CLIN 0004: POWER TRANSMISSION EXPANSION & CONNECTIVITY (PTEC)

JO-P-0005 SEPS COMPLETION TRANSMISSION LINE

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

On July 23, 2017, Da Afghanistan Breshna Sherkat (DABS) Procurement Department

published the Decision of Award to Xinjiang Electric Power Construction (XEPC) in the local

newspaper and notified the unsuccessful bidders on the same day, as per Provisions 82 and 84

of the Procurement Procedure. The protest period commenced on the same day.

On July 31, 2017, the protest period ended. No protest was received.

On August 1, 2017, DABS Procurement sent another letter to the National Procurement

Authority (NPA) requesting that the Job Order be included in the agenda for the National

Procurement Commission (NPC) meeting, tentatively scheduled for August 6, 2017.

On July 29, 2017, Tt ESP’s engineer embedded at DABS met with the DABS Chief Operations

Officer (COO) to discuss DABS’ decision on the future of the existing transmission line from

Kajaki to Kandahar and Lashkar Gah. DABS COO noted that it is DABS’ intent to keep the

transmission line in service as an alternate/backup in the event that the new transmission line

is not functional due to war damage, or is out due to maintenance. The DABS COO instructed

the DABS Project Implementation Unit (PIU) to submit a draft request letter for this proposal

to USAID within 1-2 days. On August 2, 2017, DABS PIU submitted this letter to USAID.

On July 31, 2017, Tt ESP submitted tabular estimated cost for the additional Scope of Work

(SOW), required due to missed design features, to USAID for review.

2. UPCOMING ACTIVITIES

DABS Procurement to defend the Job Order award decision in the NPC meeting tentatively

scheduled for August 6, 2017.

DABS Procurement to issue the Acceptance Letter to the successful bidder within three days

of NPC’s approval of the award, as per Provisions 85 and 86 of the Procurement Procedure.

the substations would need to be redesigned to

accommodate a second circuit, which would mean

additional funds would be required and the contract would

need to be modified.

Tt ESP noted this resolution is critical due to LARP issues

on existing line, which would make repairing existing line

very challenging.

Discussion on issue of lines being too close to one another

and creating technical issues. Tt ESP and USAID noted that

this has been and is being discussed, and suggestions have

been given to DABS. Options include removing the line, or

moving specific sections where the lines would be too

close.

potential amendment regarding procurement of

conductors and interconnection of Sangin Substation to

the new line.

JO-P-0006 SEPS COMPLETION SUBSTATIONS

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

On July 25, 2017, DABS was notified that USAID rejected the revised Bid Evaluation Report

(BER), as the BER was not consistent with the Observer’s Report.

JO-P-0008 ARGHANDI-GHAZNI TRANSMISSION LINE

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

The contractor completed repairs of war damaged Aluminum Conductor Steel Reinforced

(ACSR) at different spans, from Tower No. 18/2 to Tower No. 19/0, and Tower No. 19/6 to

Tower No. 19/7, along the Sayedabad-Ghazni section.

Tt ESP’s on-site inspector checked the electrical Direct Current (DC) resistivity of all mid-

span joints and repair sleeves installed for repair of ACSR. The mid-span joints and repair

sleeves passed the resistivity tests.

The contractor completed ACSR spacer and vibration damper installation from Tower No.

17/0 to Tower No. 18/0, along the Arghandi-Sayedabad section of the transmission line.

Tt ESP, DABS and the contractor have performed war damage materials’ delivery inspection

at the contractor’s warehouse and storage facility. Tt ESP and DABS verified that the materials

adhere to the approved design and contract requirements.

Tt ESP, DABS and the contractor have continued the final inspection of the transmission line

from Tower No. 0/1 to Tower No. 6/0, along the Arghandi-Sayedabad section. The site

inspection team will prepare a punch list (PL) detailing all observed defects, and submit the PL

to DABS and Tt ESP for review.

DABS has received NPC and USAID consent for a one month extension of contract. The

contract completion date is extended to August 31, 2017.

On August 3, 2017, Afghan National Army Forces (ANAF) provided site security, as requested

by DABS, allowing the contractor to complete ACSR and OPGW stringing at LARP-affected

locations, from Tower No. 19/0 to 20/0 along the Arghandi-Sayedabad and from Tower No.

14/3 to 16/0, along Sayedabad-Ghazni section. The contractor continued the ACSR stringing

from Tower No. 19/0 to 20/0.

2. UPCOMING ACTIVITIES

The contractor will continue ACSR, OPGW, and tower war damage repairs, along the

Sayedabad-Ghazni section.

The contractor will continue ACSR and OPGW stringing at LARP-affected locations, with

continued presence from ANAF.

3. ISSUES

The unresolved LARP and security concerns delayed the war damage repair works from July

23-26, 2017 and August 1-2, 2017.

Unresolved Right of Way (ROW) issues continued to halt the last step (wire mesh aka gabion

basket) concrete culvert construction at Tower No. 32/4, along the Arghandi-Sayedabad

section.

Unresolved ROW issues continued to prevent war damaged ACSR repairs at nine different

tower span locations.

The trimming of trees within line clearance has not been able to start, pending compensation.

The control relay panels are not yet delivered to Chimtala Substation, which will negatively

impact the completion of the new line bay, and delay the commissioning date of the Arghandi-

Ghazni Transmission Line. The transmission line is dependent on the new Chimtala Substation

line bay for start-up commissioning power. On July 18, 2017, in the weekly project

coordination meeting, the DABS PIU Manager stated that the estimated date for availability of

this start-up commissioning power is August 30, 2017.

Insurgent activities resulted in additional damages sustained to the transmission line, which

will increase the period of time required to complete war damage repairs. Tt ESP is assessing

any additional impact that this recent damage will have.

Late approval of the Contract Amendment No. 3 Agreement, signed by DABS on April 26,

2017, is having a negative impact on materials procurement, delivery, war damage repairs, and

invoice processing. At this time, the contractor cannot place the order for the tower sets, as

the material will arrive after the contract fund cancellation date of September 30, 2017.

Contract Amendment No. 3 does not include welding repair costs, therefore, the towers

recommended for welding will not be repaired by the contractor. On June 18, 2017, Tt ESP

recommended DABS PIU Manager to allow the contractor to replace the tower’s damaged

members, instead of welding. DABS has not yet responded to Tt ESP’s recommendation.

The available spares currently do not include +2 meter, +3 meter, +4 meter, +6 meter, and

+7 meter “leg extensions” to be used for war damage repairs.

The 11 sets of spare towers, required to replenish the project’s spare parts, will be delivered

by September 2017. Delay in replenishing the spare parts may affect handover of the project

to DABS by the agreed project close-out date.

JO-P-0009 ARGHANDI-GHAZNI SUBSTATIONS

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

During this reporting period, the following construction activities were ongoing at Ghazni

Substation:

o Setting out steel reinforcing bars and placing concrete for the seven meter retaining

wall No. 3.

o Setting out steel reinforcing bars for the seven and 3.5 meter retaining walls.

o Construction of random rubble masonry (RRM) walls.

o Work on switchyard lighting.

o Installation of sewer pipes.

o Installation of trench covers.

o Installation of steel members for gantry structure modifications.

o Bolt torqueing for the gantry structure modifications.

o Backfilling and compacting for the leach field.

During this reporting period, the following construction activities were completed at Ghazni

Substation:

o Installation of roof truss sheet and steel staircase for watchtower No. 4.

o Setting out steel reinforced bars, installation formwork, and placing concrete for the

back side of the control room building sidewalk.

o Floor painting of control building warehouse.

During this reporting period, the following construction activities were ongoing at Sayedabad

Substation:

o Setting out steel reinforced bars, installation of formwork, and placing concrete for

the drainage ditches.

o Cable pulling for switchyard lighting

o Spreading of gravel for switchyard

o Compacting, laying and spreading sub-grade materials in preparation for roads A, B,

and D.

o Installation of outdoor lighting for the switchyard.

o Installation of heater and split air conditioners in the control room building.

o Bottom stiffeners welding for gantry structure modifications.

o Installation of trench covers.

During this reporting period, the following construction activities were completed at

Sayedabad Substation:

o Setting out steel reinforced bars for culvert foundation at road G.

o Connection of fiber optic and OPGW cables to the junction box.

2. UPCOMING ACTIVITIES

The contractor will continue testing and pre-commissioning activities for electrical equipment

in control switchgear buildings at both Sayedabad and Ghazni substations. The expected

completion date for these activities is August 20, 2017.

The contractor will continue work on gantry structure modifications at both Ghazni and

Sayedabad substations. The expected completion date for these modifications is August 20,

2017 for Ghazni Substation, and August 10, 2017 for Sayedabad Substation.

The contractor will continue work on construction of retaining walls, roads, and drainages at

both Ghazni and Sayedabad substations. The expected completion date for these activities is

September 30, 2017 for Ghazni Substation, and August 31, 2017 for Sayedabad Substation.

3. ISSUES

In October 2016, DABS issued a limited stop work order to the contractor to stop work on

any construction of substation civil works that had not been reviewed and approved by Tt

ESP. This stop work order is still in effect.

very high confidence (factoring in all concerns).

USAID questioned whether it may be possible to do

commissioning with a diesel generator. Tt ESP noted it

would be possible with the correct size generator, which

Tt ESP estimated to be about 1 megawatt. USAID will

discuss this possibility with DABS.

JO-P-0010 NEPS-SEPS CONNECTOR TRANSMISSION LINES

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

On August 1, 2017, the Ministry of Finance (MOF) transferred the mobilization payment to

contractor. DABS is in the process of issuing full Notice to Proceed (NTP) to the contractor.

From July 19 to July 25, 2017, Tt ESP witnessed the Factory Acceptance Test (FAT) for tower

type DC at the contractor’s manufacturer’s company. Two of Tt ESP’s engineers witnessed

the test, and confirmed that the test results were in general conformance with the approved

design and contract requirements.

Tt ESP is in the process of finalizing the FAT Reports for tower types DA, DB, and DC. Both

FAT Reports will submitted to USAID by August 8, 2017.

The contractor continued to finalize the initial line route survey and will submit the draft

report to Tt ESP and DABS by August 8, 2017. The contractor is in the process of plotting

locations which were not accessed in the initial line route survey.

Tt ESP is in the process of reviewing the contractor administrative submittal for Price Breakup

for the Ghazni-Kandahar Transmission Line project. The submittal review will be completed

by August 6, 2017.

2. UPCOMING ACTIVITIES

DABS will review the initial line route survey and will assign a DABS representative to verify

the line route site survey.

Upon resolution of site security concerns, the contractor will continue the detailed line route

survey.

On July 11, 2017, DABS has submitted the request for

reimbursement letter (RFRL) for 10 percent mobilization

payment to USAID’s Office of Financial Management (OFM).

JO-P-0012 SALANG TUNNEL SUBSTATION

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

To date, Tt ESP has received 125 submittals out of 583 anticipated Rev0 submittals from the

contractor. This includes 53 resubmittals, 50 approved, 28 approved as noted, 42 disapproved,

three under review and two cancelled submittals. Of 72 Rev0 submittals, 50 are approved, ten

are approved as noted, seven are disapproved, three under review, and two are cancelled.

On August 2, 2017, as per a phone call with the DABS PIU Director, Amendment No. 2 to

the contract has already been signed and stamped by the contractor and DABS. However,

since July 30, 2017, Amendment No. 2 is with MOF for signature by the MOF controller. The

DABS PIU Director noted that DABS CEO will help take care of this issue.

Excavation for concrete stairs and cantilever wall foundation is in progress.

Steel rebar cutting and fabrication for the living quarters building and retaining walls are in

progress.

Concrete pouring and curing for the foundation of counterfort retaining wall are in progress.

Removal of debris from the job site is in progress.

On July 24, 2017, the contractor submitted the baseline construction schedule, which is in line

with the contract period of performance (POP), for Tt ESP’s review.

2. UPCOMING ACTIVITIES

Tt ESP to review the baseline schedule and return to the contractor by August 7, 2017.

The contractor to provide the Afghanistan Builders Association (ABA) certification for their

third party’s onsite laboratory to DABS and Tt ESP prior to conducting concrete testing. If

the contractor does not provide this certification, the contractor must test the concrete

samples at an offsite, certified laboratory.

The contractor’s third party onsite testing laboratory has been inspected and awaits

Afghanistan Builders Association (ABA) certification. Immediate testing requirements may

need to be conducted at an offsite, certified laboratory.

The majority of the activities planned for progress are either not yet started, delayed, or have

had no progress for many consecutive days. This trend of slow progress has been consistently

observed against all the look ahead plans the contractor has submitted to date.

Some of the mechanical long lead items are not available in the local market. Tt ESP

recommends to hold a separate meeting, or invite the contractor’s heating system

subcontractor to the weekly progress meeting, to discuss the relevant procurement status

and find alternative solutions.

On July 24, 2017, the interns completed the basics of structures class, and were assigned to

begin research on durability and toughness of construction materials.

From July 29 to August 3, 2017, interns continued drafting and revising assignment memos to

respond to comments from reviewers.

On July 31, 2017, interns began reviewing pre-construction submittals for an ESP project, as

part of their capacity building and on-the-job training.

2. UPCOMING ACTIVITIES

From August 5 to 17, 2017, the interns will participate in a water supply training taught by the

Tt ESP Mechanical Engineer. This training will include theory and practical assignments.

From August 6 to 17, 2017, the interns will participate in an electrical wiring training led by

Tt ESP’s electrical engineering department.

From August 5 to 17, 2017, interns will continue reviewing pre-construction submittals as part

of their on-the-job training.

From August 5 to 12, 2017, interns will continue to participate in the plumbing training.

On August 10, 2017, interns will attend a shadowing event at USAID, pending confirmation
