CHAPTER I
INTRODUCTION
1.1. Background
A lot of attention was given by the government of Indonesia to HPAI or Avian Influenza.
Up to now Avian Influenza has caused death to ten million chickens, and based on data from
KOMNAS in 2005 until January 2009 totally AI cases in humans are 141 cases and caused 115
people deaths. More attention has been given to Avian Influenza than to any other contagious
disease because of the potential great losses as a result of Avian Influenza, such as: 1) Avian
Influenza causes human casualties; 2) Avian Influenza can cause an epidemic or a pandemic
(although so far infections from human to human have not happened); and 3) the danger for an
Avian Influenza pandemic causes countries to be highly alert for HPAI.
Based on ‘National Strategic Plan for Avian Influenza Prevention and Control and
Pandemic Influenza Preparedness’, the FBPI national committee have coordinated with all
stakeholders implementation of the following 6 basic strategies:
1. Socialization and communication to community about the dangers of Avian Influenza and
about prevention and control steps;
2. Detection and comprehensive surveillance programmes in poultry and humans;
3. Virus handling at its source (in poultry) including biosecurity measures, vaccination, and
controlled stamping-out;
4. Preparation of health facilities, public health centres and hospitals in order to be alert and
ready for treating Avian Influenza patients;
5. Conduct simulation and preparation for Avian Influenza pandemic;
6. Coordinate steps for restructuring of the poultry sector to control H5N1 virus and safeguard
farmers’ incomes and to provide safe and healthy chickens for consumers.
Banten Province is one of the provinces most affected by the highly pathogenic avian
influenza virus strain H5N1 since at the beginning 2004, besides the two other provinces,
namely DKI Jakarta and West Java. The poultry business and the livelihoods of millions of small
farmers are affected by continued outbreaks with high production losses and high mortality in
poultry. The virus can also infect humans and up June 2009 30 people have been infected in
Banten Province of whom 27 have died following the infection with HPAI virus. The virus has
spread to many areas in Indonesia, 31 out of the 33 provinces have now been infected. Over
150 people have been infected and 115 died from Avian Influenza infection since the beginning
of 2004. Ministry of Agricultural has officially declared that Indonesia is infected with highly

pathogenic avian influenza virus. Based on this declaration, Director General of Livestock
Services (DGLS) released the Decision Letter, number 17/Kpts/PD.640/F/02.04 about Guidance
to Prevention, Control and Eradication of contagious influenza in poultry (avian influenza). At
present the province of Banten as well as the districts in Banten have insufficient skilled field
technicians to carry out this work, and a structured training programme is required to improve
skills and knowledge for field staff of Dinas Pertanian and Peternakan (Agriculture and Livestock
Agency), of the Banten Province
To improve efforts for prevention and control for Avian Influenza in districts or
municipalities in Western Java trained field staff is needed who have knowledge, experience
and skills related to Avian Influenza. This is necessary in order that field staff engage on a
regular basis in activities for prevention and control. Within the framework of the cooperation
programme between the Indonesia-Netherlands HPAI Partnership for the Prevention and
Control of HPAI and Government of Indonesia especially with Agriculture and Livestock
Services agency Banten Province, a Training of Trainers – ToT has been conducted from June
8 to June 19, 2009 at Sari Kuring Hotel, Cilegon-Banten. In this ToT, 12 veterinarians were
trained to become trainers and facilitators in courses on HPAI prevention and control for field
staff. Seven veterinarians are from Agriculture and Livestock Services agency of districts or
municipalities in Banten Province and five veterinarians form the office of Agriculture and
Livestock Services agency of Banten Province
As follow-up of ToT activity, Agriculture and Livestock Services agency of Banten
Province will conduct training for 160 field staff of the Livestock Services during 2009 and 2010.
Four courses for the field staff were conducted in the period July and August, 2009. Four groups
of each three trainers conducted a course for 20 participants; total 80 field staff was trained in
the Banten Province.
This is the report of Dr. Widiyanto Dwi Surya who was assigned by the Indonesia-
Netherlands HPAI Partnership for the Prevention and Control of HPAI and by Agriculture and
Livestock services agency of Banten province as a trainer in the implementation of ToT and also
as a monitoring and evaluation consultant for the training courses for field staff on HPAI
prevention and control. The TOR for assignment of Widiyanto (see appendix 1).
This report on the implementation of ToT and the evaluation of the field staff training in
Banten province provides inputs for preparation and implementation of the next series of
courses in order to improve the quality of the next training.

1.2. Aims and Objectives
1.2.1. Aim and Objectives of the Training of Traine rs
The overall aim of the course is to provide the participants (the new trainers) with a clear
perspective, knowledge and skills for planning, organizing and conducting training courses for
field staff of Dinas Pertanian and Peternakan Province Banten on Prevention and Control of
HPAI.
Objectives:
After the training the participants should be able to:
a. Plan, organize and implement courses for Dinas Pertanian and Peternakan field staff
on Prevention and Control of Avian Influenza;
b. To conduct training sessions in a participatory manner, inviting participants to bring
forward and share experiences and problems in their field of work;
c. Have presentations prepared and be able to conduct theoretical lectures, practical
demonstrations and hands-on training on:
• Pathogens Poultry Disease;
• Immunology and vaccination;
• Diagnosis and Control of Poultry Diseases
• Avian Influenza and Epidemiology
• New Castle (ND) and Epidemiology
• Autopsy, vaccination and sampling technique;
• Biosecurity and biosafety;
• Sampling, labelling and transport conditions of samples from poultry;
• Preparation of case reports of suspected bird flu cases and outbreaks;
• Communication and Teaching Technique
• Training and Use Aids for Field Conditions Lectures
• Preparation of socialization programmes on the prevention and control of avian
influenza in the Village;
• Conducting a socialization programmes and campaign in the village;

Further the participants should have obtained enough knowledge to explain and answer
questions from participants on the following topics:
• Implementation and preparation of HPAI prevention and control campaigns;
• The current government regulations and guidelines on HPAI prevention and control;
• The biosafety and biosecurity regulations for staff dealing with suspected poultry;
• Advising farmers on practical and effective bio security measures on their farms;
• The requirements for and implementation of surveillance programs;
• Organization and implementation of awareness programs in the rural areas on HPAI
• All necessary administrative procedures and reporting in relation to the implementation of
programs related to the prevention and control of HPAI;
1.2.2. Aim and Objectives of the Field Staff Train ing
The objectives of the evaluation of the training for field staff in Banten Province were:
a. To evaluate the effectiveness of Field Staff Training:
Training targets for the field staff were used to determine the effectiveness of training. The
training is effective if targets or results set for the training are reached.
b. Continuous improvement
The evaluation of Field staff training was a continuous process and used to evaluate the
strengths and the weaknesses in the implementation of the course. This evaluation can be
used as reference to improve quality of the next training.
1.3. The Scope of the evaluation
According to Jack J Phillips and Ron Drew Stone in Teguh Satriono and Andree (2002),
the evaluation of training activity could be conducted in 5 steps:
a. Phase 1: Reaction
Evaluation of training in this phase is intended to measure satisfaction of training participant
according to participant perception. Reaction was measured by parameters that relate to
quality of training, facilitator and training facility.
b. Phase 2: Learning
Evaluation of training in this phase is intended to evaluate about impact of training program
for participant. The impact could be measured in terms of improvement of knowledge, skills

and behaviour of participants. Evaluation was through comparing the results of pre-test and
post-test from each participant.
c. Phase 3 : Application/Behaviour
This phase considers the impact of the training programme on the work of the trainee; e.g.
how far how far knowledge, skills and behaviour are applied in the daily work;
d. Phase 4 : Result (Organization Impact/Result)
This phase considers the efficacy of training program according to perception of employer
or organization (livestock services agency in districts or municipalities). This evaluation
measures as impact of training the performance of the trainee in working environment. The
parameters to evaluate the efficacy of training program were quality, quantity, time, habit,
cost and satisfaction of the customer satisfaction of the farmer;
e. Phase 5 : ROTI (Return on Training Investment)
Evaluation of training in this phase is conducted to evaluate rate of return of investment in
the cost of the training, by formula:
ROTI = Total of advantage - total of cost x 100 %
Total Cost
The scope of evaluation for Training of Trainer (ToT) focussed mainly at level 1
(reaction), level 2 (learning) and level 3 (application/behaviour). Meanwhile, the evaluation
scope of field staff training (phase 1) focussed mainly at level 1 (reaction) and level 2 (learning).
The evaluation of both trainings was measured by collection of data and information from
facilitator and from participants. Data were collected through direct observation, questionnaires
and direct interviews.

CHAPTER II
METHOD OF EVALUATION
2.1. Time and Location
The Training for Trainers (ToT) has been conducted in Hotel Sari Kuring, Jl. Raya
Cilegon-Banten on 8 June up to 19 June 2009.
The Districts/Municipalities Field Staff Training at Banten Province has been conducted
for 4 groups of Field Staff in Wisata Baru Hotel and Mahadria Hotel in Serang, Banten. This
evaluation was conducted to evaluate phase 1 (2009) of field staff training implementation
during July, 31 up to August, 13 2009.
2.2. Data Sources and Instruments
Primary and secondary data were used in evaluation for ToT and of phase 1 of field staff
training:
1. Primary data were collected directly from facilitators and field staff through direct
observation, data verification, questionnaire survey and interview.
2. Secondary data were collected from reports and information from Livestock Services in the
province and districts /municipalities.
Questionnaires were used as instrument to collect data in this evaluation. The
questionnaire included open and closed questions.
2.3. Data Collection
Data collection methods used in this study were:
1. Observation
Observations were conducted through direct monitoring and supervision during the
Implementation of ToT and during the implementation of field staff training in both locations
2. Interview
Interviews were conducted through discussions with respondents (facilitator or field staff)
using the questionnaire.

2.4. Data Analysis
Collected data were analyzed and data presented in text and tables through e.g.;
average, percentage, frequency and distribution tables.

RESULT AND DISCUSSION
3.1. The Implementation of the Training for Trainer s (TOT) on HPAI
3.1.1. Time and Location
The Training for Trainers (ToT) has been conducted in Hotel Sari Kuring, Jl. Raya
Cilegon-Banten on 8 June up to 19 June 2009.
3.1.2. Participant of The Training for Trainers (TO T)
All participants of Training for Trainers were veterinarian (12 participants) came from 7
districts/cities in Banten Province. Details of the data can be seen in Table 1.

The age of the ToT participants varied from 26 – 39 years old and 9 were females
(75%). Only three participants (25%) are males. All of them (100%) have graduated from the
Faculty of Veterinary Medicine as veterinarians. Distribution of age, sex and education is shown
in Table 2.
Based on the data, there are 3 participants who had just graduated as a Veterinarian
three years ago (in 2006) and only 2 participants graduated as a Veterinarian more than 10
years ago, Drh. Meliyana (graduated in 1999) and Drh. Dina Safitri (graduated in 1994). Length
of service with Dinas varied at time of the training from 4 (four) months to 9 (nine) years.

3.1.3 Training Facilitators
Training Facilitators were 3 (three) experts, namely Teun Pabri, DVM, Herman Patrick,
DVM and DR. Drh. Widiyanto Dwi Surya, MSc. Besides these three experts, also several
trainers invited to present and discuss several topics, namely Drh. Sri Mudjiharti, Ir. H. Agus M,
Drh. Eddy WA, Drh. Ronny Mudigdo, and Drh. Sanusi. Details can be seen in Table 3.

3.1.4 Training Topics
The topics included in the ToT programme originate from the programme developed
during the Training of Trainers course in West Java Province on April, 2008. Some improvement
and adjustment of the topics and sub-topics or contents was discussed during the Refresher
course conducted for West Java in Bandung (April 2009). Topics were divided in 5 groups (see
Table 4). Theory and practice material provided can be grouped into 5 (five) groups of topics,
i.e. the technical of poultry diseases topic, communication topic, the practice topic, field and
perspective topic.

The topic was given in the form of theory, practice and assignment to the participants.
Assignments for the participants were given in the form of presentation in the classroom and
socialization in the villages. Each group of 2 participants were assigned to simplify (repackage)
each theory that has been submitted to the teaching materials for field staff and deliver it in
classrooms and discussed with participants.

3.1.5. Learning Level
The effect of the training on the knowledge level of the participants during the Training of
Trainers was measured in terms of knowledge improvement, changes in behaviour and skills
learned. Information and data were obtained through conducting a written test at the beginning
of the course and repeating the test at the end. By comparing the test results, changes of the
knowledge improvement from participants before and after the training was used as an
indication for knowledge and understanding gained. Average of pre-test and post-test result of
the training of trainers is shown in Table 5. The average score showed an increase of 58 %.

3.1.6. Appreciation for the training
The level of appreciation of the participants for the training of trainers at Banten Province
was evaluated. Appreciation for the training relates to the topics, the facilitators and the
facilities. Data were collected through direct observations and questionnaires.
3.1.6.1. Training Topics
Based on the evaluation result from participants to topics TOT provided by the Facilitators,
the results of the assessment participants were grouped into 3 (three) categories:

1. topics which considered the best of the course
2. topics which were considered eye openers (new, giving a new vision) for the
participants
3. topics for which content and presentation could be improved

In general, based on the participants appreciation that facilitators explained the topics
properly, although based on observations and evaluation several issues should be given
attention:
a. Content of the lectures should be simplified (re-packaged more to the level of understanding
and experience of the participants) especially for topic that need in-depth comprehension
like topic of immunology and vaccination; it is suggested to include more discussion in the
training sessions.
b. Facilitators should improve the lectures on: Immunology and vaccination; HPAI diagnosis
and Epidemiology; and Surveillance;
c. Adjustment of the time schedule is necessary to ensure that the preparation of socialization
is put forward in the programme. This enables participants to practice the socialization
presentation in the classroom before conducting it in the field.
3.1.6.2. Training Facilities
In general the training facilities for TOT were of good standard. The implementation of
ToT was conducted in good quality hotel. All of the participants mentioned that the facilities,
including bedroom, classroom, meals, and snacks were of good standard.
3.1.7. Socialization activity
During the training of trainers (ToT) course the participants prepare, practice and
conduct a socialization programme on Avian Influenza in the Village, especially the topic about
how to control and prevent infections of HPAI from birds to birds, and the topic of how to prevent
the HPAI infection from birds to human. The socialization practice was conducted in the village
and implemented in 2 (two) location, namely Village Hall, Rawa Godang Kampong, Citangkil
Village, Serang City (Group A) dan Sambi Manis Kampong, Citangkil Village (Group B). The
background of the target audience was very varied for age, status and occupation. Age of

socialization participants range from 25-60 years old and consist of the vaccinator cadre,
housewifes and village officers (pamong desa). In the Rawa Godang kampong, the socialization
was conducted at at Village Hall, and in Sambi Manis Kampong, the socialization was
conducted at the residence of a villager.
A committee of 2 persons was assigned to prepare with the village leaders the
socialization and explain the objectives. This worked well but there were shortcomings in
announcing to the public the socialization sessions through RWs, posters and public
announcements. Based on the observations of the socialization programme the following 2
suggestions are made: (1) participants should practice in the classroom before conducting the
session in the village, this is needed because not all participants have practical experience of
direct socialization in the field; and (2) prepare the topics necessary for the socialization based
on the level of knowledge of the target audience;
Preparations which are essential before conducting socialization programmes:
• Choice of area within the village, which RW;
• Ensure commitment of RW and RTs of the area, and who will be present during socialization
campaign and distribution of the task between facilitator must be clear,
• Select location of the socialization which sitting capacity, easily accessible for community,
lay-out room for good presentation, e.g. extra facilities needed
• Select most suitable time for socialization, beginning and end to ensure that socialization will
be attended by maximum attendance
• Make an estimate of the number of people that are expected to attend the socialization
• Determine steps on how the socialization and the vaccination are announced (e.g. posters
at RW and RT, but also at the shops; repeated announcements from the mosque; spread
the news a few days before actual socialization and vaccination campaign, separate
approach to people owning many poultry), during socialization and vaccination repeated
calls from the mosques
3.2. The Implementation and Evaluation of Field Sta ff Training
3.2.1. Preparation of the training for Field Staff
After completing the Training of Trainers for 12 Veterinarians preparation started
immediately for the implementation of Field Training for the field officers. Participants of ToT
who later served as Trainers / Facilitator served as a committee to make various preparations
for the field training together with Dinas of Provincial level and District/City level.

In general, field staff trainings in Banten Province were prepared properly, although
some facilitators mentioned that preparation was not yet optimal; especially in cases where
facilitators/trainers also had other jobs and furthermore have responsibilities in their own office.
All facilitators (100 %) indicated that coordination and communication were conducted properly.
In preparing the implementation of Field Officer Training at least 4 preparation meetings
were held between facilitators and with the Agriculture and Animal Husbandry Agency of Banten
Province, namely:
a. Coordination meeting, discussing the division of tasks for each facilitator to simplify training
materials for field staff,
b. Coordination meetings with the Committee of Province-level to discuss the preparation of
the implementation of the field staff training including logistics, accommodation and
participants for the field staff training
c. Meeting related to the practical lessons on necropcy , blood sampling and swab,
vaccination; to discuss the presentation and the suggestions of the trainers
d. Coordination Meeting to discuss socialization practice to determine location in the village
for the field staff training participants, along with Dinas Kabupaten, Sub district officers and
the relevant government officials from district and village.
Related to the preparation of Field Staff Training, the facilitators mentioned that coordination
and communication was usually done through the regular meetings, by SMS or telephone.
Besides communication and coordination other issues affecting the preparation included;
a. Not everything what was planned could be implemented;
b. Other duties affected the time available for preparation;
c. Trainers were not only in charge of preparing the content of the training programme but also
responsible for the logistical preparations;
To improve preparations for the next courses the following is recommended:
a. Have a coordinating meeting organized by the provincial Dinas Peternakan, facilitators and
the consultant on monitoring and evaluation. This preliminary meeting is needed to
evaluate preparation of training schedule and training materials and make the necessary
adjustments based on the results of the meeting.
b. Training courses should not be conducted simultaneously in all 4 groups at the same time
to enable the consultant to monitor more effectively.

3.2.2. Evaluation of Field Staff Training Implement ation
Evaluation of field staff training was implemented through: 1) direct observation by
monitoring consultant and 2) collection of data by facilitators and monitoring consultant using
questionnaire. Evaluation of training was conducted to decide on adjustments in the training
programme, to estimate the effect of the study process (learning level) and the appreciation of
the participants for the course (reaction level).
3.2.2.1. Time and Location
District or City Field Staff Training on HPAI Prevention and Control were conducted on
August, 1 -5, 2009 and August, 6 – 10, 2009 in 2 different Hotels for 4 group of trainers so two
group of trainers conduct the Field Staff Training at the same time:

The trainings were held in hotels. In general the selected locations were of good
standard. The hotels have a good classroom. Practical lessons were given inside the hotel near
the classroom.

Eighty (81) field staff from districts and municipalities of West Java participated in the
training, 20 for each course (Table 7). Detailed data of training participants are shown in
Appendix 2.

The participants from South Tangerang City originally planned to join the training in 2010
but fortunately they could already participate this year. Distribution of training participants in
each district/cities was not entirely according to the original plan.

3.2.2.2 Training Participant Education
The training for field staff was attended by 81 participants consisting of 67 males (83 %)
and 14 females (17 %). Formal education of participants included Junior High School, Senior
High School, Diploma degree and Bachelor degree, Veterinarian and Master degree. In general
the formal education of participants was good: 2 participants (2.47 %) have master degree
education, 1 participant (1.23 %) have veterinarian education, 34 participants (41,98 %) have
bachelor degree education; 18 participants (22.22%) diploma degree education; 23 participants
(28.40%) Senior High school education and 3 participants (3.70 %) have Junior High school
education. Distribution of training participant according to share of male/female and formal
education is shown in Table 9 and Table 10.

Of the 18 participants who have bachelor degree education, 4 (22.22 %) have a diploma
in Animal Husbandry, 3 (16.67%) have a diploma in Extension, 4 (22.22 %) have a diploma in
Agriculture, 1 (5.56 %), 1 (5.56 %) have a diploma in Poultry Production, 1 (5.56 %) have a
diploma in Food Hygiene, and 2 (11.12 %) have a diploma in Medis Veterinary.
3.2.2.3 Training Facilitator for Field taff Trainin g
Trainers were 12 veterinarians who followed the Training of Trainers course on HPAI
Prevention and Control. Trainers / facilitators come from 4 districts ( Pandeglang district, Lebak

district, Serang district, and Tangerang district), 3 city (Tangerang city, Cilegon city and Serang
city) and Livestock Services of Banten province (See Table 11).

During the implementation of field staff training, one of facilitators (Drh. Rina Herviana)
was not able perform her duty because she got sick. She was replaced in the training course by
Drh. Hanik Malichatin.
3.2.3. Appreciation for the Training,
This part of the evaluation intends to measure the level of appreciation of the participants
for the training. Appreciation for the training relates to the topics, and the facilities. Data were
collected through direct observations and questionnaires.
3.2.3.1 Training Topics
The topics included in the programme originate from the programme developed during the
Training of Trainers course. Topics were divided in 5 groups (see Table 12).

3.2.3.2 Training Facilities
In general the training facilities were of good standard. The Dinas Peternakan dan
Perikanan Province only decided to use 2 (two) hotels for the implementation of 4 training
courses. The hotels selected for these training have good facilities, in terms of bed rooms, class
room and meals.
3.2.4. Learning Level
This part of the evaluation discusses the effect of the training on the knowledge level of
the participants. The effect is measured in terms of knowledge improvement, changes in

behaviour and skills learned. Information and data were obtained through conducting a written
test at the beginning of the course and repeating the test at the end. By comparing the test
results we get an indication of the knowledge improvement from participants before and after
the training. Average of pre-test and post-test result of the training in each Group is shown in
Table 13. Based on table 13, the average of pre-test for 4 courses was 65,77 and the average
of post-test was 85,95. Group D scores very high in the pre-test (76,5) and group A scores very
high in the post-test (89,25).

3.2.5. Socialization activity
During the training course the participants prepare, practice and conduct a socialization
programme on Avian Influenza, Biosecurity and Vaccination. The socialization practice was
conducted in the village and implemented in 2 (two) location, at Serang District and Serang City.
For the periode of August 1 to August 5, 2009, the socialization practice conducted in Dalung
Village, Serang City (Group B) and in Padasuka Village, Baros Sub-District, Serang District
(Group C). In one group, the facilitators devided the participants into 3 sub group and each sub-
group doing the socialization in different location. Because one sub group consist only 6 or 7
participants so more participants have change to practice the socialization activities in the
village. For the period of August 6 to August 10, 2009 the socialization practice conducted in
Cipete Village, Serang City (Group A) and in Sukacai Village, Baros Sub-District, Serang District
(Group D.

of socialization participants range from 19-65 years old and consist of the vaccinator cadre,
housewives and villages officers.

Based on the observations of the socialization programme the following 2 suggestions

knowledge of animal health.; and (2) adjust the training schedule and put the topics necessary

3.3. The Refresher Course
The training courses for field staff (Phase 1) at Banten Province was followed by a 2 day
refresher course for the facilitators to share experiences and update the programme for the next
series of training courses for the field staff. The program of refresher course for facilitators has
been conducted in Hotel Sari Kuring, Jl. Raya Cilegon-Banten on 13 and 14 October 2009.
The implementation of the refresher course for the facilitators followed by 12 Veterinarians
who joined the Training of Trainers course on HPAI Prevention and Control. Training
Facilitators were 3 (three) experts, namely Teun Pabri, DVM, Herman Patrick, DVM and DR.
Widiyanto Dwi Surya, MSc. Besides these three experts, also several trainers invited to present
and discuss several topics, namely Drh. Sri Mudjiharti, Ir. H. Agus M, and Drh. Sanusi. Details
programme for the refresher course can be seen in Table 14.

Refresher Course started with reports from each group of facilitators and continued with
discussions and sharing experience. This was followed by the evaluation report from the
monitoring and evaluation consultant. During the refresher course some new topics were
introduced and knowledge on selected other topics updated. Adjustments of the training
programme were also discussed during the refresher course.

3.4. The visiting and monitoring activity by consul tant
During the field staff training courses the monitoring consultant discussed with the
participants how they expected to use knowledge and skills they had learned.
Some expectations of participants were:
1. Participants have the knowledge of HPAI Prevention and control;
2. Participants have knowledge about the transmission of HPAI from animals to humans
3. Participants have knowledge about the risks of HPAI for humans and animals
4. Participants can implement HPAI Prevention and control programmes in the community
5. Participants can share experiences with other participants
During the visits of the consultant some problems in training were grouped and
discussed. The evaluation is used to solve these problems and to improve the quality of next
training. The problem identified during the training and the solutions recommended are listed in
table 15.

CHAPTER IV
CONCLUSIONS AND RECOMMENDATIONS
4.1. Conclusion
In general, the courses for field staff have been conducted properly and the goals of
training have been achieved. Criteria in the evaluation were the improvements in knowledge
and skills related to HPAI prevention and control. After having followed the training, participants
are able to plan and to conduct socialization programmes and AI vaccination although there are
still some weaknesses which require attention and need to be corrected.
4.2. Recommendations
1. It is important to improve coordination and communication between facilitators and
participants after the training in one district or city to ensure proper implementation.
2. It is important to strengthen the role of local livestock services committee for preparing the
logistics of the field staff training to allow the facilitators to concentrate on preparation of
training materials.
3. Good coordination and good communication with the village officer (Pamong desa) and
Head of RTs/RWs is important before socialization is conducted.
4. It is important to announce the schedule of socialization to community a few days prior to
socialization and vaccination is conducted.
Other recommendations arising from this report:
Preparation and conduction of socialization practice in the training:
1. Participants should practice in the classroom before conducting the session in the
village, this is needed because of the varied background of the participants in
education and knowledge of animal health;
2. Adjust the training schedule and put the topics necessary for the socialization
(communication, socialization, Avian Influenza, biosecurity and vaccination) earlier
in the programme to allow for more practice time in the classroom;

Suitability of the lectures for use in the fieldstaff training:
a. Content of the lectures should be simplified (re-packaged more to the level of
understanding and experience of the participants) especially for topic that need in-depth
comprehension like topic of immunology and vaccination; it is suggested to include more
discussion in the training sessions.
b. Facilitators should improve the lectures on: Immunology and vaccination; HPAI
diagnosis and Epidemiology; and Surveillance;
c. Adjustment of the time schedule is necessary to ensure that the preparation of
socialization is put forward in the programme. This enables participants to practice the
socialization presentation in the classroom before conducting it in the field.
Preparation of the training courses for field staff:
a. Have a coordinating meeting organized by the provincial Dinas Peternakan,
facilitators and the consultant on monitoring and evaluation. This preliminary
meeting is needed to evaluate preparation of training schedule and training
materials and make the necessary adjustments based on the results of the
meeting.
b. Training courses should not be conducted simultaneously in all 4 groups at the
same time to enable the consultant to monitor more effectively.

CLOSING
This report is made to be used as reference to improve the next training activities of
District or City Field Staff Training on HPAI Prevention and Control. This report also can be
used by Livestock Services Agency of Banten Province and Wageningen International to make
adjustment for correction in the next training.

Appendix 1. Terms of Reference for the Monitorin g and Evaluation Assignment for the District/City Field Staff Trainin g on HPAI Prevention and Control
27 May 2008
For Drh Widiyanto Surya for a monitoring and evaluation assignment during the
implementation of the ‘Training for district and City field technicians on HPAI control and
prevention’. The training courses are being implemented by Livestock services agency West
Java with support from Indonesia – Netherlands Partnership Project on HPAI Prevention and
Control. Proposal for the training is attached together with the proposed programme.
The Terms of Reference is for the first four courses which are to be implemented in June
2008 prior to the refresher course on 2 and 3 July. A new ToR will be prepared for the six
courses which will be implemented in August – October 2008.
Drh Widiyanto will join each of the courses for at least one day for a monitoring and evaluation
visit to:
- Identify the successes and constraints in the implementation of the courses (what is going
well and what is difficult);
- Comment on the realization of the training compared to the targets and the programme set in
the proposal;
- Discuss with the trainers and the participants the usefulness of the training programme and
how the trainees could become actively involved in HPAI control and surveillance
programmes;
- Comment on the programme as it is implemented at present;
- Make recommendations for issues which will need special attention during the refresher
course (e.g.: adjustments in the programme; extra training required for the trainers; etc)
- Make recommendations for a follow-up programme (in relation to HPAI) for the work of the
field staff;
- Design an evaluation form for the training courses for the field staff, giving special attention to
the effectiveness of the training programme;
- Prepare a report for Livestock services agency West Java and Wageningen International and
give a short presentation of your findings at the start of the refresher course;
