012 at an aver-age of 1340 requests monthly. Small projects connection re-

quests come at the top of applications. 5,539 applications have been completed, while 4211 applications have been submitted for water con-nection permits where 4,203 have been completed. 1,709 electricity connection applications for large projects have been submitted during the same period where 1554 requests have been done. The office received 832 water connection applications, 763 of them were completed. KAHRAMAA supports the accelerated comple-tion of applications by the development and upgrade plans it introduced to accelerate procedures and save the time for nationals and expatri-ates. KAHRAMAA office at the building permits complex is operated by highly qualified and trained engineers, technicians, and clerks who process all applications electronically to ensure the speed and accuracy of handling.KAHRAMAA requests all customers to review and abide by the laws and regulations of building permits and contact KAHRAMAA in case they have any inquiries in order to complete their applications on the spot. To encourage its customers and the customers of KAHRAMAA to use its SSMs, Q-Tel offered to enter the names of those who use this service to pay their util-ity bills into a raffle to win 10 smart ipone 5 handsets from 1 December 2012 to 15 January 2013.

Qatar General Electricity and Water Cor-poration (KAHRAMAA) has recently completed the demolition of Rab Abu

Aboud power Station and its subsidiary facili-ties successfully and in line with the best in-ternational health, safety and environmental standards and practices.The decision of December 2007 to dismantle the plant was taken in line with the urbaniza-tion boom witnessed by the State of Qatar. The technical affairs department in conjunction with health, safety and the environment department at KAHRAMAA were charged with the imple-mentation of the project and were directed to ensure that the site of the plant after the end of demolish works be free of all pollutants and ready for use for other purposes; and this was what was accomplished with outstanding suc-cess. The project took more than a year to com-plete, including the time spent in finalizing formal procedures, securing the required ap-provals and studying the environmental ef-fects. dismantling operations which started in September of last year applied all health, safe-

ty and environmental requirements prescribed by the relevant laws observed in the country. no violations of those laws or accidents were registered; nor did hazardous materials leak in the surrounding area, thanks to the detailed and accurate surveys conducted beforehand and observance of the highest standards of international health, safety and environmental requirements.it is worth mentioning that Ras Abu Aboud power and water desalination station is com-posed of 8 gas turbines, 4 steam turbines and 4 desalination trains. Established in the early

1960s, it is the oldest power generation and water desalination station which has been supplying the country with its requirements for electricity and water for over 40 years.The growing electricity and water sector in the State of Qatar is witnessing a landmark infrastructure development. A large number of new power generation and water desalination plants are continuously established to meet the increasingdemand which grew last year by 5.6% for electricity and by 6.4% for water. Human Resources department at KAH-RAMAA launched the integrated cus-tomer services staff development pro-

ject under the slogan “Distinction in Services”.The project aims to develop the skills of cus-tomer services employees, especially the front desk staff who deal directly with the public, to help develop the standard of offered services and confirm the distinguished position of KAH-

RAMAA in the Qatari services market. The project is compatible with the strategy and vision of the Corporation to upgrade the skills of its employees in all administrative levels at the customers services department. The project took 5 weeks to complete, and was attended by 77 employees from various higher and medium level administration and other employees. The project is composed of interconnected 9 phas-

es and 2 tracks. The first track is composed of several phases starting with preparation through diagnostic study, leading the change, basic training, and follow-up and guidance, and end-ing up with evaluation. The second track starts with advanced training through follow-up and guidance and ends up with evaluation. Reports are issued on all phases of the project alongside with the recommendations report.

KAHRAMAA adopts a number of future plans to use smart infrastructure in elec-tricity sector with a view to reduce the

factors of climate change, which is one of the most formidable and complicated challenges facing the world of today. it takes a number of steps in this direction including generating electricity from mixed sources; using the most refined and efficient fuels, multi-cycle highly ef-ficient generators, solar energy, wind energy as much as they are feasible; and increasing the efficiency of production, transmission and distribution of electricity and water. it also launched its Tarsheed (conservation) campaign to rationalize the use of electricity and water and reduce to 30% in 5 years the emissions that pollute the environment in the country; and is substituting the traditional electricity and wa-

ter networks with smart ones.

laws and regulations regarding the cooling of large areas contribute a great deal to increas-ing the efficiency of the cooling systems used in these areas, and thus to enhancing the ef-ficiency of electricity and water usage.

from 65 to 70% of electricity consumption load in summer in the country goes to cooling systems consumption. By using efficient area cooling system, 50% of the current area cool-ing systems consumption can be saved; and this would lead to achieve high electricity con-servation ratio which in turn would reduce envi-ronmental pollution and harmful gas emissions.

tive of conservation and efficient use of wa-ter and electricity (Tarsheed) Al-Ali displayed a presentation of KAHRAMAA conservation initiative and its role in spreading and upgrad-ing the awareness of use rationalization and prevention of wasting natural resources in-cluding electricity and water.

HE Dr. Mohammed Saleh Al Sadah headed the Qatari del-egation participating in the twenty fifth meeting of the gCC electricity and water cooperation committee held at the

gCC general Secretariat headquarters in Riyadh on 10 October 2012. The meeting was preceded by the preparatory meeting of the GCC electricity and water undersecretaries in which KAH-RAMAA participated on behalf of the State of Qatar with a delega-tion headed by HE Eng. Essa Bin Hilal Al Kuwari the president of Qatar General Electricity and Water Corporation (KAHRAMAA). The meeting reviewed the follow up of the resolutions of the twen-ty fourth meeting and discussed the GCC water network project which is considered to be an strategic requirement and one of the pillars of water security in the member countries of the gCC.

The meeting discussed the recent work developments of the project including connecting the Sultanate of Oman to the gCC electricity grid, and reviewed work progress at the technical com-mittees including water resources committee, electricity and water conservation committee, electricity and water standard compari-son committee, and electricity and water technical specifications committee of the GCC electricity and water cooperation commit-tee. The agenda of the meeting also included the discussion of using the nuclear energy to produce electricity and water with a view to diversify the sources of energy and keep pace with the increasing demand for electricity and water

KAHRAMAA participated with a high level delegation in the 2012 GCC Gulf Electricity Conference and Exhibition

held during the period from 12 to 14 Novem-ber 2012 in the Sultanate of Oman. Approved future plans and strategies to meet the chal-lenges of increased demand for energy were reviewed; and the most up to date electricity

production, transmission and distribution tech-nologies were presented by a group of special-ized manufacturers, distributors and contrac-tors at the conference. in addition, the latest developments and trends were discussed, and the endorsed strategies were exchanged with a view to meet the increasing demand for various types of energy in the region.

To be better acquainted with this issue we conducted the following interview with engineer yousef Ahmed Janahi Manager of KAHRAMAA Corporate planning and Business Development Department (CpBD).

to begin with, Engineer yousef, can you tell us about the strategic plans that your department has prepared, and to what ex-tent do you think they are aligh with qatar national vision 2030 and the qatar national development strategy 2011-2016?CpBD is in the process of completing contract-ing formalities with an international consult-ant firm to update the strategy of water and electricity sector through revising the Corpora-tion’s duties, objectives and strategic perfor-mance indicators through which to ascertain the achievement of objectives in a crystal clear manner within an institutional framework. This upgrading process will take into account as a matter of utmost importance the QNDS 2011-2016, and will aim for achieving the objectives of Qnv 2030. At present the strategic plans concentrate on the objectives of the national

development strategy regarding rationalization of consumption, meter reading, and efficient use of gas. KAHRAAMAA’s performance is now consistent with the plans made to achieve the designated objectives.

how do you rate the corporate performance for the past year, and to what extent does it match performance indicators?The corporate performance of KAHRAMAA is stable and developing as determined by the quarterly CpR meetings held to review the cor-porate performance of the corporation. The performance indicators formulated by the de-partments with a view to achieve the corpora-tion’s objectives indicate a development of the services extended to the customers. Most of the indicators surpass the standard efficiency levels and expectations and constitute a clear performance benchmark which various depart-ments work hard to meet.

What are the most important objectives, mission and future plans of the department?The mission of CpBD is to provide KAHRAMAA with world class business development plans to enable it adopt top level practices in the elec-tricity and water sector. The objectives of the department are summed up as follows:• leading the development and implementa-

tion of an institutional, comprehensive and strategic process for KAHRAMAA’s activi-ties

• discovering the opportunities to expand and diversify the resources of the Corpo-ration

• Securing the electricity and water needs• Managing the institutional planning and

performance• Managing the institutional informationSeeking to secure all possible means whereby to help the administration to maintain the sus-tainability and development of the quality of the services provided by Kahramaa

The future plans of the department are many and diverse; and they are all compatible with KAHRAMAA’s core responsibilities. The plans and functions that we are working hard to imple-ment include securing the country’s needs for

electricity and water and making KAHRAMAA a key partner in the development march of the State. The plan to secure the requirements for electricity and water is multi-dimensional, and the main role of the department within it falls in the supply and production side. The depart-ment is studying the best ways of securing the requirements for these vital services either through the conclusion of new supply agree-ments with the local production companies to expand the existing facilities or offering new supply tenders to increase the installed produc-tion capacities of these facilities. internationally, KAHRAMAA is supporting the GCC grid project and contributing to studies of the Arab grid.The annually renewed future plans of the de-partment also cater for following up the plans of KAHRAMAA departments that had been reviewed at the planning forum, quarterly meetings, and monthly reports to ensure their compatibility with the policies of KAHRAMAA. in order to maintain the desired level of perfor-mance at KAHRAMAA there should be a viable follow up system whereby to anticipate and remove any future obstacles before they mate-rialize; and this is what the department is do-ing right now. We have offered a consultancy tender, which will soon be signed, to review the strategic position of the Corporation, prepare the studies of the expected aspects of develop-ment, designate the risk factors, and formulate the plans to avoid these factors. This project is expected to be completed in 2015. CpBD is also participating in several local and regional committees and many research activi-ties, foremost regarding Qatar’s nuclear energy project.

What are the features of the coming era at qatar general Electricity and Water Corpo-ration “KAhrAmAA”?The features of the coming era include trans-forming KAHRAMAA into a developed corpora-tion with a dynamic nature and advanced capa-bilities to respond promptly to the variation of the customers’ requirements through strategic management and to meet its obligations as out-lined in QNV in the following fields:• developing KAHRAMAA’s institutional and

strategic planning, and tying it to the four

pillars of Qnv 2030• developing KAHRAMAA’s organizational

structure, and tying it to human and social development pillars of Qnv 2030

•• developing the industry and market of

electricity in Qatar, and tying them to the four pillars of development of Qnv 2030

•• developing control and performance eval-

uation rating systems to reach the desired goals

•• All of this is going to be supported by re-

structuring the institutional information structure.

What are the main indicators of Kahramaa’s strategic performance?The main indicators of KAHRAMAA’s strategic performance are those through which to assess performance levels of the main activity sectors of KAHRAMAA, and which are closely connect-ed to the ability of KAHRAMAA to meet the re-quirement for electricity and water as efficiently and effectively as desired. The most important indicators are the following:

• Reserve level and production efficiency of electricity and water

• Efficiency and reliability of electricity and water transmission and distribution

• Efficiency of usage of electricity and water• Waste level of electricity and water• Environmental protection levels represent-

ed by the size of harmful emissions • diversity of energy and water sources in-

cluding the ratio of the new and renewable energy

finally, is there anything you would like to add?i would like to emphasize the importance of adopting an administrative and financial incen-tives system to stimulate the institutional per-formance, diverse methods to attract human resources, and business outsourcing in order to strengthen the ability of Kahramaa to keep pace with the progress of QNDS and work on solid economic and commercial basis.

In the name of Allah, most gracious, most mercifulMy dear brother HH Sheikh Sabah Al Ahmed Al Jabir Al Sabah the Emir of the sisterly Ku-wait; your highnesses, excellencies, the UN Secretary general, and ladies and gentlemen, i welcome you to doha and express my sincere thanks for your participation in this important conference. At the outset i would like to con-gratulate HE Abdullah bin Hamad Al Attiyah on his election as president of the 18th session of UN climate change conference. i would also like to thank HE Mrs. Maite Nkoana Mashabane on the effective role played by her country through-out its presidency of the previous conference.The State of Qatar’s hosting of this conference comes out of its international responsibility, and out of the country’s awareness of the impor-tance of addressing the climate change phe-nomena and controlling its repercussions on all human beings. There is no doubt that this conference represents the unfolding of a new phase in the history of humanity. The resolu-tions to be adopted by this conference would determine what we will bequeath to future gen-erations.This conference is held amid unstable global conditions in terms of security and economy apart from the various challenges and risks fac-ing the international community as a result of the climate change. The climate change phe-nomenon is one of the major challenges of this era. it is a problem that’s existing and worsen-ing steadily and raising several complex prob-lems with intertwined economic, environmental

and social dimensions, especially in its relation to food security and water, where the rate of desertification is increasing in many world coun-tries and the agricultural sector is deteriorating. it is no exaggeration to say that the climate change has its hazardous impacts on all as-pects of life both in the developed and devel-oping countries, while the latter bear the brunt of the damage caused by those repercussions. The negative effects of climate change are ex-tremely grave on sustainable development as-pired by all peoples, and it would not be accept-able to reach solutions for it at the expense of

development. Therefore no country would be able to find a ha-ven in the past theories of isolationism because the causes of environmental damage have no borders and the failure to address them col-lectively and seriously will expose all peoples to danger. Thus, i call upon the developed countries to fulfill their international obligations concerning extending assistance to developing countries, as per the convention and i also call for reaching the right equilibrium between the needs of countries and communities for energy on the one hand and the requirements to re-

Technology can play a part to achieve that, and we are ready in the State of Qatar to contribute to this field, because we are partners on this planet.Addressing the climate change requires political will and continuous regional and international cooperation. The way is till long notwithstand-ing the efforts exerted at all levels during the last period and that necessitates taking all possible measures to reach the aspired objectives and results commensurate with the people’s aspi-rations and catering for a future in which inter-national solidarity, justice and prosperity for all prevail. in spite of variations in the circumstanc-es among countries, today we are in an urgent need for international cooperation, and for con-firming the credibility of multilateral international action to counter climate change challenges. Therefore the negotiating process on climate change convention should emanate from the sense of unity of purpose and destiny, and seek a consensus on the joint goals optimizing the concept of interdependence and building on what was agreed previously. The responsibility for reaching a practical and effective agreement is a collective obligation that falls in the shoul-

ders of all of us.The state of Qatar is among the countries that are susceptible to the negative impacts of cli-mate change and needs to work on reducing greenhouse gas emissions. Hence, it has paid great attention to the environmental issues and made them one of the mainstays of its national vision 2030, which states that the environmen-tal development and the economic develop-ment are two fundamental goals, and it would not be possible to sacrifice one of them for the sake of the other.To achieve the long-term environmental goal, Qatar National Strategy 2011-2016 included a set of measurable goals that were defined with-in a medium-term framework. These specific goals are related to the sustainable use of wa-ter, improving air quality, enhancing efficient use of gas and energy, limiting the use of all types of waste materials and recycling them, safeguard-ing biodiversity, increasing green areas along with the planned urban expansion, promoting environmental awareness among the popula-tion, and enhancing knowledge and deepening national commitment towards the environment issues. These efforts are not confined to the Ministries and governmental organs but tran-

scend them to include our major companies, whether governmental or mixed, as they all abide by the general goals envisaged in Qatar s national vision which include the environmental objectives.These companies have various projects either running or under execution, to name but a few of the projects that are aimed at minimizing gas flaring, carbon dioxide gathering, storage and re-injection as well as waste management to minimize it, in addition to rehabilitating combus-tion turbines in factories built before 2005 by in-troducing new technologies to reduce nitrogen oxide emissions that harm the environment. Al Shaheen project is considered as one of the major exemplary clean development projects that aim at reducing carbon dioxide emissions. The exploitation of renewable energy has also been initiated through the construction of solar industry infrastructure, namely, a factory to pro-duce pure silicon as well as adopting the green buildings projects that use solar energy, such as Qatar National Convention Center, where we are meeting today, and which contains solar panels catering for 12% of the energy needs of the Center’s exhibition hall.There is also an initiative by Qatar general Elec-

Important projects and initiativesQatar General Electricity and Water Corpora-tion (KAHRAMAA) participated effectively in COp18 conference held in Doha during the pe-riod from November 26, 2012 to December 8,

2012, most notably through the press confer-ence held by HE Dr. Moahmmed Bin Saleh Al Sada Minister of Energy and industry and HE Eng. Esa Bin Hilal Al Kuwari the president of KAHRAMAA, in which the Corporation’s solar energy project aiming to reduce carbon emis-sions was launched. HE the minister of Energy and industry opened the press conference by a speech in which he said that “the State of Qatar, despite being an oil producing country, works hard to control the climate change factors and achieve sustainabil-ity through diversifying the sources of energy and hosting such an eminent event, in addition to its firm conviction in the importance of en-vironmental development as a pillar of sustain-able development in Qatar National Vision 2030

way to achieve sustainability. We hope that Qatar would be an example to be followed and benefited from in this respect. We have a special care for solar energy projects for which we have prepared the strategies and implemen-tation plans with a view to generate electricity from solar energy using the abundant solar en-ergy resources that Qatar enjoys due to its geo-graphical position in the solar belt with its longer hours of sunshine”. “in this respect i am glad to announce the launch under the umbrella of the Ministry of Energy and industry of the project to generate electricity from solar energy. The project, which will be implemented by KAH-RAMAA, include the utilization of the redundant flat surfaces available in the infrastructure of the installations of the corporation such as the roofs of power stations and water tanks to establish the required stations to produce 200 megawatt of electricity from solar energy, using various technologies such as photoelectric panels and solar thermal collectors over the following eight years.This project is a leading step towards the grad-ual adoption of more sustainable techniques to produce about 2% of the total power genera-tion in Qatar from renewable energy sources by the year 2020, which means creating cleaner environment conducive to enhancing the ap-plication of all the elements of sustainable de-velopment. Eng. Essa Bin Hilal Al Kuwari the president of KAHRAMAA said: “Qatar General Electricity and Water Corporation continues, since its inception in 2000, to provide high qual-ity electricity and water services in the State of Qatar in line with the best local and international standards and the objectives of Qatar National Vision 2030, and to manage and protect the environment in such a way as to guarantee the congruence between economic, social and en-vironmental development”. ‘To do that’, he carried on, “and in line with the basic mission and social responsibility of Kharamaa of enhancing the state’s electricity and water infrastructure, we have designated a strategic objective to opt for environmental sustainability projects through the initiative and campaign of Tarsheed which is concerned with implementing the projects aiming to improve the efficiency of electricity and water usage, intro-ducing conservation techniques, applying the provisions of rationalization law No 26/2008, and motivating everybody to cooperate by con-

serving our environment, services sustainability and vital and natural resources. The campaign was launched under the slogan “keep Qatar pulsing. Consume wisely” and the patronage of HH Sheikh Tamim Bin Hamamd Al Thani the Heir Apparent”.He added that KAHRAMAA adopts the de-velopment if renewable energy projects as a strategic option representing our commitment towards protecting and developing the environ-ment and contributing to the international efforts excreted to meet the global environmental chal-lenges, foremost climate change. Despite being one of the main oil and natural gas exporters in the world, and the huge interests it has in this vital resource, Qatar has adopted this option in pursuance of its international responsibility, confirming its keen interest in this field by estab-lishing the renewable energy sources section at the technical affairs department, which i am glad to talk to you today about one of its pro-jects, namely, the project to produce electric-ity from solar energy. Eng. Al Kuwari explained that the project is going to be implemented in two phases. The first phase incorporates the establishment of experimental projects to pro-duce from 5 to 10 megawatts of electricity at the cost of about 109.5 million Qatari riyals (30 million US dollars). Tenders for engineering, construction and operation works will be of-fered in the first quarter of 2013. The second phase includes the review of business model based on the results of the first phase of pre-vious projects, and the possibility of engaging the private sector investments for the mutual benefit for both KAHRAMAA and the private sector. projects with output capacity of 150 to 200 megawatts over the coming eight years will be implemented in the stations and lands assigned for KAHRAMAA. The implementa-tion of this project would optimize the utilization of redundant strips of land situated within the parameters of the corporation’s infrastructure. A low-cost project implementation business model will be studied and formulated to relieve KAHRAMAA from sustaining higher costs and create an attractive investment atmosphere conducive to encouraging the private sector to engage basic and subordinate industries in the sector of renewable energy and contribute to building the internal capacities of the corpora-tion in this sector under the patronage of the Ministry of Energy and industry.

Creativity is one of my favorite subjects, and i have been attracted to the stud-ies dealing with it for a long time. i don’t

want to talk about creativity in an academic way because it is a long and big issue which i have addressed in three of my books and two of my albums. However, here i would like to stir up the interest of the nation and the youth in this subject. Before i start i must point out that our nation is a creative nation. if it were not, it would not have had supremacy over all nations and led all the peoples in the past. The whole world testifies to the fact that we are a creative na-tion. There are over 1,000 scientific inventions used by people in everyday life allover the world that are derived from the reactivity and innova-tion of Muslims. This number is only the one that could be traced out; and the fact is that they are much more than that. The celebrated islamic scholar and preacher Al Rashid says: “the call for islam is developed by clever people; people with creative potential in elicitation, conclusion, critical thinking and analysis; and not the people who limit their abilities by imitation, stereotyped thinking, capitulation to the legacy of others and satisfaction with bare necessities of life”. We have seen the creativity of the youths during the revolutions of Tunisia and Egypt. We have seen innovative examples of expression, methods, techniques and thinking.

What is creativity?life taught me that creativity is simple. it is the process of producing new things. This is my own definition of creativity; and around these few words revolve all the definitions that i have read.No work can be described as creative if it is a repetition of something else. it has to be new – not necessarily 100%, but at least a modifica-tion of an existing example, in order for it to be

described as creative.The specialists formulated a standard to dif-ferentiate between creative and imitated works and according to which to offer international patents. They said: if the difference is 15% and above between the new work and its existing example the work deserves to be called creative and can be registered as a new patent.Ratio of creativity among human beings

Statistics that i have read on creativity say that creativity ratio among people is divided by age group as follows:5 years - 90%7 years - 10%8 years - 2%45 years - 2%We notice that high creativity ratio peaks to 90% among five year old children, but comes

down dramatically to 10% when they grow to become 7 years old. The question is: why is this steep downward spiral? What happened?The answer is simple: they went to school! This is a bitter reality that we have to accept. We have to be honest with ourselves. Our school curricula and the method we are using to edu-cate our children kill the propensity of creativ-ity in our children. Children have the chance to think freely and ask about whatever crosses their minds before they go to school. After they go to school, however, things change. They have to sit in specified places; raise their hands if they want to say something; they cannot ask about anything outside the class subject; what the teacher says is the right thing; and ultimately questions and discussion are prohibited. Thus the child is brought up with retarded thinking abilities. it is as if we tell them: don’t tire yourselves; we have thought things out for you, and developed these backward curricula for you; we have made a short cut for you; so all you have to do is memorize the information and figures, pass the tests and don’t think or be creative.The language of figuresAmong those depressing figures that tell you that our nation is plunging deep are the num-ber of patents registered in 2007. When you compare the Arabs as a whole to the state of the Zionist enemy (israel) frustration will not be enough to describe what you feel feel. The number of registered patents for the Arabs in 2007 was only 147 while those registered for israel, our enemy, reached 1683 in the same year.When we look to see the reason behind this huge difference we find generally that they, in israel, have more incentives and fewer impedi-ments for creativity. The opposite is true in our Arab world. Obstacles of creativity are many and debilitating; and incentives are lacking or too few to stimulate those who have the poten-tial to think and be creative. Creativity needs freedom life taught me that “there is no creativity with-out freedom”; and that one of the most formi-dable obstacles of creativity in our Arab world

is the lack of or limited freedom, as creativity is more like the eagle which cannot gather its full strength unless it is set to fly freely in the sky.i am not referring here just to political freedom. i mean freedom in every place where human be-ings live, starting with the family through school and college, and ending up with the company, establishment or organization. The director, teacher or professor who doesn’t allow those around him or her to think creatively should be considered one of the killers and a major im-pediment of creativity.Creativity and leadershiplife taught me that not all creatives are lead-ers, and not all leaders are creative. leadership and creativity are two distinct things. There are creatives who are also leaders, and there are creatives who are not leaders.

The leader is the one who makes other peo-ple to move towards the desired goal, while the creative is the one who produces new things. The creative is not necessarily required to be able to lead others, nor is the leader required to innovate. Creativity and leadership, rather, complement each other. They are vital for the success of any work, but in the end it is the leader who manage the creatives, and not the other way round. So if we want to develop our nation we have to nurture the persons with tal-ent and creative potential, create the leaders who can deal properly with the creatives, and teach these leaders the characteristics of the creatives so that they can discover them and learn how to stimulate them.Thus, if we have a whole generation of crea-tives, and don’t have leaders who know how to refine their talents and direct them towards the right target, our nation will not rise, and we will not be able to retrieve the glorious past of our sublime civilization.i hope that the creativity of our youths is duly utilized, specially that they have proven during their revolutions that they are trustworthy and creative.
