Health Services 2013-2014 School Year
State law requires that prior to admission each student must present an up to date immunization record. In addition, immunizations must be kept up to date as the
student ages and as changes are made to state law. The only exemptions are an annual written statement signed by a licensed physician stating the physical condition of the child to be such that the tests or inoculations would seriously endanger the life or health of the child, or a written statement signed by one parent or guardian that the child is an adherent of a religious
denomination whose religious teachings are opposed to such tests or inoculations
A school health assessment (physical exam) performed by a licensed health care provider is required to be on file for all students 9 years old and under, who are entering a Kansas school for the first time. This exam must have been completed by a
private practitioner or at a county health department within 12 months prior to school entry. A copy of an official state issued Birth Certificate is required to have on file at school. Hearing and vision screenings done by the nurse and/or Greenbush and dental screenings done by the Community Health Center of Southeast Kansas will be conducted at school during the school year. If you do not want your child to participate in any/all of these screenings, the school must receive your wishes in writing.
The school nurse supports student success by providing health care assessment, intervention, medication administration and follow-up for all children within the school setting. Nurses are not able to diagnose disease or illness but rather assess for signs and symptoms and refer students to a health care provider.

Rules on Activity Trips
1. Students must ride school-provided transportation to all activities. Only in extreme or unusual situations would a
student be allowed to drive his/her own car to an activity. Both the sponsor and the principal must give prior
approval to the parent request.
2. Students may ride home from activities with their parent if the parent signs the student out with coach/sponsor at
the activity.
3. Students may ride home from activities with other parents by providing a parent note to the office in advance of
the activity. The office must verify the note prior to the day of the trip.
4. Students may not ride with other students to or from activity trips.
5. In case of an emergency medical situation, coaches/sponsors must have permission to have your student treated or
admitted to a hospital if deemed necessary. This consent does not release the parent or guardian from medical

Riverton High School Driving Guideline
1. All Students must adhere to the policies which have been approved by the Board of Education.
2. Students must park in assigned parking areas. At no time are the students to park in reserved spaces or fire lane
areas. Violation will result in disciplinary consequences and/or lose of privileges.
3. Students who drive to school are required to park their vehicle upon arrival on school grounds and leave it parked
until the student leaves at the end of the school day except with permission from the principal.
4. Students are not allowed to sit in their vehicle or another student’s vehicle in the morning before entering the
building. Once drivers are on school grounds they are required to park their vehicle and enter the school building.
5. Students are not allowed to go to their vehicle for any reason without permission from the office.
6. When school is out, students are expected to leave school property immediately unless they are involved in an
after school activity. No loitering will be permitted.
7. Students must follow the rules and laws of driving, as they would be expected to follow on the highways. Failure
to demonstrate safe driving, driving too fast, burning tires, illegal parking, etc. will result in disciplinary action and
/or lose of driving privileges.
8. All driving and parking rules apply to activities after school hours.

1. TABLET PC SPECIFICATIONS
Students are assigned a Lenovo Convertible Tablet. These tablets will run Windows 8 operating systems, and offer multi-touch capability, as well as pen input.

2. RECEIVING YOUR TABLET PC
2.1 Distribution
Tablets PC’s will be distributed each fall. Parents & Students must sign and return the Acceptable User
Agreement, Tablet Care Policy/ Student Pledge Agreement, and Insurance/Computer Loan
Agreement before the laptop can be issued to their child. Student Tablet PC’s will be collected at the end of each school year for maintenance, cleaning, and reimaging. Students will retain their original Tablet each year while enrolled at RHS. The Tablets may also be recalled periodically throughout the school year for updates and maintenance. 2.2 Annual Fee/Insurance Premium
Each year parents/guardians will be assessed an annual fee/insurance premium. This fee is similar to a textbook fee, but it will be used to cover the cost of the insurance premium incurred by the district. The standard fee is $40.00/year; however, students who qualify for assistance with the school lunch program will be assessed at a reduced rate. The fee structure is as follows: Standard Fee for Single Tablet $40.00 Fee for Each Additional Tablet within the Same Family $20.00

3. TAKING CARE OF YOUR TABLET PC Students are responsible for the general care of the Tablet which they have been issued by the school. Students will be held responsible for maintaining their individual school computers and keep them in good working condition. Tablets that are broken or fail to work properly must be taken to the Technical Support Office located in the high school office. The guidelines for student PC care and use include by are not limited to: 3.1 General Precautions
� Keep food and drink away from the computer. � Carefully insert all external devices into the ports. � Do not transport tablet with the screen open, unless instructed to do so. � Shut down tablet between use. � Tablet PC must be shut down prior to placement inside carrying case or backpack. � Tablet must remain free of any writings, drawings, stickers, or labels that are not the property of the
school district. � Tablets must never be left in a car or unsupervised area not only to protect against theft, but damage
from freezing or extreme heat. � Tablets should never be left outdoors. � Students are responsible for keeping their laptop’s battery charged for the school day.
� Laptops should be kept away from siblings and pets. � Laptops should not be left on the floor or in a chair. � Do not stack or store items on top of your laptops. � Be careful when carrying your laptop. If they are dropped, damage could occur. � Use laptops on a flat table surface. � Anytime your laptop is not in use, it should be stored in the carrying case, but shut down. � Do not close screen with items on the keyboard. (Including things like papers and pencils)
3.2 Carrying Tablets
A protective case must be provided for the Tablet, having sufficient padding to protect the Tablet from normal treatment and provide a suitable means for carrying the computer. The guidelines below should be followed along with common sense:
� Tablets should always be within a protective case when carried, including between classes. � Some carrying cases can hold other objects (such as folder and workbooks), but these must be kept
to a minimum to avoid placing too much pressure and weight on the Tablet screen. � The tablet must be turned off before placing it in the carrying case. � Do not store the Tablets with the power cord still attached and external devices. This will damage
the ports. A bag will be provided for any student unable to provide their own.
3.3 Screen Care
� Do not lean on the top of the Tablet when it is closed or place items on top of it. � Do not store items in the carrying case that will put pressure against the Tablet. � Do not poke the screen with any type of object. � Do not place anything on the keyboard before closing the lid. � Clean the screen with a soft, dry cloth or anti-static cloth. DO NOT USE COMMERICAL
GLASS CLEANERS. Anti-static spray cleaner will be available in the technical support office for students to use as needed.
� Do not use pen-devices other than the digitizer pen provided with the Tablet PC. This can cause damage to the screen.
4. USING YOUR TABLET PC AT SCHOOL The Tablets are intended for use at school each and every day. In addition to teacher expectations for Tablet use, school messages, announcements, calendars and schedules will be accessed using the Tablet computers. Students must be responsible for bringing their Tablet and charger to all classes everyday. 4.1 Tablets Left at Home
If students leave their laptop at home, they must immediately make arrangements to retrieve the laptop before the school day begins. Repeat violations of this policy will result in disciplinary action.
4.2 Loaner Tablets If available, loaner tablets may be issued to students if their Tablet requires extended repair. 4.3 Charging your Tablet’s Battery Tablets should be brought to school each day in a fully charged condition. Students should charge their Tablets each night. Repeat violations of this policy will result in disciplinary action. During the day the laptops should be charged when access is available. Remember students are responsible to have their laptops charged. 4.4 Sound
Sound must be muted at all times unless permission is obtained from the teacher for instructional purposes. External earphones should not be used unless permission is obtained from the teacher.
4.5 Printing
Printing should be done on the school’s network printers when possible. The installation of personal printers is discouraged; however, if used the home printer should never be set as the default printer. 4.6 Screen Saver
Students may only use pre-loaded screensavers. No third party or downloaded screensavers are permissible, as many screensavers carry spyware along with them.
4.7 Deleting files
Do not delete any files that you did not create. You may only delete files from your (My) Documents folder. Deletion of some files can affect the performance of the PC and may require reimaging of the Tablet with possible loss of all files stored. Repeat offenses will result in disciplinary action or loss of Tablet privileges. 4.8 Music, Games or Programs
Students are responsible for maintaining the integrity of software required for facilitating academic activities. All software must be district provided. Music and games are not allowed to be played on the Tablet PC during school hours without the permission from the teacher. You are responsible for backing up your music, pictures, etc. to someplace other than the school’s file server (your H: drive). Music and non-academic material stored incorrectly will be deleted. Violent games and computer images containing obscene or pornographic material are strictly prohibited at any time.
5. MANAGING YOUR FILES AND SAVING YOUR WORK 5.1 Saving Work
Students should save to the (My) Documents folder on their Tablet PC. This will also allow students to use their files when they are off site. Files necessary for assignments/classes should also be backed up to student H drives.
5.2 Saving Appropriate Content
The content saved in the (My) Documents folder should be specific to education. The space provided by the District File Server is limited and there will be a quota of appropriate space allowed for each user. Material deemed “unnecessary” for education that is saved to this location will deteriorate school resources, complicate backups, and could slow down the school’s network performance. Files not saved in the (My) Documents folder on the Tablets will not be backed up by the school and will be lost in the event that the computer is re-imaged. Files stored on the laptop are not private and are subject to viewing and approval by district authorities.
5.3 Saving Other Content Content unnecessary for education includes, but is not limited to media files such as mp3, wav, wmf, bmp, and jpg. Files saved to the (My) Documents folder which are deemed unnecessary for education by Network Administration will be deleted and could result in disciplinary action for the student if files are deemed inappropriate. Unnecessary files should be stored on removable media or on a location other than (My) Documents folder which will not be backed up by the file server. Students are responsible for backing up their own data of this type to a source other than the file server, such as a flash drive, CD or DVD. Again, in the event of the Tablet being re-imaged, students are responsible for their own data. It is recommended that students save any “Other Content” or files that they will not save to the “My Documents” folder to removable media such as flash drives, CD-R, CD-RW, or DVD media. This will prevent the loss of data in the event of their Tablet being re-imaged. 5.4 Saving Inappropriate Content
Students will be disciplined for saving or viewing any content deemed “inappropriate content” by network and school administration via the schools Acceptable Use Policy. Inappropriate Content includes but is not limited to pornography, offensive content, and other inappropriate material so determined by school administration. Network and school administration will be responsible for determining what is considered to be inappropriate.
6. SOFTWARE ON THE TABLET PC 6.1 Originally Installed Software The software originally installed on the Tablets must remain on them in usable condition and be easily accessible at all times. All Tablets are supplied with Microsoft Windows Operating System, Microsoft Office 2013 including OneNote, and many other applications useful in an educational environment. From time to time the school may add software applications for use in a particular course. The licenses for this software require that the software be deleted from laptops at the completion of the course. Periodic checks of laptops will be made to ensure that software is in fact deleted once it is no longer required in the course. This is done to ensure that the school does not exceed license limitations for specific software. 6.2 Virus and Spyware Protection The Tablets have anti-virus protection and anti-spyware software installed on them. These two software applications will be automatically upgraded through the network. In addition to the anti-virus and anti-spyware software, the Tablets are locked down in a state where installation of new applications is limited for the end user. This prevents viruses that may be downloaded from running on the Tablet PC’s and infecting the network. This may limit the end-user from installing applications on the Tablets, but is crucial to maintaining a virus-free network. Students are to participate in routine maintenance when scheduled by the district. 6.3 Additional Software
Students are not allowed to install additional software on their Tablet PC’s other than what is installed by District. This includes but is not limited to applications such as music downloading utilities, other media downloading utilities, and games. Students can submit an official request for installation of a specific type of software that is productive for an educational environment to the technology support office. All requests will be considered, but will only be installed to computers on a periodic basis when the Tablets are re-imaged. 6.4 Inspection
Students may be selected at random and must cooperate immediately and without resistance to a request of
inspection. There is no expectation of privacy. At no time should a student clean Internet
history from the Tablet. Doing so may result in disciplinary action. 6.5 Procedure for Re-loading Software
If technical difficulties occur it is the policy of the technical support staff to correct the problem as needed. If the problem cannot be fixed in a reasonable amount of time, the Tablet will be reimaged. In a One-to-One environment it is impossible for support staff to maintain a working environment for all if too much time is spent on fixing all glitches that may arise. Re-imaging will restore the device to the state in which the user originally received it. Every attempt to salvage and restore student data files will be made, however, in certain situations, that recovery is not possible. It is important to be sure to save all appropriate
files for education to the (My) Documents directory. The student is responsible to backup all (My) Documents to their H drive. The school does not accept responsibility for the loss of any software deleted due to reformatting or re-imaging.
7. ACCEPTABLE USE POLICY
7.1 General Guidelines
� Students will have access to forms of media and communication which is in support of education and research and in support of educational goals and objectives of the Riverton School District. Access to media and communication beyond these specific uses will not be supported or allowed.
� Students are responsible for their ethical and educational use of the technology resources of the
Riverton School District
� Access to the Riverton School District technology resources is a privilege and not a right. Each employee, student, and/or parent will be required to follow the rules of the District’s Acceptable Use Policy. Violations of these rules will result in the loss of privileges as well as other disciplinary action as defined by district policies.
� Recognizing that it is impossible to define every instance of acceptable and unacceptable use, it will
be at the discretion of the network administrators, teachers, and/or school administration to use judgment as to what is acceptable in any undefined instances that may arise.
� Transmission of any material that is in violation of any federal or state law is prohibited. This
includes, but is not limited to the following: confidential information, copyrighted material, threatening or obscene material, and computer viruses.
� Any attempt to alter data, the configuration of a computer, or the files of another user, without the
consent of the individual, school administrator, or technology administrator, will be considered an act of vandalism and subject to disciplinary action in accordance with school discipline policy.
� All users of the district’s technology resources and/or school network must sign the district
Acceptable Use Policy and abide by the rules defined in the district’s Acceptable Use Policy. This is in addition to the rules and policies that this document (Riverton One-to-One Policies) contains.
7.2 Privacy and Safety
� Do not go into any chat rooms other than those set up by your instructors or those that are mandated
in other distance education courses. � Do not open, use, or change computer files that do not belong to you. � Do not reveal your full name, phone number, home address, social security number, credit card
numbers, passwords, or passwords to other people. � Remember that network storage is not guaranteed to be private or confidential. District
Administration reserves the right to inspect your files at any time and will take the necessary steps if files are in violation of the district’s Acceptable Use Policy.
� If you inadvertently access a web site that contains obscene, pornographic, or otherwise offensive material, notify a teacher or the principal immediately so that such sites can be blocked from further access. This is not merely a request. It is a responsibility.
7.3 Legal Propriety
� All students and staff must comply with trademark and copyright laws and all license agreements.
Ignorance of the law is not immunity. If you are unsure, ask the network administrator if you are in compliance with the law.
� Plagiarism is a violation of the Riverton discipline code. Give credit to all sources used, whether quoted or summarized. This includes all forms of media on the internet, such as graphics, movies, music, and text.
7.4 E-mail
� Students will be required to use the district provided e-mail for academic purposes. This e-mail is
filtered and subject to monitoring. � Student e-mail addresses should not be used for subscriptions or social networking such as
Facebook, My Yearbook, dating sites, etc. � Always use appropriate language. � Do not transmit language/material that is profane, obscene, abusive, or offensive to others. � Do not send mass e-mails, chain letters, or spam. � Email is subject to inspection at any time by school administration. � The guidelines of the Acceptable Use of Technology policy apply.
7.5 Consequences
� The student or staff member to whom a system account and/or computer hardware is issued will be responsible at all times for its appropriate use. Non-compliance with the policies of the district will result in disciplinary action as outlined by the discipline code and/or other school policies for the user unless there is proof that another is responsible.
� Electronic mail, network usage, and all stored files shall not be considered confidential and may be monitored at any time by the network administrator or other school administrators to ensure appropriate use.
� The District cooperates fully with local, state, or federal officials in any investigation concerning or relating to violations of computer crime laws. Content of e-mail and network communications are governed by Open Records Laws; proper authorities will be given access to their content.
8. PROTECTING & STORING YOUR TABLET COMPUTER
8.1 Laptop Identification
Tablet PCs will be labeled in the manner specified by the school. Tablets can be identified by the serial number and individual user account.
8.2 Storing Your Tablet
When students are not monitoring their laptops, they should be secured in their lockers with the lock securely fastened. Nothing should be placed on top of the Tablet, when stored in the locker. Students need to take their Tablet home with them every night. It should be charged fully each night at the student’s home. Tablets should never be stored in a vehicle, especially during extremely hot or cold temperatures. 8.4 Storing Tablets during Extra-Curricular Events
� Students are responsible for the care of their own Tablet on extra-curricular trips. It is the
responsibility of the student to either designate another to care for their tablet while they cannot at an event or to lock it securely in a locker in a locker room. Tablets should not be left unattended in the commons area or on the activities bus or in the bleachers at any time.
� Students will be let into the school to retrieve their tablets from designated lockers after such events. � Students are not permitted to bring their tablets along with them to the following events.
o Spring sports. o Outdoor events. o Any other events designated by the Administration. o Extra-curricular event which takes place on a Friday or Saturday.
It is recognized that students will have homework to do on some extra-curricular trips. However, the care of the tablets on these trips is solely the responsibility of the individual student. If the student cannot give proper care on these trips then they should leave the tablet locked in the designated school locker. Sponsors and coaches supervising these events are not responsible for the care and safety of a student’s Tablet. 8.5 Laptops Left in Unsupervised Areas
Under no circumstances should Tablets be stored in unsupervised areas. Unsupervised areas include the school grounds and campus, the cafeteria, unlocked classrooms, library, locker rooms, dressing rooms, hallways, bathrooms, extra-curricular bus, in a car, or any other entity that is not securely locked or in which there is not supervision. Unsupervised Tablets will be confiscated by staff and taken to the Principal’s office. Disciplinary action will be taken for leaving a tablet unsupervised. Students are to lock unattended laptops in designated school lockers.
9. REPAIRING/REPLACING/INSURING YOUR TABLE PC 9.1 Tablet Warranty
The manufacturer’s warranty covers against defects in materials and workmanship. This limited warranty covers normal use, mechanical breakdown, or faulty constructions and will provide replacement parts necessary to repair the Tablet or Tablet replacement. The warranty DOES NOT warrant against damage
caused by misuse, abuse, accidents, or computer viruses. Please report all Tablet problems to the technical support office.
9.2 Accidental Damage Protection
The Riverton USD 404 School District provides accidental damage insurance to protect the Tablets against accidental damage such as: liquid spills, accidental drops, power surges, and natural disasters. This coverage DOES NOT provide for damage caused by fire, theft, loss, misuse, intentional or frequent damage, or cosmetic damage. The technical support staff will assess the Tablet damage and repair or replace the machine if the damage is determined to be accidental, infrequent, and within the protection guidelines. If there is a claim or loss, the student and/or parent are responsible for $100 deductible per occurrence. If the loss or damage is not covered by the insurance the student and/or parent will be responsible for the full replacement value of the equipment.
9.3 Lost or stolen Accessories
Students will be required to replace Tablet accessories such as AC adapter & power cord, battery, and stylus should they become damaged or lost. The replacement costs of these accessories are as follows:

9.4 Lost, Stolen, or Lost in Fire All tablets which are lost, stolen, or damaged or lost in a fire are NOT covered by the accidental damage policy and are the responsibility of the student or student’s parents involved in the loss of property. A police or fire report must be filed by the staff member, student, or student’s parents involved in the loss of property. A copy of the report must be brought to the Principal. The user will not be given another tablet to use off site until the replacement cost of the device is paid to the school district. Fraudulent reporting of theft, loss, or accidental damage by fire will be turned over to the police and the insurance company for prosecution. A student making a false report will also be subject to disciplinary action as outlined by the school discipline code.
10. TABLET TECHNICAL SUPPORT AND FEE POLICY The technical support office is located in the High School Office and will be the point of contact for repair on the Tablets. Services provided include the following:

Acceptable Use of Technology Policy It is the general policy of Riverton USD 404 that computer network services are to be used in a responsible, efficient, ethical, and legal manner in accordance with the mission of Riverton School District. Users of technology (i.e., computer equipment and network, software, hardware, and any other productivity equipment such as cameras) must acknowledge their understanding of the general policy and guidelines as a condition of use. Use of Riverton USD 404 technology is a privilege, not a right. Failure to adhere to this policy and administrative procedures may result in suspension or revocation of technology access. Willful or intentional misuse could lead to disciplinary action or criminal penalties under applicable state and federal law. This policy applies to all district technology, including, but not limited to, computers, laptops, printers, scanners, cameras, video equipment and any related items such as software and Internet access. Provisions: 1. Acceptable uses of technology are activities that support learning and teaching. Users
are encouraged to develop activities which meet their individual educational needs and which take advantage of the functions of the available technology.
2. Unacceptable uses of technology include, but are not limited to:
♦ Violating the rights to privacy, by accessing or using personal information of students or employees of Riverton USD 404, or others outside the school system.
♦ Using profanity, obscenity, or other language that may be considered inappropriate
for a school environment, or is offensive to another user.
♦ Copying materials in violation of copyright law.
♦ Plagiarizing, which is the taking of someone else’s words, ideas, or findings and intentionally presenting them as your own without properly giving credit to their source.
♦ Using district technology for financial gain or for any commercial or illegal activity.
♦ Using the computer network under another user’s name and password. Likewise,
allowing another student to use your username and password is unacceptable.
♦ Attempting to degrade or disrupt computer network performance or unauthorized entry to and/or destruction of computer systems and files.
♦ Revealing home phone numbers, addresses, or other personal information, i.e.,
making personal purchases or unauthorized orders using the Riverton USD 404 or Board of Education name.
♦ Accessing, authoring, downloading, storing, displaying, or printing files or messages
that are sexually explicit, obscene, violent, threatening, or that offends or tends to degrade others. The administration invokes its discretionary rights to determine such suitability.
♦ Downloading and installing programs without prior teacher approval.
♦ Downloading or copying information on to storage devices without prior teacher
approval.
♦ Any actions that are performed for the sole purpose of circumventing the Internet filtering system or disabling workstation security.
♦ Inappropriate use of personal e-mail during school hours or on school equipment.
3. All students are expected to treat equipment with care and respect. Any damage
purposely caused by misuse or rough treatment will be repaired/replaced at the parent’s expense. This includes equipment used at school or checked out for home use.
4. The staff of Riverton USD 404 will be responsible for:
♦ Teaching students district policy and procedures for appropriate use of all hardware and software, including the Internet.
♦ Supervising and guiding student usage of the Internet.
5. All users of the Riverton USD 404 computer network are responsible for adhering to the
Riverton School District Policy and Procedures for Internet Use. 6. The following people are entitled to the use of USD 404 technology:
♦ All Riverton USD 404 staff
♦ All Riverton USD 404 students, having a signed Acceptable Use Policy on file in the principal’s office, and working under the supervision of a staff member and/or parent/guardian.
♦ Others who request Guest Accounts from the network administrator. These requests
will be reviewed on a case-by-case basis and will be granted, if warranted, as needs and resources permit.
7. Riverton USD 404 makes no express or implied warranties for the Internet access it
provides. Riverton USD 404 cannot completely eliminate access to information that is offensive or illegal and residing on networks outside the school district. The accuracy and quality of information obtained via the Internet cannot be guaranteed. Riverton USD 404 will not guarantee the availability of access to the Internet and will not be responsible for any information that may be lost, damaged, or unavailable due to technical or other difficulties. Information sent or received cannot be assured to be private.

Student Drug Testing Policy
The Riverton Unified School District #404 Board of Education, in an effort to protect the
health and safety of its students involved in extracurricular and/or co-curricular activities
from illegal and/or performance-enhancing drug use and abuse or injuries resulting from
the use of drugs, and to set an example for all other students of Riverton Unified School
District #404, proposes the following policy for drug testing and students participating in
extracurricular and/or co-curricular activities.
I. Statement of Purpose and Intent
A. Participation in school sponsored extracurricular and/or co-curricular
activities at Riverton Unified School District #404 is a privilege.
Students who participate in these activities are respected by the student
body and are expected to set a high standard of personal conduct,
sportsmanship and training. This includes avoiding the use or possession
of illegal drugs and alcohol.
B. It is the desire of the Board of Education, administration and staff that
every student in Riverton Unified School District #404 refrain from using,
possessing, or distributing illegal drugs and alcohol. The sanctions of this
policy relate solely to limiting the opportunity of any student in violation
of this policy to participate in extracurricular and/or co-curricular
activities. There will be no academic sanction for violations of the policy.
C. The purpose of this policy is to prevent drug/alcohol use, educate students
as to the serious physical, mental, and emotional harm caused by drug use,
alert students with possible drug problems to the potential harms of use,
prevent injury, illness and harm as a result of drug use and to maintain an
educational environment free of drug use and abuse. The Riverton
Unified School District has adopted this policy for use by all participating
students in grades 7-12.
II. Definitions
A. “Illegal / Illicit Drugs” means any substance which an individual may not
sell, possess, use, distribute or purchase under either Federal or Kansas
law. This includes, but is not limited to, all scheduled drugs as defined by
Kansas law, all prescription drugs obtained without authorization and all
prescribed and over-the-counter drugs being used for an abusive purpose
as well as alcohol.
B. “Performance Enhancing Drugs” includes anabolic steroids and any other
natural or synthetic substance used to increase muscle mass, strength,
endurance, speed or athletic ability. The term Performance Enhancing
Drugs does not include vitamins, nutritional supplements or proteins that
can be purchased over-the-counter.
C. “Drug Use Test” means a scientifically substantiated method to test for the
presence of illegal or performance enhancing drugs, alcohol or the
metabolites thereof.
D. “Positive” a result to a drug use test that substantiates the presence of
illegal or performance-enhancing drugs or metabolites thereof in a
person’s urine and/or saliva.
E. “Extracurricular Activities” means those activities which take place
outside the regular course of study in school. These activities include,
but are not limited to the following: school dances, athletic teams,
cheerleading, Student Council, Fellowship of Christian Athletes,
National Honor Society, Future Educators of America, etc.
F. “Co-Curricular activities” means those activities that students participate
in outside of the classroom as a result of being enrolled in a school-offered
class. These activities include, but are not limited to the following:
Future Farmers of America, FCCLA, Art Club, Science Club, Math
Club, marching band, choir, debate, drama, etc.
G. “Reasonable Suspicion” means suspicion based on a specific personal
observation concerning appearance, speech or behavior of a student or
athlete.
H. “Off-Season Athletes” refers to those athletes who participated the
previous year or current year in any sport.
III. Education
Each student shall be provided a consent form, a copy of which is attached to the policy,
which shall be dated and signed by the student and by the custodial parent or guardian
before such student shall be eligible to participate in any extracurricular and/or co-
curricular activity. The consent shall be to provide a urine and/or saliva sample at any
time requested to be tested for illegal drugs or performance-enhancing drugs. No student
shall be allowed to practice or participate in an extracurricular and/or co-curricular
activity or athletic contest unless the student has returned the properly signed consent
form. All properly signed consent forms will be maintained on file in the office.
A positive test result of any student’s drug use test will be reported to the principal, the
head coach, sponsor, the student and the student’s parents or guardians.
IV. Procedure
A. Each student (grades 7-12) in an extracurricular and/or co-curricular activity shall
receive copies of the “Student Drug Testing Policy” and “Student Drug Testing
Consent” form, which shall be read, signed and dated by the student and parent or
guardian. No student shall be allowed to practice or participate in any
extracurricular and/or co-curricular activity unless the student has returned the
properly signed “Student Drug Testing Consent” form. Transfer students will be
placed in the testing pool within one week after enrollment should they wish to be
eligible for extracurricular and/or co-curricular activities. There will be two
pools, one consisting of grades nine through twelve (9-12) and one consisting of
grades seven through eight (7-8). All students wanting to participate in
extracurricular and/or co-curricular activities must sign the “Student Drug Testing
Consent” form and return to the high school or middle school within one (1) week
of the beginning of each new school year. Failure to turn in the properly signed
forms within the time limits set forth in this policy will keep a student from
participating in extracurricular and/or co-curricular activities.
B. Students will be required to provide a urine and/or saliva sample as follows:
1. On a random selection basis from a list of all extracurricular and co-
curricular activities, three to five (3-5) students will be drawn from each
pool to provide a urine and/or saliva sample for testing on a weekly basis.
2. On a random selection basis from a list of students only involved in school
dances, three to five (3-5) students will be drawn from each pool to
provide a urine and/or saliva sample for testing on a quarterly basis.
3. Any time requested based on reasonable suspicion to be tested for illegal
or performance-enhancing drugs.
4. Selected students will be interviewed regarding any information on
medication that would create a positive test prior to submitting a urine
and/or saliva sample.
C. Any drug use test required by the Riverton Unified School District #404 under the
terms of this policy will be administered by or at the direction of a professional
laboratory chosen by the Riverton Unified School District #404 using
scientifically validated toxicological methods. The professional laboratory shall
be required to have detailed written specifications to assure chain of custody of
the specimens, proper laboratory control and scientific testing.
D. All aspects of the drug use testing program, including the taking of the specimen,
will be conducted so as to safeguard the personal and privacy rights of students to
the maximum degree possible. The test specimen shall be obtained in a manner
designed to minimize intrusiveness of the procedure. In particular, the specimen
must be collected in a restroom or other private facility behind a closed stall/door.
The monitor shall not observe the student while the specimen is being produced,
but the monitor shall be present outside the stall/door to listen for the normal
sounds of urination in order to guard against tampered specimens and to ensure an
accurate chain of custody. The monitor shall verify the normal warmth and
appearance of the specimen. If at any time during the testing procedure the
monitor has reason to believe or suspect that a student is tampering with the
specimen, the monitor may stop the procedure and inform the principal who will
determine if a new sample should be obtained. A collected specimen of 30 mL
will be desired from each student. If a student cannot produce a specimen of 30
mL, the student’s sample may be deemed insufficient and the student may be re-
tested at the discretion of the principal.
E. If the initial drug use test is positive, the initial test result will then be subject to
confirmation by a second and different test of the same specimen. In order to
keep the results of the initial testing confidential, the school district may also
choose a certain number of samples for a confirmation test. The second test shall
not be reported positive unless the second test utilizing the gas
chromatography/mass spectrometry procedure is positive for the presence of an
illegal drug or metabolite thereof.
F. If the student asserts that the positive test results are caused by other than
consumption of an illegal drug or performance-enhancing drugs by the student,
then the student will be given an opportunity to present evidence of such to the
principal, head coach or sponsor. Riverton Unified School District #404 will rely
on the opinion of the laboratory that performed the confirmation test in
determining whether the positive test result was produced by other than the
consumption of an illegal drug or performance-enhancing drug. The principal
head coach and/or sponsor will make a decision within five (5) working days.
G. The decision may be appealed in writing to the Riverton Unified School District
#404 Superintendent within five (5) working days. The superintendent will make
a written decision within five (5) working days.
H. The decision of the superintendent may be appealed in writing to the Riverton
Unified School District #404 Board of Education within five (5) working days.
Policy of the Riverton Unified School District #404’s rules and regulations will be
followed in case of appeal.
I. A student who tested positive may be required to undergo one or more additional
drug use tests to determine whether the student is no longer using illegal drugs or
performance-enhancing drugs; before he or she may rejoin an extracurricular
and/or co-curricular activity. Riverton Unified School District #404 will rely on
the opinion of the laboratory that performed or analyzed the additional drug use
test in determining whether a positive result in the additional drug test was
produced by illegal or performance-enhancing drugs used by the student, which
caused the first positive result, or by more recent use. Depending on the
circumstances, the cost of the retest may be the obligation of the student or the
parent or custodial guardian.
J. All parents or guardians of students who tested negative in the initial screening
will be contacted by personnel of the Riverton Unified School District #404
within five (5) days after testing.
V. Violations
Any student who tests positive in a drug/alcohol use test under this policy shall be subject
to the following restrictions:
A. For the first offense, the student shall be suspended from participation in all
extracurricular and /or co-curricular activities including all performances and
competitions, for a period of four (4) weeks (20 school days). During this time, it
is recommended that the parent/guardian obtain a substance abuse evaluation and
education/counseling for the student. If the student and/or parent/guardian can
provide proof of enrollment and a minimum of five (5) hours attending a school
approved substance abuse program, the suspension will be reduced to two (2)
weeks (10 school days). Additionally, the student must voluntarily submit to a
second drug test to be administered within two (2) weeks in accordance with the
testing provisions of this policy. The student must attend and participate in all
practices during his/her days of ineligibility.
B. For the second offense that occurs during a student’s high school career, the
student shall be suspended from participation in all extracurricular and/or co-
curricular activities including all meetings, practices, performances, and
competitions for nine weeks (45 school days) continuous from the date of the
initial report of the second offense as stated in the this policy. As a result of a
second offense, the student must voluntarily submit to random monthly testing for
a period of thirty-six (36) weeks (180 school days) in order to maintain eligibility
for all extracurricular and co-curricular activities.
C. For the third offense that occurs during the student’s high school career, the
student shall be suspended from participation in all extracurricular and/or co-
curricular activities including all meetings, practices, performances and
competitions for a period of eighteen (18) weeks (90 school days) from the date of
the initial report of the third offense as stated in this policy.
D. For the fourth offense that occurs during the student’s high school career, the
student shall be suspended from participation in all extracurricular and/or co-
curricular activities including all meetings, practices, performances and
competitions for the remainder of the student’s enrollment at Riverton Unified
School District #404 from the date of the initial report of the fourth offense as
stated in this policy.
E. If a student tests positive and they are not involved in an extracurricular, co-
curricular activity or interscholastic sport at that time, the violation will begin the
first official day of activity according to the KSHSAA Handbook.
F. Self-Report: A student who self-reports concerning a violation of the policy will
be allowed to remain active in extracurricular activities; such student will
however, be considered to have committed his first offense under this policy.
Self-report may be used only once by a student. Students must self-report prior to
the random drawing or they will be treated the same as any student who is
selected for testing.
VI. Refusal to Submit to Drug Use Test
Any, extracurricular and/or co-curricular, participant who refuses to submit to a
drug/alcohol test authorized under this policy, shall be considered “positive” for drugs
and be subject to the appropriate suspension as stated in Section V of the Riverton
Unified School District #404 “Student Drug Testing Policy.”
Any student who has a positive initial test and refuses to complete the required
paperwork for a confirmation test will be treated as a refusal to submit to testing.
VII. Transfer Students
As stated previously in this policy, any student (grades 7-12) transferring to Riverton
USD #404 who wishes to participate in extracurricular and/or co-curricular activities
must have a signed “Student Drug Testing Consent” form on file with the office prior to
being eligible to participate. Additionally, any transfer student who has failed a drug
screening in their previous school district enters Riverton USD # 404 with a similar
record.
VIII. Disclaimer
The Riverton USD #404 Student Drug Testing Policy does not supercede the student
handbooks of Riverton High School or Riverton Middle School with regard to students
found to be in possession of, using, providing or under the influence of illegal substances
or alcohol while on school property or at a school activity (home or away). Therefore, a
student, who violates the policy as set forth in the handbook, should expect further
consequences as deemed appropriate by the administration.
