The Tennessee MATHCOUNTS competition was held on Saturday, 17 March 2012. Forty six students from sixteen different schools competed for the honor to represent Tennessee at the National MATHCOUNTS competition in Lake Buena Vista, Florida at the Walt Disney World Swan and Dolphin Resort
during early May. Over half of these mathletes® (6th, 7th and 8th graders from across the state) were on teams representing local Chapters of the Tennessee Society of Professional Engineers (TSPE) and the remainder competed as individual representatives from the local Chapter competitions.
Traditionally, the coach of the winning team at the State level serves as the coach of the Tennessee Team and the top four scorers, regardless of the Chapter or team from which they came to the competition, form the team that represents Tennessee at the National Competition. This year we had a truly remarkable occurrence: the four members of the winning team were also the top four scoring individuals. Congratulations to Maggie Qian, the coach of the team from Montgomery Bell Academy in Nashville!

We have been very active in the past quarter with E-week, the Day on the Hill and MATHCOUNTS. I want to extend my gratitude to all who participated in these activities and a special “thank you” to the organizers – especially Candy and Judy.
At the beginning of my term, I challenged myself and each of you to do something this year to better your engineering legacy through TSPE. How did we do?
Did we “talk TSPE” to prospective members?
Did we participate in our local TSPE chapters?
Were we active in the legislative efforts of TSPE?
Signs point to yes! We increased membership awareness this year, set new fundraising records for the Tennessee Engineering Foundation and positively impacted our great state through our legislative efforts. Nicely done!
As my term draws to a close, I thank each of you for allowing me to represent you as your president. It was a fun ride. Remember to support your incoming president, Jake Greear, and have a safe and happy summer. Cheers!

the competition, TSPE and the Tennessee Engineering Foundation hosted the competitors and coaches at a local hotel on Friday before the competition.
The competition began at the Tennessee Engineering Center with registration, breakfast and some encouraging words from the Honorable Kevin Huffman, Commissioner of Education, State of Tennessee. Once the competitors were settled, the Sprint Round, which is thirty written questions to be answered in forty minutes without the use of a calculator, was conducted. While those exams were being graded, the Target Round was held. This round requires each competitor to answer eight written questions in twenty four minutes. Calculators are permitted in the Target Round and the problems certainly require them!
Following the two rounds of individual competition, each team of four worked collectively in the Team Round to solve a set of ten problems in twenty minutes. Then the competitors, coaches, parents, guests and volunteers relaxed over a pizza lunch.
After lunch, the top eight individual
competitors participated in the Countdown Round. Conducted in a single elimination bracket format, two competitors at a time competed to solve problems in under forty five seconds.
Following the Countdown Round, Jake Greear, PE, TSPE President Elect, presented the awards.
The winner of the Countdown Round was Chang Yu from the Schilling Farms Middle School, Memphis, and the runner up was Alvin Zhang from Montgomery Bell Academy in Nashville.
The winner of the Team Round was Montgomery Bell Academy in Nashville. Team members were Tony Ding, Tony Huang, Alvin Zhang, and Cole Campbell. Their coach, who will coach them as the Tennessee Team, is Maggie Qian.
The second place team was from Memphis University School, and the third place team was from West Valley Middle School, Knoxville.
Thanks to all the volunteers who worked so hard this year to support these young people!

The General Assembly is in the home stretch – committees are attempting to finish their work so that the focus can shift to floor debate on the legislation that worked its way through the committee system, adopting the 2012-13 state budget, and going home to campaign in districts that have been shifted! As I write this article
in March, it is hard for me to predict exactly what will happen in late April or May – my crystal ball is cloudy today. I will report on what I hope will happen during the remainder of the legislative session, but look for my electronic newsletters to keep you up to date. Don’t get the e-newsletters? Thanks to all of the engineers who participated in our Day on the Hill and pushed our agenda related to public safety. When constituents speak to their members of the General Assembly, legislators listen – don’t ever underestimate that.
This year the issues include:
• supporting continuation of the State Engineers’ and Architects’ Board, which has passed the Senate and the House (HB 2520/SB 2304);
•opposingHB3030/SB2871whichliftsthethresholdforpublicwork projects to $150,000 (when the services of an engineer or architect are required) – we have been working with the sponsors to make the bill more acceptable and to protect the public;
• supporting legislation to update state law for accessible design,which became law last month and is effective immediately (Public Chapter 517);
•opposinglegislationtorequirecountdowntimersontrafficsignalswith automated enforcement (cameras) – we were successful in killing this bill in committee because it would create unsafe conditions and is contrary to the MUTCD (HB 2786 / SB 2455);
• supporting Qualifications-Based Selection and opposing effortsto establish preferential purchasing policies for state and local government – a coalition of the design and construction industry has worked to defeat a series of bills;
•opposingabillwhichlimitsfundingforstreammitigationtothecounty where the adverse environmental impact occurred – we have met with the sponsors, but there does not appear to be a way to make this bill more acceptable; TDEC is also attempting to work with the sponsors (HB 3393 / SB 3432);
