The elaborate infrastructure project encompassed all electrical work associated with the installation of all new upgraded elec- trical infrastructure and LED light poles for all reconfigured exit ramps on the MassPike. All pole and lighting installations were completed in late October 2017 and the final electrical cutover, at Exit 7 in Ludlow, MA, was completed on January 10, 2018. The phased project first entailed de-energizing all existing toll pla- zas and lights, and providing tem- porary lighting feeds to allow for safe demolition of the toll plazas. Pre-construction planning and inves- tigative work were integral to the project, as the contractor isolated all electrical areas to toll plazas before de-energizing and demolition work could begin. Dagle Electrical provided all cutover work, working in tandem with utility companies, National Grid and Eversource. As the utility compa- nies put in new, upgraded infrastruc- ture, the contractor provided cutover, allowing the new lights to go online. Senior Project Manager Rich Kaiser, Project Manager Tony Akoury, and Foreman John Culhane managed the project with an electrical crew of IBEW electricians. Local 103 crews worked on the project from Boston to Weston, Local 96 crews provided installations from Framingham to Sturbridge, and Local 7 crews worked in western Massachusetts. Dagle Electrical worked in close coordination with the project’s general contractor, Skanska McCourt JV. “Strategic planning was critical to enable the phased project to be under- taken in a safe and timely manner,” said Akoury. “The general contactor, Skanska McCourt, had an effective project plan in place and crews did considerable investigative work to safely maintain the roadway’s tempo- rary lighting during the demo phase.” On January 9, NECA Boston Chapter conducted a Construction Financial Management Association (CFMA) course focused on finan- cial management essentials of the construction business for non- financial managers. The workshop, held at the Newton Marriott and attended by more than 40 NECA owners, project managers, and esti- mators, taught proven methods to effectively track and interpret the financials throughout the lifecycle of a construction project. The pro- gram explored detailed elements for financial tracking, monitoring, com- municating and adjusting as the construction project evolves, while carefully balancing budget and forecasting financials. The program covered Project Risk Assessment; Contracts, Billings and Cash Flow; Project Costing and Forecasting; and Financial Statement Overview. Personnel from NECA member firms, Sullivan & McLaughlin, J.F. White, Ostrow Electric, JM Electrical, Fischbach and Moore, Cube Electrical Construction, Collins Electric Co., LAN-TEL Communications, McDonald Electrical, Coviello Electric, Lynnwell Electric, Aldon Electric, Ayer Electric, McPhee Electric, and Brava Electric were on hand. Workshop speakers were: Joe Burkett, a CCIFP, and CFO at Cafco Construction Management, Inc., a mid-sized general contrac- tor specializing in restaurant and entertainment build-outs and high-end single-family residential projects in the Boston market; and Gregory P. Natalucci, a partner in RSM's assurance prac- tice, with over 20 years of experi- ence in providing audit, financial reporting, and management advi- sory services to a diverse client base, including construction con- tractors and professional service companies. Mass Bay Electrical Corp., based in East Boston, MA, is nearing com- pletion of the electrical upgrades at the MBTA Layover Facility at the Rockport Commuter Rail Station. The project scope included furnishing and installing a 3,500 kVA single-ended, enclosed substation with four auxil- iary power units (APUs), one at each layover train set, as well as installa- tion of associated underground con- duit and wiring. When complete, the project will supply heat to the trains during nighttime layovers at the sta- tion, and eliminate the requirement of operating diesel engines all night long for generating power. The installation of a fire alarm system for the substation and security camera instal- lations for the Rockport Commuter Rail Station were also inte- gral to Mass Bay’s project requirements. The trans- port and deliv- ery of the substation to Rockport presented a unique logistical chal- lenge – the two-piece pre-manu- factured substation, which weighs approximately 65,000 lbs., had to be transported to Rockport on Route 128 over the A. Piatt Andrew Bridge, which has low bridge height as well as weight restrictions. The Mass Bay project team worked closely with MassDOT and a team of special consultants to ensure the equipment was safely transported over the roadway, which necessi- tated planned early morning closure of the highway. Mass Bay is working on a project team headed by general contractor, McCourt Construction of Boston, and in tandem with National Grid and the utility company’s overhead line crew. Project Executive Rick Broderick, Project Manager Vince Urbanski and General Foreman Wayne Banks, managed an electrical crew of six IBEW Local 103 journeymen elec- tricians in the nine-month project, which will go online in January.
