Latest Developments/Progresses in the Talks of 11th B.P.S. between Working Unions & I.B.A./Govt. of India Comrades, as you know, we are keenly watching the above developments with lot of interest because pensioners two key demands of 30% Family Pensioner & Updation of Pension's scheme in the Banking Industry also. However, the IBA/Govt. has agreed to implement the updation of Pension Scheme for the Reserve Bank of India Pensioners but the struggle for the updation scheme is continued by the Working Associations of Award Staff & Officer's Staff. You might be knowing that the above talks has been resumed on 19.06.2019 after a gap of four months since the code of conduct was issued by the Election Commission of India and the then Govt. could not sanction/agree on the demands of the various working unions. It has been reported that now the talks for the wage revision & other demands as per XIth B.P.S. have resumed from 19.06.2019, the details of which is mentioned hereunder. 2. While informing the IBA about the decision of AIBOC & NOBO not to participate in the discussions, from U.F.B.U. they submitted letter to IBA reiterating their demands that the discussions on officers charter of demands should cover all grades of officers from Scale I to Scale VII. IBA informed that since even their earlier offer to cover on negotiations upto Scale V has been accepted, they are unable to accede to our request.

Latest Developments/Progresses in the Talks of 11th B.P.S.

between Working Unions & I.B.A./Govt. of India

Comrades, as you know, we are keenly watching

the above developments with lot of interest because

pensioners two key demands of 30% Family

Pensioner & Updation of Pension's scheme in the

Banking Industry also. However, the IBA/Govt.

has agreed to implement the updation of Pension

Scheme for the Reserve Bank of India Pensioners

but the struggle for the updation scheme is

continued by the Working Associations of Award

Staff & Officer's Staff. You might be knowing that

the above talks has been resumed on 19.06.2019

after a gap of four months since the code of conduct

was issued by the Election Commission of India

and the then Govt. could not sanction/agree on

the demands of the various working unions.

It has been reported that now the talks for the

wage revision & other demands as per XIth B.P.S.

have resumed from 19.06.2019, the details of

which is mentioned hereunder.

2. Bipartite talks with I.B.A. on Charter of

Demands for revision of Wages and Service

conditions which were not held for the period as

mentioned above. U.F.B.U. has advised that vide

letter 14.06.2019 from A.I.B.O.C. & N.O.B.O. that

they would not participate in the talks. They also

requested the workmen unions not to participate

in the talks unless the mandate issue is resolved

unconditionally. In view of this, the 5 workmen

unions met in the IBA Office, however felt and

decided that it would not be wise not to participate

in the talks. In this background representatives of

AIBEA, NCBE, BEFI, INBEF, NOBW, AIBOA &

INBOA participated in the discussions. IBA's team

was headed by Sh. Rajkiran Rai, Chairman of the

negotiating committee. While informing the IBA

about the decision of AIBOC & NOBO not to

participate in the discussions, from U.F.B.U. they

submitted letter to IBA reiterating their demands

that the discussions on officers charter of demands

should cover all grades of officers from Scale I to

Scale VII. IBA informed that since even their earlier

offer to cover on negotiations upto Scale V has

been accepted, they are unable to accede to our

request.

In view of the absence of AIBOC and NOBO in the

negotiations, IBA informed UFBU representatives

that they would have to continue the discussions

with the 5 working unions, if workmen unions are

agreeable for the same and conclude the

settlement for workmen employees and based on

the same, similar wage revision may be extended

to the officers on behalf of the workmen unions, it

was conveyed to the IBA that workmen unions

would be willing to continue the negotiations and

arrive at a settlement. IBA was also informed that

7 unions are participating in the discussions. The

discussions on common issues may be discussed

with them. IBA stated that they would discuss these

matters in the ensuing Managing Committee

meeting on 24th of this month and accordingly

resume the talks thereafter.

During the discussion on 19.06.2019, U.F.B.U.

raised the issues like - 5 Day Banking, Increasing

the management contribution to 14% of pay for

employees/officers covered by N.P.S., Improvement

in Family Pension, Updation of Pension for existing

pensioners etc. IBA informed these issues may be

discussed in the subsequent meetings when the

talks are held.

To their demands for improving their offer beyond

the earlier offer of 10%, IBA informed that the same

can be takenup when the talks are resumed after

the managing committee of IBA. UFBU also raised

unilateral changes in some of the features of the

Medical Insurance Policy retirees from October

2019/November, 2019. IBA informed that they

would shortly inviting quotations from various

insurance companies both in public sector and in

private sector. They also conveyed that while the

premium quoted by them should be competitive,

preference should be given to public sector

insurance companies. There was also detailed

discussions on the various problems being faced

by employees/officers at bank level as well faced

by employees/officers at bank level as well as with

the TPA's and UIIC in settlement of claims and IBA

agreed that these would be taken during the

quarterly meeting being held with them.

News from Units ...

ABOHAR UNIT

We have been advised by our Abohar Unit that

their Annual Foundation Day was celebrated on

19.05.2019 in Hotel Sunbeam at 11.00 A.M. The

President Sh. L.C. Suthar welcomed the members

attending the meeting and the programme started

with a Bhajan sung by one of the members and

Sh. T.K. Datta, the Secretary of the Unit apprised

the participants/members regarding the latest

developments in the Circle Association and the

Federation Level of SBIPA Our this Unit did a

wonderful job of getting one of the legal heirs of

our pensioner Sh. Gurprasad & his wife Angoori

Devi (both expired) for getting sanctioned family

pension for their mentally retarted daughter Smt.Raj

Rani, who even got 5th to 7th B.P.S. arrears to the

tune of Rs.1,71,000/- (One lac Seventy One

thousand) approx. The house appreciated the

efforts of their leaders for this good work.

PALAMPUR UNIT

The monthly meeting of our Palampur (H.P.) Unit

was held on 19.05.2019 at Hotel Surbi at 11.00

a.m. More than 20 members attended the meeting.

Sh. V.C. Katoch, the President welcomed the first

time Pensioners Sh. K.R. Kandal to their fold. The

meeting of April, 2019 was convayed with

pensioners meet which was attended by the Circle

office-bearers also. Sh. P.C. Rana thanked the Circle

leaders in general and Sh. T.R. Gupta in particular

for apprising them the latest developments in SBIPA

of the Federation. Sh. P.C. Rana further told the

members about informing their pension paying

branches as far as their investment plans in the

HRMS portal to avoid the unnecessary dedution

of extra T.D.S. etc. from their pension. The issue of

Medical Dispensary was also discussed and they

had already discussed the metter with Sh. T.R.

Gupta, the General Secretary.

Sh. Rana enjoined upon the enroll maximum new

members and also retirees of A.B. i.e. mainly State

Bank of Patiala (earstwhile). We appreciate the

feelings of Palampur Unit and assure them that the

matter of Medical Dispensary at Palampur has

already been taken by us with the concerned

authorities and sooner the process would start for

the needful.

GURUGRAM UNIT

The monthly meeting of May & June were held as

usual at Gymkhana Club, Gurugram in which

average of 30 pensioners participated. The drive

for enrolling the new members was discussed and

5/6 new members has already been enrolled. Our

thanks to this unit for their good work.

KARNAL UNIT

The monthly meeting of our Karnal Unit was held

on 31.05.2019 in which more than 35 members

were present. The routine discussions were held

in the meeting. It was a special occasion that the

Assistant General Manager of Karnal branch and

the Assistant General Manager of RBO also

participated on the request of our Unit. They shared

so many things which relates to the welfare of our

pensioners/members. Well done Sh. S.P. Aggarwal

Ji for arranging such successful meeting.

KURUKSHETRA UNIT

Monthly meeting cum Pensioners' Meet of our

Kurukshetra Unit was held on 26.05.2019 at

Gymkhana Club in which around 50 pensioners

participated. The meeting was also attended by S/

Sh. T.R. Gupta, General Secretary, S.K. Sharma,

Treasurer, K.K. Trikha, Dy. Gen. Secretary and Tek

Chand, Asst. Treasurer. Sh. V.K. Jain, the Secretary

of the Unit welcomed the guests from the Circle

Association with garlands and thanked for their

participation. As a gesture of goodwill, the Senior

most member present at the meeting Sh. Moti Ram

Gupta was honoured by the Circle Association

with presentation of a Shawl.

2. The meeting/proceedings started at 11.30 a.m.

after a cup of tea and snacks and Sh. T.R. Gupta,

K.K. Trikha, spoke in details regarding the Circle

Association and the Federation of SBIPA. The

members listened very patiently to S/Sh. T.R. Gupta

Chandigarh Circle and having very good

understanding and communications with each

other. Some time was spent with some cultural

activities and at the end Sh. D.R. Kumar, Vice

President, thanked the members for attending and

gracing the function i.e. the Foundation Day of

their unit. Few newspaper cuttings are also visible

here. Well done our Abohar Unit headed by S/Sh.

& K.K. Trikha for about one hour. Sh. V.K. Jain, the

Secretary of the Unit thanked the above speakers

for their updation of the latest developments in our

pensioners demands etc. and legal court case of

W.P. 1875/2013. The meeting was followed by

sumputious lunch.

NAWANSHAHR DOABA UNIT

In the monthly meeting of this Unit, the Secretary

collected Rs.3800/- as donation against the

payment of the arrears of 5th to 7th B.P.S., the

names of which are as follows :

CHANDIGARH UNIT

Celebrations of 50th Anniversary of 1969 retiree

officers who took part in the indefinate strike in

June, 1969. A grand function of our SBI Officers

Association, Chandigarh Circle was organised at

the North Block at the ground floor of the Local

Had Office, Chandigarh on 14.06.2019. It was a

matter of pleasure that our working officer

association of the Circle remembered the heroes

of June, 1969, who are settled in the tricity and

suitably honoured them with presentation of fine

memontoes for their participation in the historic

strike of officers in 1969. S/Sh. K.K. Berry, A.P.N.

Pankaj, H.S. Aulakh, R.K. Sharma, G.P. Aggarwal,

K.C. Sharma, A.K. Mehra, H.C. Kappor, K.C.

Sharma (Former President of SBI Officers

Association), P.D. Batta, T.R. Oberoy, A. Bala

Subramaniam were present at the function.

Although 19 officers of that period were invited,

only 12 could make it to attend the functions.

2. Sh. Deepak Sharma, General Secretary of

SBI Officers' Association and Dy. Gen. Secretary

of A.I.B.O.C. made a fine speech regarding the

1969 event and wished for their well being and

recognised their participation in the above strike.

The meeting was chaired by Sh. Surinder Rana,

General Manager Network-I at LHO Chandigarh.

The meeting/function was followed by Dinner for

all the members present thereat.

Our heartiest thanks to our beloved leader, Sh.

Deepak Sharma, Gen. Secretary, SBI Officers

Association for such a thoughful innovation for

honouring our respected elders/pensioners for the

captioned cause.

PAONTA SAHIB (H.P.) UNIT

Sh. G.D. Sharma, the Secretary of the Unit arranged

a welcome meeting/gathering to welcome our new

member, just retired in May, 2019. Sh. Ashok Kumar

Goel and send us the same alongwith membership

OUR COURT CASE W.P. 1875/2013 IN DELHI HIGH COURT

These petitions were filed on behalf of the retired employees working with the State Bank of India is

pending since 2013. Challange in these petitions is made to certain provision of the State Bank of

India Employees Pension Fund. Primarily the issue involved is with regard to grant of pensionary

benefits to the retired employees.

Considering the fact that the matter is pending since 2013 and it was also heard on various dates

by various benches, we had directed for listing of the matters for final hearing in the category of 'after

notice miscellaneous matters'. The matters were posted on 24.02.2019 and since then the hearing

has commanced. It was partly heard and now after conclusio of arguments on behalf of the pensioners,

the respondents are addressing us on various issues. However, due to the ensuing summer vacations,

it is not possible to conclude hearing before the vacation and thereafer, for certain reasons this Bench

may not be available to contnue hearing.

That being so, we have no option but to release the matter from part heard. However, looking into

the fact that petitions are pending since 2013 and the persons who would be beneficiaries of any order

to be passed by this Court are senior citizens and pensioners, we direct listing of the matters on 11th

July, 2019 before the roaster Bench.

We are hopeful that the matter would be heard expeditiously at an earlier date and disposed of

particularly in view of certain orders passed the Hon'ble Supreme Court directing for expeditious

hearing and disposal of the matter within a particular time frame.

SHIMLA (H.P.) UNIT

Our Shimla Unit under the chairmanship of Sh. U.S. Negi,

Secretary and Vice President of the Circle Association

held their monthly meeting on 15.06.2019 and organised

a Langar at I.G.M.C. Cancer Hospital for the patients. More

than 1000 patients/attendents availed this lunch/langar.

This gesture of goodwill was very much appreciated by

the Hospital authorities. Well done Sh. Negi Ji. Please

RENEWAL OF THE POLICY WITH EFFECT FROM

Please refer to our ecircular No. CDO/P&HRDPPFG/

78/201617 dated 28th December, 2015 advising roll

out of Policy-A for the existing members of SBIREMBS

under the Family Floater Group Mediclaim Policy. The

policy is due for renewal on 1st June, 2019.

Selection of Insurance Company / Brokers and Third

Party Administrators (TPAs)

M/S IFFCO Tokio General Insurance Co. Ltd. (ITGL)

has been selected with M/S Anand Rathi Insurance

Brokers Ltd. (ARIBL) as Brokers for the period w.e.f.

01.06.2019 to 31.05.2020. Administrative Office wise

allocation of TPAs is being worked out and the same

will be shared with Circles / A.O.s.

Inclusion of New Members

Members of Reintroduced REMBS whose memberships

have been approved / ratified by the Trustees would be

included in the policy and they will be eligible to avail

facilities of PolicyA from the date of ratification.

List of such members along with eligible Policy-A

members is being placed at PPG Department Portal

which can be accessed through the link https://

hrcc.statebanktimes.in/Index_Files/pmppg.html.

Additionally, this file is also being placed in FTP site

ftp://10.1.16.149/ under the folder named ‘Group

Mediclaim Policy’. As new members have been

migrated to Policy-A, CM (HR)s, who are the Nodal

Officers in the scheme, will ensure that no bills are paid

in the accounts of these Reintroduced REMBS members

after 31st May, 2019.

The Policy will continue to be available to new as well

as existing members of SBIREMBS, their spouses and

disabled child / children, if any, whose residual balances

as on 15th May, 2019 are Rs. 1.00 Lakh and above.

Members with residual balances below Rs. 1.00 Lakh

will avail facilities as per the provisions of SBIREMBS

through concerned Administrative Offices.

Circle Authorities / Zonal functionaries are advised to

extract membership data pertaining to their Zone from

above mentioned websites and arrange placing the

same in the Circle website to facilitate advising present

residual balances to pensioners. However, we are also

arranging to send individual SMS messages to

members advising their present Basic Sum Insured and

residual balances in the coming policy.

Medical ID Cards

The eMedical ID Cards under Policy-A will be uploaded

by the TPAs in their Portal. Soft copies of Medical ID

Cards will also be available in the Broker’s (Anand Rathi

Insurance Brokers Ltd.) website. Hard copies of Medical

ID Cards will be sent to registered addresses of the

members by the concerned TPAs. However, undelivered

Cards will be handed over to CM HR of concerned

Administrative Office who will arrange for delivery of

the same by finding out correct address of the member.

hospitalization.
