Greetings to our friends,

This is my fourth and last letter to you, since my term as President is ending. While I have been a part of ELCR since its founding in 1997, I could not have predicted the trajectory of these past twelve months. Our presence in the Horse Park, where we have organized monthly meetings for the 33 heads of national horse organizations, our growing list of Equestrian Partners (110 and rising, representing over 525,000 horse people), the strong financial support for our work in ’08, and our new partnerships with American Quarter Horse Association and the National Park Service, all show that ELCR has simply “taken off ” – at a gallop, one might say. It is as if, across the country, horse people are saying “OH!” and knowing that there are tools available to address their needs.

At AQHA, there is a new focus on providing their recreational riders with information and help with land issues. ELCR is working with AQHA to make this an effective outreach effort.

The startling growth of the Equestrian Partners program is another sign of the growing awareness and support in the horse world. Many of the members are small trail groups, already activists in their local region and passionate about maintaining access to riding and trails. We are delighted with the great diversity of new members, from breed to discipline organizations and industry suppliers.

ELCR is working to build our relationship with other agricultural groups such as the American Farmland Trust, while strengthening our relationship with the Land Trust Alliance and its 1700 member land trusts across the country. While we are challenged to broaden the traditional mindset of “protecting” land to include “working” lands, we must continue our efforts to educate horse owners to use “best management practices,” and to vastly improve the stewardship of our pastures and our shared trails.

Looking ahead, the greatest threat remains the loss of private land to development and continued reduction of pastures and land for hay production, which drives all horse keeping costs higher. This necessitates an increased focus on issues

of planning and zoning, which are always local in their administration. It is absolutely vital that horse owners be at the table in the local planning and zoning process. ELCR has produced an Economic Development pamphlet which argues for the high dollar business impact of horse related competition, and another, “Horses Make Good Neighbors,” both of which offer good reasons to include horse properties in local planning decisions. We will continue to help solve local challenges of a zoning nature, but the most successful strategy is for horsemen to be involved at every level in land use planning decisions.

Likewise, as public lands become key places for horse competition and recreation, our voices must be present as we collaborate with the public land managers, so that our access to trails and other places to ride is not lost to competing demands.

Thanks to the countless numbers of you who have been faithful believers in the mission of ELCR, we are today closer to achieving the founders’ vision of being the “go to” organization for horsemen for information and help on any matter pertaining to loss of land and access. We are nearer to being able to say that the horse world at large is waking up to the threat facing it than I would ever have imagined even two years ago.

We will continue to merit your support and to show you the results.

This point in our development is also a tribute to the vision, tenacity and determination of the ELCR Board members.

As we continue to knit together the wide world of horses, and to protect land to support them, may we never forget the debt we have to these four-legged friends, whose roles in our lives cannot be replaced.

2008 was a very exciting year for the Equestrian Partners program. On board were over 100 conservation-minded organizations from various sectors of the horse world—breeding; media; competition and discipline; equestrian parks and facilities; land conservation and stewardship; recreational riding and driving; government; and commercial. Though the economy faltered, the commitment of ELCR’s members did not, thus confirming that the time is now for horsemen to confront the issue of land loss.

ELCR made significant improvements to the Equestrian Partners program in 2008. For two examples, we upgraded electronic communications to members and formed a strategic alliance with the National Park Service to ensure that our members have all the information they need to benefit from the Rivers, Trails & Conservation Assistance program.

2009 will bring continued improvements to the Equestrian Partners program. Already we have amended the format of the quarterly conference calls to include presentations by experts on various aspects of horse land conservation. Soon we will implement an email list-serve and the program will offer more options for membership benefit levels.
