On behalf of Epic 2000, Azonica Pty Ltd liaised directly with Adelaide Airport Ltd (ML) during 2010 regarding the proposed development, advising of the proposed maximum building height at Ray Street, Findon. ML's Airside Safety Manager, Mr Brett Eaton, advised as follows in April 2010:
The proposed development at approx 21.5m will be below protected airspace. The Obstacle Limitation Surface OLS which is the trigger for the airspace approval process is at approx 48. 5m at the site. As the development is below the OLS in accordance with the Airports Act (Protection of Airspace Regulations 1996) the airport can approve the development without the requirement for Dept of Infrastructure, Transport, and Regional Development and Local Government approvaL There is no requirement for a safety case.

Development should not exceed two storeys in height except where specified in the relevant policy area.
The proposed development includes one six-storey building, (which hosts administrative and recreational facilities at ground level), two four-storey buildings and one three-storey building. While the height of Buildings A, B and C exceed both this two-storey limit and the three-storey designation provided in the Integrated Medium Density Policy Area 20 provisions, the height is considered acceptable for the following reasons:
• The building height allows for increased dwelling density in a suitable location (eg. existing infrastructure, close proximity to facilities, services and public transport);
• The building height does not pose a safety hazard for airport operations (refer Section 4.0 of this report);
• The high-rise form of development restricts the building footprint, thus retaining land at grade for communal open space and active and passive recreational facilities, which contribute to a better quality of, life for the residents; and
• The design, siting and setbacks of the buildings minimise overlooking and overshadowing impacts for adjoining

• The increased building height allows for increased dwelling density in a suitable location (eg. Existing infrastructure, close proximity to facilities, services and public transport);
• The increased building height does not pose a safety hazard for airport operations (refer to Section 4.0 of this report);

In recognition of the scale of the proposed development, Buildings A and B are set back a minimum of 12.5m and 7.Om respectively from the front (western) boundary. Building A's southern setback increases above the ground level to minimise overshadowing impacts on the SAHT housing development on the site to the south. In acknowledgement of the single-storey nature of development to the north of the retirement village site, proposed Buildings B and C are proposed at a maximum height of four storeys and are set back a minimum of 14.2m from the northern boundary and visually separated from those dwellings by existing and planned trees (refer to the Landscape Concept Plan dated February 2011 and prepared by Garden Art Design). Sympathetic building heights of four storeys (Building C) and three storeys (Building D) are proposed along the eastern boundary of
the site, adjacent to the single-storey Meals on Wheels building. These buildings are set back 3.6m and 3.7m respectively from the rear boundary and will be visually separated from the Meals on Wheels facility by existing and future trees.
5. Attached is paper on Clean/jew screen and some details. Please take note of the heat penetration outcomes and yearly energy savings in air conditioning costs.
6. There is no link to the meals on wheels. As you will see in the drawings. 1800h block wall.
7.The Pyrus Vaizam Valiant is listed on the Fleming's Nursery website as reaching 9 metres www.flemings.com.au .
8. As you will read from the report as well as the drawings. Drawing number A04 shows width of carparks is 2700mm. The standard for aged accommodation carparks is 2600mm wide. That means we have 100mm wider.

subsequent meeting is as follows:

7. Clarity the landscape details; screening trees (ornamental pears) appear to be drawn at 9 metres but are they more likely to
have a mature height of 5 metres? What measures will ensure the trees will reach mature height?
8. Has the undercroft car park been designed for the needs of aged accommodation.

In relation to your query regarding the submission made by Planning Aspects in support of (Shanti Ditter) the representationby James Brown Memorial Trust you are advised that the submission was received on 4/7/11, which was within the period specified for representations. I would point out that the emails that I sent to you on 8 July 2011 with copies of the representations were sent as a matter of courtesy, and in the email I referred to the fact that the formal copies of the representations was forwarded to EPIC 2000 as required under the Development regulations on 7/7/11. This would have included the submission from Planning Aspects. I note
also that the matters raised in Shanti Ditters submission were addressed by you in your response to the matters raised by James
Brown Memorial Trust and other representors.

FINDON RETIREMENT VILLAGE
RESPONSE TO COUNCIL'S REQUEST FOR INFORMATION
We are in receipt of an email from you to Bronwyn O'Shea, dated 30 November 2011, seeking
additional information with respect to the proposed development of a retirement village
(DN 252/924/11). We have addressed the traffic and parking issues below (specifically, points 1, 2 and 8 of the email).
1. Capacity of Winona Street and surrounding road network to accommodate additional traffic movements and
information relating to any masterplan for the broader redevelopment.
As identified in our traffic and parking report relating to this development, MFY has
previously undertaken an analysis of the impact of this land division, which at the time
proposed construction of 130 townhouses/apartments, 60 detached and semi-detached
dwellings and 80 retirement village units. This would result in a forecast increase in traffic
for the entire land division of 1,528 trips per day, which would be distributed to Winona
Street, Winall Street and Wanda Street. This analysis identified that there would be a negligible increase in delays for drivers exiting the site via Winona Street.
Recently, the masterplanning for the site has been revisited, with the intention of seeking
Council approval for increased dwelling densities and as part of this review, the proposed
retirement village was increased to accommodate 163 dwellings. However, given that
retirement villages are very low traffic generators, this increase will not have a substantial
impact on the previous assessment which was undertaken. The NSW Roads and Traffic Authority's "Guide to Traffic Generating Developments" identifies that retirement villages generate traffic at a rate of 1-2 trips per dwelling per day, with 10% of these trips during
the pm peak hour. Adopting the higher rate, the proposed retirement village is forecast to
generate approximately 32 trips during the pm peak hour. These trips will be split between
drivers entering and exiting the site (say, 22 trips in and 10 trips out) and will be distributed
to both Findon and Grange Roads. These volumes are very low and as such, the impact of

the proposed retirement village on Winona Street will be minimal. Even if it was to
generate a rate of 3 spaces per dwelling, this would not alter this assessment.
While the proposed masterplanning for the site is yet to be finalised, we have also
provided advice to the developer with respect to a range of alternative options for
increased densities of development. While it would not normally be necessary for a land
division of this scale, we have undertaken microsimulation of the adjacent road network
using AIMSUN, with a view to identifying potential traffic impacts and whether road
upgrades would be warranted. To date, we have modelled the traffic impact assuming up
to approximately 280 apartments (albeit we note that this may not reflect the developer's
final position on this matter, as the masterplan is still the subject of review with respect to
the optimum outcomes for the site). However if this level of density was approved by
Council, this would increase the overall traffic that is forecast to be generated by the
subject development to approximately 2,500 trips per day.
As identified above, the traffic generated by the additional dwellings will have a number of
alternative routes to/from the site. As such, not all of the traffic exiting the site will do so
via Winona Street. This will be particularly the case during the pm peak hour, when the
majority of the existing traffic is generated by customers leaving the shopping centre. We
undertook surveys on a Thursday evening of the existing traffic on Winona Street, and
identified a peak hour demand of 68 cars (33 entering the site and 35 exiting the site). This
would suggest an existing volume of approximately 700 vehicles per day(based on the
peak hour comprising 10% of the total daily traffic). We note that this volume is only
present between the shopping centre access and Findon Road.
Even if one-third of the additional traffic generated by the subject land division was to use
Winona Street, this would result in total daily traffic volumes of approximately 1,500
vehicles per day which is within the typical range for a residential street (typically below
2,000 cars per day). Importantly, the section of Winona Street is not a residential street,
given that it also provides access to the shopping centre.
We would be happy to provide further detailed information with respect to the proposed
masterplanning and traffic impacts to Council as part of a consultative approach to the
future development of the site, and understand that this is likely to happen next year once
the masterplan has been refined. We do, however, reiterate that the approval of the
subject retirement village will have little bearing on the overall impact that any proposed
changes to the masterplan may have.
2. Adequacy of visitor parking and its accessibility for the development.
As identified in our report, the proposal is forecast to generate peak visitor parking
demand for 33 spaces, based on the RTA rates. The proposed car park will provide
sufficient parking for these visitors, with up to 12 using the at-grade car park and the
remainder within the basement car park (which will be designated and signposted for ease

of wayfinding). We note that it is not shown on the plans, but it is intended that visitors
will be able to access the basement car park via an intercom system.
8. Has the undercroft car park been designed for the needs of aged accommodation.
We confirm that the proposed car park has been overdesigned to account for aged drivers.
The dimensions of the car park will exceed the minimum requirements of the relevant
Australian Standard, as the aisles will be 6.2 m wide (minimum requirement would be
5.8 m) and the spaces will be 2.7 m wide(minimum requirement for full door opening
would be 2.6 m) In addition, a number of spaces will be designated for use by people with
disabilities, and gopher parking spaces will also be provided.
