POLICY

1.1 The protection of Chatham County residents threatened by an Incident of Critical Significance is a primary objective of the Chatham County Emergency Operations Plan (EOP). As a part of the EOP, this Chatham County Joint Information System (JIS) Standard Operating Guide (SOG) has been designed to establish uniform policies for the effective development, coordination, and dissemination of information to the public in case of natural or technological emergency or disaster.

1.2 Chatham County and the municipalities within the County have continuing public information programs that use various channels of communication, including mass media, to provide necessary information about local government activities and services to the general public.

2.0 PURPOSE

2.1 The purpose of Joint Information System Coordination is to establish policies and procedures and assigns responsibilities relating to the dissemination of public information to ensure that accurate and timely information is provided to Chatham County residents regarding potential and actual emergency incidents and major emergencies/disasters.

2.2 The Joint Information System Program has been prepared to be consistent with the Georgia Emergency Management Agency’s (GEMA) EOP and the National Response Framework (NRF) for emergencies and disasters. The plan also addresses the PIO’s primary support responsibilities under the Chatham County EOP, Emergency Support Function (ESF) #15.

2.3 The intent of this Guide is to provide a program using existing communications facilities and news media outlets to inform the public of

emergency preparedness measures in the event of a natural, man-made, or terrorist-related disaster.

2.4 A significant public information response will involve many Chatham County departments, municipalities, nonprofit and business organizations, and possibly State and Federal Agencies; this JIS Appendix will describe how these agencies coordinate to deliver timely and accurate messages regarding potential or actual Incidents of Critical Significance to the residents of Chatham County.

3.0 SCOPE

3.1 Provisions of this SOG establishes public information policies and procedures for natural, technological, and man-made emergencies or disasters that occur within or affect the residents of Chatham County.

3.2 The JIS SOG describes the mutual support PIO relationships of the county and its municipalities, the activities of the PIO Emergency Support Functions (ESF) and the organization and functions of the Joint Information Center (JIC.)

3.3 Because this SOG is functionally based, the JIS and its supporting tool, the Joint Information Center (JIC), can be scaled to be used during any situation in which there is a need.

4.0 ASSUMPTIONS

4.1 During emergency situations and disasters the general public will request information about the emergency situation and instructions on proper response actions.

4.2 The Emergency Alert System (EAS) will be utilized through the joint cooperation of the Federal Communications Commission (FCC), the National Weather Service (NWS), the broadcast industry and Chatham County government. These organizations are considered part of the National EAS and will be activated appropriately according to established area, State and National EAS procedures.

4.3 The media will request information about emergency situations and disasters. The local media, particularly television and radio, will perform an essential role in providing emergency instructions and up-to-date information to the public.

4.4 Depending upon the severity of the emergency or disaster, or the media’s perception of the severity of the emergency/disaster, regional and national

media will also cover the story and request information and comment from local officials.

5.0 RESPONSIBILITIES

5.1 CEMA: In the event of a JIC activation, CEMA will make notifications to County Commissioners as required, the County Manager, and appropriate County Department Heads. The CEMA Director serves as a liaison and advisor to the Command Policy Group. His role is to serve as the lead person over disaster operations and relay information, along with his professional recommendations, to the Command Policy Group for decisions and declarations. The Director also has signature authority and responsibility to issues and/or requests through the County and GEMA. During times of community crisis or major events, the CEMA Director may serve as the lead spokesperson to the community and primary subject matter expert in relation to the County’s emergency management function.

5.2 CEMA Volunteers: CEMA Volunteers may be utilized to fill necessary roles within the Public Information Management structure to ensure effective management, communication, and operation of information. These volunteers will work directly with the LPIO and DPIO for directives/assignments based on need. Volunteers must be properly credentialed and badged.

5.3 Chatham County Public Information Officer: The Chatham County Public Information Officer is responsible for the organization and distribution of public information during major natural disasters that affect Chatham County in which the EOC is activated. Each local government entity should identify a PIO for their agency who will assist the Chatham County PIO if called upon during EOC activation.

5.4 CCPIOA: The purposes for the Chatham County Public Information Officers Association (CCPIOA) is (1) to provide networking opportunities among professional communicators in Chatham County; (2) to conduct training for members that will contribute to their professional development; (3) to serve as a cohesive unit that enhances communication with the media and the public and promotes the communication function within Chatham County organizations; (4) to provide communication support to members who need assistance; (5) to coordinate and execute the requirements of Emergency Support Function #15 from the Chatham County Emergency Operations Plan.

5.5 JIC LPIO: If a disaster warrants the full activation of the EOC and a JIC, the Chatham County PIO will assume the role of LPIO and the CEMA PIO will assume the role of DPIO. The LPIO and DPIO will work 12 hour shifts. Upon arrival to the JIC both the LPIO and DPIO will schedule 12 hour shifts

of JIC operators. ESF 15 partners will be contacted and directed to the JIC to assist with the coordination and distribution of a unified public message. See Tab C for JIC Operations details.

6.0 PROCEDURE

6.1 Public Information Coordination: During disaster situations, the County’s primary public information coordination is comprised of the Chatham County Public Information Officer, better known as the LPIO for the County, and the CEMA PIO. The organization of the JIS may vary depending on the size and type of disaster.

6.2 JIS provides the structure that supports PIOs working together to deliver accurate, coordinated information to ensure timely and consistent messaging across multiple agencies/jurisdictions and/or disciplines.

6.3 In smaller incidents the utilization of the JIS may be very informal and can be activated by any PIO needing support to provide an effective crisis response. This plan is designed to work equally well for large or small situations and can expand or contract to meet the needs of the incident.

6.4 A JIS may be activated by communication among JIS members either by phone, email or text messaging to enlist support as needed. Structure and scope of the JIS is at the discretion of the PIO calling for support and does

not typically involve the establishment of a JIC, however as/if an incident escalates a JIC may be established.

6.5 During incidents where an Emergency Operations Center (EOC) is activated, a JIC will be established in conjunction with the Chatham County EOC.

6.6 Prevention and protective measures are coordinated between Chatham County departments, municipalities and CEMA to ensure that a unified message is delivered to the public.

6.7 Preparedness for incident communications activities includes those measures taken before an incident to prepare for or mitigate the effects.

6.7.1 Designate a JIC that will be the official point of contact for the media during an emergency.

6.7.2 Designate a facility where media representatives can be briefed, compose their news copy, and have telecommunications with their newspaper or station.

6.7.3 Establish a means to monitor and respond to rumors.

6.8 Identify information and messaging delivery systems best suited to meet the needs of the incident and audience. Listed below are some types of delivery systems to consider

6.8.11 CEMA/WTOC Hurricane (Weather) Hotline

6.9 Rapid mobilization of public information resources to prepare and deliver coordinated and sustained messages to the public focusing on lifesaving/health preservation instructions, emergency status information, and other useful government information.

6.10 Activate a JIC near the EOC allowing PIOs to collaborate on a unified public message.

6.11 Incident communications and public affairs efforts are sustained as long as necessary to continually reassure, inform, and respond to public information needs. Recovery programs include mitigation components designed to avoid damage from future incidents.

6.12 Typical recovery actions for incident communications with the public may include:

6.12.1 Providing public information on incident response and progress in restoring normalcy. Emphasis is placed on mitigating or reducing social and emotional anxiety and concern.

6.12.2 Providing public information on disaster assistance and support resources.

6.12.3 Recognition of the efforts of responders, citizens, and the private sector.

6.13 Exercise and Training: The External Affairs Coordination Appendix is the primary County plan for critical incident communications with the public and will be used for all interagency exercises.

7.0 MAINTENANCE

7.1 CEMA is the executive agent for SOG management and maintenance. The Appendices and supporting documents will be updated periodically as required to incorporate new directives and changes based on lessons learned from exercises and actual events.

GENERAL RESPONSIBILITIES

The CEMA PIO will coordinate emergency public information (preparedness/awareness

campaigns) during normal activities for the County. When emergency incidents arise which call

for the establishment of a PIO at the scene of an emergency/disaster, the on-scene IC is

responsible for designating a specific PIO to address media inquiries. If additional PIO assistance

is needed from CEMA, the on-scene PIO must contact the CEMA DO for support.

During major emergencies and disasters, the CEMA PIO will contact the Chatham County Public

Information Officer and both will report directly to the EOC if activated. If the JIC is activated, the

Chatham County Public Information Officer will assume the role of Lead PIO (LPIO) and the

CEMA PIO will assume the role of Deputy PIO (DPIO).

Other appointed City/County Department PIOs (i.e.; fire or law enforcement) who are part of the

Chatham County Public Information Officers Association will advise their supervisors and/or

department heads on media and public communications related to their specific departments, with

coordination through the LPIO as appropriate. When the EOC is activated, all information

releases should be coordinated through the LPIO before dissemination to ensure accuracy and

consistency of message.

CEMA PIO NORMAL OPERATIONS

This checklist is highly useful to new members of the CEMA public information staff, and they

should review it when joining the organization.

Disseminate CEMA disaster preparedness information by available means to include

television, radio, newspaper, social media technology, magazines, brochures, word-of-

mouth, campaigns, presentations, special meetings, conferences, answering inquiries,

newsletters, fliers, etc.

Maintain a list of Translators who may assist with information dissemination to special

needs populations including, but not limited to, the visual and hearing impaired and non-

English speakers.

Participate in emergency management mitigation and preparedness activities.

Update CEMA brochures annually for print and distribution.

Meet regularly with CEMA Director to discuss public information goals and strategy.

Develop and maintain CEMA Weather and Emergencies Hotline to include weather

advisories and preparedness tips for hazards that affect Chatham County.

Organize and maintain the CCPIOA consisting of public information personnel from local

response agencies, municipal PIOs, and private organizations’ public relations personnel.

Recruit emergency public information personnel, including clerical support staff, for JIC

staffing and conduct regular training exercises.

Establish a yearly awareness/preparedness campaign program which focuses on hazards

within Chatham County.

Participate in Chatham County drills and exercises to test the JIS Appendix and Tabs.

Prevention measures are coordinated between Chatham County departments,

municipalities and CEMA to ensure that a unified message is delivered to the public.

Provide periodic tests of the emergency alert system.

Develop and maintain pre-scripted EAS messages, news releases and Public Service

Announcements (PSAs).

Create and maintain templates for public information releases for all types of emergencies

and disasters that may affect Chatham County.

Create and distribute PSAs and Infomercials with the Chatham County PIO.

Update CEMA TV on Channel 16 and submit articles for submission into the Chatham

County Connect quarterly through the Chatham County PIO.

Conduct annual training with local media representatives and share with them the details of

the JIS SOG.

Maintain a comprehensive list of media and other government and industry contacts.

Establish a good working relationship with local media in which the CEMA PIO understands

the different types of media, their deadlines and which audiences they specifically target.

Prepare and obtain educational material for each potential hazard that could affect the

jurisdiction. Distribute this information to the public.

Prepare “camera ready” information that can be quickly printed and distributed to each

affected household at the time of an emergency.

Make arrangements for communications equipment and other supplies/equipment

necessary for supporting a functioning JIC.

Maintain CEMA Website with updates given to web developer.

Develop status boards, maps, etc. for JIC and store in a convenient and safe location.

Pre-identify subject matter experts in their fields for media briefings regarding accurate

scientific, medical, and technical response information.

Ensure all ESF-15 personnel integrate NIMS principles in planning efforts.

CEMA PIO RESPONSE EMERGENCY INCIDENTS

The CEMA PIO may be requested to support a LPIO on-scene or they may be requested to fill

the role of LPIO on-scene. This section provides a general checklist for the CEMA PIO’s functions

during emergency operations.

This checklist is highly useful to new members of the CEMA public information staff, and they

should review it when joining the organization.

Request for on scene PIO support will be made to the CEMA DO and routed through the

CEMA Director. The CEMA PIO will respond to emergency incidents as authorized by the

CEMA Director.

Ensure that enough staff is on-scene at an incident to handle media requests. If additional

PIOs are required to assist with information distribution, advise Incident Commander (IC) or

LPIO. If warranted, contact members from the CCPIOA to assist with distribution of

information.

If the CEMA PIO is requested to fill the LPIO role for the incident:

o To take directions from the IC and establish quickly what information may be

released without additional authority.

o Be prepared to brief the media as soon as the role is established. The media will

more than likely already be on-scene when the PIO arrives.

o Attend all on-scene briefings for emergency personnel and stay close to the IC. Do

not release any information without verification and approval from the IC. Remember

that due to the nature of emergencies, the first information you receive is often

wrong.

Establish a media staging area (MSA) that is:

o Safe

o In close proximity to the action,

o Provides a backdrop for interesting video (i.e.; emergency equipment, etc.,)

o Respects the privacy of any victims.

The media should be advised if an area is dangerous, but this is not necessarily an excuse

for keeping the media away from a scene. In most cases it is possible to arrange for

footage and pictures to be taken near the actual scene of the incident. Strongly consider a

press pool.

The media may want to talk to the IC and/or on-scene officials at some point in the

operation. Arrange to make this happen at regular intervals.

Know which media is on the scene of an incident.

Review stock of written public information material and distribute as necessary.

Disseminate information to the public on the assurance that authorities are implementing

response and recovery actions to ensure the health, safety, and security of the public.

Process and disseminate disaster welfare and family reunification information.

Provide copies of all written news releases and summaries of all press conferences to the

IC.

Maintain a log and a file of all information released to the media.

Monitor published and broadcast information for accuracy. Correct misinformation

whenever possible.

Ensure that all Chatham County populations (especially Functional Needs populations) are

notified.

If a news conference is scheduled, ensure that a Sign Language Interpreter is available to

translate.

If CEMA PIO is providing on-scene support to a LPIO, CEMA PIO will distribute all

information releases as LPIO instructs.

If the incident warrants, liaise with the American Red Cross (ARC) to determine if the ARC

has established a Family Assistance Center (FAC) for families of victims involved.

If the incident warrants, contact the Salvation Army to discuss some type of feeding

schedule for on-scene media outlets.

Stay informed to anticipate media inquiries and response to high profile and/or politically

sensitive issues and initiatives, providing guidance to Command Staff, Section Chiefs,

and/or stakeholders for media inquiries event.

Assign a JIC member to assist elected officials and VIPs during response. If the JIC is

activated, assign PIO to oversee the JIC Liaison Support.

Make available subject matter experts to the media to provide accurate scientific, medical,

and technical response information.

Continue to update the CEMA website while sending out CEMA Alerts to the public.

CEMA PIO RESPONSE DISASTERS OR MAJOR EMERGENCIES

PIOs must have an established system for the gathering, coordinating, sharing and disseminating

information during an emergency. PIOs must have all-important information from field sites during

a disaster/emergency. PIOs need updates from the EOC when situations change. PIOs must

have the first hand emergency information data received by a communications center. With

information coming into an EOC or a JIC from all different directions coordination of this

information is essential!

CEMA PIO makes contact with CEMA Command Staff and discusses public information

strategy.

CEMA PIO contacts the Chatham County PIO and discusses public information strategy.

Maintain contact with the EOC to obtain the latest information, to verify information, and

have news releases authenticated by CEMA Command Staff.

Fully mobilize the ESF-15 emergency public information organization by sending out an

email announcing teleconference at a specific time. Brief emergency public information

staff on status of emergency situation and their duties. Determine shift assignments.

Activate JIC.

Establish media briefing room near the EOC and JIC.

disaster or emergency has happened. Remember to include Functional Needs

Populations!

Review and revise pre-scripted news releases as needed and then post on CEMA website

and WTOC-CEMA Weather & Emergencies Hotline. Send CEMA Alert with same

information.

Topics to include, but are not limited to:

o State Response Preparations;

o Homeowner/Property Precautions;

o Recovery Related Issues (insurance, pictures of property, important papers, etc.);

o Issue PSAs on Recovery Topics;

o Evacuation Routes (Coordinate with Georgia Department of Transportation and

SCMPD);

o Shelter Locations (what to take, pet shelters);

o Evacuation and Re-Entry Information;

o Shelters; Traffic Conditions;

o Public Health and Safety Topics;

o Volunteers and Donations Management

Contact Volunteer Language Interpreters/Translators to assist with distributing information

to Functional Needs populations.

Distribute copies of written news releases and summaries of press conferences to CEMA

Command Staff and EOC staff via WebEOC. Post news releases on bulletin board inside

the EOC.

Make sure media releases are posted in the media briefing area and copies are distributed

to members of the media through press kits or other means.

Set a media briefing schedule in advance and provide timely briefings from the EOC or JIC.

Make sure proper public officials are available for technical questions.

Assign a JIC member to maintain status boards and maps at the JIC.

JIC PIOs should monitor press briefings and news conferences. Questions may come up

during the briefings that staff members can immediately begin to verify, confirm, or

research.

JIC PIOs should monitor which media are present at the briefings. This can be beneficial

when JIC needs to target a specific media or audience.

Coordinate with the EOC Manager or the IC for media tours of the EOC and/or emergency

scene if they will not hinder response efforts.

Dispatch public information team, if appropriate, to take pictures, etc. for the media.

Release information about approved areas from which persons may view the disaster

scene. In choosing viewing areas, consider safety, traffic flow, and availability of traffic

areas.

Obtain and release telephone numbers the public can call for additional information or

specific questions (Such as United Way 211).

Obtain and release telephone numbers the public can call to volunteer assistance.

Process and disseminate disaster welfare and family reunification information.

Remember that the media can provide PIOs with information. They have cameras in the

field and may have access to some information before you do! Plan for this to happen and

build it into your system.

Be prepared for the media. Coordination of information at the EOC or JIC is essential. No

one wants to be blind-sided with a question they knew nothing about, especially when the

information was available somewhere in the system!

If the Incident requires a long-term recovery process, continue to release information from

the JIC as long as media interest is present.

If the Incident requires a long-term recovery process, accommodate State and Federal

PIOs and assist them in releasing information on assistance programs through the JIS.

If a Declaration of a Georgia State of Emergency is issued, coordinate equipment and

staffing with GEMA ESF-15.

The JIC remains fully activated and staffed until such time as a GEMA Joint Field Office

(JFO) becomes operational or media interest declines to point where PIO activities can be

handled with limited staff located at the EOC.

Maintain records of expenditures and document resources utilized during recovery.

Establish closing date of JIC.

Gather all records kept during all phases of the emergency and prepare a chronological

summary of all events, actions taken, inquiries made, and responses given. Collect

newspaper clippings and TV footage.

Survey local staff and local media for suggestions to improve public information response

procedures in future emergencies.

Write an After-Action Report and provide copies to CEMA Command Staff.

DURING HURRICANE SEASON

OPCON Level 5 – Normal Operations (Preparedness Phase):

Beginning in April / May, the CEMA PIO should ensure the Media Contact List and

Chatham County PIO Association Contact List are accurate and up-to-date.

Contact lists for the ESF 15 Partners should be updated.

News release templates should be updated and arrived stored on a Jump Drive housed in

the CEMA PIO’s office.

OPCON Level 4 - Monitoring and Potential Impact within 120 Hours:

Provide initial alerts to the public via the media as needed and from the CEMA Director.

1. Parties: This Memorandum of Agreement (hereinafter referred to as “MOA”) is

made and entered into by and between the Chatham Emergency Management Agency (CEMA), whose address is 124 Bull Street, Suite 140, Savannah, Georgia 31401, and {2nd Party}, whose address is {Street, City, State, Zip}.

2. Purpose: The purpose of this MOU is to establish the terms and conditions

under which members of the Chatham County Public Information Officers Association (CCPIOA) will work to provide incident information, designed to support any agency having jurisdiction during a large scale event. The CCPIOA consists of representatives from a large number of public, private and non-profit entities in Chatham County. Incidents within Chatham County require a standardized management system. All agencies and political subdivisions that participate in the CCPIOA agree to utilize the National Incident Management System for all multi-agency and/or multi-jurisdictional incidents to the degree possible. As emergency incidents often require that information be disseminated to the public, the members of the CCPIOA have agreed to help staff a Joint Information Center when necessary, and to use the Joint Information System in their cooperative efforts. Members of the CCPIOA will use the Chatham County JIS/JIC plan to provide a framework for collaborative operations during these multi-agency incidents. The Chatham County Joint Information Center (JIC) is a physical location where public affairs professionals from organizations in incident management activities work together in conjunction with the Emergency Operations Center or the Incident Commander to provide critical emergency information, crisis communications, and public affairs support.

The Chatham County JIC serves as a focal point for the gathering, verifying, coordinating, and disseminating or information to the public and media concerning incident response, recovery, and mitigation. The Chatham County Joint Information System uses pieces of the JIC structure, but does not always have a designated location (or may have PIOs coordinating efforts at several locations). The JIS is designed to work equally well for small and large situations and can expand or contract to meet the needs of the incident. The CCPIOA will be available for staffing and managing the JIC. The goal of the JIC is to provide one collaborative message to the both the public and media.

3. Terms:

A. This MOA is effective upon the day and date last signed and executed

by the duly authorized representatives of the parties to this MOA and shall remain in effect for not longer than one year beyond the employment of the authorized representatives of the parties by signature to this MOA. This MOA may be suspended or terminated by either party at any time.

B. The obligations and procedures established under this agreement shall be reviewed every three years by the CCPIOA prior to the anniversary of the effective date of the agreement.

C. Each party shall be responsible for its own costs incurred in the performance of this MOA (unless a separate agreement is made specific to a particular incident).

D. Any grievance, protest, or complaint by any party to this agreement with respect to this agreement shall be made in writing to the Emergency Manager of Chatham County. The issue will be presented for discussion and resolution to the CCPIOA at the next regularly scheduled meeting.

4. General Provisions

A. Amendments. Either party may request changes to this MOA. Any changes, modifications, revisions or amendments to this MOA which are mutually agreed upon by and between the parties to this MOA shall be incorporated by written instrument, and effective when executed and signed by all parties to this MOA.

B. Authority Granted and Chain of Command. The MOA Primary

Coordinators identified in Section 7.A and 7.B are authorized to coordinate the planning, exercise, execution and operation of the terms of this MOA. Unless the Primary Coordinators identified in Section 7.A and 7.B are executive members with authority to make commitments on behalf of their respective organization, neither of the Primary Coordinators identified in

C. Entirety of Agreement. This MOA outlines the foundation of a coordinated

effort. Through proper planning and exercise, additional responsibilities from the parties identified in the MOA and other outside parties not identified in this MOA will be cause for adjustments to this MOA. The planning documents supporting this MOA will consist of the operational elements of this MOA and supersede all prior negotiations, representations and agreements.

1. Responsibilities of CEMA:

a) Administer this MOA. b) Designate a staff member in Section 7.A as the primary coordinator for this

MOA and cooperatively plan, exercise and execute the provisions of this MOA with the identified {2nd Party} primary coordinator.

2. Responsibilities of {2nd Party}:

a) Designate a staff member in Section 7.B as the primary coordinator for this MOA and cooperatively plan, exercise and execute the provisions of this MOA with identified CEMA primary coordinator.

b) Personnel from the signatory agency agrees to help staff the Joint Information Center (during incidents when an Emergency Operations Center is activated), when it is determined necessary by the Emergency Operations Center or Incident Commander and when it is determined feasible by their agency.

c) On smaller incidents, staff from this agency will work as part of the Joint Information System when it is determined feasible by their agency.

d) Participate in scheduled training and exercises pertaining to the JIS/JIC. 7. MOA Primary Coordinators

Don't try to cross a flowing stream or travel through flooded intersections/roads in a vehicle. (many flood-related deaths have occurred in vehicles)

Winter Storm WATCH for Chatham County Savannah, GA – (February 23, 2011) The National Weather Service has issued a Winter Storm Watch for Chatham County advising that severe weather conditions are possible, including heavy snow, sleet, freezing rain, and high winds. A large winter storm, currently centered over (area) is expected to hit (insert name of jurisdiction) sometime on (day morning/afternoon). 3. Keep some kind of emergency heating equipment and fuel on hand so you can keep at least one room of your house livable in case your power is off. Keep the room ventilated to avoid the buildup of toxic fumes.

4. Stay indoors as much as possible. If you must go outdoors, dress warmly, in loose-fitting, layered, lightweight clothing. Your outer garment should be water repellent. Avoid overexertion from shoveling or walking to get supplies.

5. Avoid driving if you can use public transportation. If you must use your car, make sure it is in good working condition and filled with gas. Keep emergency supplies in the car, such as a shovel, extra gloves and hat, a blanket, a flashlight with extra batteries, food, a towrope or chain, and extra money. Travel by daylight and use major highways whenever possible. Most importantly, drive with extreme caution.

Coastal residents also should prepare for damaging and potentially life-threatening storm surge.

Hurricane (INSERT NAME) is an estimated three days from landfall, and forecasters say it is likely to intensify. If it hits Georgia's coast, the results could be highly destructive because of the storm surge associated with the hurricane. Storm surge, an abnormal rise in sea level that accompanies a hurricane, can cause death or serious injury and extensive property damage.

Coastal residents should closely monitor weather reports and be ready to evacuate without delay when told to do so to avoid traffic delays. Those who do not have a family disaster plan should implement one immediately, particularly if family members have special needs. This should include plans for how and where to evacuate and how to rejoin or contact family members if you are separated. Residents who will need transportation should contact CEMA immediately. Plans should also be made for pets, because not all shelters accept pets.

Residents should also prepare a disaster supply kit with at least a three-day supply of bottled water and non-perishable food per person, extra clothing and bedding, a flashlight, a National Oceanic Atmospheric Administration (NOAA) Weather Radio, extra batteries, personal hygiene supplies, medicines, and extra cash. Cars should be fully fueled.

Residents of potential impact zones should prepare their homes for high winds by boarding up windows and doors, reinforcing garage doors, and securing lawn furniture, grills, trash cans and other outdoor items.

Inland residents can expect heavy rains that can cause flash flooding, as well as thunderstorms that can spawn tornadoes. People who live along waterways or low-lying areas may be told to evacuate. Other residents should be prepared to take shelter.

Know the difference between a hurricane watch and warning. A watch means that hurricane conditions (winds exceeding 74 mph, storm surge, heavy rain, tornadoes and flooding) are possible within 36 hours. A warning means that hurricane conditions are expected within 24 hours.

Emergency Response to Hurricane ____ Underway– 5pm Savannah, GA – (________, 2011) The Chatham Emergency Management Agency is coordinating the efforts of local, state and federal emergency response agencies as they continue lifesaving search and rescue missions in Chatham County in the wake of Hurricane (INSERT NAME). The storm hit our area with X mph winds and a X-foot storm surge.

Governor Nathan Deal has issued a state of emergency for Georgia and asked the President for a major disaster declaration as a result of this storm, the first hurricane to make landfall in Georgia in more than 100 years.

Hurricane ____ Passes, Flood Threat Remains – 5pm Savannah, GA – (________, 2011)

The Chatham Emergency Management Agency reminds citizens that the danger from Hurricane (INSERT NAME) is not over. Flooding is still an extreme threat for Chatham County after the storm made landfall (INSERT TIME AND DATE). More than X inches of rain fell in some parts of the county and there are reports of extreme flooding in (LOCATION). People who live in low-lying areas, downstream from a dam or in manufactured homes may be told to evacuate.

"Make flood safety a priority," urges CEMA Director Clayton Scott. "It is critically important to heed warnings in impacted areas and seek higher ground immediately when necessary."

According to the National Weather Service, flooding is the No. 1 weather-related killer in the U.S.

Floodwater may be contaminated by oil, gasoline or raw sewage and could pose a health hazard. Water also may be electrically charged from underground or downed power lines. In areas where floodwaters have receded, roads may have weakened and could collapse under the weight of a car.

Although search and rescue efforts remain in full gear, residents who have chosen to shelter-in-place should expect to be on their own for at least 72 hours. In addition, CEMA urges all evacuees to follow instructions from local authorities about when it is safe to return home. Residents will not be allowed to re-enter the impacted area until local officials give the all-clear signal.

The state of emergency issued by Governor Nathan Deal remains in effect, and CEMA continues to coordinate response efforts in accordance with the County Emergency Operations Plan. The hurricane caused catastrophic devastation, and CEMA anticipates that there will be prolonged recovery and environmental cleanup operations along (LOCATION).

F.25 LEVELS OF DAMAGE: MAJOR TO MINOR

MEDIA ADVISORY For Immediate Release

Disaster Damage Levels and What the Colored Placards Mean Savannah, GA – (DATE) Damage Assessment (DA) Teams are conducting assessments of homes and businesses following _______________. If a home or business has sustained damage, it will be marked according to the damage guideline levels set forth by FEMA. FEMA has five degrees of damage levels: Destroyed, Major, Minor, Affected, and Inaccessible. DA Teams conducting assessments will place a colored placard on your property in order to identify the level of damage. The purpose of these assessments is to determine the type of assistance required and to identify which homes/businesses are not safe to enter. Damage assessments are not conducted with the actual cost of the residence/business in mind, but according to whether repairs are extensive or not. Destroyed - RED Placard Destroyed means the structure is a total loss or damaged to such an extent repairs are

not economically feasible. (These structures are NOT safe to enter) And one of the following may constitute a status of destroyed:

• Structure is not economically feasible to repair. • Structure is permanently uninhabitable. • Complete failure of major structural components (e.g., collapse of basement

walls/foundation, walls, or roof). • Only foundation remains. • Two or more walls destroyed and roof substantially damaged. • House pushed off foundation • An unaffected structure that will require removal or demolition (e.g., homes in

imminent danger due to impending landslides, mudslides, or sinkholes; beachfront homes that must be removed due to local ordinance violations as a result of beach erosion).

Major- Yellow Placard Major damage exists when the home has sustained structural or significant damages, is uninhabitable and requires extensive repairs. Any one of the following may constitute major damage: • Substantial failure of structural elements of the residence (e.g., walls, roof, floors,

foundation, etc.). • Damage to the structure that exceeds the Home Repair Grant maximum. • Has more than 50% damage to structure.

• One foot or more of water on the first floor (of a home with basement). Minor – Green Placard Minor damage encompasses a wide range of damage and is generally the most common type of damage. Minor damage exists when the home is damaged and uninhabitable, but may be made habitable in a short period of time with home repairs. Some of the items that determine minor damage are listed below: • Damages less than the maximum Housing Assistance Repair Grant. • Windows or doors blown in. • One foot or more of water/sewer backup in basement (i.e., furnace, water heater

damage). • Has less than 50% damage to structure. Affected – White Placard This category includes dwellings with minimal damage to structure and/or contents and the home is habitable without repairs. Inaccessible This group includes homes that are inaccessible by normal means, due to disaster related road closures (e.g., bridge out, road flooded or blocked by landslide, mudslide, severe erosion, washed out, etc.). In order to maintain a level of safety, residents/business owners are asked not to remove these placards until advised by your local government agency. If a house/business sustained damage, residents are eligible to apply for assistance.
