The Division is pleased to announce the implementation of a more simplified Tournament Application process. Effective immediately the Division is adopting much less restrictive requirements on gambling establishments requesting approval to offer tournaments. This new process will allow gambling establishments more flexibility and allow greater variations in the elements that make up the tournament structure. In most cases, you will only need two tournament approvals, one for Poker Tournaments and one for the California Games (controlled games that feature a rotating player-dealer position). These instructions detail exactly what is allowed and required in each section of the Application for Gaming Activity Review.

• Gaming Activity Review Application Example:

This example has been provided to assist you in completing the Gaming Activity Review Application pertaining to the new tournament guidelines.

• Tournament Log:

Although your Application for Gaming Activity Review may cover multiple tournaments, the Tournament Log should be filled out with information specific for each tournament played. The log should be retained by your gambling establishment for seven (7) years and be available upon request from Division staff during all hours of operation. If you would like additional copies ofthe sample log, contact your Games Analyst. (NOTE: The Division is currently amending regulations to establish this procedure as a requirement.)

• Tournament Log Instructions:

These instructions detail exactly what information is required in each section of the Tournament Log.

• Tournament Log Example:

This example has been provided to assist you in completing your Tournament Log.

It is important to note gambling establishments wanting to receive approval of a tournament using the structure noted above must submit a new application to the Division in the form of an Application for Gaming Activity Review (DGC-APP. 027), along with a nonrefundable application fee of$500 [Ref. Business and Professions Code 19951 (a)] and a refundable deposit of $315 [Ref. Title 11, CCR, Division 3, section 2037 (a) (1) (I) and Business and Professions Code section 19951]. Gambling establishments will not be allowed to amend tournaments previously approved under the old application process. Once approved under the new process, all tournaments conducted within the specified variations or options will be approved for play without additional amendments or applications.

The Division will only begin the review/approval process upon receipt of a complete application and monies. Please note that additional monies may be required to supplement the initial deposit if needed to cover actual costs and charges incurred. Any unused portion of the deposit will be refunded along with an itemization ofthe charges.

Although current regulations allow for ninety (90) days to process an application, requests that are submitted with all the required information addressed in this letter will take fewer days to process. As a reminder, gambling establishments may not offer for play any requested game or gaming activity without first obtaining authorization from the Division [Ref. Title 11, CCR, Division 3, section 2070 (b)].

1. Name of Tournament or Special Event No need to specify a specific name. Either "Poker Tournaments" or "CA Games Tournament" will be acceptable.

2. Name of controlled games to be offered during the Tournament or Special Event. Specify the Division approved game(s) that will be played during any of the tournaments. More than one game may be submitted on the application. Poker games and California games (controlled games that feature a rotating player-dealer position) may not be submitted on the same application. Rules of any base game(s) played in a tournament must be previously approved by the Division and be submitted on the application.

3. Attach a copy of the application and fees submitted to the California Gambling Control Commission for any additional temporary tables related to this gaming activity.

4. Location of event within the gambling establishment. • No need to specify this information.

5. Gaming activity(ies) to be offered during Tournament or Special Event. Specify any gaming activity(ies) that will be offered during any tournament. Rules of the gaming activity(ies) must be previously approved by the Division.

6. Tournament Structure (Including Buy-Ins, Re-Buys, Add-Ons, etc.)

• Other prizes may consist of entry into the World Series of Poker Tournament (W.S.O.P.). Rather than the first place tournament winner receiving a percentage of the prize pool, they will receive entry into the W.S.O.P. In addition, the Casino will pay for the winner's hotel accommodations while at the W.S.O.P. event in Las Vegas. The player must make his or her own travel arrangements for getting to/from Las Vegas. During this tournament, there will be only one winner.

You are not required to use this specific fonn, however the infonnation noted on this sample should be documented and available for review upon request by the Division.
