Of the more than $110 billion inadditional funding that sub-Sa-haran Africa will need this yearto fight the coronavirus pan-demic, $44 billion has not beenfinanced yet even after severalcountries have taken up emer-gency loans and debt-servicerelief initiatives, according tothe International MonetaryFund (IMF).

The funding needs persist despite the IMF approvingdebt-service relief for 21 sub-Saharan African countries foran initial six-month phase end-ing mid-October and a DebtService Suspension Initiative bythe Group of 20 leadingeconomies that waived up to$14 billion in payments for theworld’s poorest countries —

most of them in Africa — untilDecember, the lender said onMonday in a regional economicoutlook update.

The lender disbursed $10.1 bil-lion through emergency facilitiesor augmented existing arrange-ments to 29 sub-Saharan Africancountries, it said. More interna-tional support is urgently re-quired for the region to overcomethe crisis and return to sustain-able growth, according to the IMF.

Sub-Saharan Africa’s economyis forecast to contract by 3.2% in2020, double the IMF’s April es-timate. The lender cut gross do-mestic product forecasts for 37of the region’s 45 economies,with the largest downward revi-sions in tourism-dependent Co-moros and Mauritius. Theforecasts for the change in GDPin oil-exporting countries wascut by 2.1 percentage points, theIMF said.

Tawazun Economic Council(Tawazun) unveiled an innova-tive virtual training solutionthrough its partnership withsix defence and aerospacecompanies and four universi-ties in order to ensure continu-ance of the Sustain andEnhance Emiratisation in De-fence and Security (SEEDs)programmeme by creating vir-tual internships.

In a statement, Tawazun saidthat 60 UAE national engineer-ing students benefit from theprogramme that enables themto complete their summer in-dustrial training at major de-fence companies. "This allowsTawazun to ensure the conti-nuity of the programme amidcurrent pandemic," it added.

Development aid provided tothe remote Yemeni governorateof Socotra by the UAE has madea major impact in terms of im-proving the life of the local pop-ulation, according to a reportmade available to the EmiratesNews Agency (WAM).

The report provides anoverview of assistance co-ordi-nated by the Abu Dhabi-basedSheikh Khalifa HumanitarianFoundation, but does not in-clude humanitarian aid directlyprovided by the Emirates RedCrescent following three devas-tating cyclones, Megh and Chapala, in 2015, and Mekunuin 2018.

Around 240 km east of So-malia and 380 km south of thecoastline of Yemen, Socotra hasan estimated population ofaround 70,000, most of whomlive on the island of Socotra it-self, which accounts for around95 percent of the governorate.

Several hundred people live onthe small islands of Abd el Kuriand Samha, to the west.

In this article, the first of two,WAM examines some of the de-velopments overseen by theSheikh Khalifa Foundation interms of infrastructure.

One key area of activity hasbeen the provision of electricpower, with a new power stationbeing built in the capital, Hadibu,and other smaller stations in thetowns of Qalansiya, Mori andAlama. In Hadibu and Qalansiya,underground transmission lineshave been installed, with above-ground networks linking

Hadibu to nearby agriculturalareas. Over 30 remote villageshave been supplied with gener-ators, bringing them electricpower for the first time.

With a view to promotingsustainability, solar power sta-tions have been installed inHadibu and Qalansiya, with ca-

pacities of 2.2 MQW and 800KW respectively.

The provision of safe watersupplies has also been a focusof activity, with six water tanks,each with a capacity of 50,000gallons built in Hadibu, Moriand other major villages whileexisting tanks in Hadibu, Qalan-

siya and Mori have been ster-ilised and cleaned. New distri-bution networks have been laidin several villages, while newartesian wells, each with stor-age tanks, have been drilled inover 40 villages.

To improve local transportin Socotra, two storage tanks,each with a capacity of twomillion litres, for petrol anddiesel, have been constructed.Two petrol stations have beenbuilt in Hadibu and Qalansaya,with six others currentlyunder construction. A facilityto store fuel, all of which is im-

ported, is now being built inHadibu, along with a pipelinedistribution network formajor consumers.

Supplies of gas for cookinghave also been increased,with a plant for filling gascylinders being built. This isexpected to have a positiveimpact on one of the greatestthreats to Socotra’s uniqueand endangered environment– the cutting down of trees forfirewood.

Russia blasts reports of bounties on US troops

Russia dismissed US intelli-gence findings reported byAmerican media that it paidbounties for the Taliban to killAmerican and allied soldiers inAfghanistan as “fake news.”

The intelligence assess-ments are part of the domesticpolitical battle in the US aheadof November presidential elec-tions, said Zamir Kabulov,President Vladimir Putin’senvoy to Afghanistan. “It’s hardto explain otherwise the ap-pearance of such stupidities,”Kabulov told Bloomberg byphone on Monday.

Kabulov said he is due tospeak soon via video-confer-ence with US special envoy toAfghanistan, Zalmay Khalilzad.“We won’t discuss this ‘fakenews,’” he said.

European stocks slid while S&P500 futures fluctuated as in-vestors weighed scattered signsof economic improvementagainst the accelerating virusspread in the US, Brazil andIndia.

The dollar slid against all ofits major peers after three daysof gains. Oil futures fell below$38 a barrel in New York. Theyield on Treasury five-yearnotes traded near a record low.Poland’s zloty strengthenedafter presidential election re-sults pointed towards a run-off.

Investors began the weekbracing for more risk-off senti-ment as infections cases sur-passed 10 million globally anda resurgence in the US contin-ued to batter states likes Texasand Florida, with several halt-ing plans to reopen. India’seconomy is hurtling for its firstcontraction in more than 40years.

“The recovery is going to bemuch slower and much moreuneven than most people be-lieve,” David Hunt, presidentand chief executive officer ofPGIM Inc., said on BloombergTV. “Markets are priced for a

much sharper V-shaped recov-ery, which we don’t think islikely.”

In Asia, stocks fell more than1% in Japan, Australia andHong Kong. They had a moremodest drop in China, wheremarkets reopened after a two-day holiday.

The Stoxx Europe 600 Indexdipped 0.5% as of 9:19 am Lon-don time and futures on theS&P 500 Index fell 0.2%.

While Nasdaq 100 Index futures decreased 0.4%, theMSCI Emerging Market Indexdeclined 0.7%.

The Bloomberg Dollar SpotIndex was little changed and the

euro jumped 0.3% to $1.1248.The British pound increased0.1% to $1.2346.

While the Japanese yen waslittle changed at 107.17 per dol-lar, the offshore yuan strength-ened 0.1% to 7.0762 per dollar.

The yield on 10-year Treas-uries rose less than one basispoint to 0.64% and Germany’s10-year yield gained one basispoint to -0.47%.

While France’s 10-year yieldincreased one basis point to -0.115%, Britain’s 10-year yieldclimbed one basis point to0.177%.

For those investors luckyenough to have invested inSouth Korea’s health care sector,now may be the time to reassessthe risks.

James Lim, a senior analyst atthe $3 billion California-basedhedge fund Dalton InvestmentsLLC., is warning that retail investors could pull out of the nation’s equity market on un-foreseen events such as an ear-lier-than-expected curb in theCovid-19 pandemic or a lifting ofa short-sell ban. Drug-relatedshares are especially vulnerablebecause hopes for a virus curehave made them expensive, according to Lim.

“I feel uneasy over the Koreanstock market these days,” Limsaid in an interview. “The entirehealth care sector is so expen-sive, I hardly see these kind ofvaluations in any other marketsin the world.”

Samsung Biologics Co., SouthKorea’s third-biggest stock witha $43 billion market cap, hassurged 81% this year, trading at265 times earnings. Its peer Cell-trion Inc. is up 72% at 134 timesprofits. The combined marketcap of the nation’s three biggesthealth care stocks — SamsungBiologics, Celltrion Inc. and Cell-trion Healthcare Co. — is about$100 billion.

Demand for drug-relatedstocks has been so strong thateven less known names havesoared. Shin Poong Pharmaceu-tical Co. jumped about 300%this year to become the second-best performer in the Kospi aftermedia reports that its Phase IIclinical study for a coronavirusdrug has started. Humasis Co., amedical devices manufacturingcompany, jumped 677% thisyear amid expectations for itsdevelopment of a test kit with

Celltrion Inc.Much of this demand has

been driven by retail investors,who bought a net $25 billion ofKospi shares this year. Depositsfor stock trading at local broker-ages and margin trading by indi-vidual traders have both spikednear a record, amid tighter ruleson the Korean housing marketand record-low interest rates.Additionally, regulators are dis-cussing whether to extend theban on short-selling that isscheduled to end in September.

According to Lim, the retailfrenzy for Korea’s health carestocks is not only rising volatilitybut also making the market “po-larized” in terms of valuations.The MSCI Korea Health CareIndex has surged 59% so far thisyear, compared with a 4.7% decline in the benchmark Kospi.

Lim points to the past whenwarning investors about healthcare sector’s vulnerability. SouthKorean biotech stocks plungedin 2019 on woes including al-leged stock manipulation, failedclinical trials, suspicions of ac-counting irregularities and acancelled license.

Indian stocks dropped on con-cern that increasing coronavirusinfections and the extension ofrestrictive measures in somestates will hinder a recovery inAsia’s third-biggest economy,which has just begun to reopen.

“Investors are pricing in the

rising pace of infections, whichis extending lockdowns at somestates and companies,” saidSameer Kalra, an investmentstrategist at Target Investing inMumbai. “June-quarter resultswill be very bad due to a bumpyreopening of the economy.”

The spread of virus prompted

states to extend curbs from theworld’s strictest lockdown im-posed since March that triggereda collapse in economic growth.
