Introduction

The aim of this report is to provide an overview of beneficiaries of awarded grants and intermediaries of the financial instruments under the Entrepreneurship and Innovation Programme (EIP) in 2007 and 2008. The data is compiled in a way that makes it possible to present the situation for each participating country in the EIP.

This overview only gives a photographic picture of the situation after two first years of EIP implementation. The intention is to update the report regularly in the future. For such updates data will be presented in a cumulative manner, thus capturing the developments from the beginning of the programme to the most recent situation. Some of the measures will be implemented throughout the programme period. Given the agreed budget profile and the nature of the different measures, the full picture of beneficiaries and intermediaries of measures under the EIP will be visible only towards the end of the 2007-2013 programme period, when accumulated data is available for the whole period.

The structure of this report is divided into five “blocks” to reflect the areas under the EIP in which grants are awarded, followed by the financial instruments. The blocks are presented in the following order:

CIP Financial instruments These five blocks represent approximately 90% of the EIP budget. With such coverage the overview offers a good picture of how these funds have been distributed. The remaining approximately 10% of the actions under the EIP mainly cover procurement.2

Data provided in the Annexes - glossary

The Annexes of the present report provide data on the grant beneficiaries concerning the first four blocks mentioned above. For the fifth block, the CIP financial instruments, data is provided on intermediaries in participating country.

1 Grants

The template for grants awarded (other blocks than financial instruments) is close to the format used for the ex post publication of awarded grants in accordance with the Financial Regulation3. Some further information is provided, where possible, such as length of contract and whether the recipient is an SME. More precisely the template contains the following:

- information on the recipient of grant, meaning the beneficiary who receives the grant. In case of a consortium each of its members are specified separately.

- information on the country indicates the nationality of the recipient of the grant. In case of consortia, two situations can be distinguished. Firstly, for some measures the members of consortia typically have the same nationality as the recipient of the grant (consortium), for example in the case of “Enterprise Europe Network”. In such case the information presented at aggregate consortia level has the same accuracy concerning “country” as the information presented at members of consortia level. On the other hand, diversity in the nationality of consortia members is typical for some other measures, for example in “Innovation Measures”. In order to give an accurate picture, data for these measures is presented at the level of members of consortia.

- Title of the action represents the name of the action financed.

- No of the action is the number used by the Commission in order to identify the action

- Maximum eligible cost of the project means the maximum costs of the action which are eligible including the contribution of the beneficiary (co-financing)

- Maximum EC co-financing in € represents the maximum Community financial contribution in terms of commitments (the maximum amount that the Commission may contribute).

- % EC represents the percentage of the Community financial contribution

- Duration of the grant agreement represents the period during which the action is implemented.

2 Financial Instruments

The template for the financial instruments gives a picture of the two main areas covered by the financial instruments: the High Growth and Innovative SME Facility (GIF) and the SME Guarantee Facility (SMEG).

As regards, the template concerning the GIF, the data has been collected in a cumulative manner (both 2007 and 2008) using a specific template which contains columns on the following information:

− Financial instruments: This column splits the information between the two GIF windows - GIF1 (early stage) and GIF2 (expansion stage).

− Intermediary: means, for each window of the Facility, any intermediary defined as such in the relevant Investment Policy4 in which the EIF has made or intends to make an EU investment.

− Country of establishment is the country in which an Intermediary is legally established.

− Geographical focus means the geographical targets as set out in the fund investment strategy.

− Fund size current is the current size of a fund.

− Fund size target: Both GIF1 and GIF2 target Intermediaries with a sufficient target size to achieve a critical mass in the segment of the venture/risk capital market they address.

− EC share in intermediaries (%): Percentage of the EC's investments in the intermediaries' fund size.

− EC signed amount in €: Amount subscripted by the EC in respect of the intermediaries' fund size.

4 Investment Policy/ies means any or all of the Investment Policy and Implementation Guidelines for GIF1 and the Investment Policy and Implementation Guidelines for GIF2, as set out in the FMA signed between the European Commission and the European Investment Fund.

− Investment period (years): Period during which the intermediary may make initial investments in portfolio companies.

As regards the template concerning the SMEG, the data has been collected in a cumulative manner (both 2007 and 2008) containing the following information:

− Financial Instruments: This column splits the data between two SMEG windows (window 1: Loan guarantees; window 2: Micro-credit guarantees).

− Intermediary means for each window of the Facility, any intermediary defined as such in the relevant Guarantee Policy.

− Country is the country in which an Intermediary is legally established.

− Availability period is the period stipulated in the guarantee agreement between the EIF and each Intermediary, during which eligible Loans may be included in the Portfolio for cover.

− Cap amount represents the maximum amount to be paid from EC budget in million EUR.

− Maximum SME financing guaranteed represents the estimated total financing given to

SMEs that has been supported by the EU guarantee at the end of the availability period, in million EUR.

1 Enterprise Europe Network

The Enterprise Europe Network is based on Article 21 of the CIP legal base. The overall objective of the Enterprise Europe Network is to ensure the support of business and innovation – in particular for SMEs – by offering information, feedback and business cooperation services, innovation, technology and knowledge transfer services as well as services encouraging the participation of SMEs in the Community framework programmes for R&D.

The implementation of Network-related EIP measures was entrusted to the Executive Agency for Competitiveness and Innovation (EACI). In 2008, the building up of the Agency has further advanced by recruiting additional staff for the units responsible for the project management and animation of the Network. The hand-over of the project management took place already on 1st November 2007, the delegation of the network animation tasks was formally concluded on 30 April 2008 (except for the management of IT tools which was handed over on 23 February 2009).

Total amounts for period 2007 – 2013 planned for the Network actions are €320 million. In 2007, the Network call for proposals was about €36.49 million (total amount of individual commitments) from the EIP budget. In 2008, the total amount of individual commitments was €111.57 million for the EC contribution to the activities of the Network. This result in a total budget of €148.06 million committed and assigned via Specific Grant Agreements for the first period of 3 years of operation (2008-2010). Additionally, an amount of €1.55 million was foreseen for the animation of the new Network.

The preparation of a call for proposals for potential partners of the Network started in 2006, where 69 EU-27 proposals passed the necessary thresholds as well as 10 third country proposals. A second call for proposals was published on 21 September 2007 for areas not covered by the results of the first call, where 9 EU-27 and 8 3rd country proposals passed the thresholds.

By the end of 2008, 83 framework partnership agreements were signed. Additionally, 7 framework partnership agreements were signed in early 2009 for Turkey (as its Memorandum of Understanding had recently been ratified by the government) and one for Serbia. One remaining framework partnership agreement for France (Guyane) was sent out for countersignature and is expected in the coming weeks. The list provided in the Annex gives an overview of the 83 consortia and their partner organisations, as well as an indication of the budget assigned to the project and the EC contribution granted. Consortia from third countries not participating in the EIP programme under Article 4 of the CIP Decision do not receive any EC contribution and are not included in the list. However they participate in the Network activities under Article 21.5 of the CIP legal base.

The average value per grant agreement amounts to €1.8 million (ranging from € 0.28 to € 5,6 million) with an EC contribution of up to 60% of the eligible costs.

Additionally, a grant agreement has been signed with the 'Chambre de Commerce et d'Industrie de Strasbourg et du Bas-Rhin' with a contribution of € 350,000 for the organisation of the annual Conference of the Network in Strasbourg.

2 Innovation measures

Innovation activities are established and defined in the CIP legal base in Article 13. The main innovation measures in 2007/08 focused on developing and exploring new types of innovation services to foster sector-specific innovation through public-private innovation partnerships in the new innovation support policy domain of knowledge-intensive services.

The grant agreements implementing the innovation measures fall mainly under two initiatives:

– PRO INNO Europe®, bringing together the owners of innovation support policies and programmes for SMEs;

– Europe INNOVA, which unites public and private providers of innovation support services for SMEs.

Both initiatives seek to improve the innovation environment of SMEs. The leveraging of resources in MSs is indispensable due to the limited resources and to attain a true complementarity by adding a European dimension to MS activities. This is achieved by improving tools that directly target SMEs: PRO INNO Europe® to design better support policies and programmes, Europe INNOVA to test better support services. The notion of beneficiary in both initiatives therefore needs to be understood in terms of the SMEs which participate in the programmes or use the support tools rather than those who receive the grants. The main actions of both initiatives will be launched as part of the EIP work programme for 2009.

In the period 2007/2008, the European Innovation Platform for Knowledge Intensive Services (KIS-IP) was launched as a first action under Europe INNOVA. The public and private innovation support providers brought together in the KIS-IP will address the needs and specificities of potential high growth ventures active in knowledge intensive services.

The total amount committed for the KIS-IP in 2007 was €4.9 million provided as grants to four transnational projects out of 26 proposals received (see Annex 5). No amounts were committed in 2008.

An example of SME involvement in such activities is the KIS 100 CLUB, which brings together the 100 most interesting and successful companies with high growth potential in the KIS area. The aim of the Club is to provide members with an opportunity to network with their peers and to develop new co-operation partnerships with businesses from other sectors and markets. In the first Venture Academies, which are related to the Club, about 50 SMEs received training on investor readiness in view of participating in venture contests.

An activity that illustrates the leveraging dimension is being conducted in early 2009 by KIS-PIMS: three of the participating MSs will launch a co-ordinated call for proposals using vouchers for a total value of about €3 million, which come from national sources, with the Community contribution being used only for co-ordination.

This example also illustrates the challenge to identify the benefiting SMEs and their break-down by countries: data protection and reporting efforts may prevent such data from being made available.

In 2008, two innovation related grants were awarded (see Annex 6):

- Europe INNOVA Conference: ad-hoc grant to the national French Ministry of Economy, Industry and Employment (MEIE) for the organisation of the 2nd Europe INNOVA Conference under the French EU presidency. Total amount committed in 2008 was €395,000.

- European Cluster Agenda Conference: ad-hoc grant to the national French Ministry of Economy, Industry and Employment (MEIE) for the organisation of a high-level ministerial conference under the French EU presidency. Total amount committed in 2008 was €150,000.

2008 saw the publication of the main calls for proposals of the work programme 2009 with an indicative total budget of €46 million. They concern PRO INNO Europe® and Europe INNOVA, including certain eco-innovation actions, as well as a network of public procurers in support of the Lead Market Initiative. The calls closed on 12 February 2009.

3 Eco-innovation measures

Eco-innovation activities are based on Article 14 of the CIP legal base.

The promotion of eco-innovation through the CIP contributes to the implementation of the Environmental Technologies Action Plan (ETAP). The aim of ETAP is to stimulate eco-innovation and encourage the take-up of environmental technologies on a broad scale. Measures support eco-innovative products, techniques, services or processes which aim at prevention or reduction of environmental impacts or which contribute to the optimal use of resources. As such, and in addition to ETAP implementation, those measures contribute to the implementation of the Community actions in the areas of the Climate Change Package, Action Plan on Sustainable Consumption and Production and Sustainable Industrial Policy and Lead Market Initiative.

Eco-innovation is a cross-cutting issue through three CIP sub-programmes. Within the EIP € 433 million is earmarked for specific support actions on eco-innovation. Most of this budget is aimed at removing barriers for better market penetration of environmental technologies and facilitating access to finance of eco-innovative SMEs in two ways: grants (Pilot and Market Replication Projects) and financial instruments.

Financial instruments5: Total budget assigned under the financial instruments foreseen for actions in the area of eco-innovation from 2007 to 2013 is €228 million. In 2007 €23 million was assigned and a further €26 million in 2008.

The High Growth and Innovative SME facility is the most significant in terms of budget. The CIP financial instruments are not directly available to SMEs but are implemented by the European Investment Fund (EIF) via selected financial intermediaries. The EIF operates the programme on behalf of the Commission with the aim of reaching as many growing SMEs as possible. It supports, among other sectors, investment funds active in eco-innovation. By the end of first quarter of 2009 three agreements with Venture Capital (VC) Funds investing in eco-innovation were signed and one approved, with EU commitments of nearly €54 million. EIF is in negotiation for further deals with VC funds targeting eco-innovative SMEs, 2009 outlook seems therefore positive and geographical coverage is on the increase. The eco-innovation budget was also supposed to contribute to the Seed Capital Action under the Capacity Building Scheme (Article 20 of the CIP legal base), but EIF withdrew its interest in the action (see Financial Instruments section for more information).

Eco-innovation pilot and market replication projects: From 2008 to 2013 €195 million is earmarked for pilot and market replication projects.

The 2008 call, with an indicative budget of €28 million, covered the following areas: materials recycling, sustainable buildings, food and drink industrial processes as well as green business and smart purchasing.

By the call deadline 134 proposals were submitted, with the biggest share for recycling. The call notably succeeded in addressing the Small and Medium-sized Enterprises market. In total, 74% of all 444 participants are SMEs coming from 33 countries.. Around 40 projects will be recommended for funding, with roughly 50% dealing with recycling. The negotiations with final beneficiaries are still ongoing in May 20096, but first indications show that roughly 175 participants from 25 countries will benefit from the first call.

The Executive Agency for Competitiveness and Innovation (EACI) is entrusted with the project management of this measure.

Networks of eco-innovative actors, with an indicative budget € 10 million. This instrument is implemented by DG Environment in close cooperation with DG ENTR. The first calls, with a budget of €5 million (action foreseen under 2009 EIP Work Programme), were launched in autumn 2008 and closed on 12 February 2009. At the time of writing this report the evaluation process is ongoing. For example, in the wider context of the European Innovation Platform on Eco-innovation, one part aims at establishing an Eco-Innovation Networked Observatory, which will provide essential and up-to-date analyses of environmental technology and eco-innovation markets.

4 Other grants awarded under the EIP

The EIP is to a large extent a policy-support programme. Therefore the amount of grants outside the areas already covered by the three blocks indicated above, is typically rather limited.

However, 2007 was an exceptional year for the EIP in this respect because the activities of the Euro Info Centres (EICs), the predecessor business support network, were prolonged for that year with an amount of € 8,36 million. This raised the number of “other” grants awarded in 2007 to 265, out of which 251 concerned the EICs. This represents a significantly higher number of grants than in normal years for the EIP.

Other grants awarded in 2007 also included the following:

- IPR awareness and enforcement: a call for proposals was published in March 2007 and led to the award of a grant to the IP-BASE consortium including 19 National Patent and Trade Marks Offices. The total amount committed in 2007 was of €6,2 million. The call was published in March 2007 and the end date for the project has been set for October 2010.

- Participation in WHO activities aimed at addressing counterfeiting problems in the pharmaceutical sector: the measure provides a financial contribution (ad hoc grant to WHO) for and participation in WHO anti-counterfeiting International Medicinal Task Force. The total amount committed in 2007 was of €192,000.

- Enterprise survey on the use of the ICT and the electronic commerce: co-funding (by grants to National Statistical Institutes) of Eurostat's survey "Enterprise survey on ICT usage and E-Commerce", which covers EU-25 and candidate countries and EFTA/EEA, with sample size of 100,000 enterprises. The total amount committed in 2007 was €0.5 million. The implementation started in the first quarter 2007 and the end date was December 2008.

- Peer reviews by the OECD on better regulation practices: the objective of the measure is improved understanding of Better Regulation practices and making recommendations for promoting best practices in the area of Better Regulation. The measure was implemented by a grant to the OECD. The total amount committed in 2007 was € 1 million. The agreement was signed in June 2007, and the implementation end date is planned for end 2009.

- Conference on improving governance: The total amount committed in 2007 for this conference held in Portugal was €75,000.

- Ibero-American medicinal products authorities meetings: Total amount committed in 2007 for this measure was €74,723.

In 2008, the number of “other” grants under the EIP was limited. Information can be given on the following measures:

- SME and craft enterprises participation in European Standardisation: the measure aims at supporting the involvement of SME in standardisation through a Framework Partnership Agreement with NORMAPME (European Office of Crafts, Trades and Small and Medium-Sized Enterprises for Standardisation). Four specific grants are in place since July 2008. The total amount committed in 2008 to the four actions was €996,492.99.

- Network for competitiveness and sustainability of European tourism: a call for proposals has been launched in May 2008 with the overall objective of providing added value in improving the sustainability performance of European tourism. Grants were awarded in December 2008. The total amount committed in 2008 was €276,255.20.

- European SMES Week and initiatives to foster entrepreneurship among target groups: A grant agreement was concluded with the Czech EU presidency to co-fund the closing event of the European Enterprise Award ceremony.

- Responsible competitiveness: fostering corporate social responsibility (CSR) in European industrial sectors: this action is designed to promote CSR by supporting multi-stakeholder initiatives with a cross-border dimension, and with a strong focus on SMEs. Three projects were selected in chemicals, textile and construction sectors, SMEs being the main target group. The total amount committed in 2008 for the 3 projects was €388,000. The implementation started in November 2008 and the end date is June 2010.

DG ENTR has published information on its website7 on all EIP grants of DG ENTR awarded in 2007, and will publish, before the end of June 2009, information on all such grants awarded in 2008. At the stage of finalising this report (March 2009) more detailed information on “other grants” awarded in 2008 is not yet available and cannot be annexed for that reason.

5 Financial Instruments

The provisions for the implementation of the CIP Financial instruments are laid down in Articles 17 to 20 of the CIP legal base. The specific objectives of financial instruments are to improve the access to finance for the start-up and growth of SMEs and to encourage the investment in innovation activities, including eco-innovation.

An amount of around €1.1 billion is allocated to the financial instruments of the Competitiveness and Innovation Framework Programme (CIP, 2007-2013), of which €228 million are earmarked for eco-innovation. In 2007, €142.1 million (€145.4 million including EFTA contributions) and, in 2008, €143 million (€150.4 million including EFTA contributions) were committed for these instruments.

The CIP financial instruments are not directly available to SMEs but are implemented by the European Investment Fund (EIF) via selected financial intermediaries. The EIF operates the programme on behalf of the Commission with the aim of reaching as many growing SMEs as possible. Small businesses can contact the selected financial intermediaries, in order to get access to investments or guaranteed lending. Depending on the SMEs stage of development and its particular financing needs, the CIP provides three types of instruments:

The HIGH GROWTH AND INNOVATIVE SME FACILITY (GIF), with a total indicative budget of €550 million for 2007-2013, provides:

• Risk capital for innovative SMEs in their early stages (GIF1) – the EIF typically invests 10-25% of the total funds raised by the intermediary venture capital fund;

• Risk capital for SMEs with high growth potential in their expansion phase (GIF2) – the EIF invests in funds focused on the expansion stage or specialised sectors, particularly eco-innovation. The EIF can invest 7.5-15% of the total funds raised by the intermediary venture capital fund.

In exceptional cases (e.g.: eco-innovation focus), the EIF can invest up to 50% (under GIF1) and up to 25% (under GIF2) in new funds likely to have a particularly strong catalytic role. In both cases, the maximum commitment for a single fund cannot exceed €30 million.

The SME GUARANTEE FACILITY (SMEG), with a total budget of €506 million for 2007-2013, provides co-, counter- and direct guarantees to financial intermediaries providing loans, mezzanine finance and equity to SMEs. The EIF establishes risk-sharing arrangements with intermediaries that provide finance directly to SMEs, such as banks, or with intermediaries that issue guarantees for the benefit of lending institutions. It covers:

• Guarantees for debt financing via loans or leasing: the aim is to reduce SMEs' difficulties in accessing finance either due to the perceived higher risk or to the lack of sufficient collateral.

• Guarantees for microloans: guarantees for loans of up to €25 000 to micro-enterprises with up to 9 employees, particularly for entrepreneurs starting a business. Financial

intermediaries may also receive some support to partially offset the high administrative costs of microloans.

• Guarantees to cover equity and quasi-equity investments in SMEs: they guarantee investments providing seed capital, capital in the start-up phase, mezzanine financing or risk capital operations to support businesses with up to 249 employees.

• Guarantees to support securitisation structures: guarantees can also be provided to support securitisation structures to assist financial intermediaries in mobilising debt finance for SMEs.

The SEED CAPITAL ACTION: following a call for expressions of interest sent to the International Financial Intermediaries mentioned in the CIP legal base (EBRD, CEB and EIB/EIF), only the EIF manifested interest in the management of this action. However, the EIF has subsequently changed its position, since it considers that the SCA is not really an appropriate instrument in current market circumstances. The Commission and the EIF are therefore examining whether part of budget not earmarked for eco-innovation allocated to the SCA might be used to support technology transfer activities, where there seems to be a major market failure, probably within the framework of the GIF. It should be noted that the mid-term evaluation of EIP is suggesting a refocusing of the CIP financial instruments on the main market-oriented instruments (GIF and SMEG) supporting competitiveness and growth.

Implementation status as of 31/03/2009

By the end of 2008, the full amount of budgetary Commitment appropriations for 2007 and 2008 had been committed by the Commission to approved deals. For recent deals the 2009 budget was used.

There is a strong pipeline of deals for 2009 and the 2009 budget is likely to be fully committed by the end of the year.

The High Growth and Innovative SME Facility (GIF)

By the end of first quarter 2009, under GIF, 15 deals with Venture Capital Funds have been approved, committing €173 million of EU investments.

Four of these Venture Capital Funds are investing in eco-innovation, with EU commitments of nearly €54 million.

The SME Guarantee Facility (SMEG)

By the end of the first quarter 2009, under SMEG, 16 deals with Financial Intermediaries have been approved, committing €112 million from the EU budget for guarantees or counter-guarantees.

In total, 31 deals with intermediaries in 17 countries have been approved under the financial instruments; some intermediaries (under GIF) have a multi-country focus, thus ensuring an even broader geographical coverage (19 countries covered in total).

By the end of 2008, more than 24,500 SMEs had received financing supported by the SMEG Facility. This corresponds to an increase by more than 12,000 SMEs in the 4th quarter of 2008, compared to the previous quarter.
