BOARD  OF  TRUSTEES  MEETING  

EXECUTIVE  DIRECTOR  AND  PRINCIPAL  REPORT  

               JUNE  28,  2016  

 

Summer  updates  

During  the  summer  months,  Palisades  Charter  High  School  remains  busy  and  productive.  Summer  student  support  programs  include  Extended  School  Year  for  students  with  special  needs,  Summer  School,  and  Dolphin  Leadership  Academy  for  incoming  9th  graders.  Reports  on  these  programs  are  included  in  presentation  materials  for  the  June  28th  board  meeting.    

In  addition  to  PCHS  programs,  summer  camps  that  have  been  permitted  to  use  school  facilities  are  also  active.    

PCHS  is  in  the  process  of  interviewing  and  hiring  new  staff  members  to  fill  a  variety  of  positions  including  the  following:  1)  Assistant  Principal/Director  of  Admissions,  Attendance,  and  Intervention;  2)  Development  Director;  3)  Faculty  to  fill  vacated  positions  and  to  strategically  reduce  class  sizes  in  high  needs  programs  such  as  math  and  English.  New  hires  will  participate  in  orientation  and  training  before  the  new  school  year  begins.  

Curricular  departments  and  Professional  Learning  Communities  that  submitted  mini-­‐grant  requests  will  be  working  on  collaborative,  professional  development.    

Other  summer  projects  include:  

•   Calendar planning and scheduling of key dates/events. •   State of the School presentation for start of school year (parents and students). •   Development of video format for morning announcements to be launched in the fall •   Revamping school website. •   Video clips of “What’s New at Pali” to be posted on social media during the summer and

throughout the school year. •   Human Rights Watch (HRW)/Unity Summer Symposium – Training to be provided to all new

PCHS staff and any others who are interested in participating. HRW coordinators Pam Brunn with Nancy Flowers will lead the training designed to raise awareness of the foundation of the Student Bill of Rights and Responsibilities created and adopted by the student body. Dr. Jerome Rabow will be working with participants to develop a school-wide plan and calendar of events to ensure that cultural sensitivity is addressed through an ongoing, thoughtful action plan.

 

Development  and  Grants:    

PCHS  continues  to  focus  on  the  ongoing  goal  of  identifying  and  applying  for  grant  opportunities.  Through  the  assistance  of  parent  volunteer  Lillian  Matayoshi,  the  Career  Technical  Education  grant  funds  awarded  to  PCHS  have  been  increased.  The  school  has  also  qualified  for  additional  CTE  funding.

Career  Technical  Education  Incentive  Grant  (CTEIG)  –  The  CA  Department  of  Education  has  released  additional  funding  available  for  CTE  programs.  PCHS  is  eligible  for  these  funds  which  are  part  of  the  CTEIG  grant  award.  We  will  continue  to  work  with  LACOE  offices  for  approval  of  the  PCHS  CTEIG  budget  and  timeline.  

Carl  Perkins  Grant  -­‐  PCHS  has  qualified  for  additional  funding  for  professional  development  to  prepare  administrators,  counselors  and  staff  for  implementation  of  CTE  programs  through  Carl  Perkins  funding.    

US  Department  of  Education  awarded  Pali  STEAM  Shop  with  a  $20,000  cash  prize  based  on  a  grant  submitted  by  technology  lead  Donna  Mandosa.  PCHS  is  one  of  ten  high  schools  to  receive  this  national  recognition  and  funding.    

Charter  Operated  Programs  (COP)  grant  funding  received  throughout  the  school  year  to  support  Special  Education  programs  and  services:

The  PCHS  mid-­‐management  staff  attended  a  development  and  career  training  workshop.      Each  of  the  mid-­‐management  staff  members  will  return  with  renewed  skills  in  employee  management  and  communication.      Amy  Nguyen  attended  a  workshop  on  improving  employee  morale  and  relations  through  clearly  communicated  expectations  and  consistent  feedback.

 PROPOSED  CHARTER  COMMITTEE  AGENDA  FOR  AUGUST  2016    Over  the  last  two  months,  three  separate  governance  matters  related  to  PCHS’s  Charter  and  state  law  have  come  to  the  Board’s  attention.  The  Board  tasked  the  Charter  Committee  to  review  these  issues.  The  Board  recognizes  the  value  and  importance  of  employee  input  related  to  budgetary  decisions  at  PCHS.    The  Board  wants  to  ensure  that  all  employees  participating  as  members  of  the  Board  and  members  of  the  Board  committees  are  protected  from  civil  and  criminal  liabilities.  In  addition,  the  Board  wants  to  ensure  the  Board  members  with  particular  skills  can  be  recruited  and  seated  on  the  PCHS  Board  of  Trustees.  The  Board  tasked  the  Charter  Committee  as  follows:    1.    Examine  the  Charter  governance  language  related  to  and  determine  if  the  language  is  consistent  with  District  Required  Language  and  state  law;    2.    Review  Charter  Budget  and  Finance  Committee  language  and  determine  if  the  language  is  consistent  with  state  law  and  best  practices;  and  3.    Considering  Board  election  results  and  pool  of  applicants,  determine  and  discuss  whether  some  of  the  community  board  representatives  could  be  recruited  and  appointed.        Allison  Holdorff  Polhill  agreed  to  provide  the  new  chair  of  the  Charter  Committee  with  a  notebook  chronically  the  background  regarding  PCHS’s  Charter  Governance.    BACKGROUND:    On  May  17,  2016  the  Board  had  a  lengthy  discussion  regarding  the  role  and  responsibility  of  the  Budget  and  Finance  Committee.    The  Board  tasked  the  Charter  Committee  to  review  this  section  of  governance  and  ensure  that  it  is  consistent  with  the  law.    Of  particular  concern  was  protecting  employee  members  of  the  Budget  and  Finance  Committee  from  civil  and  criminal  liabilities  related  to  conflict  of  interest  laws.    At  the  May  17,  2016  PCHS  Board  meeting  under  the  title  Board  Election  Results,  a  discussion  ensued  regarding  whether  it  would  be  prudent  to  consider  appointing  one  or  two  community  Board  member  so  we  could  recruit  highly  sought  after  skills  and  resources  for  our  Board.    This  matter  was  deferred  to  the  Charter  Committee.    On  June  7,  2016,  discussing  the  2016/2017  PCHS  Budget,  the  Board  tasked  the  Charter  Committee  to  reconcile  PCHS’s  Charter  with  California  Law  forbidding  employees  to  vote  on  any  matters  where  they  may  have  a  related  financial  interest.  During  the  initial  discussion,  Attorney  Lisa  Corr  advised  that  any  Board  member  that  has  a  financial  interest  in  a  matter  must  recuse  and  leave  the  room.    Pursuant  to  the  Political  Reform  Act  (PRA)  and  California  Corporate  Code  requirement  for  non-­‐‑profit  organizations,  employee  Board  members  must  recuse  themselves.    The  risks  are  that  PCHS  could  be  fined  under  the  PRA  and  the  District  Attorney  of  Los  Angeles

could  seek  criminal  actions  against  individual  board  members  who  engaged  in  conflict  of  interest  activities.    LAUSD  and  the  Office  of  the  Inspector  General  has  pursued  similar  matters  with  other  charter  schools  and  encouraged  the  District  Attorney  to  prosecute.  Ms.  Corr  advised  that  virtually  any  item  on  the  budget  could  be  construed  as  a  conflict  of  interest  for  an  employee.  Ms.  Corr  advised  that  the  Board  should  reconcile  its  charter  language  regarding  the  composition  of  the  Budget  &  Finance  Committee  (50%  faculty)  with  the  PRA  and  Government  Code  section  1090  (also  language  within  the  Charter).    All  Board  members  agreed  that  staff  input,  particularly  the  teachers’  input,  is  critical  in  the  budget  process.    Ms.  Corr  agreed  that  the  faculty  can  and  should  provide  significant  input  in  the  budget  process,  but  cannot  do  so  as  a  voting  Board  member.    This  matter  was  tasked  to  the  Board’s  Charter  Committee.
