Project Snapshot 1 – Development of a e-governance portal for the Delhi

Electricity Regulatory Commission

THE CHALLENGE

DERC is a Govt of Delhi body which oversees the Electricity tariffs and regulations and policies

concerning power and power distribution throughout the capital state of New Delhi, India.

India’s government policies envisage E-governance as part of its vision for the 21st century.

As part of this drive made by the central government state government bodies like DERC have

also provided a public interface to most of its activities as part of transparent governance.

Espire was chosen to be the IT partner of DERC to provide IT services as part of this E-

governance initiative.

Features of the Applications developed

In addition, the Web site provides the facility for online recruitment and legal petition

management.

The online recruitment module provided users to apply for a job online. It allowed the

administrators to publish jobs vacant at DERC and to view all online applications made throughthe system.

The petition module allowed the legal division at DERC to publish all the legal petition

information available to the public. The general public is able to search and track the progress

of there cases running at DERC. Petitions here involve legal cases which were being arbitrated

by DERC. These could be by two power companies or by any individual citizen against any

power company. Here the entire workflow pertaining to a legal petition is tracked through the

system which is from filing a petition to hearing of the petitions to a final order being passed.

This includes review and appeal petition management.

Espire's team participated through the design, development, test and deployment phases of 

the Web portal. Espire's team worked closely with SME’s at DERC and ensured that the portal

was delivered true to the specifications and requirements provided by DERC while adhering tothe stringent Web site usability and accessibility criteria set by the independent consultants

and external agencies such as the NIC (National Information Centre, the IT statutory arm of the

Govt of India) engaged by DERC.

Project Snapshot 2 – Development of MS SharePoint based Portal for a

world bank supported organization

THE CLIENT

The client was established in May 1999 with the support of the World Bank. It aims to provide

high quality capacity building and training on infrastructure regulation, and related topics, in

South Asia and to stimulate research on the subject by building a network of regional and

international institutions and individuals that are active in the field. It also aims at facilitating

effective and efficient regulation of utility and infrastructure industries, initiate beneficial

exchange of knowledge and expertise, and set the trend of rapid implementation of global best

practices.

THE VISION

SAFIR aims to provide high quality capacity building and training on infrastructure regulation,

and related topics, in South Asia. Specific objectives of SAFIR are: 

  Provide a platform for experience sharing amongst the regulators of the region

  Build regulatory decision-making and response capacity in South Asia

  Facilitate the regulatory process

  Conduct training programs to serve regulatory agencies and other stakeholders

  Spur research on regulatory issues

  Provide a databank of information relating to regulatory reform processes and

experiences

  Create Awareness about the need for Infrastructure development across geographies.

THE CHALLENGE

The client had their Virtual Working group which met to discuss various issues. These groups

consisted of members spread across various South Asian Countries. The challenge was to

provide them with a platform where they could discuss and read about issues related to

infrastructure development.

Espire redesigned the whole web portal with various advanced functionalities and interfaces as

required to make it as user friendly as possible with enhanced CMS capabilities and richer look

Tourism Promotion Web Portals

THE CHALLENGE

While VisitBritain had an existing Web site for promoting Britain; it had to be designed and

developed afresh to serve the business needs. However, for England, the Web sites were to be

designed and developed from ground up. For promoting England, a suite of 5 Web sites

(variants) and for promoting Britain, a suite of 48 Web sites (variants) was thought of. These

Web sites needed not just to provide information on tourism in England and Britain, hotel

accommodation, and various events & attractions, but also ensure that England and Britain

were positioned in the customers' mindscape as the choicest tourist destinations.

Espire also implemented the Tridion CMS v5.2 in the Web sites. It ensured maintenance of 

various types of data and access of data at other sources across the network, thereby aptly

addressing VisitBritain's business objectives. It provided comprehensive functionality to

VisitBritain, applying strategic content to its Internet, Intranet and Extranet sites. It also

incorporated workflow management and the ability to allow content to be used for non-Web

purposes, such as brochures, PDF f iles and other marketing collaterals.

Project Snapshot 4 – Developing webportal for a leader in education

sector

Client

Client is a major education provider in India. Client has impeccable infrastructure facilities for

quality teaching and learning activities spread all over India. The beautiful school buildings take

care of children at every step. Client’s school campus provides extensive support for the

physical development of the child. Every part of the system & infrastructure is unique and

brings with it a distinctive charm to the learners.

Challenge Client wanted to have a web based School Management System with different modules like

Student Management System, Human Resource Management, Client Management System and

Project Management System. Each of these systems has different set of users and needed to

have different access credentials. The Client desired to have a Single Sign-on (SSO) access

mechanism.

Espire Offering

Espire developed a School Management System with all the required modules. The application

was a web based system, where user can access the system both from Internet and Intranet.

The user needs to sign one time to get access to all the embedded system in the portal.

Reverse function “Single Sign Off” was also implemented in the developed application. The

system was designed to minimize the number of times that users must type their ID and

password to sign into multiple applications. The E-SSO solution automatically logs users in, and

acts as a password-filler where automatic login is not possible
