New Membership Year – New CNWWelcome to the summer edition of Elements, the Chemicals Northwest quarterly magazine. This is the first edition of the new 2012-13 membership year, which is already proving to be a busy year with membership continuing to increase; we now have more members than in any of the previous years.

April saw Duncan Simcock leave Chemicals Northwest for pastures new. His role has been taken over by John Roche - currently CIA’s Head of Responsible Care – who has taken over operational management of CNW. John is well known to many in the chemical industry, following many years in commercial and general management within the chemical industry in the North West. Through his leadership of the UK industry’s Responsible Care Programme. John’s operational experience, local credentials and day-to-day connectivity with chemical businesses will provide CNW with invaluable expertise and continuity as we seek to build on our strong performance over 2011/12.

Our breakfast events are still going strong with attendance rates up at 50-plus for both of our most recent events. The breakfast events will continue for the foreseeable future so please come along to our next on one 12th July. Our Chemical Elements events are also continuing on various topics which are important to the industry.

European Road Freight Transport Specialists Since their foundation in August 2000, Ital Logistics Ltd have become recognised as a leading logistics provider of International road freight services to and from Italy and Western Europe.

Apprenticeships in the Northwest

There are many different ways of training to become competent in the chemical sector. However, very few offer the wide range of development that apprenticeships can. They are able to teach the learner a wide range of skills whilst being able to use them to contribute to the efficiency of the company.

A modern apprenticeship can be offered in many different ways. It can be provided by a third party and the company sponsor the learner, or the company can run its own

apprenticeship scheme. The basis of any scheme is the practical learning combined with self-development. Many third party apprenticeship providers take their apprentices to outdoor pursuit facilities to help them grow as an individual and give them the skills to cope with challenging situations, such as those they will face within the chemical sector. Whilst also developing the individual and their practical knowledge to become competent in the workplace, the professional qualifications gained also stand the learner in good stead for the future. Focused around the new QCF qualification, apprenticeships are a nationally recognised way of learning that offers the best of practical learning whilst still ensuring that the learner has the right qualification level, often moving onto higher education.

One of the main apprenticeship providers in the Northwest is TTE Training LTD (one of our member companies), they predominately offer a 3½ year Advanced Apprenticeship where a company in the Northwest will sponsor a learner with the possibility of employing them after their apprenticeship ends. Once the learner has completed their apprenticeship, they will have a well-rounded set of skills to enable them to work within the chemical sector, Chemicals Northwest actively supports the work of CIA’s Future forum, a group of ‘new’ people to the industry wanting to share their views and experiences.

Skills Academy set to launch Process Safety Management Foundations training

Following the launch of the successful process safety leadership training course for senior executives, the National Skills Academy for Process Industries has announced the release of a new two-day course for managers, supervisors, designers, safety personnel, and senior contract employees.

The new course is also suitable for young engineers and anyone who would like to develop a more detailed understanding of process safety management.

The Process Safety Management Foundations course has been developed following extensive consultation across process manufacturing and other high hazard industries. It focuses more on the hands-on duties, yet still maintaining a clear focus on the impact of human behaviours on process safety.

It will introduce the key elements of process safety management and enable participants to gain a greater understanding of the application of these principles to support continual improvements in process safety performance.

It introduces individual elements of process safety management and the specific guidelines for integrating the requirements across the company and evaluating PSM compliance.

PSM Foundations will be delivered by an Academy Accredited Training Provider and involves a combination of presentations and discussions. Case studies and exercises are used throughout the course to illustrate interpretations of process safety management requirements and demonstrate ways to develop an effective process safety programme.

Apprentice Recruitment SolvedThe Technical Apprenticeship Service is a unique, easy-to-use skills service for employers, training providers and apprentices, designed to bring new talent and skills into the industry.

We can help employers looking to recruit an apprentice in two ways:

You can act as the ‘host’ employer, and we contractually employ the apprentice on your behalf, which is particularly suitable for employers where employee head-count is an issue. In this instance we will:

n Provide you with a dedicated Relationship Manager to work with you, the apprentice and the training provider.

n Undertake the selection and recruitment activity and provide you with a high calibre apprentice.

n Complete the apprentice’s employment administration including contracts of employment, terms and conditions and sickness and absence.

n Issue regular apprentice progress reports, as well as supervising and supporting the apprentice.

Alternatively, you can employ the apprentice, in full, from the beginning of the programme. This means we will:

n Work with you to create a job description and person specification.

n Advertise the vacancy and undertake a selection process, providing you with only high quality interview candidates. We can also join you in the interview.

n Act as a linchpin between the training provider and the apprentice, ensuring that the apprentice is developing at a steady pace.

In addition, we can provide technical advice on qualifications and frameworks and give you clear step-by-step guidance on funding and rates of pay. We can also provide a mentoring service to support and coach managers and supervisors, providing you with practical

guidance whilst you are working with your apprentice.

Developments Involving Demolition Property owners, developers and facility managers considering structural demolition now need to factor in environmental issues.

A Court of Appeal judgement in March 2011 ruled that demolition activities constituted a “project” under EU Directive 85/337/EEC and that elements of UK Town and Country Planning Regulations were unlawful.

What has changed?The judgement has resulted in almost all demolition now needing planning permission. Demolition in a Conservation Area or parts of a listed building will still require Conservation Area and/or Listed Building Consent.

Where demolition might have a significant impact on the environment, a screening opinion should be sought as to whether an Environmental Impact Assessment (EIA) is required. Where a full EIA is not required, the planning authority may still require some environmental information.

What is happening with this change?The Government is currently reviewing planning legislation, including permitted

development under the General Permitted Development Order 1995 (GPDO). The judgement has also been drawn to the attention of planning authorities who have started to implement the requirements.

A notification of demolition has to be submitted to the planning authority, who will determine if approval is required. Where a site is being redeveloped, demolition could still form part of the planning permission and the project description, requiring details of the environmental and sustainability aspects.

For significant environmental impacts, the planning authority will determine whether an appropriate level of EIA is required to accompany a full planning application. The above applies in England and Wales, with similar measures being introduced in Scotland.

The Industrial Emissions Directive in the UK Operators of Large Combustion Plant (LCP) had until 8th May 2012 to notify DEFRA of their intention to join the UK Transitional National Plan (TNP). This was just one implication of the Industrial Emissions Directive (IED).

The IED requires implementation in all EU states by January 2013. The Directive applies to relevant existing installations from January 2014 and existing LCP from January 2016.The following IED implementation timetable applies:

01/01/14 The deadline for LCP operators to “opt-out” (see LLD below)

06/01/14 The deadline for existing non-LCP plants to meet the requirements of the IED

06/07/15 New IPPC related activities are brought under the regime from this date

01/01/16 The existing LCP Directive (LCPD) brought under the Chapter 3 regime of IED

Key Provisions of the IED for Large Combustion Plant For the time being, the LCP threshold will remain at 50MW thermal input. The commission is to decide if the regime is to be extended to plant rated at 20-50MW.

An aggregation rule for combustion plant over 15MW and emitting to a common stack will apply. DEFRA have stated that a common stack will be viewed as flues that are structurally dependent on each other.

Options for LCP Compliance with respect to Chapter 3 ProvisionsOperators can meet Emission Limit Values (ELVs) or can apply for derogation on the basis of:

n Limited life derogation (LLD) (17,500 hours maximum operation from 01/01/16 to 21/12/23);

n Becoming part of the Transitional National Plan (TNP);

n Emergency use (<500 hours) – gas turbines only;

n Short term derogations will also be available for loss of normal fuel supply.

ELVs in 2015 will apply to the remaining period of the LLD and applications to “opt out” must be made by January 2014. Beyond 2023, plant granted LLD must meet the new plant requirements.

ELVs, BREFs and BATELVs will be a minimal requirement; if Best Available Techniques (BAT) Reference Documents (BREFs) identify lower Achievable Emission Limits (AEL) these will be enforced as BAT. Justifying exceedances on a cost/benefit basis will no longer be possible.

Altremis launch the world’s first Near Miss and Accident Reporting App

Manchester consultancy, and CNW member, Altremis Ltd has launched a revolutionary mobile app to help companies improve safety performance. Sara, or simple accident reporting app, is the world’s first mobile app designed to carry out Near Miss and Accident Reporting.

With an estimated 600,000 accidents and 200 deaths in the workplace, it is clear that UK businesses still need to maintain a focus on safety. Studies show that companies that report and investigate near misses can dramatically cut the number of accidents by identifying problems and removing hazards.

Managing Director George Forrest said: “We work with a range of companies to improve their operational processes but we’ve found that time-consuming paper-based systems discourage employees from reporting near misses and accidents. It was clear that opportunities to increase safety were being missed.

“We wanted to raise the standard of reports and make the process easier and faster, too. With one in three people now owning a smartphone, it made sense to utilise mobile app technology.”

With the new app it can take just a few minutes to complete a near miss

or accident report. The user can add video, photos and recorded voice notes to reports and GPS will pinpoint the exact location of the incident. Reports are then sent to a designated inbox from where the data can be integrated with SH&E databases to make the investigation process quicker and more effective.

Mr Forrest said: “We’ve have already had interest from train operators and chemical manufacturers who can see the benefit of being able to receive instant reports on incidents involving employees. It means they can respond faster and it will help them to provide a coordinated approach to safety.”

Redx Oncology launches in Liverpool Redx Oncology, a spin-out of Liverpool drug discovery company and Chemicals Northwest member company Redx Pharma, has been launched. The first of a 120-strong team of scientists started work on 3rd April 2012.

The cancer research has been backed with £5.9m of cash from the Government’s Regional Growth Fund, plus investment from corporate finance boutique Acceleris.

Redx Oncology starts life with a five-year programme based around Redx Pharma’s existing pipeline of research cancer drugs. These cover a wide variety of cancer types and are designed to deliver a flow of experimental drugs for progression into human clinical trials.

Derek Lindsay, managing director of Redx Oncology, said: “Liverpool has a

highly respected reputation in cancer care. The Liverpool Cancer Research UK Centre, along with the University of Liverpool and the Royal Liverpool Hospital, provide a rich environment for developing new remedies against cancer.

“We believe that our new Oncology R&D centre will provide an important new resource in the challenge of improving the patient experiences and

outcomes with this disease.”

The Redx Oncology team consists of chemists, analytical scientists, biology scientists, administration staff and up to 24 trainees.

2012 Manchester Heat of the Schools’ Analyst Competition

Sixteen schools competed for first place and the opportunity to represent the NW region at the national final at the University of Bristol on the 25th-26th of June. Students were asked to identify suspect powder by FTIR-ATR, determine the content of ibuprofen in tablets by titration and quantify capsaicin in “horse urine” by HPLC.

The winners of this year’s competition were:

1. Altrincham Grammar School for Boys

2. Winstanley College

3. Withington Girls School

Altrincham Grammar School for Boys went on to represent the NW region at the national final. Winstanley College also received the prize for good laboratory practice and Loreto College received the prize for accuracy.

After lunch, the students and teachers enjoyed three talks. Dr David Johnson (Principal Lecturer in Analytical Chemistry at MMU) gave a talk on Drugs in Sport; Dr Oliver Sutcliffe (Lecturer in Pharmaceutical and Analytical Chemistry at MMU) gave a talk on Legal Highs - Analytical and Forensic Challenges and Katayune Presland (RSC ChemNet Ambassador and RSC NW Regional Coordinator) gave a talk on RSC ChemNet.

The 2012 Manchester heat of the Schools’ Analyst Competition took place on Tuesday the 24th of April at the Division of Chemistry & Environmental Science at Manchester Metropolitan University. This year, it being the year of the Olympics, the theme of the competition was doping analysis.

Reinvigorating Occupational Health

Vicki Beckett and Dil Sen, from the Health and Safety Executive, outlined the new priorities the HSE is attaching to effective monitoring and controls in the workplace and its expectations of companies in preventing occupational illnesses and diseases. Peter Tayler, from GlaxoSmithKline, discussed how GSK exceeded what is required for occupational health by introducing other worker benefits, such as access to sports facilities on site and employee health checks for blood pressure, BMI etc. Howard Winbow, from James M Brown Limited, spoke about the integrated hierarchy of control measures and rules they have implemented in the factory to ensure workers are protected from chemical inhalation.

Jackie Coates, from the Chemical Industries Association, spoke about the CIA Responsible Care initiative which members sign up to on joining the CIA. This is a continual improvement approach to worker health, safety and the environment. Roger Pullin, from the Chemical Industries Association, spoke about the CIA’s new OH Metric Indicator Tool, based on its sustainability agenda for healthy businesses. The tool is designed to help companies assess their own performance in relation to a set of forward-looking and challenging expectations.

Alister Scott, from Johnson Matthey, spoke about the targets JM have set themselves on the sustainability agenda, how they have adapted the CIA scorecard system to fit into the JM company structure and the resulting health management plan and continuous improvement tool that has come from using the CIA scorecard system.

Finally, we heard from Kathryn Harding, of Everwell Occupational Health, an external OH service provider, on what features of business support are available, in particular to SMEs.

Chemical Breakfast take twoOur breakfast events on 28th March and 9th May have both had record numbers of attendees at each event.

The event on 28th March, which had 50 people in attendance, saw Bryan Hughes, from CRA Europe, discuss the Industrial Emissions Directive (IED) and Developments Involving Demolition. George Forrest, from Altremis, spoke about Altremis’s win at the North of England Excellence Awards where they won the “Special Award for Lean”. The pitches were followed by some lively networking discussions.

The May event had 60 delegates in attendance, Simon Reid, from Peel Ports, discussed the planned Peel Ports and Manchester Ship Canal infrastructure investment of more than £1 billion over the next ten years. Simon spoke about how he has been appointed to concentrate solely on bulk liquid opportunities and the utilisation of this green corridor to try and minimise supply chain costs and carbon emissions.

PR consultant Jon Clements and former TV news presenter Merryn Myatt gave a foundation for communications success and spoke about the persuasive power of presenting and public relations. Merryn also gave some tips on public speaking with the audience participating in the activity. Bryan Davies, the UKTI Chemicals Sector Specialist, gave a presentation on the work he is carrying out in analysing the chemical industry and how to identify business exporting opportunities. Again, the event was followed by some lively conversations and networking.

Best Practice Sharing

Rachael Bywater, from John Hogg Technical Solutions (JHTS), winners of the International Trade Award, spoke about how JHTS has been exporting fuel dyes worldwide for more than 20 years. Rachael discussed their commitment to changing markets, regulation and R&D and how this has helped JHTS’s export model to become an example to small to medium businesses. JHTS’s approach to winning new export business includes fulfilling all aspects of customer needs.

Trevor Francis, from Byotrol, the winners of the Innovation Award, discussed the development of the Byotrol Company and of its technology. Trevor spoke about some of the key elements that Byotrol considered to be influential in the successful development of the company, from a good research programme with Manchester University (OMIC) and the role of finance to developing a successful marketing platform that lead to commercial contracts. Trevor finished off his session with some lessons of what it got wrong on its journey so far.

Karl Shone, from Multisol, the Corporate Social Responsibility winners, spoke about the programme Multisol have used to generate an interest in chemistry and the chemical sector with local students, showing the connection between classroom learning and how real life chemistry is a part of everyday life. This included a series of plant tours to help change the perception of the chemical industry and show the level of involvement modern companies have with the Responsible Care programme.

Finally Martin Morlidge, of ITAC, Innovations Technology Access Centre, discussed their commitment to supporting world leading innovation, using a simple six step process to reduce costs, reduce capital spend and provide flexible access to laboratories, equipment and expertise. This overview outlined how I-TAC has done this successfully over the past two years and how it led to ITAC winning the award for best service provider.
