What is EPIC+ in San Diego County?

● EPIC+ = Education, Process Improvements and

Compliance for Environmental Risk Reduction

● Began as Cal/EPA’s strategic vision and was a pilot

project in San Diego with the help of the BIOCOM and the

IEA for the biotech and R&D sectors

Project GOAL & OBJECTIVES

● Goal: Reduce non-compliance of Unified Program Agency violationsthrough education and outreach.

● Objectives:

1. Demonstrate that education and outreach can be effective tools in obtaining compliance from the regulated community; and

2. Establish a risk-based inspection process that can be used to assist in directing resources to areas of high risk and non-compliance.

Benefits of program participation

● Participants that have achieved performance standards will receive a certificate of program participation

● Reduced inspection frequency. 24 � 34 months

○ Annual large quantity medical waste inspections and/or annual underground storage tank inspections are still required, as applicable.

● 25% reduction in the Unified Program Facility Permit base fee, hazardous waste fees, and/or hazardous materials fees.

EPIC+ Program Eligibility

● A facility can be eligible after two routine inspections with fewer than

15 points

● New facilities can be eligible after their initial inspection (with fewer

than 15 points) if their “parent” company is in good standing in the

EPIC+ program

● Have at least one employee (may not be consultant or vendor), on an

annual basis, attend the EPIC+ seminar or complete online training

Violation Scoring System

• Must score fewer than 15 points during last two CUPA inspections.

• Violation “points” are aligned with the CUPA’s violation classification system (Class I, Class II & Minor)

How to Apply

● Complete the application (found on our website)

● Ensure that you’ve completed the EPIC+ training and have submitted

your HMBP within the past 365 days

● Submit the application to HMD (mail, email, fax)

● When approved and processed, you will receive an emailed letter from

HMD.

● Maintain your HMBP as current as complete annual training as

required. 15

• Requires the facility to know their:

• Last EPIC+ training

• Compliance history (last 2 inspections)

• Date of last HMBP certification

EPIC+ Online Training Program – NEW!

● HMD created revamped online training course (no-voice overs, easy

to update)

● Users have ability to self-enroll in training

● Annual training reminders to be sent via email

● Today’s annual seminar counts toward training (with a pre & post

quiz)

● 65 Facilities as of July 2018

● 11 Facilities joined the program since last year’s

seminar
