Introductions and Project Background

2. KDOT Bid Requirements – Michelle Anschutz, KDOT

Michelle Anschutz – All contractor questions should be submitted through Bid Express on the KDOT website. Abe R. will distribute the questions to the project team as needed for a response and then post on the Bid Express. It is also required that bidders be pre-qualified through KDOT and Bid Express. Michelle is working to determine if a railroad safety training is required for workers working on the platform within 20’ of track centerline.

3. City and RR requirements – Diane Stoddard, Assistant City Manager – City of Lawrence

Land Lease – Contractors performing work must be advised of track clearances, flagging, and insurance requirements for work at the station. Insurance documents need to be furnished to the City and BNSF. Amtrak – Reimbursement agreement Amtrak needs to be involved with any changes to plans related to ADA improvements within 90 days of completion. Contractor shall itemize ADA bid items and quantities and verify with Bartlett & West’s lead field rep. Contractor will need to notify Amtrak ahead of “hold points” as outlined in the contract documents for Amtrak special inspections. Lease – Amtrak: The project site will remain open as a train depot during construction. Public access will need to be maintained throughout construction and one restroom will need to remain open and accessible to the public. The contractor is responsible for securing the remainder of the construction site. Conveyance of Building The contractor will need to provide BNSF and Amtrak an itemized list of the building project costs as well as 2-sets of as-built plans at the end of the project. As-built plans shall be verified by Bartlett & West’s lead field representative. The contractor shall submit as-built plans to the City through the lead field rep and the City will provide to BNSF and Amtrak.

4. Architectural requirements – Stan Hernly, Hernly Architects

Stan Hernly – The project includes accessibility improvements that is being funded by Amtrak and are denoted by the “A” on the plan sheets. This work shall be broken out separately for payment.

One interior bathroom is required to be open an available for public use throughout construction. One existing bathroom shall be left open while the other is being constructed. Once the rehabbed bathroom is completed, it can be open while the other is constructed. The building is an historic property and funding includes state historic preservation funds. The metal facia on the roofing is being replaced, but doesn’t allow for roof pitch to be increased. Therefore, the coal pitch tar roofing specified in the original specifications is being replaced with asphalt built-up roofing. The project will have a 2-year contractor roofing, but will not require and extended roof warranty. Much of the MEP system is being replaced, including a geothermal system. The building will be open for contractors to view on Friday, November 3 from 10am-noon and again on Monday, November 6 from 1:00pm – 3:00pm. Stan Hernly will be on-site to answer questions.

City of Lawrence field representation The project will consist of multi-disciplined tasks and therefore will have a number of specialty construction observers on site. These will include civil, architectural, MEP, structural/masonry observers. It is critical the contractor coordinate the construction schedule well in advance with Bartlett & West’s lead field representative, Jarod Cook, to ensure availability of specialty observers. All contract documentation should go through Jarod Cook. City of Lawrence requires master level or journeyman certification for trade work. That documentation should be submitted to Bartlett & West. Bartlett & West should be included with the coordination with Amtrak representatives for the “hold points” for Amtrak special inspections. Contractor is responsible for the Construction Stormwater NOI if the disturbed area will exceed 1 acre. The plan disturbed area is approximately 0.7 acres.

6. Project Schedule The project will be 175 working days, starting with a earliest start date as soon as a valid contract can be executed. The latest start date is March 1, 2018.

7. Miscellaneous items Brian Austin – The BNSF Conveyance Contract available on the KDOT website shows the depot parcel that BNSF is transferring to the city. If the contractor operates on BNSF Right-of-Way or operates equipment that may potentially foul the railroad track, flagging may be required. David Cronin – Any flagging required by BNSF will be at contractor’s expense.
