The Italian Federation for the Rational use of Energy is a no-profit association that promotes energy efficiency, supporting energy manager, ESCOs and other companies dealing with energy.

Besides the activities directed to its nearly 500 members, FIRE operates under an implementing agreement with the Ministry of Economic Development to manage the Italian energy manager network since 1992.

In order to promote energy efficiency FIRE cooperates and deals with public authorities, energy technology and service companies, consultants, medium and large consumers, universities and associations to promote best practices and improve the legislation.

Work-groups

FIRE has activated many work-groups on energy issues during the recent years:

EN 16001cogeneration and trigeneration;white certificates;electricity and gas supplies;ESCOs and energy performance contracting;tools for energy managers;support actions aimed at the local authorities;energy uses in hospitals;biomasses;heat pumps.

Besides to dedicated meetings, FIRE organizes workshops, surveys and participates in the most important energy fairs to collect issues and best practices to disseminate.

The Federation participates in many European projects as a partner or subcontractor. Among the recent ones: Soltec, Enforce, Enersupply, Enerbuilding, e-Quem, Eurocontract, ST-ESCO, Greenlight.

Law 373/77 is the first example of a national public regulation on energy efficiency, integrated and followed by law 9 and 10 of 1991 and the strong flow of new European regulations.

Law 308/82 established the obligation for all industrial enterprises with a consumption over 10.000 toe/year to nominate a person “responsible for the rational use of energy”.

Law 10 of 1991 extended the mandatory requirements appointment of such “responsible” (energy manager) also to civil (residential and services) and transportation sectors (both for consumptions of more than 1.000 toe/year).

Strength: it is possible to establish an energy manager network; it is possible to use this network to collect data and experiences;it could be ensured that medium and large consumers have a energy manager and so participate in the national policies of energy consumption and greenhouse gases reduction.

Weakness:the EM action interferes and is often confused with the role of the manager in charge of the plant and service operation;if the obligation is not controlled, there is in many cases the risk of default;if the obligation is fulfilled without a serious commitment of the board, there is the risk that the energy manager remains a weapon loaded with blanks.

An energy management system represents an important opportunity for companies that aim at dealing successfully with energy issues. It allows to:

have a systemic approach in defining energy targets and finding out suitable tools and procedures for their achievement;

identify opportunities for improvement;

ensure compliance with all statutory and regulatory requirements;

reduce costs associated with energy consumption.

The voluntary approach of the standard allows enterprises to choose specific goals and how to get them. It applies to any organization that wishes to improve its energy performance in a systematic way and to establish, implement, maintain and improve an energy management system

In addition, the EN 16001 establishes a person in charge of the energy management system, who may coincide with the “responsible for the rational use of energy” set by law 10 of 1991 (EM) and usually will be the company energy manager.

This figure proposes action plans and verifies its application, collaborates with other managers responsible for specific productive sectors in order to identify and solve identified inefficiencies.

The energy manager, a figure which may have difficulties in obtaining positive performances without a real business energy policy, may obtain from EN 16001 the instruments to strengthen his role and to plan real actions in the energy field.

The EN 16001 is synergetic with the Italian standards on ESCOs and EMEs (Energy Management Experts), respectively UNI-CEI 11352 and UNI-CEI 11339).UNI-CEI 11339 defines the competences and the procedures for the certification of EMEs.

Energy Manager ExpertsThe European Union asks the member countries to ensure, when deemed necessary, the availability of qualification, accreditation and certification schemes for providers of energy services, such as ESCOs and energy managers, as stated in article 8 of Directive 2006/32/EC.

Certification of skills of operators in the energy sector is a voluntary option and the EMEs have a role both in the EN 16001 and in the Italian UNI-CEI 11352 standards.

In Italy SECEM, an organization created by FIRE, is active on EME certification since 2009.

The Italian standard, that is going to be published in June 2010 as UNI-CEI 11352, is about the certification of ESCOs, as defined in the 2006/32/EC directive.The main points are:

the ESCo provides EES with guaranteed performances;

the standard defines ESCO’s minimum requirements in terms of organization, audit, design and management capabilities, economic and financial evaluation of energy efficiency projects;

actions to reduce energy consumption are grounded by measurements or actual data, keeping into account the baseline and the adjustment factors (climate, usage, etc);

compliance with authorization process and safety procedures;

measurement and verification procedures should be in place;

investment grade audit.

The main advantages consist in the possibility to verify ESCOs’ capabilities and in the possibility to address risks and make the projects easy to finance.
