    Time to Overthrow the National Congress Party Regime

    Bashirs decision to shut down the oil pipelines reveals his weaknessand the depth of the

    crisis of the regime

    It has become an unfortunate habit of Omar Bashir, President of Khartoums genocidalregime, to announce one of the most serious decisions on air without consulting with theineffective government institutions he has created.

    In total disregard to the agreements that Sudan and South Sudan signed in September2012 and that were sanctioned by regional and international decision-making institutionsincluding the African Union, the guarantor for the agreement, and the United Nations

    Security Council, President Bashir ordered the suspension of the transportation of SouthSudans oil via Sudans territories. It seems that Bashir chose to disregard the securitymechanisms put in place to receive and investigate allegations made by either of the twogovernments for any violations.President Bashir ordered his Oil Minister, Awad Al-Jaz, on air to instruct the oilcompanies to shut down the pipelines which transport South Sudans oil to internationalmarkets via Port Sudan. He claimed that the decision was the result of a thoroughassessment of the situation. Bashirs decision, however, wasnt discussed in a meeting bySudans National Security Council or the regimes dysfunctional cabinet. Neither didthis announcement follow a meeting of the leadership of the National Congress Party

    (NCP) or the leadership of the Sudan Armed Forces.

    Bashir made his announcement while dancing and intimidating the people of Sudan inwhose names he claimed to speak. These are the same people Bashir and his regime havehumiliated and against whom he committed war crimes. These are the same peoplewhose country the regime divided. These are the same people whom the regimedismissed from the states institutions, including from the armed forces in whose name hehas declared war on the regions and people of Sudan. In a dramatic manner, presidentBashir shifted from speaking about making development to making war and toannouncing IslamicJihadagainst the Sudan Revolutionary Front. Bashir has now alsodeclared war andJihadagainst the Republic of South Sudan by ordering the block on

    South Sudans oil flow through Sudans territory. Bashirs irresponsible act has broughtthe two countries back to the brink of war, and he seems determined to create newvictims from both countries.

    Bashirs hasty declaration is an indication of the depth of the crisis of the NCP regime. Itreveals the incompetence of the corrupt leadership of the regime for whom the only wayto consolidate their rule is through the making and breeding of crises. It is clear that the

    NCP leadership can only survive under crises and wars, which is a known feature offascist regimes.

    In light of these developments, the Working Committee for Crisis Management,mandated by the leadership of the Sudan Revolutionary Front, held an emergency

    meeting on June 9, 2013 to assess the current situation. The meeting covered severaldomestic, regional and international developments. It included an assessment of themeetings and communications between the leadership of the SRF and representatives ofthe governments of the US and Canada. Finally, the meeting discussed the preparationsfor implementing the second phase of the SRFs political and military strategies. Themeeting reached several important decisions and agreed on a number of key messages.These are as follows:

    First, to the Sudan People:

    The regime in Khartoum is incapacitated and is witnessing a deep crisis and internal

    splits. The decision to block South Sudans oil flow passed as a result of the fear andgreed of the corrupt leaders of the NCP regime and their inability to challenge thepresident. President Bashir believes he can blackmail the Republic of South Sudan andthe regional and international community. He wants to involve the Sudanese in a warwith their neighbors so he can conceal the serious internal problems the regime is facingfollowing the SRFs military operations in Northern Kordofan which has revealed theregimes crisis.

    These operations have also revealed the consistent humiliation that the regime has beenwaging against its people and against the armed forces. Bashirs actions indicate aflawed view of the regional and international settings. Overthrowing the regime is theonly option for the people of Sudan to have a brighter future, an end to conflicts, ademocratic system that respects the will and the rights of its citizens, reconciliationbetween the people of Sudan.

    As such, we should all accelerate our efforts to overthrow the regime. The SRF callsupon the people of Sudan to intensify their struggle against the regime, using all meansnecessary, given that the regime has become so weak and at the verge of collapse.Overthrowing this regime will initiate a new phase in Sudan in which peace, freedom,justice and democracy will prevail.The regime currently allocates more than 70% of the national budget to militaryspending. The decision to halt the flow of South Sudans oil will adversely impact theliving conditions of the people, hence exacerbating their suffering. It can further lead tototal economic collapse. The Sudanese people, and the youth that the regime uses in itswars, will be the first to pay the price of war. We will not be able to use our human andfinancial resources for the good of Sudanese citizens or to build a new future while thecurrent regime is in power.

    Second, Our Position on the Call of the Forces of National Consensus for the Overthrowof the Regime:

    The SRF fully supports the call of the National Consensus Forces for overthrowing theregime via peaceful, national, civic and democratic resistance. We call upon the

    supporters of the SRF to actively participate and lead any civil, democratic, peacefulresistance with the aim of overthrowing the regime, while preserving private and publicproperties. We call upon all the opposition forces to unite and to ignite an uprising thatlasts until the regime collapses in a manner similar to the uprisings of October 1964 andApril 1985 in Sudan.

    Third, to the People of South Sudan:

    Hostility toward South Sudan is an obsession of the NCP party, which should be heldresponsible for the hostilities between our two countries. The people of Sudan havenothing to do with this. They are a force capable of overthrowing the Bashir regime in

    the same way they overthrew former dictatorial regimes. We are working towards andlooking forward to a strategic and a peaceful relationship between the people of Sudanand South Sudan, from Nimule in South Sudan to Halfa in Northern Sudan. In the future,peaceful coexistence will safeguard the interests of the two countries, and our twoindependent countries can work to safeguard the interests of the people of the twocountries. Our goal is for the two countries to cooperate and to safeguard internationalpeace and security.

    Fourth, to Neighboring Countries and to the African Union:

    Since he assumed power, Bashir has worked to destabilize the whole region. The regimewas involved in an attempt to assassinate former Egyptian President Mubarak in AddisAbaba. In fact, Bashir transported the assassins in his own private jet. Bashirs regimecontinues to support Islamist groups in Southern Libya against the government in Chad.It has supported Boko Haram in Nigeria. The Sudanese regime is hosting the Islamistsfleeing Mali as it had hosted Osama Ben Laden in the past. The Sudanese regime is aburden on the neighboring countries and on the whole African continent. We urge you tosupport the demands of our people for peace and democracy.

    Fifth, to the International Community:

    The hands of Bashir and his regime are visible in attempts to jeopardize internationalpeace and security from Afghanistan to the bombing of the World Trade Center in NewYork to the explosions in Kenya. Sudans regime is practically an ally of the regime inTehran, Iran, and it turned Sudan into an arena for international and regional conflicts.This is evident in the bombing of Port Sudan, and of the Yermuk weapons factory inKhartoum. It is evident in the Iranian ships anchored at Sudans ports and in the role thatforeign experts and pilots are playing in the current conflicts in Sudan. The President ofSudan is wanted by the International Criminal Court along with a number of other figuresin his regime. The regime has killed hundreds of thousands and has displaced over six

    million Sudanese men and women. It continues to deny humanitarian access to thepeople of South Kordofan and Blue Nile states, which is a war crime.

    The regime has destroyed the efforts of the international community in securing theagreements with the Republic of South Sudan several times. This regime does not

    respect the political and security mechanisms put in place to investigate allegations madeby one of the parties against the other, including allegations of supporting proxy forces.We wonder what the international community is waiting for given the Bashir regimesrepeated violations of UN Security Council Resolution 2046. Our demands fordemocracy, peace, accountability for war crimes, and the protection of civilians are allsanctioned in regional and international conventions.Sixth, Jihadand War in the Name of Religion:

    Bashirs declaration of Jihad and his waging of a war in the name of Islam against theSRF and the Republic of South Sudan are harmful to the social fabric of Sudan in the first

    place. It should receive the international condemnation it deserves.Seventh, to the Sudan Armed Forces:

    The use of the armed forces by Bashirs regime in its internal and external wars willultimately result in the collapse of the armed forces. It is in the interest of the armedforces to support the struggle of the people of Sudan to overthrow the regime, to end thewars, and to reach a comprehensive national consensus. We urge the armed forces totake their rightful position by siding with the people of Sudan when the time comes. TheSRF is prepared to support such a position so we can all ensure a new system thatsafeguards the demands and aspirations of our people to achieve peace, justice anddemocracy.

    The corrupt leadership and regime of the NCP is suffering deep crises and is on the brinkof collapse. It has no way out other than generating new crisis. These crises currentlydefine the regime. The only way out is to overthrow the NCP regime. The SRF willwork with all Sudanese women and men so the Sudanese people can achieve theirdreams.
