Current Situation – Reaching Higher II
• In 2005, the Ontario Government announced “Reaching Higher” a five-year funding plan for Ontario post-secondary Institutions.
• COU is looking begin discussions with MTCU on the next five year funding plan set to begin in 2010-11.
• York should work now position itself as MTCU develops the new plan.
Elements of Reaching Higher
• Reaching Higher I had four key elements– Quality – Access – Growth – Health Human Resources
• Quality ~ $250 M allocated over 3 areas– Unfunded BIUs – General Quality– Special Projects
Elements of Reaching Higher
• Growth ~ $300 M – Focus on graduate expansion– Unexpected undergraduate expansion has been
problematic.
• Health Human Resources ~ $100 M – Undergraduate & postgraduate MD expansion– Small amount for clinical education

• Access ~ $30 M across several areas– Northern Grants– Bilingual Grants– First Generation – Students with Disabilities
Possibilities for Reaching Higher II
• Growth– GTA Growth will be a key focus– Enrolment Contracts– Mirrors York’s Strategic Growth to rebalance– Partnerships with other postsecondary partners.
• Quality
– Need to define what we mean by quality – Likely to continue the focus on pilot projects
