OVERVIEW

This report is for Engineering Services activities for July/August 2015. Please note that references to the May/June 2015 reporting period cover the period 18 July 2015 to 14 August 2015. Significant items in this period include:

The Sealed Road Resurfacing Program is in progress with 80% of the micro-surfacing works completed.

Asphalt and spray seal works are in the tender phase. The Program is scheduled to be completed by the end of November 2015.

The Improvement Project for NDRRA delivery is in full swing with completion scheduled for early December 2015 prior to the commencement of the cyclone season.

A Roads and Drainage Roads Maintenance Management System is in the process of being implemented. The electronic system will facilitate more effective record keeping of inspections and defects and incorporates a Works Order system for more efficient management of works scheduling and costs.

CIVIL PROJECTS

Program

 

Comments

The current budget includes allowances for the Four Ways Drainage and the Pioneer Pontoon Projects. This funding would need to be supplemented with Grant funding if the projects are to go ahead. Given the unknown nature of success of the Grant applications, this budget has not been forecast as expended this FY. Carryovers of unspent funds from last year’s budget will not be recommended for carry over and will be returned to reserves and available for access at future quarterly reviews if needed.

The last period saw completion of a number of projects, namely:

The drainage works in Nelson Street – The project was behind schedule (mostly due to weather) but the finished product is of high quality and was achieved with relatively limited impact on road users.

The Sarina Footpath (from Railway Square along Station Lane/Central Street/Range Road/the lane way between Brandon and Nolan Street to Anzac Street)

Bridge Road Training Wall

Current works in progress include: Malcomson Greenfields – Significant progress has been made with the gantry foundation completed.

Pavement stabilisation works and asphalt works will commence in early September 2015 and should be completed by the end of September 2015. Forecast is for the majority of the works to be completed by the end of October 2015 with perhaps the final installation of the gantry and traffic signal works and signage remaining.

Heaths Road Fields – Access from the Glenella Connection Road is mostly complete with street lightning the only remaining works. This has provided access to the fields for the Football Association. Drainage works along Hewitt Way are complete and the placement of pavement materials is underway. A mid-September 2015 completion date is expected.

Penn/Juliet Intersection – The tender process for the works associated with the signal installation and

pavement works is underway with tenders closing during September/October 2015. Conditions within the documentation limit road works along Penn Street to after school closes for the calendar year. The intention is that the majority of road works will occur between the closing of the 2015 School Year and commencement of the 2016 School Year; however, some preliminary works will occur before that time. Electrical works will be undertaken during the September 2015 school holidays and it is expected that some drainage augmentation along Juliet Street will occur before school ends for the calendar year. Some night works may also be required.

Alfred/Peel Roundabout – Works are underway with the construction of a roundabout at the Alfred and Peel intersection. Preliminary asphalt works were completed last FY but the crew was delayed on another project which prevented the commencement of any major construction at this site last FY. Kerb placement is underway.

Emergency Services Drainage – Augmentation to the drainage system along Beaconsfield Road behind the Emergencies Services buildings has commenced. The area is very wet and clearing of the undergrowth to dry out the area prior to the commencement of the installation of the culverts has been undertaken.

Jubilee Park – Stage 2 of the Jubilee Park improvement has commenced. This is a Parks, Environment & Sustainability project and Civil Projects is assisting in the delivery process.

During the next period it is expected that crews will commence on the construction of a bridge along Shakespeare Street (near Gable Street) to replace deteriorated culverts.

CIVIL OPERATIONS

Sealed Council Road Maintenance

Comments

Sealed road activities have progressed during the period with priority being given to Client Requests and defects identified during inspections where intervention levels have been met.

The Sealed Road Resurfacing Program is in progress with 80% of the micro-surfacing works completed. Downer EDI has two crews undertaking the micro-surfacing works. The asphalt and spray seal works are in the tender phase. Preparation works for the resurfacing is well advanced.

Re-line marking is close to completion in the South and East Mackay areas. Night shift re-mark works is being undertaken in the Mackay CBD area with the first of four scheduled night shift weeks completed.

Unsealed Council Road Maintenance

Comments

Formation grading and shoulder grading has progressed in all areas with good outcomes being achieved.

The review of the Unsealed Roads Maintenance Management System is complete with some procedures and practices being modified with the objective of improving the maintenance grading outcomes. The outcomes are continuing to be monitored by our Quarry Supervisor/Soil Tester in conjunction with the Supervisors.

Street Cleaning

Comments

Street sweeping is continuing in line with the Sweeping Schedule. Sweeping within the City Heart area is continuing working around the revitalisation works. The existing Footpath Cleaning Contract has been extended to the end of September 2015 whilst tenders for the new contract are being extensively evaluated.

Open Drainage Maintenance

Comments

Routine maintenance is continuing. The Maintenance Program review is close to completion. Special works involving tree pruning and removal have been completed at Noman’s Drain and Racecourse Drain in preparation for the wet season.

A program of desilting, minor open drain repairs and drain re-grading is scheduled to commence in mid-September 2015.

Closer working relationships have been developed between Civil Operations and Parks, Environment & Sustainability teams to deliver better coordinated outcomes in the urban mowing operations as per the outcomes of the review. The outcomes will be closely monitored to ensure the targeted improvements are achieved.

Bridge Maintenance

Comments

Rehabilitation works on the two timber ‘hog-back’ culvert structures at the end of Cone Creek Road and on Borstal Road have been completed. The deteriorated timber structures were replaced with re-cycled steel girders/deck.

Minor bridge maintenance and bridge inspections have continued.

Boat Ramp Maintenance

Comments

Inspections continue on Boat ramps across the region and cleaning continues as per the program.

The Ramp Surface Cleaning Contract which is combined with the Footpath Cleaning Contract is currently being renewed with tender evaluation in progress.

Rocky Dam Creek Boat Ramp has required additional cleaning due to higher than normal tidal activity causing muddy and slippery surface conditions.

RMPC's

Comments

Routine maintenance works have been undertaken on the Main Roads Network in line with our RMPC arrangement with the Department of Transport & Main Roads (TMR).

The new RMPC contract has been negotiated and finalised with TMR.

Vegetation clearing works have been completed on the Bruce Highway – North and Mackay Bucasia Road.

TECHNICAL SERVICES

Development and design of Projects within Capital Works Programs (CWP) for 2013/2014, 2014/2015, 2015/2016 and 2016/2017.

Development of 20 Year Capital Works Program relating to roads and drainage infrastructure for inclusion in and generation of Long Term Financial Plan. Draft submissions completed for preparation of Long Term Financial Forecast.

Discussions with service providers to streamline design and construction processes. Extend assessment to track actual unit rates to build history for future estimates following implementation of

Department of Transport and Main Roads (TMR) specifications and estimates. Incorporation of risk allocation into estimates process.

Development of a series of Business Cases for upcoming Capital Works Program Projects for submission to and consideration by the Transport and Drainage Advisory Board. Proposed for submission of 2015/2016, 2016/2017 & 2017/2018 draft capital works to have Business Cases developed.

Compilation of Reports to Council on Petition for Bus Turnaround & Bus Stop Mountney Road, Sarina. Participation in Briefings to Council on Fourways Drainage & Land Acquisitions in 2015/2016 Capital Works

Survey Services

Overview

10% of 2016/2017 CWP surveys completed.

Survey completed for Bucasia Esplanade Shared Pathway - Williams Avenue to Windward Way

Cadastral Surveys completed for: Midge Point Road Leases; Investigator Street Road Opening

As Constructed Surveys completed for: Heaths Road Water Main; Nelson Street Stormwater - Victoria Street to Gordon Street.

Digital Cadastral Data Base (DCDB)

Coordination of cadastral reference marks and office plotting continued for upgrade of DCDB in Habana/Balnagowan area.

DNRM processing DCDB upgrade of Eton/Sarina Range area.

Planning for upgrade of DCDB between Walkerston and Marian commenced.

Australian Height Datum (AHD)

Static GPS coordinates and third order levels for the ten new permanent survey marks installed along McEwens Beach Road and Dunnrock Road have been added to DNRM's survey control database.

Initial office processing of third order levels completed for old permanent survey marks east of Sydney Street. The information has been sent to DNRM for further processing.

The original survey of Gakowskis Road was completed after rain which made it difficult for the surveyors to collect levels in the creek. This, in turn, made it difficult for the designers to undertake hydraulic modelling to investigate different options. Members of the Survey Section went out to Gakowskis Road while the water levels in the creek were low and extended the original survey to provide the designers with dry creek bed levels for their hydraulic modelling.

Design Services

Capital Works Program (CWP)

109 of the 110 Design Projects in the 2010/2011 Capital Works Program have been completed (99%). The Project remaining is design works only associated with the reconstruction of Archibald from Connors to Milton and is delayed by confirmation of land acquisitions and proposed future Realignment Notice issues associated with the Milton/Archibald intersection.

113 of 114 Design Projects in the 2011/2012 Capital Works Program have been completed to date (99%). Project remaining is Milton Street Construction (Farrellys to East Boundary).

96 of 98 Design Projects in the 2012/2013 Capital Works Program have been completed to date (98%). Projects remaining are the Archibald Street/Central Park Drive intersection design only and the completion of floodway extensions on Gakowskis Road.

87 of 88 Design Projects in the 2013/2014 Capital Works Program have been completed to date (98%). Project remaining is the East Boundary Road reconstruction.

61 of 65 Design Projects in the 2014/2015 Capital Works Program have been completed to date (94%). 65 of 74 Design Projects in the 2015/2016 Capital Works Program have been completed to date (88%). 8 of 70 Design Projects in the 2016/2017 Capital Works Program have been completed to date (11%)

Those projects outstanding require land acquisitions, valuations and input from service authorities which are delaying completion of the design.

Investigating design, construction and maintenance issues associated with TGSI (Tactile Ground Surface Indicator) installation failures; outcome is to determine preferred type and product selection to promote long term durability and Development Application compliance. To co-ordinate with evaluation and possible redesign of standard plan for CBD footpath pavements. Preliminary recommendations/report completed for ECI Managers discussion.

Ongoing Contract Administration advice and services on City Centre Revitalization Project - RFI advice provided, input to Stages 2 & 3 Public Art and Way-finding Signage Strategy, green walls proposal

Jubilee Park Upgrade:

Stage 2 Construction Plan commencing mid-August 2015

Attending monthly Project Steering Group Meeting

Stage 2 Artwork (24 x image cast plaques) - Orders placed, foundry production commencing late July 2015 through mid-August 2015. Finalised plaques to be batched and dispatched progressively; anticipate full order received early October 2015.

Traffic and Investigation Issues

Active Towns Program: The Active Towns Finale Event – The Bubble Run on 5 July 2015 attracted nearly 800 participants. The event

also marked the official opening of the new section of pathway at the Gooseponds. The event received excellent feedback from all who participated.

Opening of the Cross City Link – Occurred on 4 July 2015 with regular Saturday morning riders joining the Mayor, Crs Bonnano & Gilbert for a ride along the new Cross City Link. About 40 riders participated.

The final Monthly Community Ride started at the River Street Boat Ramp on Sunday, 28 June 2015. Only 7 members of the community participated due to wet weather.

PCYC ran the June/July School Holiday Bicycle Education Courses which were well attended once again. 80 primary school aged children attended the 5 courses held. Three of the courses ran in Mackay, one in Sarina and one in Marian.

PCYC started running the Cycling Confidence Courses for adults on 8 July 2015. The course will run for 4 weeks with 2 sessions a week.

Final funding acquittals have been made for the Active Towns Program. Active Towns submission completed for an IPWEAQ Excellence Award. Traffic Counts: Identified a list of potential permanent traffic count sites for future assessment of trigger points for upgrading

project requirements. Discussions to be held with Strategic Planning to determine appropriateness of locations and trigger values for upgrading.

EMERGENCY MANAGEMENT

Overview

Community Education

The Emergency Management Team deployed Emergency Pet Plan signage to promote resilience and emergency preparedness at the Pet Registration Expo at the Civic Precinct on Saturday, 25 July 2015.

Work continues on the promotion of disaster and emergency preparedness. This includes organising presentations with schools and CQU.

Planning - Mackay Local Disaster Management Plan and Operational Plans

Reviewing of the Local Disaster Management Plan and associated Sub Plans has commenced in readiness for the external audit due in August 2015 by the District Disaster Management Group and Queensland Fire and Emergency Services

The Emergency Management Team has completed a Disaster Management Review in accordance with s352G of the Water Supply (Safety and Reliability) Act 2008 for the 2015 Sunwater Emergency Action Plans (EAP) for Teemburra and Kinchant Dams. A further meeting with Sunwater representatives is proposed for 28 September 2015 to develop strategies for “community messaging” and to discuss a possible exercise to test the messaging.

Projects/Mitigation Strategies

A Briefing was held on 5 August 2015 to review the feedback from the Peer Review for the Mackay Region Coastal and Inland Flooding Hazard Adaption Study and to discuss community engagement principles.

Emergency Management Capital Projects & Facility Upgrades

The Sarina State Emergency Facility was officially opened on 30 July 2015.

Work has been completed on renovating both the Campwin Beach and Koumala SES Facilities. Both facilities now have modern kitchenettes for members to utilise.

The Calen Joint Training Facility has been completed and the Final Certificate issued.

General

The Local Disaster Management Group (LDMG) met on 3 August 2015. The next scheduled LDMG Meeting is 12 October 2015.

Work continues on preparing a five year Strategic Plan for Emergency Management and the State Emergency Service which on completion will be presented to Council for review and adoption.

Three (3) Emergency Management staff attended the Guardian Annual User Group Meeting in Yeppoon on 5–7 August 2015. The function of the User Group is to receive the latest information regarding system updates, interact with other users and determine enhancement priorities.

A request has been received from Steve Grant, QFES - Assistant Commissioner - Emergency Management, to host a 2015-2016 Pre-Severe Weather Meeting for Cyclone Shelter Operational Preparedness with key stakeholder entity representatives. Invitations have been sent to various local representatives to attend this information session on 2 September 2015.

The Sarina HQ was officially opened during the month. This facility is the most modern and fit for purpose facility within the Mackay Regional Unit. The Sarina HQ will also be the secondary Emergency Operations Centre in the event that the primary Ness Street facility is compromised during an event.

This month Rich Hungerford from Bush Lore Australia travelled to Mackay to conduct Basic Tracking and Observation for 30 Volunteers and two Police Search and Rescue Coordinators.

SES Issues / Challenges

The crushing, planting and watering seasons continue to inhibit training at Calen, Midge Point, Armstrong Beach, Campwin Beach and Mirani Groups. Regular training nights and Volunteer attendance will continue to be affected through to September 2015.

30 July 2015 - Missing Person - Day 1 Activated by Police (QPS) - Eight Volunteers searched areas of the Harbour Precinct to East Point - 49 hours

31 July 2015 - Missing Person - Day 2 Three Volunteers conducted a Flood Boat Search for MP within the Mackay Harbour - 15 hours

14 August 2015 - Missing Person Activated by QPS - 15 Volunteers from Sarina, Campwin Beach and Mackay conducted land and flood boat searches in the Bells Creek area Sarina - 124 hours

9 August 2015 - 8 Volunteers of the Remote Area Tracking Team (RATT’s) conducted Remote Area Training over two days - 64 hours

14-16 August 2015 - 4 Volunteers travelled to Emerald to participate in the annual “Water Rats Exercise” - 96 hours

SES Facilities Situation Report

Armstrongs Beach:

Discussions are continuing with the Progress Association, Rural Fire and SES on the current lease arrangements for the facility.

Campwin Beach:

Capital works completed - New kitchenette installed, both sheds lined and insulated (Training Room and kitchenette), storage cabinets installed, painting and flooring completed.

Calen:

Pathway and railings over culvert completed. Extra lighting for the carpark and pathway being investigated to increase security for both Council staff and SES Volunteers.

Koumala:

Capital works completed - New kitchenette installed, lining of the office space and kitchenette and painting of the office space and storeroom completed. Installation of air-conditioning in office space completed.

Mackay:

Initial discussions have commenced on the scope of works for vermin proofing, fresh air ventilation and natural lighting for the flood boat shed/storage. Initial discussions have commenced on the scope of works for the new Mackay Group facility.

Midge Point:

Awning and electrical works to commence shortly.

Mirani/Finch Hatton:

Old roller door has been removed from Finch Hatton by Property Services. Initial discussions with Deputy Local Controller (Mirani) have commenced regarding a Recruitment Drive (SES) for Finch Hatton.

Sarina:
