Hoist Group and Hand in Hand India (HIH) entered into a Memorandum of Understanding (MOU) through a Corporate Social Responsibility (CSR) project to support elimination of child labour by running Residential Special Training Centre (RSTC) for child labourers and long-time dropouts and to implement Social Mobilization Programme (SMP) in R.K Pet, Thiruttani and Pallipet blocks of Thiruvallur District. Project Objectives Hoist Group project will focus to work on the following objectives:- • To run a Residential Special Training Centre (RSTC) for child labourers and long-time

dropouts in the ages of 6-14 years • To ensure that every child is in school and continues to go to school in the project blocks • To enrol out-of-school children into mainstream or alternate schools • To effectively monitor functioning of local schools • To create awareness within the community on child rights, children’s education and

gender equity • To empower community to participate in protection of child rights and child

development through social mobilization • To strengthen govt. school functioning with active participation of community

stakeholders like Panchayat Presidents and elected representatives The following activities were carried out in the reporting period of January to May 2016:- 1. Residential Special Training Centre One Residential Special Training Centre (RSTC) at Dhamanery panchayat of R.K Pet Block is being run for dropout boys and girls of Thiruvallur District, Tamil Nadu. The strength as on May ’16 is given below:-

Note:- In this, seven long-time absent children were motivated by HIH field staff and were enrolled in government schools near their residences. These children who are enrolled in the beginning of academic year were mainstreamed in the month of June and enrolled to regular government schools. All our children were either enrolled near their homes or in case from incapacitated families (poor socio-economic condition), then put in govt. run free hostels. CLEP field staff track all mainstreamed children in their schools or institutions and interacts with their teachers to gauge the student’s performance. They also visit student’s family to know their socio-economic status and also to understand the overall well-being of student. All this is possible by the presence of committed Social Mobilization Programme team in Thiruvallur district. Eighty children are currently studying in Dhamanery RSTC. The following activities were carried out in this reporting period:-

Pongal (Harvest Festival in South India) celebration

Pongal is one of the most eminent festivals celebrated in all parts of Tamil Nadu.. In Dhamanery RSTC, Pongal was celebrated 12th Jan.’16 with 64 children, 50 parents, Child Rights Protection Committee (CRPC) volunteers, Block Resource Teacher (BRT) from SSA and Panchayat President who was also part of this programme. A textile shop from Puzhal Block donated one set of color dress to all our children. In this meeting education level of children and performance was discussed.

Republic Day Celebration

The 67th Indian Republic day was celebrated in Dhamanery RSTC on 26th January 2016 with 80 children, RSTC teachers and Hand in Hand staff. The national flag was hoisted by village volunteer Mr. Elumalai. The day was celebrated with competitions for children and a movie on patriotism was screened for the children.

Volunteering programme by Hand in Hand field staff

To spend more quality time apart from their regular work time, HIH field staff volunteered to wash children clothes, clean the campus, play with children and hair dress girl children. Such programmes are done whenever staff is free from their regular schedule and these are done once in a quarter. On 17th Feb.’16 similar programme with staff’s support was done in Dhamanery RSTC.

Tamil New Year and Dr.B.R.Ambedkar’s (Father of Indian Constitution) birthday celebration

On 14th April.’16, Tamil New Year and Dr. Ambedkar’s birthday was celebrated in Dhamanery Residential Special Training Centre, Thiruvallur district. Competitions like drawing, elocution, art and painting, debate and sports were conducted to motivate

Children. The winners were awarded with certificates during their RSTC Annual day celebration that was held on 30th April.

RSTC Annual Day celebration & Parents Meeting

Dhamanery RSTC Annual day was organized on 30th April.’16 in the presence of children parents. As part of the event, parents were motivated to ensure further continuity of their children’s education and explained about importance of their ward’s education. RSTC children performance and mainstream plan were discussed individually with their parents. SSA officials and CRPC joined in this wonderful meet to motivate children and their parents.

Summer Camp for RSTC Teachers

A motivational training for RSTC teachers was conducted as part of summer camp from 9th - 13th May.’16 at Hand In Hand India’s Head Office, Kancheepuram. Topics like Communication and Leadership Skills, Juvenile Justice Act 2015 and its implication, Child Rights and Protection, Teaching Methodology for Residential Special Training Centre Children and an Exposure visit to Child Care Institution were covered with the support of experts.

2. Community Engagement

Social Mobilization Programme (SMP) involves a process of bringing community together to address issues that affects them. This process involved creating awareness, enabling community with information and empowering them to bring changes. For this awareness campaigns were organized and community support structures were developed to sustain outcomes. In this reporting period, the following programmes were conducted in project locations namely R.K Pet, Pallipet and Thirutani blocks.

Operation Smile-2 Programme

In Thiruvallur district, as per state government recommendation, awareness on missing children was organised with the guidance and support of District Social Welfare Department, District Child Protection Unit, Juvenile Justice Board, Child Welfare Committee. As part of this programme, awareness on 1098 ChildLine was extended. In this operation Smile-2 programme, 2 missing children namely Sathish-11 years old and Chandrasekhar- 14 year old were identified and handed over to District Child Welfare Committee through the support of Tiruttani Railway Police. All programme participants took an oath to protect children, report on missing children and hold responsibility for their safety and education. Delegates from District Administration departments like Ward Councilors; Police and HIH CRPC members participated in these programmes.

Child Rights Protection Committee(CRPC)-Module-1 & 2 Trainings

Hand in Hand India forms CRPCs in all its working panchayats to extend their continuous support to children on issues related to education and protection and to empower the communities. To strengthen CRPCs, capacity building trainings are conducted with requisite

inputs on present National legislations related to children, strategies to approach govt. for solution and need to strengthen systems. In Thiruvallur district, in the months of January and Febraury-2016 first and second phase CRPC training was conducted in all Hand in Hand working panchayats. 1346 CRPC members were trained on various topics and our volunteers showed interest and actively participated in these training. Following topics were covered in these training.

1. Child Rights 2. Childline India foundation 3. Child help line-1098 4. Child Protection 5. Prevention of Children from Sexual Offence (POCSO) Act 2012 6. Child Labour Prohibition Act 1986 7. Bonded Labour Abolition Act 1976 8. Child Marriage Act 2006 9. Right of Children to Free and Compulsory Education (RtE) Act 2009.

“Pudhiya Ethirkaalam Padaipaum”

“Pudhiya Ethirkaalam Padaipaum” (Lets Build a New Future) a motivational cum career guidance programme was organized in government schools for regular school going children. This programme focused on preparation strategies for Board examinations and career options. 610 students had benefitted through these programmes and all these programmes had participation of School Head Master (HM), teachers and educationalist of the district.

Meetings: The following table provides details on various types of stakeholder meetings and community members participation in these meetings conducted as of January’16 to May’16.
