VHF-DSC and GPS
• More education is needed– Recreational users are not registering in
appreciable numbers– DSC radios are not being programmed with
MMSIs– GPS units are not being interfaced to the
radios

• Issue: LightSquared LLC has purchased spectrum for terrestrial and satellite-based Wi-Fi– $4B invested since 2004
• Through spectrum swaps and waivers, plan to develop 40,000 terrestrial stations in the L band, just below GPS frequencies
• GPS is 90 dB below LS signals– Effectively shuts down civilian GPS over most urban
areas
• FCC has received thousands of comments; stay tuned

SC-101 DSC Radio• SC-101 is a RTCM standard for VHF-DSC
– Inexpensive radios– Lesser capability, e.g., one receiver– Looser tolerances on electronic standards
• USPS has always recommended Class D• 25 Mar 2011: Prohibition on manufacture, importation,
sale and installation [of SC-101] fixed mount VHF• 47 CFR 80.225(a)(4)
• 25 Mar 2012: Prohibition on manufacture, importation, sale and installation [of SC-101] handheld VHF
Bottom Line:Don’t buy a SC-101 radio
