SWMOA News
Fellow Members,
SWMOA is currently in its eighth year as an organization and an affiliate of AMTA. We’re no longer a fledgling association comprised of a handful of operators, but have demonstrated longevity and capability in our continued dedication to our membership and delivery of successful programs. We’re currently planning our 7th Annual Symposium and our 2014 one-day workshops. Next year, we’ll be putting on a pre-conference workshop at AWWA/AMTA MTC14 as well as hosting a joint workshop with AMTA. We’re looking to crank it up even further and hope to deliver a Membrane Operator Certification (MOC) school sometime in the coming future. We’ve reached out to new and future operators through local colleges in an effort to expand their understanding of this industry and increase the pool of SWMOA members. And while all of this requires a lot of effort from our volunteer board members, we are committed to carrying on with the good work of SWMOA.
The next election cycle marks the end of our last founding member’s final term. I, myself, will only have one year remaining on the board, as term limits will require my exit. While it saddens me to think that one day soon I will not be directly involved in the progression and future of SWMOA, I recognize that our organization will be left in very capable hands. As board seats become empty, new bodies will be required to fill them, because many hands make light work. Are you ready yet?
SWMOA will need your help in continuing this great organization. Remember, change is a good thing, and so are term limits.

It seems like yesterday we were all thinking about summer vacations and getting away. Fast forward to today. Winter is here and we all know what that means: the holidays are right around the corner – literally! As they say, time flies when you’re having fun, although I’ve always wondered who “they” really are. Our SWMOA President reminded me that our Association is eight years old and next year, we’ll be hosting our 7th Annual Symposium. Would “they” say it has been all fun and games? I cannot say. As a first-term board member, I can say it has been fun, exciting and most challenging. While these challenges are often transparent to our membership, the rewards are not.
Closing out the year strong with multiple workshops and a growing membership, SWMOA’s planning to pick back up with even higher profile workshops at exciting venues such as Newport Beach and Las Vegas! A Membrane Operator Certification (MOC) program through SWMOA – that’s also on the horizon. The way things are shaping up, I have a feeling “they” are going to be correct again - time will fly come 2014! Yes it will be fun, but challenging too. I would like to present the Winter 2013 newsletter. I am proud to highlight the accomplishments of our member’s efforts to expand the value and outreach of the Association

At SWMOA’s 2013 Annual Symposium in San Diego, Jim Medanich of Piedmont Pacific Corporation generously hosted a scouting event of sorts, taking several SWMOA members in search of membrane treatment plants. But rather than be bogged down by Southern California traffic, the trip was performed from the air, ensuring a rapid return to the symposium. Plants surveyed included the future site of the Carlsbad Desalination Treatment Plant (Carlsbad, CA), the Terminal Island AWTP (Long Beach, CA), and the Avalon Water Treatment Plant on Santa Catalina Island. Seven months later, SWMOA was sad to learn of Jim’s passing on November 9, 2013 after a brief illness. Jim dedicated his career to desalination, where his training in metallurgy ultimately advanced the industry. Materials of construction typically used for mechanical couplings consisted of carbon steel, which was prone to corrosion and failure. Recognizing this, Jim’s efforts resulted in the development and offering of a stainless steel line of couplings tailored for RO applications which became an industry standard. Jim’s dedication and personality were as strong as the materials he worked with – quite fitting for a true Man of Steel, who will be missed by many. Jim is survived by his wife Ursula, daughters Laura and Val, and two grandchildren.

AB-145: The proposed bill transfers all authority, purposes, responsibilities and jurisdiction over the State of California Safe Drinking Water Act (SDWA) and Safe Drinking Water State Revolving Fund (SRF) from CA Department of Public Health (CDPH) to State Water Resources Control Board (SWRCB) effective FY 2014‐15. After passing the Assembly, the bill was placed on the suspense file Aug. 30. As the 2013-2014 Legislature adjourned, AB-145 remained in the Senate Appropriations Committee as a two-year bill. Look for expanded coverage from other SWMOA States next edition!

“Membrane Plants from the Operator’s Point of View”
“I want to see more presentations by operators” – by far the most common feedback we receive following our Symposiums and Workshops. Well, we’ve heard you. And not only that, we’ve found four of your peers that are willing to stand up and tell their story. SWMOA will be hosting a half-day pre-conference workshop at next year’s AWWA/AMTA MTC14 in Las Vegas, NV. All topics will be presented by real membrane treatment operators, and the session will even include round-table discussions between the presenters and the attendees. There will be several pre-conference workshops to choose from, but if you want to hear membrane operators ‘tell it like it is’, then this is the workshop for you!

Sweetwater Authority will be hosting a one day technology transfer at their Reynolds Desalination Facility. Topics will include Plant Introduction and Overview, Well Construction, A Day in the Life of an Operator, Iron and Manganese Removal Systems, Antiscalant Chemistry, Membrane Element Construction, Autopsy, Desal Permitting; and conclude with an update on the Carlsbad Poseidon Project. The event will start at 8:00am and conclude by 3:30pm with CEU credits available. Space is limited to 65 people.

“There is No “Wine-ing” with Membranes”
On behalf of the SWMOA Annual Symposium Program Committee, we are happy to announce our 7th Annual 2014 SWMOA Symposium. SWMOA is dedicated to help educate and train owners and operators of membrane systems to be as prepared as possible for upcoming opportunities. Learn from your colleagues on what they are doing, and be as educated as possible on what the industry has to offer, while earning contact hours.
The 2014 Symposium will be held in Santa Rosa, California at the beautiful Hyatt Vineyard Creek Hotel and Spa May 5 - May 7. The program committee is currently working on setting up sponsors and speakers. Please contact me, Christiana Daisy ([email protected]), if you are interested in being a sponsor or speaker. We welcome any and all participation! We will keep you posted as we make progress.

Mesa Water District (MWD) in Costa Mesa, CA hosted on a one day workshop on Oct. 24, 2013. The program, titled “A Day in the Life…Mesa Water’s NF Facility” focused on MWD’s Mesa Water Reliability Facility (MWRF), a state of the art nanofiltration system designed to remove color from a deep well source. The MWRF was designed and constructed to remove the amber color, which originates from organic material contributed by an ancient redwood forest buried deep beneath the
Mesa service area. Approximately 25 attendees were greeted with a warm and inviting welcome from MWD General Manager, Paul Shoenberger. Attendees also learned about MWD’s mission, the MWRF facility design and construction, the first year of operational performance, and the plant’s post-treatment needs. Presentations by MWD’s staff, including the Water Quality Manager, Engineering & Operations Manager, Water Treatment Operator, and Distribution System Operator, ensured that attendees understood exactly what
it takes to operate and maintain this membrane facility and the downstream distribution system. SWMOA truly appreciates all the support this agency has provided throughout the years, and this one-day workshop was just the icing on the cake.

Attendees at SWMOA’s workshop hosted by the City of Stockton on Oct. 22, 2013 were educated on the Delta Water Supply Project. This facility
consists of solids settling, ozone treatment, flocculation and sedimentation as pretreatment to membrane filtration. More than 30 attendees toured the campus with Chief Plant Operator Bret Beaudreau, getting an up close look at each of these processes and a full understanding of their operational needs. In addition to classroom presentations on the project, attendees also learned about nearby membrane
filtration facilities at the City of Lodi and Yuba City. There was discussion of chemical treatment for NOM removal; overviews of the plant SCADA control system, usage of the Hach WIMS software, and the electronic O&M manual; as well as residual minimization. Staying true to our origins, the workshop also included thorough discussion of the Siemens CP membrane system, as well as operational and cleaning experiences since startup. The Stockton staff did an awesome job putting this workshop on, and the attendees learned a lot!

West Basin MWD was very excited to host the “A Day in the Life of an MF/RO Operator” Workshop on December 5, 2013. West Basin is an innovative public agency that provides drinking and recycled water to its 185-square mile service area. The Edward C. Little Water Recycling Facility (ELWRF) is the largest water recycling facility of its kind in the United States and is the only treatment facility in the country that produces five different qualities of "designer" or custom-made recycled water that meet the unique needs of West Basin’s municipal, commercial and industrial customers.
The five types of designer water include:
Tertiary Water (Title 22) for a wide variety of industrial and irrigation uses
Nitrified Water for industrial cooling towers
Softened Reverse Osmosis Water: Secondary treated wastewater purified by micro-filtration (MF), followed by reverse osmosis (RO), and disinfection for groundwater recharge
Pure Reverse Osmosis Water for refinery low-pressure boiler feed water
Ultra-Pure Reverse Osmosis Water for refinery high-pressure boiler feed water
The workshop focused on the water treatment operator’s role and their importance at a membrane water treatment facility. The workshop participants received:
an overview of West Basin MWD
the history of West Basin’s water recycling facilities and how the operator’s role has evolved in response to four expansions
the important role of an operator from a project’s inception to commissioning
an operator panel discussion with questions and answers
an understanding of support of the laboratory, maintenance, process engineer, and safety to the operator
a discussion of: troubleshooting membranes, practical membrane experiences, use of a thermal camera during a clean-in-place to determine plugging or dead zones
a tour of an ozone system installed to mitigate membrane fouling
The feedback from the audience was that it was a very practical workshop and provided a good perspective from the operator’s point of view.

Aneliese at Trevi Systems would like to provide insight regarding a technology that we’re hearing more and more about – forward osmosis. This system uses a proprietary membrane and a unique draw solution that allows the draw solute to be separated from the recovered water using thermal heat. Kevin Alexander has been appointed Vice President and West Regional Manager at Hazen and Sawyer. A sponsor of numerous SWMOA events, he has extensive experience in procurement and contract negotiation for more than 30 membrane systems including MF, RO, and MBR systems. He has been the lead membrane process and design expert on some of the most prominent indirect potable reuse projects in the U.S. Previously, Kevin served as the Vice President of Separation Processes, Inc., Carlsbad, CA. SPI has maintained its long-standing membership in SWMOA, and is a gracious supporter of our Association. Congratulations Kevin!

SWMOA was formed in 2006 as an affiliate of the American Membrane
Technology Association (AMTA). It is dedicated to the improvement of the
quality of water supplies through desalting, reuse, and other water sciences. The
Association's members are concerned with design, research and development,
equipment manufacture, operation and maintenance, environmental regulations
and legislation.
The Association's objectives include promotion, to the public and to elected
officials, of available technologies that improve water quality; education, training,
and certification of plant operation personnel; communication within the
membership; development of meaningful interface with regulatory agencies;
technology transfer; and protection of the environment.
The Association is committed to the advancement of its objectives throughout
the Southwest United States region including but not limited to Arizona,
California, Hawaii, Nevada, Utah, Colorado, and New Mexico within the limits
of its resources.
