The Problem

• The small town you live it relies on fishing for food, as well as for trade

• Years of overfishing in the town has caused several types of fish to become extinct

• There is no other place to move to in your country where fishing is better

Group 1

• You are fishermen who need to fish to support your families

• You have been a fisherman all your life and do not know how to do anything else and the local government is not willing to pay for you to learn how to do anything else

• If you do not fish, you cannot eat or pay rent on your homes

Group 2

• You are members of an government environmental protection agency

• You want to put a 3 year halt to fishing in this town to allow the fish stocks to recover from overfishing

• You know if fishing doesn’t halt, all the fish will disappear and the people in the town will eventually have no way to support themselves
