    200 New Buses AuthorizedTo Replace Trolleys Next March!

    THE PURCHASE of 200 new buses at a cost of some$6,000,000 was authorized at the Od. 23 meeting ofthe MTA Board.

    This purchase, which includes 100 from the FlxibleCo. and 100 from General Motors, is in addition tothe 100 authorized by the board last August at a costof some $3,000,000.

    A total of $9,000,000 for the 300 buses! (Thisfigure includes a rough estimate of the cost of prepara-tion for service in MTA shops.)

    The reason for the additional 200 coaches is aBoard decision to replace streetcars and trolley coacheswith buses on all remaining lines on Mar. 31, 1963,instead of the originally planned 1965, and the morerecently planned September, 1963.

    "Over the past 15 years," Executive Director C.M. Gilliss told the Board, "the cost of maintainingand operating these two classes of equipment (street-cars and trolley buses) has risen entirely out of pro-portion to the service they render. The crowded citiesof today make this equipment inefficient and morecostly than our riders can afford. Every major cityin the United States either has converted, or plans toconvert, its streetcar and trolley bus operations to themore flexible motor bus. I believe the last major con-version was Washington, D. C. about five or sixmonths ago.

    "Initially the Authority had authorized conversionnot later than 1965. In the face of the rising mainten-ance and operating costs for such equipment and indeference to the urgent requests from various cities,where street improvement projects have been held upbecause of the presence of streetcar tracks, that 1965target date was moved up to September, 1963."

    Mr. Gilliss pointed out several street projects which,he said, would "require a complete rebuilding of thestreetcar tracks to meet the standard of the streetimprovement. When a streetcar track is rebuilt thereis no middle ground—you replace the ties, you replacethe rails that are in bad order, and, in short, you build30 years of life into a streetcar track" which would beused only a relatively short time.

    Moving the changeover back from September toMarch 31, 1963, the Executive Director also pointedout, would eliminate the need for two shakeups inthe year, since a changeover next March could bereflected in the regular annual shakeup during thatmonth, whereas a changeover in September would callfor a second shakeup.

    The lines to be changed over include five street-car and two trolley coach routes. MTA's 162 street-cars operate on the West Jefferson-Huntington ParkLine J, the West Pico-East First St. Line P, theWhittier Blvd.-West Third St. Line F, the San PedroSt.-West Seventh St. Line S, and the Vernon Ave.-Vermont Ave. Line V. The 89 trolley coaches operateon the Brooklyn Ave.-Hooper Ave. Line 2 and theWest Sixth St.-Central Ave. Line 3.

    BENEFITS to Operators and thepublic alike are found in the mostcomprehensive expansion and rede-signing of public transit service in thehistory of the San Fernando Valley.The changes occurred on Sunday, No-vember 18.

    Thirty-five miles of new routingand line extensions, plus schedule im-provements on existing lines, wentinto effect on that date.

    Major features of the routing planare at least eight in number; and thereare numerous lesser changes.

    1. A 15-mile extension of Line 16,which up to that date had operatedalong Vineland Ave. between NorthHollywood and Sun Valley, was madewest from Sun Valley along TuxfordSt. and Roscoe Blvd. to FallbrookAve. in the west end of the Valley.The line will serve large areas for-merly without service.

    2. Extensions of Line 35 (WestValley Freeway Flyer) and Line 81(Pasadena-Hollywood-Ventura Blvd.)were made west along Vanowen St. toPlatt Ave. at the west end of the

    Valley; and also west on VenturaBlvd. from Yolanda Ave. to ValleyCircle Blvd., Woodland Hills.

    3. Rush-hour service was institutedin both directions on Line 35, insteadof only inbound service in the morn-ing and only outbound service in theTate afternoon.

    4. Line 93 (Los Angeles-NorthHollywood-Van Nuys) was extendedalong Van Nuys Blvd. northeastthrough Pacoima into the LakeviewTerrace District; and replaced Line 90

    5. Line 90 was extended into newterritory between Panorama City andGranada Hills, and now serves theSepulveda Veterans AdministrationHospital.

    6. Extension of former Line 74S(Van Nuys-San Fernando via Sepul-veda Blvd.) was made from Van Nuyssouth on Sepulveda to Sherman Oaks,and the number and narre of the linewas changed to Sherman Oaks-VanNuys-San Fernando Line 19.

    7. Line 86 was rerouted to provide

    through service between Los Angeles,Burbank, and North Hollywood. Theservice formerly provided on this linein the areas north and west of NorthHollywood (Van Nuys, PanoramaCity, and Pacoima) is now providedby Line 93.

    8. Line 87 has been added as abranch of Line 86. Operating betweenthe Valley Plaza (at Victory and Lau-rel Canyon Blvds.) and downtownBurbank over Victory Blvd., (onwhich street it replaces Line 14) thisline provides riders on Victory Blvd.through bus service to Los Angeles

    during weekday rush hours and allday Saturday, and connecting servicewith Line 86 at Burbank during baseperiods, Monday through Friday.

    During the rush hours, service onLine 87 is every 20 minutes instead ofevery 40 minutes: and in the baseperiod, every 30 minutes instead ofthe former 40.

    From Burbank, buses on Line 86-87operate to Los Angeles every 10 min-utes during rush hours, every 30 min-utes during base periods, and every30 minutes all day Saturday.

    BURBANK AREA BENEFITS

    A number of other changes are ofbenefit to residents of the North Holly-wood-Burbank area:

    Passengers who formerly traveledfrom Burbank to Hollywood via Line22 will now find that service is fasterand more frequent if they take Line86 on Olive Ave. and transfer to Line21 at Riverside Dr. and HollywoodWay.

    Line 21 has been extended fromLockheed Air Terminal into down-town Burbank, and frequency of serv-ice on this line between Hollywood,Lockheed Air Terminal and Burbankhas been stepped up from 60 to 39minutes. Some schedules 15 minutesapart are offered during rush hours,and service from 6:00 a.m. to mid-night is offered seven days a week.

    The 53 passengers a day who for-merly boarded Line 19 on BurbankBlvd. now have more frequent serviceavailable on either Hollywood Way,(Line 21), Magnolia Ave. (Line 14),or Victory Blvd. (Line 87).

    BENEFITS TO OPERATORS

    According to Senior TransportationEngineer Robert S. Korach, who en-gineered the changes, an effort wasmade "to make all routes operate ingenerally east-and-west or north-andsouth directions." As a result, hestated, although "some confusion atfirst will necessitate extra courtesy onthe part of Operators, once peoplelearn the routes it will be easier forthem to find their way around theValley. Hence, questions as to routeswill become fewer, and answers willbe simpler."

    The increase in service, especially onSundays, should prove pleasing to pas-sengers, the Senior TransportationEngineer said, pointing out that as anexample that there is now Sundayservice on Line 93 to Panorama City,and later night service on the sameline to Van Nuys.

    "The greatest benefit of all to Oper-ators," he concluded, "is that the ex-panded service will encourage moreriding—which, in turn, would tend to

    produce more jobs for Operators. It'sto the seif-interest of all drivers toencourage riding in every possibleway."

    POLLARD STATEMENT

    Martin Pollard, MTA Board mem-ber bong known for his civic leader-ship in the San Fernando Valley,where he resides, stated:

    "The improvements now being an-nounced have resulted from confer-ences with community and civic leadersin the Valley. The entire project de-monstrates MTA's faith in the Valleyand in the people who live and travelin and to and from the area."

    He pointed out that the service ex-pansion was inaugurated to keep pacewith the population explosion in theValley—from 200,000 people in 1947to almost a million in 1962.

    He also stated: "This new transitgrid is not proposed as the final an-swer to all Valley transportation Prob-lems, although we believe it to be amajor improvement. Undoubtedly, ad-ditional changes will have to be made

    in future months to reflect the ever-changing conditions."

    BOARD MEETS IN VALLEY

    In an unprecedented move, theMTA Board meeting at which the newValley service was approved was heldin the Valley instead of in the TransitAuthority Building in downtown LosAngeles. Valley residents were invitedto attend, and perhaps 50 came.

    The meeting was preceded by ahearing at which a number of civic,business, and governmental leaders ex-pressed their views on the plans. Mostwere favorable.

    A campaign to make Valley resi-dents aware of the new service inadvance of the effective date includednewspaper ads, distribution of time-tables and a special brochure alongthe routes, and radio "spots." A spe-cially painted bus advertising the "ex-plosion" is now operating along vari-ous Valley routes (see cover).

    As part of a new commercial agree-ment with Thrifty Drug Stores, time-tables in special display boxes will beplaced in the 20 stores located in theSan Fernando Valley.

    Without previous training in car-pentry or the other trades needed forthe purpose, Division 5 Operator OddKristofferson (the same man who ten-derly nursed the wounded pigeon-remember?) and his wife, Brynhild,are building a home they hope to com-plete by Christmas.

    They began last January to remodeland extend a 500-square-foot home,far from new, they bought to live inwhile they rebuilt it.

    "We got it cheap about three yearsago because of the condition it wasin," said the youthful-looking Oper-ator.

    His thoroughly American speechbetrays little, if any, indication thatsome seven years ago he could speakno English. Natives of Norway, heand his wife came to America in 1957,a year after they were married.

    "We're adding another 500 squarefeet to the house—a master bedroom,kitchen, bathroom, and den. We sub-contracted the plumbing, wiring, andsome of the plastering, but we've doneall the foundation work, framing, roof-

    ing, and linishing ourselves,'' Mr.Kristofferson said proudly. "The wholeinterior was finished and painted inlate October—except for one kitchencabinet.

    "My wife did all the sheeting androofing, and she and I together raiseda 22-foot green 4"x12" beam into theattic to support the roof so I couldremove a supporting partition in theold house. She has also done the paint-ing and laid most of the floor tile."

    "And I'm proud to say," Mrs. Krist-offerson interjected, "that my husbandhas neuer had to do anything over

    GROUND-BREAKING ceremoniesfor a new station in Riverside lastOd. 5 serve to call attention to oneof MTA's most productive agencies.

    In Riverside, MTA buses use thesame facilities as Greyhound, at 7thand Market Sts. Lewis F. Crosby isCommission Agent.

    The old (and present) station ison the southeast corner of the inter-section; the new station is being erectedon Market St. directly across from thepresent structure.

    The new station will be much likethe present joint MTA-Greyhounddepot in San Bernardino, Mr. Crosbysaid. (He also manages that station.)It will have 9300 square feet of floorspace, vinyl floors, acoustical ceilings,considerable wood paneling, indirectfluorescent lighting, and true air con-ditioning instead of mere air coolingas in the present station.

    Loading and unloading slips willbe placed at the rear of the new sta-tion, with canopy protection for pas-sengers. This arrangement will permitbuses to enter from the rear, from 7thSt., and depart by way of Market St.

    Agent Crosby will operate an at-tractive restaurant to be known as"Hamburger Heaven."

    The present station will be razedand the ground used for public park-ing—after the new station is ready foruse — "perhaps in February," theAgent said.

    Riverside agency brings in about$11,000 a month to the MTA trea-sury; it is second in rank among thecommission agencies as a producer ofMTA revenue, ranking next to LongBeach in that respect.

    "Some increase in revenue was ex-perienced at Riverside when MTAtook over the Riverside City Lines

    service in October, 1961," said Tho-mas N. Bristow, Supervisor of Stationsand Agencies. "We feel we can ex-pect still more revenue when the newstation is finished."

    Entering and leaving the station arethree interurban lines: Los Angeles-Pomona-Riverside-San Bernardino Line60V, Long Beach-Riverside Line 59,and Riverside-Arlington-La Sierra-Cor-ona Line 62.

    Local lines 99 and 82 make stopsadjacent to the depot at 7th and Mar-ket Sts.

    The Hemet Bus Line makes positiveconnections at Riverside Station withLine 60 coaches. California CoachLines buses to March Air Force Base,although without positive connectionwith MTA lines, stop at Riverside Sta-tion to pick up and discharge pas-sengers.

    As readers of THE EMBLEM (Oc-tober, 1961, issue) are aware, MTAhas a garage off Market St., about amile north of the station, for themaintenance of the 22 buses handledby some 45 Operators at RiversideTerminal-Division—a part of Division9, El Monte. Foreman James W. Wittis in charge of a maintenance forteof nine and their work, and also seesthat all runs are properly filled.

    again because of inspection require-ments, even though he's had no train-ing for this work."

    In order to give new life to the oldsection of the house, Mr. Kristoffer-son has replaced the old 2x4's in thewalls with new after first removingthe old plaster. Instead of putting innew plaster, he has used dry wall con-struction.

    The couple took out a small loan onthe house to begin with, but have beenbuying their materials from income asthey can afford them. Hence, they feelthey will have their home free andclear within a few years.

    Mrs. Kristofferson is no more ableto give full time to the home construc-tion than is her husband. She works ascashier in the officers' club mess, U. S.Air Force, Inglewood.

    Still more of the Kristoffersons' freetime has been consumed in night dass-es in U. S. citizenship. They took theircitizenship tests on Oct. 10, and passedwith their red, White, and blue colorsflying!

    As if all this were not enough,Mr. and Mrs. Kristofferson had ahome built on adjacent property thisyear for income purposes.

    "It takes care of itself," said Mr.Kristofferson. "The income from therent pays the mortgage, taxes, and up-keep. We expect to have it clear inabout 2 1/2 years."

    Something's New

    In Bus Stop Shelters

    ROOFED SHELTERS for waitingpa';sengers have recently been installedby the City of Hope at both the in-bound and the outbound bus stops onDuarte Road opposite the big hospitaland medical research center.

    Looking from the side like questionmarks, the shelters were designed byMark Holmes when he was PlantSuperintendent at City of Hope, andwere largely built and installed by hispersonnel, according to William M.Markey, Administrative Director ofthr hospital.

    Although differing slightly in ap-pearance, both shelters consist ofcurved steel supports covered by alumi-num slats, to form a canopy over awooden bench built into the support-ing structure. The supports are im-bedded in a concrete slab floor. Atake-one box for schedules has beenadded by Bill Weimer, CommunityRepresentative, MTA.

    Built on property of the Santa FeRailroad and the City of Duarte, theinbound shelter, when completed aboutthree months ago, was deeded by thehospital to that City.

    "It gets awfully hot out here attimes," said Mr. Markey, in explana-tion of the reason for building theshelters.

    Safety Trophy Goes toDivision 9 for Sept.

    DIVISION 9 took first place forSeptember in the Impruv-Ur-Recordcontest by accumulating 10 morepoints than Division 12, the second-place winner. The scores: Division 9,355 points; Division 12, 345.

    Operators at Division 12 reluctantlygave up possession of the safety tro-phy on Nov. 8, when it was formallypresented to the Operators at Division9 by C. H. Cantrell, Local Chair-man of the BRT. The BRT donatedthe trophy.

    Division 9 Superintendent W. A.Ullrich pointed out that Operators'atthe Riverside terminal, which is-underthe jurisdiction of Division 9 at ElMonte, aided materially in the Sep-tember victory.

    IN CARLSBAD CAVERNS—Division 1 Oper-atot and Mrs. Frank P. Danna, on vacation,recently made a camera tour of the famouscaves in southeastern New Mexico. "lt wasbeautiful down there," said Mr. Danna."Some rock formations were like grapevines,some like totem poles." The tour, he said,requires about 1 ih hours—"time well spent."

    Receives Special Honor

    A SPECIAL HONOR was givenWilliam T. Reynolds, Director of Pur-chasing and Stores, last Oct. 23.

    On that date he became the fiirstpublic agency purchasing official in theState of California to receive profes-sional certification.

    Fred S. Dean, Vice-Chairman ofthe Authority, presented Mr. Reynolds,at the Board meeting that day, theprofessional certificate granted by theCalifornia State, County, and Munici-pal Purchasing Agents' Association.

    The certificate, the Association said,represents quality and proficiency inpublic purchasing under a new pro-gram establishing standards in edu-cation, training, and experience con-sidered to be "on a level of the ac-counting, legal, and medical profes-sion."

    Mr. Reynolds has been head ofPurchasing and Stores for MTA sinceits inception, and was in the samecapacity for LATL from 1945 on.

    He is currently Chairman, NationalAffairs Committee, California State,County, and Municipal PurchasingAgents' Association; National Chair-man, Governmental, Educational, andInstitutional Buyers' Committee, Na-tional Association of PurchasingAgents; and a lecturer on the facultyof the USC School of Public Admin-istration.

    He was President of the PurchasingAgents Association of Los Angeles in

    1953-54, and was at one time a mem-ber of the advisory subcommittee onpurchasing of the California StateAssembly Interim Committee on Gov-ernmental Reorganization.

    Many articles on various phases ofpurchasing and stores activities havecome from the facile pen of Mr. Rey-nolds for trade and business publica-

    tions. His flair for writing is also in-dicated by the fact that at one time hewrote a newspaper column consistingof philosophical thoughts and maximson life and living.

    As a lecturer on various phases ofpurchasing and storekeeping, he hastaught at several universities besidesUSC.

    A husband and vife who had sev-eral times observed Operator Cure'scourtesy and helpfulness toward hispassengers on the Huntington Park-San Pedro Line 66 wrote a letter tothe Courtesy Department explainingsome of his courteous actions. Thisletter, plus an operating record hissuperiors say has improved greatly inthe past year, led to his selection.

    Mr. Cure is relatively new to MTA,having been in service only since 1959.

    Buses Next, Says Expert

    RAPID TRANSIT (grade-separatedroutes) is the safest form of trans-portation in American cities, the Na-tional Safety Congress was told Oct.30 by a nationally recognized transitexpert.

    This expert—David Q. Gaul, Execu-tive Secretary of the Institute for RapidTransit — referred his hearers to the1962 edition of Accident Facts to sup-port his statement that:

    "Surface transit by buses is saferthan travel in the private automobile,and rapid transit by elevated, subwayand 'open cut' routes is safer than thesurface buses."

    Accident Facts, Mr. Gaul said, indi-cates an accident death rate per 100,-000,000 miles of travel as 0.10 forrailroad passenger trains, 0.15 forbuses, and 2.2 for the private auto-mobile.

    Per billion miles traveled, thismeans: for rapid transit, one death;for buses, 11/2 deaths; for automo-biles, 22 deaths.
