Preface
In efforts to improve how the U.S. workforce is trained and employed, the U.S. Department of Labor (DOL) has set aside grant money for local governments to implement innovative programs through the Workforce Innovation Fund (WIF). As part of these grants, local governments are required to solicit and hire external, independent evaluators of the programs. In 2014, the city of New Orleans bid on the second round of WIF grants for a Type B “Promising Ideas” project, for programs with some prior evidence of effectiveness that require further and more-rigorous evidence before scaling up significantly. The city was awarded approximately $5.8 million for a five-year implementation of a prescreened, demand-driven job training program, which included resources for implementation and external evaluation. The RAND Corporation bid on the opportunity to be the third-party evaluator and was awarded the evaluation subcontract at the end of 2014.
This report was funded with federal funds under a grant awarded by DOL’s Employment and Training Administration. 4.4. Time Commitment Attending training will require many hours of your time. The majority of training requires you to be in class 20 hours
per week. Those 20 hours are only the beginning. You will need to get ready for school. You may have to get children ready for their day, and get yourself to and from the training site. You may also have to do homework. Before you decide to go to a training program or school, you may want to think about how big a time commitment you will be making. To help you picture what you are getting yourself into, please complete the following worksheet.
Date Completed ________________ 1. Attached are two schedule sheets. First fill one out so that it shows what your typical
day is like now. Fill in when you sleep, clean, eat, watch TV, run errands, get out ofbed, go to bed, socialize, prepare meals, etc.
________________ 2. Using the second schedule sheet, fill out a schedule which shows what your life would be like if you were in training. Use the following instructions:
Assume training begins at 8:00 a.m. and ends at 4:00 p.m. ______ A) Working backwards from 8:00 a.m., log the total time it will take you to drive
or take a bus to the training. If you do not know, use 2 hour. ______ B) Working backwards from item A, log the total time it will take you to drive or
transport your children to daycare. (You should now see what time you need to leave the house each morning.)
______ C) Still working backwards fill in the schedule with the time it will take you to getdressed, get your children dressed, pack a lunch, pack your children's lunch. (Your schedule should now show what time you'll need to wake up.)
______ D) Assuming you need to sleep between 6.5-8.5 hours each night, use the log tocalculate what time you'll need to go to bed.
______ E) Starting with 4:00 pm, log the amount of time it will take you to get home. Ifyou don't know, use 2 hour. If you have children, include travel time to and from daycare.
