1.0 INTRODUCTION

Sri V. Srinivas Reddy was granted quarry lease for Limestone Slabs over an extent of 0.404 Hectares in Sy. Nos. 56/E of Ogipur Village, Tandur Mandal, Vikarabad District, Telangana, for a 10 years period by Director of Mines & Geology, Hyderabad, Notice No. 3643/QL/VKB/2018, Dated 14-11-2018. Copy of order enclosed as Annexure-I

The mining plan for 5 years period, pertaining to the above quarry lease area was approved by the Deputy Director, Mines & Geology, Hyderabad vide Lr No. 1226/QP/VKBD/2019, Dated 01-06-2019.

As per the MOEF Notification Dated on 15th January 2016 clusters of mine area >5 hectares with no individual lease size < 25 hectares comes under B2 Category. There are 3 mines existing within 500M. No mines obtained lease order before MoEF notification 2016, so these are considered as cluster. These mines obtained lease order after this notification and are considered as cluster with total lease area of 1.53 hectares, this is comes under B2 Category.

Our lease area is 0.404 Hectares, and cluster area is 1.53 hectares it is comes under B2 Category.

As per the letter issued by the Asst. Director, Mines &Geology, Vikarabad, there are 6 other mines existing within 500 M distance from the periphery of mine lease area.

The present quarry is in principle granted to produce (peak) 4000 Cu. m/annum of Limestone Slabs. Proposed mining method is semi mechanized open cast method of mining by using compressor operated jack hammer drills, excavator, and dumper etc., transportation will be made by trucks to dispatching points. no blasting is proposed as it will affect the quality of dimension stone by developing minor cracks and fractures.

2.0 ABOUT THE MINING PROJECT

The lease area is 0.404 Ha.

Total recoverable reserves available is 4000 Tonnes.

The peak production of Limestone Slabs is 4000 Cu. m. per annum.

The method of mining is open cast semi mechanized mining.

The waste generated will be transported to waste dump area by tippers.

Processing facilities are available within the group to which quarry site belongs.

2.1.2 Connectivity

The quarry lease area is located at a distance of 1.0 Km due South-East of Ogipur village. The mandal head-quarters Tandur is located at the distance of 15.4 Km. the quarry lease area can be approached from Tandur Road. The district head-quarters Vikarabad is located at the distance of 48.2 km.

The applied Quarry lease area is plain ground with gentle slopes towards south west of the area.

The quarry lease area is hilly area. Total area of land leased is 0.404 Hectares and the proposed land use details are presented in Table 3.3.

2.1.3.3 Land Ownership

The sanctioned quarry lease area, 0.404 Ha of Patta. Land in Sy. No. 56/E of Ogipur Village, Tandur Mandal, Vikarabad District, Telangana state.

2.2 Topography

The entire Quarry lease applied area is a plain ground with ground level of the area is 438m reduced from the M.S.L observed at the South-West corner of the Q.L ares. The lessee is carrying out quarry operations for the past 10 years since the original grant of lease in 2009 and only part of the area at the eastern side is degraded with a working pit and the west side being barren lands non-working area. There are working/worked out slab quarries around the subject lease area. There are approach roads connecting to the roads going to chatrasala from tandur and ogipur on western and northern side.

2.3 Climatic conditions of mine area

The climate of the District is characterized by a hot summer and is generally dry except during the South west monsoon season. The year may be divided in to four seasons. March to May is the summer season, June to September constitutes the South West monsoon season, October to December from the North East monsoon and January to February is the Winter season. As the city is situated at a considerable distance from the coast, the climate is tropical savanna with most rainfall from June to October. in winter there is less rainfall than m summer. Average annual temperature is 270C (810 F). The average annual rainfall is 1080mm

The existing land is Patta land and is not put to any other use

The nearest villages of QL area are 7 villages. The main profession of the people is agriculture, rearing sheep and cows and other small business and labor on daily wages. More details of the villages in the surroundings are as tabulated below in table.

3.0 RESOURCE REQUIREMENT

The following resource requirements are outlined for mining operations

3.1 Water Requirement

The daily water requirement will be 2.5 KLD and the water required for the following purposes of the quarry area will be sourced from the nearby village through tankers.

Thus the total quantity of water consumption for internal consumption of Mines in the cluster is 17.5 KLD. However additional water requirement is envisaged for sprinkling on the common roads that will be used by the quarries in the cluster.

The total common road area outside the mine lease area is about 0.3 Kms on which the trucks will transport the Limestone Slabs. The projected water requirement is a rough estimate and around 2.5 KLD of water is needed per day for the common roads.

3.2 Power Requirement

Power is available in the Ogipur Village and the nearest transmission line is at about 1.01 Km distance. However there will not be any requirement of power supply for the proposed project activity. The Quarry activities are envisaged to be carried out only during day time by fully mechanized method. All the equipment will be operated with diesel motive power. One D.G set of 180 KVA is proposed in the quarry lease area.

3.3 Diesel Requirement

Approximate diesel requirement for the mining activity will be 250 Liters/Day and same will be sourced from authorized dealers.

3. 4 Amenities/Facilities proposed

An office and rest shelter is proposed at the northwest corner of the applied Quarry Lease area for the workers. Apart from that no other infrastructure facilities are proposed.

3.5 Man power requirements

The total man power requirement for mine will be 10 people and local people will be employed as far as possible depending on available skill levels of the people.

4.0 MINING PLAN

4.1 Regional Geology

The limestone deposits occurring in the area belong to main Bhima Basin group of Upper Proterozoic period. The rocks of Bhima basin rests over the rocks of Archean basement with a marked unconformity comprise of conglomerate and grit in the granitic terrain. They are considered equivalent of Vindhyan systems. The following stratigraphic sequence has been identified in the region.

4.2 Local Geology

The limestone deposits occurring in Vikarabad district belong to a group of rocks known as Bhima series. The main Bhima basin is in the Bijapur and Gulbarga districts of Karnataka. Only a small eastern extension of the basin is exposed in Telangana in Vikarabad district. Within the quarry lease applied area the limestone occurs as grey to dark grey limestone and pink shale. Most of the area within the quarry lease applied is degraded and the top soil has been removed with a working pit. The geology of the area has been constructed based on surface geological mapping and sub-surface data of working pit in the Q.L area. The general strike of the formation is NW-SE with beds usually dipping west and south west at low angles of 20 to 30, as observed from the outcrops exposed in the western side of the applied quarry lease area. The general geological succession in the area is given below:

In the subject applied Q.L area the massive thick bedded limestone occurs over a thickness up to 2.0 m followed by the moderate to thin bedded limestone over a thickness of max. 7.5m and followed variegated limestone of reddish colour and followed by pink shale.

4.3 Reserves Estimate

Reserves estimation is confined to the area and a thickness of ranging from 7.40 to 7.60 m below the overburden in the form of black soil and thick bedded fractured limestone in the area and a recovery of 70% is considered for reserve estimation. The reserves of 13784 tonnes in these parts of Quarry lease are placed under 111 category.

Life of Quarry :

As per geology of the area and the adjacent worked out quarry, the limestone slabs available depth is an average 7.5m. During the current plan period, the quarrying will be carried out excavating the limestone slabs available by producing about 4000 tonnes per annum on an average. About 1714 tonnes of mineral waste per annum will be generated. The mineable reserves of limestone slabs estimated are 13784 tonnes. The tentative anticipated life of the quarry shall be 3.45 or say 4 years based on the limestone slabs availability and production and the conceptual period for the next four years shall not be made.

4.4 Method of Mining

The method of quarry shall be opencast, other than fully mechanized for overburden waste removal using excavator and tipper combination .The limestone slabs shall be quarried using cutting machines and labourers. Excavations shall be carried out by simple excavators. Bench height will be maintained at 10m maximum with overall slope at 800 and maintaining of bench width does not arise in the subject area. Excavation and loading of the over burden waste shall be carried out with simple excavators of capacity 0.9 to 1.1 cu .m bucket capacity and 10 tonnes tippers. Cutting machines of manually operated of robotic shall be deployed for cutting of the slabs

4.5 Extent of Mechanization

The machinery requirement is mainly for drilling, sawing and transporting the materials. The details of required machinery are presented in Table 4.3

5.0 ENVIRONMENTAL IMPACT OF THE CLUSTER

i. Exhaust fumes due to equipment in the cluster: The exhaust fumes will be

generated due to the above trucks due to cluster operations apart from the in-quarry operations. The impact due to in-quarry operations were already described in the respective EMP. Since there is lot of gap between each truck’s movement the accumulation of exhaust fumes in one place will not take place.

a. Impact on water environment: The area does not fall under any major catchment of any river or water course. Therefore, the impact of cluster on water environment is not envisaged.

b. Impact of noise on persons working: The additional impact apart from that of the in-quarry impact is only due to trucks plying on the common roads. As explained above there will be only one truck that will move in every 2 to 3 hours which will carry dispatch material of both quarries. There may not be any major impact of noise on persons working in the quarries due to the trucks moving out.

c. Impact due to vibration: Apart from the vibration impacts predicted in the respective EMPs there will not be any additional impact due to vibrations due to cluster operations conducted at the same time. Only precaution to be taken is that, if any blasting operations are planned on the same day in both the quarries, they shall not be conducted at the same time. This may cumulate the vibrations effect.

d. Land degradation: Apart from the land degradation that is envisaged in the respective quarry plans, there will not be any additional land degradation due to cluster operations.

e. Safety of persons: Due to increase in movement of trucks on the common road, the accident proneness will increase to the persons moving on the road for quarry works.

f. Impact on the flora and fauna: The lease area is a part of a mound without any tree cover and only bushes growth in the lease area. There is no proposal of the plantation in the subject Q.L area as the entire area is degraded with working pit and other development works. The quarry operations are being carried out for removal of the slabs.

No wild life is reported from the area. Rabbits and snakes are reported to be present in the area. As such there is no impact on fauna.

However proper Environmental Management plan supported with financial allocation can reduce the above impacts. This chapter outlines the impacts and mitigation measures

6.0 ENVIRONMENTAL MANAGEMENT PLAN

6.1 Air Environment

The major pollutant emitted from mining activity is suspended particulate matter and major sources of pollutants are drilling, excavation and vehicular movement as well as various materials loading points.

As the open cast of mining is proposed, during the ambient air quality monitoring it is observed the baseline concentration of pollutants is well below the prescribed norms. And it can be concluded that mining activity will not cause any adverse effect of existing baseline status. As per the fugitive emission is concern the following measures is recommended:

• Use of water sprinkling system for the mine road for dust suppression.

• Green development along the road side and in the mining area.

• Proper maintenance of haulage roads which are being used for transportation of material.

• Adopt a wet drilling practice, which is used very rarely as the nature of the soil strata is soft.

In addition to the above following additional measures are also being adopted.

• Dust mask are provided to all workers working in dusty atmosphere.

• Plantation shall carry out at the periphery of mining lease.

• Utmost care and regular inspection schedule shall be made to prevent any fugitive emission of dust during transportation of material from one place to another.

6.2 Waste Generation & Disposal

The quarry operations are being quarried for the past 10 years. During the plan period top soil and overburden rock shall be removed from the Q.L area. The Q.L area applied for renewal of Q.L. About 1890 cu. mts of the top soil, 3780 cu. mts of overburden rock

(bazaad) and 5907 tonnes of mineral rejects shall be generated during the ensuring plan period. The waste generation is as follows:

Total 3780 1890 5907 There is generation of top soil and the overburden waste rock. The top soil generated shall be disposed of to the nearby agricultural fields. The mineral rejects and the overburden rock generated during the course of quarry operations shall be dumped at the existing dumps within the subjet area at the eastern side after the mineral being removed. The dumping of waste in the worked out pit at the eastern end shall be continued during the ensuing plan period.

6.4 Silting of local water bodies

In order to avoid any silting of the water body a silt trap is proposed at the lowest contour which can contain the washing away of any stone waste powder during the rainy season.

6.5 Green Belt Development Plan

There is no proposal of the plantation in the subject Q.L area as the entire area is degraded by removal of top soil and overburden waste rock. The quarry operations are being carried out for removal of the slabs.

6.6 Noise Sources and control measures

The main sources of noise in mining activity are wedge drilling, excavation, trucks, DG set. The noise generated by the machinery and vehicles as well as drilling operations will be in the range of maximum 100 dB

Following mitigation measures would control noise pollution:

Maintaining the machinery in good condition

Providing earmuffs, ear plugs etc. to workers,, wherever the noise levels exceed

85 dBA

Properly lubricating all moving parts of machines

Properly fastening non-moving parts of machines

Developing thick greenbelt around the mine site and dump sites

6.7 Risk Assessment and Disaster Management plan

Disaster and risk due to landslides, subsidence, inundation in underground mines, fire, seismic activities, tailing dam failures, etc. are not anticipated in the present context.

Sri V. Srinivas Reddy, the lessee firm will be the responsible in case of any emergency or disaster in the Quarry. The primary health center is in the Tandur, which is 19 kms from the quarry area, for speedy evacuation of the casualty to the hospital. The hospital and police station is situated in the Tandur which is 19 kms away from the quarry site. Workmen will be trained in the first aid to deal situations. Mock rehearsals will be conducted for them. In case of any emergency or disaster, immediately communicated to th mines manager by the mine’s Asst. and turn will be communicated to the agent of the quarry.

6.8 Rehabilitation & Resettlement

There is generation of top soil and the overburden waste rock. The top soil generated shall be disposed of to the nearby agricultural fields. The mineral rejects and the overburden rock generated during the course of quarry operations shall be dumped at the existing dumps within the subject area at the eastern side after the mineral being removed. The dumping of waste in the worked out pit at the eastern end shall be continued during the ensuing plan period.

7.0 POST CLOSURE PLAN & EMP COST ESTIMATES

7.1 Post Closure Plan

As the life of the quarry is estimated to be 4.0 years, the quarry operations will last till the end of the mine plan period only.

Also the quarry pits cannot be filled back, due to insufficient generation of waste during quarrying, The quarried area would be developed as water reservoir, which will act as source of recharging of ground water levels in the area.

At the end of the mine plan period, after completion of the quarrying, it is proposed to barricade the quarry area with fencing for preventing unauthorized entry of humans and stray cattle.

Green belt will be developed on the closed quarry pits, which will enhance the aesthetic value of the environment.

7.2 Corporate Environmental Responsibility (CER)

The proposed activity comes under Green Field project and the cost of the project is 10 Lakhs. Hence as per the guidelines of MoEF ON dated 01.05.2018, the project has proposed to allocate 0.2 Lakhs for CER (about 2.0% of Total Project cost).

The Budget for Corporate Environmental Responsibility is given in Table 7.1.

7.4 Environmental Monitoring Plan

Monitoring Strategy

The monitoring of various environmental parameters is necessary and is a part and parcel of the environmental protection measures. Monitoring is as important as that of control of pollution since the efficiency of control measures can only be determined by monitoring. A well-defined environmental monitoring program would be employed with trained and qualified staff to monitor the ambient air as well as stack gas quality to check whether the quality of effluents is maintained within the permissible limits.

A comprehensive monitoring program is suggested underneath. Environmental attributes should be monitored as given below:

Air pollution

Noise levels

Workers Health

Locations and frequency of monitoring should be as per the guidelines of APPCB and MOEF.

Ambient Air Monitoring

As per MOEF there is a need to identify 3 ambient air stations at 120o angle keeping the main source in the center. The ground level concentrations of suspended particulate, sulphur dioxide and nitrogen oxides in the ambient air outside the quarry boundaries will be monitored at regular intervals. Any deviation from predicted /expected values will be investigated and necessary action will be taken.

Noise Monitoring

Noise levels in the workspace environment will be monitored periodically. If any deviation is observed necessary corrective measures will be taken.

Monitoring noise levels is essential to assess the efficacy of maintenance of schedules undertaken to reduce noise levels and noise protection measures. A good quality sound pressure level meter is essential for this purpose. This work can be handled by out sourcing the services. Noise surveillance is for the benefit of the workers wellbeing and to keep track of machine wear.

8.0 OCCUPATIONAL HEALTH & SAFETY

9.0 CONCLUSION

The Limestone Slabs Quarrying by Sri V. Srinivas Reddy Located at Survey No. 56/E of Ogipur Village, Tandur Mandal, Vikarabad District, Telangana will be environmental compatible to the surrounding and there will be no long term environmental impact, based on the appraisal of the existing environmental scenario.

The particulate matter getting airborne from the quarrying activity gets dispersed in close proximity itself and settles down early. The noise levels due to the proposed quarry activity are also not of a higher order that calls for immediate corrective measures. The ground water analysis indicates that the sources do not get influx of pollutants from the quarry activity. There is positive socio-economic front in the surrounding region due to the proposed quarrying activity.

The green belt development would help in achieving ecological balance.

The Environmental Management Plan will help mitigate the minor impact on the environment.

Hence, it is requested that Environmental Clearance be accorded to the Limestone Slabs Quarrying project.
