Indian Incentive Program

This program applies to any business, including Native American owned firms, with a Depart-ment of Defense (DoD) prime contract or sub-tier contract of over $500,000 who subcontracts to

Indian owned firms. (Only one incentive payment per contract allowed.)

Businesses are eligible for the incentive payments by inserting: • Federal Acquisition Regulation (FAR) Clause 52.226-1, (Utilization of Indian Organizations and Indian Owned Economic Enterprises) • Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.226-7001 (Utilization of Indian Organizations, Indian Owned Economic Enterprises and Native Hawaiian Small Business Concerns) in the contract.

The prime may request these clauses be added at any time during the performance of the contract. The size of the prime or sub-tier contractor is not a factor in determining eligibility;

the size of the business may be small or large.

How to ParticipateStep One:Prime contractors (regardless of size) submit requests for incentive payments to the appropriate DoD contracting office. Requests should contain the following: • Citation of FAR Clause 52.226-1 and/or DFARS Clause 252.226-7001 in the DoD contract. • Copies of subcontractor’s invoices and summary statement. • Total payment of subcontract and calculation for 5% rebate. • Subcontractor’s status as an Indian or Hawaiian owned economic enterprise pursu ant to the above cited FAR and DFAR Clauses.

Step Two:The DoD Contracting Officer’s role in the participation process includes the following (pursuant to step one occurring). • Review and verify documents received. • Forward request and verification summary for incentive payment to DoD OSBP Office. This office will provide the funding. • Provide e-mail address, telephone, and fax numbers of the DoD Contracting Officer and the POC to receive the Military Inter Departmental Purchase Request, Form DD Form 448 (MIPR).

The Department of Defense (DoD) Indian Incentive Program (IIP) strives to provide opportunities to Indian organizations Indian owned economic enterprises, and Native Hawaiian business

concerns by providing for the payment of 5 (five) percent of the total amount subcontracted to them at any sub-tier when authorized under the terms of the contract.
