$24.7 Million Secured for Energy Corridor Transportation ImprovementsNearly $25 million in Transportation Improvement Program (TIP) projects for The EnergyCorridor have been approved by the Houston-Galveston Area Council (HGAC).

From intersections and sidewalks, to traffic flow, drainage and lighting, the TIP projects will bringa host of enhancements to Energy Corridor commuters and pedestrians. The projects aresponsored by a combination of The Energy Corridor District, Texas Department ofTransportation (TxDOT) and The City of Houston.

"Improving transportation and mobility in The Energy Corridor is one of our prime missions,"explains John Nunez, Transportation Manager for The Energy Corridor District. "These fiveprojects will bring significant upgrades to several busy Energy Corridor roadways andintersections. The end result will be safer, more efficient ways to travel for both drivers andpedestrians."

A total of $24.73 million in Energy Corridor projects were approved by H-GAC TransportationPolicy Council, which provides policy guidance and overall coordination of transportationplanning activities within the Houston region.

Memorial Drive from N. Eldridge Parkway to N. Kirkwood Rd. will be reconstructed and widenedto a four-lane divided road, in a large $15.5 million project that will bring intersection, trafficsignal, lighting, sidewalk and drainage improvements to travelers in the area. Drainage ditcheswill be replaced with storm sewers and the Turkey Creek bridge will be rebuilt. More than $13million of the cost will be funded by the federal government, while the City of Houston chips inanother $3.3 million.

Along State Highway 6, $3.25 million of improvements will be made to medians, intersectionsand pedestrian treatments from US 290 to IH 10. TxDOT will contribute $1.95 million, while thefederal government adds $1.3 million.

IH-10 will see significant enhancements to help both drivers and pedestrians.

The freeway will be reconfigured from 10 to 12 lanes west of SH 6 to Beltway 8 in a $3 milliontransportation improvement effort. Intersections along the route will also see upgrades. TxDOTwill fund $600,000 of the project, with the remaining $2.4 million coming from the federalgovernment.

From Barker Cypress Rd. to Kirkwood Rd, six intersections along IH-10 will get enhancedpedestrian ramps, crosswalks, signal improvements, lighting, safety and aestheticenrichments. Of the $2.6 million estimated to complete the project, the federal government willprovide $2.09 million, with a local contribution of $522,000.

That work will begin with a $412,000 preliminary engineering design for those sixintersections, with $330,000 in federal funds and $82,522 in local support.

"We are excited to see these projects get the green light, as they will help drivers, cyclists andpedestrians," says Nunez. "The Energy Corridor District will continue its work to bring improvedtransportation and transportation alternatives to West Houston."

The H-GAC's Transportation Policy Council provides policy guidance and overall coordination ofthe region's transportation and air quality planning activities. The Council consists of 26members representing cities and counties, TxDOT, the Metropolitan Transit Authority of HarrisCounty (METRO) and three at-large members appointed by the H-GAC Board of Directors.

Seeking to improve the ways people get to, from and around The Energy Corridor is one of thegoals for a comprehensive multi-modal transportation study that shifts into gear this summer.The Greater West Houston Subregional Planning Initiative study intends to explore differentland use and transportation scenarios for a large chunk of West Houston - from the GrandParkway to Blalock Road, and FM 529 to Bellaire Blvd.Ultimately, the planning study will identify a host of short- to long-range projects that can helpimprove transportation mobility in Greater West Houston, an area expected to grow mightilyduring the next decade.The study will look at virtually all ways people get around The Energy Corridor and WestHouston, from local streets and toll ways, to transit, pedestrian and bicycling networks.The study will also look at future development scenarios. The idea, say study stakeholders, isto encourage responsible development choices, ones based on enhancing the overall quality oflife within Greater West Houston.Walter P. Moore is the transit consulting firm for the study. Walter P. Moore is also the GeneralEngineer consultant to the Energy Corridor District and is now working on the New FreedomGrant sidewalk and ramp improvement project currently underway.Project goals include:• Develop a consensus on the vision and growth scenario(s) of the Greater West HoustonRegion• Develop growth projections and alternative urban design and development concepts• Improve mobility for all modes of transportation, while balancing the quality of life forexisting and future residents within the study area• Recommend best practices for transportation infrastructure and urban design tomaximize multi-modal access to development• Protect environmentally sensitive areas & green spaces• Develop a transportation plan with a sustainability theme to help guide transportationinvestments within this region• Develop feasible and practical recommendations that can be easily integrated into otherlocal and regional plans

• • With one of the state's lowest vacancy rates for Class A offices and a swelling work force,The Energy Corridor District has become a significant driver of Houston's economic growth,according to the latest research findings.• With 84,000 employees, The Energy Corridor District is now the city's second largestemployment center, confirmed an in-depth study by CDS Market Research, a Houston-basedmarketing research and analysis firm. And employment is expected to grow to 147,000 by2030, CDS reported.• Meanwhile, a recent market review by CBRE, a globally recognized real estate research andservices firm, reported that Houston added 118,000 jobs during that past year, many of thosein The Energy Corridor.• Class A vacancy in The Energy Corridor is now at 0.9 percent, fueled by the stout growth ofthe energy industry, according to CBRE. Citywide, Houston's suburban submarkets added 1.1million square feet of offices during the first quarter of 2013 alone.• The Energy Corridor District now has nearly 21 million square feet of commercial office andmixed use space, a number projected to swell to more than 38 million square feet by 2030,according to the CDS market report. Westlake Park (Houston)Westlake ParkWestlake Park is a 58-acre (23 ha) office complex located in the Energy Corridor, Houston,Texas, United States. The complex, located east of Texas State Highway 6 between Interstate10 and Memorial Drive, consists of One Westlake Park, Two Westlake Park, and Three WestlakePark. Hines was the developer of the complex, and Skidmore, Owings and Merrill was thearchitect of the complex. The complex, with a net rentable area of 401,000 square feet(37,300 m2) and 3,635 square feet (337.7 m2) of retail space, has BP, KBC AdvancedTechnologies, Mariner Energy, and Oxy Permian as major tenants.1One Westlake Park consists of a 28 story building and a 5 story building, with a total of949,968 square feet (88,254.9 m2). The complex contains the BP Americas headquarters.1The 17 story Two Westlake Park, which contains 381,327 square feet (35,426.4 m2) of space,was completed in 1982. The building, which contains Class A office space.1 The buildingincludes the 55,000 square feet (5,100 m2) WestLake Club, an athletic and social club, is locatedon a 5 acres (2.0 ha) plot of land.1 The tower is just over 97 percent occupied. Tenants includeConoco-Phillips, BP and Merrill Lynch.2 Younan Properties bought the building on September26, 2007 from Wind Realty Partners of Chicago.2 Zaya Younan, chairman and chief executiveofficer of Younan Properties, said that he wanted to be the largest office landlord in the BayouCity.2 The purchase of the Two Westlake Park gave the firm a total of 1,700,000 square feet(160,000 m2) of Class A office space in Houston.2The 20 story Three Westlake Park, which contains 428,000 square feet (39,800 m2) of space,was completed in 1983. A 1,247 car parking garage is located next door to Three WestlakePark.1 In 2002 an affiliate of General Electric Pension Trust gained an 80% interest in theproperty for about $47 million. At the end of September 2006 Three Westlake Park was almost100% occupied. Its tenants included Amoco Production Co., Conoco-Phillips and Exxon Mobil. OnDecember 11, 2006 a joint venture of the GE affiliate and Crescent Real Estate Equities Co. soldthe building to Falcon Real Estate. Crescent expected to acquire about $17 million in netincome.3Four Westlake Park, which was a park of the complex, has 561,065 square feet (52,124.6 m2).In 2006 an affiliate of GE Pension Trust and Crescent Real Estate Equities Co. sold the building toFalcon Real Estate. ConocoPhillips to lease 850,000 SF in Energy Corridor campus

ConocoPhillips (NYSE: COP) has signed an 850,000-square-foot lease for EnergyCenter Three and Energy Center Four, Dallas-based Trammell Crow Co. and PrincipalReal Estate Investors confirmed Tuesday.The Houston-based exploration and production company is leasing the entire 550,000-square-foot Energy Center Three, as well as 300,000 square feet in Energy Center Four.ConocoPhillips is expected to move into the 20-story Energy Center Three, which brokeground in December, by the second quarter of 2015. Energy Center Four is expected tobreak ground in the fourth quarter this year, with ConocoPhillips moving into the 22-story, 600,000-square-foot tower in the second quarter of 2016.The Energy Center towers will be home to ConocoPhillips' lower-48 business unitemployees, which will relocate from other space in the Energy Corridor, spokesmanDaren Beaudo told the Houston Business Journal. In awoonerf, vehicles may not impede pedestrians, who in turn may not unreasonably hinderthe progress of drivers. The woonerf encourages people to share a single travel lanewith slow-moving vehicles.The way the Fortsmith Street woonerf handles storm water drainage is dramaticallydifferent than other Houston roads. The woonerf uses an inverted crown roadway andpermeable pavers, allowing storm water to pass through to the drainage field below thestreet. The area known as Grisby Square in the Energy Corridor will receive a $300,000upgrade through a pilot program initiated and funded by the Energy Corridor District.The Energy Corridor District’s Woonerf Streetscape Project, which broke ground Oct.13, will focus on improving pedestrian and cyclist safety as well as the aesthetics of thearea along Fortsmith Street between Stafford and Addicks Howell streets, which is knownfor its large live oak trees. The project is slated to be completed in February.Woonerfs — curbless streets that feature more pedestrian-friendly designs and lowspeed limits — were first introduced in the Netherlands in the 1970s, said Clark Martinson,general manager of the Energy Corridor District. The project will include a single lane ofpavers, angled parking, new landscape and a sustainable drainage system.“This area was selected because of the unique character of the landscape andbusinesses. It’s like a little Gruene, Texas, in the Energy Corridor District,” Martinson said.The Woonerf Streetscape Project is designed by the Houston office of Walter P. MooreEngineers and Houston-based Asakura Robinson Co. LLC. This project follows a flurry of healthcare construction in the area, with TexasChildren’s Hospital West Campus and Houston Methodist West Hospital recently initiating $50million and $170 million expansions, respectively, to their four-year-old facilities. Houston Methodist also recently announced plans to add a new $170 million, six-story,228,700-square-foot hospital tower next to its Texas Medical Center – West Campus facilitythat will include 80 beds, 10 operating rooms and more areas for imaging. One floor will bededicated to provide expanded labor and delivery services. Additional funding will be used toconstruct a new structured parking facility. Construction is expected to begin in late 2015 andbe completed in the first quarter of 2018, according to Wayne Voss, CEO of Houston MethodistWest.Voss told the Houston Business Journal that Houston Methodist West opened in 2010 with 336employees. Since then, it has grown to employ over 1,400 people, built out all of its shell spaceand added an additional garage and medical office building. Citing West Houston’s continuedexplosive growth as the reason for accelerating expansion plans, Voss said the hospital’sservice area will be as large as Pittsburgh and serve over 1 million people by 2025.

The acute care unit should be operational in October.Additional phase one work includes a new interventional radiology suite, design for futureoperating and acute care facilities, conversion of offices to clinic exam space and new officespace.Phase two, set for completion in 2017, will include the addition of 24 acute-care beds, four newoperating rooms with expanded pre- and post-operative areas, additional critical-care beds andexpanded clinics to support the OR expansion.Since opening its $220 million facility next to Ten Oaks in 2011, Texas Children’s Hospital WestCampus quickly became one of the most active pediatric hospitals in the market. Just a couple months after leasing a 17-story office building along the Energy Corridor in onefell swoop, Mac Haik Realty is starting a new one.

The Houston developer said it will break ground next month on Energy Tower IV, which will be inthe Energy Plaza development at Kirkwood and Interstate 10.

The building will have 450,000 square feet in 17 stories. It will expand Energy Plaza to 2million square feet. The complex already includes three office buildings and a Hilton EmbassySuites Hotel.

Morris Architects designed the building and EE Reed will be the general contractor on the project,which is slated to open in late 2014. Steve Bryant and Brandon Poynter will lease the building.

The first three office towers in Energy Plaza are 100 percent leased.In April, Technip signed a lease for the 17-story Energy Tower III, which is still underconstruction. The Houston-based U.S. operations of the French energy services company willoccupy 428,831 square feet. The lease was an expansion for Technip, which is already a tenantin Energy Plaza.

The Technip deal and the newly announced building represent the significance Houston's energyindustry has on the local property market.

Office demand has been booming in west Houston, where vacancy for high-end space fell toless than 1 percent in the second quarter, according to a report from Avison Young, a commercialreal estate firm.

Mac Haik Realty said Thursday it is moving forward with the development of the Energy TowerIV, a speculative, Class A office building in the Energy Corridor.

The 17-story, 450,000-square-foot tower will be identical to the Energy Towers II and III atKirkwood and Interstate 10. Energy Tower IV is scheduled to break ground in August withoccupancy slated for late 2014.

Energy Tower III topped out last week, and Houston-based Technip USA Inc. ” which leasedthe entire tower in April ” is expected to move in by the end of January, said Steve Bryant,director of leasing.

Energy Towers I, II and III are all 100 percent leased.

MHR is using the same team that was assembled to develop the other three office buildings todevelop the tower in Energy Plaza. The team consists of Houston-based Morris Architects,Sugar Land-based E.E. Reed as general contractor and the Houston office of Day, Brown, Riceproviding the engineering component. Professional Construction Services' Houston office willprovide interior construction services, and

Mac Haik Realty will provide project management services as well as property managementservices. Bryant and Senior Vice President Brandon Poynter will handle the leasing of EnergyTower IV.

Shaina Zucker Reporter- Houston Business JournalBefore Interstate 10 sprawled to 12 lanes and cranes dominated the Energy Corridor sky, localbusiness tycoon Mac Haik was building in that area.

Haik, CEO and chairman of Mac Haik Enterprises, reflected on that time more than 20 years agoin a meeting with me this week. He was a pioneer of EC development when the road goingwest was lined with empty parcel after empty parcel.

Placing his faith in the area, he started constructing buildings with no tenants secured in the1980s. "We started them 100 percent on spec, and we were hoping the timing in the marketwould be correct," he said. "It was good quality land, and we were hoping the demand wouldbe there."

Sure enough, within seven to eight months, the four- and five-story structures in KirkwoodAtrium that totaled more than 112,000 square feet were 93 percent leased. The neighboring 11-story structure leased up shortly afterward. And his next 300,000-square-foot structurereached 90 percent occupancy within the year it was built.However, like many developers who have been through Houston's past real estate cycles, Haikexpressed he is wary of overbuilding.

"The area has been very good to us," he said. "I am concerned a bit about overbuilding realestate in the area, though. It is a free enterprise system, and people are building biggerbuildings today. I think if we build with reasoned restraint, the market should contain itself."

But that hasn't stopped the ex-NFL player from moving forward with his latest project.Currently, the company is working on completing Energy Tower III in the corridor.Technip USA Inc., the Houston-based U.S. arm of Paris-based Technip, recently signed a 15-yearlease for 428,831 square feet inside the building, bringing it to 100 percent occupancy.

And the future Energy Tower IV office building will complete the 2 million-square-footdevelopment project, which will then be rebranded as "The Gateway to the Energy Corridor."
