Work harmoniously togetherfor rice sector development

There is an urgent need for food sufficiencyacross the globe due to climate change. In Asia,regional food security is closely interrelatedwith rice market. Being an agro-based country,it is required for Myanmar to put more effortsfor development of rice production businessesand rice sector.

Boosting rice production calls for variouskinds of ways and means. In agricultural sector,the government is encouraging in reclamationof more vacant farmlands for agriculturalpurpose and implementation of mechanizedfarming on a wider scale. It is vital not only toextend arable land but also to boost per acreyield. Fully use of farm equipment and adequatesupply of quality paddy strains are points thatshould be taken into consideration.

Rice and paddy companies are to make all-out efforts in the process of providing qualitypaddy strains. It is required to place emphasison quality of rice in order to be marketable ininternational market. Ensuring quality rice callsfor minimizing loss and wastage during theperiod from harvest to storage. Assistance is tobe provided for fully use of driers and combinedharvesters.

Now is the time the government is strivingfor rural development and poverty alleviation.Only with more production of quality rice, willfarmers be able to generate more incomes.Cultivation of summer paddy as a major crop inirrigated farmlands effectively, use of newquality paddy strains and applying goodagricultural methods on a wider scale are ofvital importance to boosting rice production.

Moreover, rice and paddy companies are torender necessary assistance for ensuring costefficiency in rice and agricultural cropsproduction, having access to reliable marketand fetching good price.

Rice and paddy business is wide.Development of rice sector needs collaborativeefforts. Only when rice and paddy companiesand rice and paddy entrepreneurs includingdepartments concerned worked harmoniouslytogether, will the rice sector develop, therebygenerating more incomes for farmers.

At least 25 people diedin the northeastern Indianstate of Sikkim after the6.9 magnitude quake hitthe region Sunday evening,police said.

UN appeals for $356 million to help flood-hitPakistan

ISLAMABAD, 19 Sept—The United Nations on Sunday launched an appeal to raise 356 million USdollars under its ‘Rapid Response Plan 2011’to provide emergency relief to the flood- hit areasin southern and southwestern Pakistan.

The Rapid Response Plan 2011 was launched by Humanitarian Coordinator of United Nations, TimoPakkala, at a ceremony in Islamabad on the appeal made by Pakistani President Asif Ali Zardari whenhe phoned the UN Secretary General Ban Ki-moon for generating funds to help the affected people.

The UN representative said the plan was initially to provide shelter, food, medicines and cleandrinking water in the affected Sindh and Balochistan Provinces.

Timo Pakkala said this plan was for initial response to the needs and demands of the flood victimsand it will be reviewed after 45 days.

He said the UN has already started supply of food, shelter, medicines and other basic needs of lifeto the flood affected areas without waiting for the funds to be generated. He said, with the presentresources of Pakistan government, only 30 percent of needed shelter could be provided to the homelessvictims.

He said 1.8 million people have been displaced and 64 percent of people in the flood-hit areas arewithout clean drinking water while 67 percent of food stock had been destroyed.—Xinhua

Air Force pilot and instructor John “Jack” Mangancrashed and burst into flames before hundreds of stunnedspectators. The pilot died but no fans were injured.

As investigators in both crashes worked to determinecauses, pilots and experts were perplexed by the lack ofexplosion in Reno. It could have meant many moreinjured and killed.

“We are in the early stage of this investigation andwill be looking at this as part of our investigation,”National Transportation Safety Board spokesman TerryWilliams said Sunday.

AngloGold chief sees gold at $2,200/ozby 2012

CRIPPLE CREEK, (Colo) 19 Sept—The chiefexecutive of AngloGold Ashanti Ltd said he expectsgold prices to hit $2,200 an ounce by next year andhinted the South African miner could boost itsdividend. The bullish forecast from CEO MarkCutifani on Sunday comes as the uneasy economiclandscape — including an unstable euro, recentlyhamstrung Swiss franc and tenuous US debt situation— push investors into the precious metal.

“Given that we’ve already seen $1,900 (perounce) gold, I don’t think it’s unreasonable toexpect a price going up to $2,000, even $2,200,”Cutifani told Reuters during a tour of AngloGold’sCripple Creek & Victor mine in Colorado.

“It’s based on what’s happening in the markets,

the issues in the US and Europe.” The price of goldhas jumped about 40 percent in the past 12 monthsalone. Spot prices are currently trading around$1,800 an ounce. “We’re making cash at anythingabove $1,000 an ounce,” Cutifani said. “So we’repretty well-positioned now.”

Cutifani and other mining executives will meetin Colorado Springs, Colorado, this week for theannual Denver Gold Forum, one of the largestgatherings of its kind in the world.

Forecasts for the price of gold will be the talk ofthe town, but many investors also will be pepperingCEOs with requests for higher dividend payouts.

While Johannesburg-based AngloGold raisedits dividend last month to 12 cents per share, itsdividend yield is roughly 45 percent of BarrickGold’s the world’s largest miner and a majorcompetitor. Asian markets fall on new Europe fears NEW YORK, 19 Sept—Asian stock markets fell

on Monday after European finance heads failed toagree a plan to solve the region’s debt woes, whilethey also put off a decision on releasing rescuefunds to Greece.

Hong Kong fell 2.05 percent, Sydney was 1.81percent down, Seoul shed 1.03 percent and Shanghaiwas 1.31 percent lower.

Tokyo was closed for a public holiday.Asian markets had rallied before the meeting on

Friday after the European Central Bank and its US,Japanese, Swiss and British counterparts offered toinject US dollars into lenders squeezed by Europe’sdebt crisis.

However Credit Agricole said in a note toclients: “Any improvement in sentiment followingthe US dollar liquidity announcement by variouscentral banks last week is already filtering awayagainst the background of EU officials’ failure tomake any headway over the weekend.”

The downbeat news from Poland put freshdownward pressure on the euro Monday, virtuallywiping out its strong gains on the back of the centralbanks’ move. The single currency was at $1.3663in early Asian trade, from $1.3802 late Friday inNew York, and at 105.06 yen, from 105.91 yen.

Sangamo gene therapyshows promise in

reducing HIVNEW YORK, 19 Sept—An early stage trial of

Sangamo BioSciences Inc’s HIV treatment foundthat the gene therapy reduced levels of the virus andeven eliminated it in one patient with a naturallyoccurring gene mutation.

The very small Phase 1 trial tested the SB-728-T gene therapy, which is designed to disrupt theCCR5 gene used by HIV to infect cells of theimmune system.

If shown to be safe and effective, the treatmentcould end the need for the antiretroviral drugs nowused to keep the virus that causes AIDS in check bysuppressing viral replication in the blood.

Trial results presented in Chicago on Sunday atthe Interscience Conference on AntimicrobialAgents and Chemotherapy show a “statisticallysignificant relationship between estimatedmodification of both copies of the CCR5 gene andviral load,” said Dr Carl June, trial investigator anddirector of translational research at the Universityof Pennsylvania’s cancer research institute.

In a statement, June said the results suggest theneed to increase the frequency of the modified cellsin HIV-infected patients, which could lead to a“functional cure” for AIDS, but the means ofachieving this have not been clarified.

Sangamo said earlier this year that a singleinfusion of the treatment improved immune systemdamage in nearly all of the subjects analyzed in thefirst trial of the therapy in humans.

The 10 patients in the trial were on antiretroviraltherapy when the study began. After four weeks,six of them went on a “treatment interruption,”during which they stopped taking antiviralmedication for 12 weeks.

Not enough kids drink low-fatmilk, US Study Finds

WASHINGTON , 19 Sept—Not enough childrenand teens drink low-fat milk, a new report from theUS Centres for Disease Control and Preventionreveals. Drinking milk is important for children’sbone health, but CDC experts advise that althoughyoung people need the calcium, vitamin D andother nutrients found in milk, children aged 2 andolder should consume low-fat milk and milkproducts to avoid unnecessary fat and calories.

The research, published in a CDC report titled“Low-fat Milk Consumption Among Children andAdolescents in the United States, 2007-2008,”showed that about 73 percent of children and teensdrink milk, but only about 20 percent of them saythey usually drink low-fat milk (skim or 1 percent).

Meanwhile, the 2007-2008 National Health andNutrition Examination Survey also revealed that about45 percent drink reduced-fat milk (2 percent) and 32percent reported they drink whole milk regularly.

Older children and teens drink low-fat milkmore often than younger children. Although 13percent of kids aged 2 to 5 usually drink low-fatmilk, 21 percent of kids aged 6 to 11 years said theydo, along with 23 percent of teens aged 12 to 19.

Ethnicity and income also seem to play a role inthe type of milk children consume. White childrendrink low-fat milk more often than black or Hispanicchildren. About 28 percent of the white participantssaid low-fat milk was their usual milk type, comparedto just 5 percent of blacks and 10 percent ofHispanics.—Internet

Deep oceans put global warming on temporaryHiatus

WASHINGTON, 19Sept—The world isprojected to continuewarming over thecentury; however, theincrease isn’t expected tobe a smooth one.Projections show thattemperatures will likelystabilize for periods as longas a decade before thewarming continues.

So where is that extraheat going? The deepoceans, scientists say.

“We will see globalwarming go throughhiatus periods in thefuture,” said GeraldMeehl, lead author of anew study that connectswarming hiatuses withabsorption of heat by thedeep ocean and a scientistat the National Centre forAtmospheric Research(NCAR) in Colorado.“However, these periodswould likely last onlyabout a decade or so, andwarming would thenresume. This study

illustrates one reason whyglobal temperatures do notsimply rise in a straightline.” To figure out wherethe heat was going, Meehland his colleagues ran fivesimulations on a computermodel that portrayscomplex interactionsbetween the atmosphere,land, oceans and sea ice.

“This study suggeststhe missing energy hasindeed been buried in theocean,” said KevinTrenberth, a study authorand NCAR scientist.“The heat has notdisappeared and so itcannot be ignored. It musthave con-sequences.”Their study showed thatthe deep-ocean ab-sorption of heat had afamiliar effect. During ahiatus period, sea-surface temperaturesdecreased across thetropical Pacific, whileincreasing in the higherlatitudes.

This pattern re-sembles that of a La Niñaevent (El Niño’scounterpart), a climatepattern marked by coolertropical Pacific tem-peratures.

The BLM says the earliest beavers were found inGermany 10 to 12 million years ago and the animalsspread across Asia, eventually crossing the BeringLand Bridge to North America.

The previous earliest known records of livingbeavers in North America, from about 5 millionyears ago, were from Nebraska, California, andnorthern Oregon.

BEIJING, 19 sept—China on Monday announced the successful launch ofa communications satellite, a move that brings it closer to launching a testmodule for its own space station.

The official Xinhua news agency said a Long March-3B rocket fired thesatellite into space shortly after midnight from a launch site in SichuanProvince. Xinhua said the satellite will provide high-quality voicecommunication, broadcast and data transmission services for users acrossChina.

It was China’s first successful launch since a Long March rocket misfiredon 18 August, prompting officials to postpone the scheduled launch of thespace station test module, named Tiangong-1 or “Heavenly Palace.” Monday’ssuccessful satellite launch suggests that problems with the rocket have beenresolved.

Google says India Internet users to triple NEW YORK, 19 Sept—Google expects India’s

Internet users to triple by 2014 as telecom carriersinvest in high-speed wireless infrastructure andsmartphones become cheaper, a report said Friday.

Google’s country head in India, RajanAnandan, told the Wall Street Journal that thecompany forecasts India will reach at least 300million Internet users by 2014, up from about 100million now.

With just eight percent of its 1.2-billionpopulation online, India is already the third-largestInternet market by users, behind China and theUnited States.

“Despite a lot of the infrastructure challengeswe have as a country, 100 million Indians areonline,” Anandan, a former Microsoft executivewho took over Google’s India operations in March,told the newspaper.

“They’re spending a huge amount of timeonline and they’re doing a varied set of thingsonline.”

But capitalizing on that huge emerging audiencewill be challenging in a country where televisionand newspapers draw the most advertising and thegovernment is throwing up regulatory hurdles.

“Making money off that growing audience,though, is proving difficult thus far for Google andother Internet companies,” Anandan told thenewspaper.

Only when Inlay Lake maintainswater for long run, will water volume andwater quality improve. Dr Soe Thura of KyonpyawConstituency said that there is a hospitalin Daikpyat Station of KyonpyawTownship with partly-finished main hall,male ward, female ward and operationtheatre built in 1991 on a self-reliantbasis without organizational setup. He

Union Minister for Home Affairs Lt-Gen Ko Ko said that the 15-year narcoticdrug elimination plan has been schemedfrom 1999-2000 to 2013-2014 for phasingout poppy cultivation, drug preventionand suppression, promulgation of lawsand rules, educative works for studentsand people, treatment of drug addicts andtheir development task, livestock breedingtasks and cooperation with internationalorganizations.

Anti-narcotic drug squads performedtheir tasks for control of narcotic drugs.The government cooperated with UNODCand Chinese National Drug ControlCommittee in survey of poppy plantationsand destruction in the cultivation seasons.Action is taken against the servicepersonnel organization that committedthe corruption in combating narcoticdrugs.

The Ministry of Health is controlling26 drug addict hospitals and 40 clinics forproviding treatment to the drug addicts.From 1999 to 2010, a total of 12,616 drugaddicts have been treated. ShwepyithaYouth Nurturing Camp in Wethtigan ofPyay Township, Shwepyithit Camp inTima Village of Muse Township andShwepyiaye Camp in Pekhon Townshipprovided treatment and rehabilitation to5406 trainees from 1982 to June 2011.After receiving treatment at the drugaddict treatment hospitals, the trainees areadmitted at rehabilitation camps of SocialWelfare Department to receive physicaland mental rehabilitation. Moreover,vocational training courses are providedto them in addition to follow-up careservices.

Health care services are beingprovided in project areas— Myitkyina,Lashio, Muse, Mandalay, Tachilek andYangon— under the three-year project ofproviding health care for health impactsincluding HIV/AIDS with thecollaborative efforts between CCDACOffice and UNODC commencing thisyear. In carrying out drug elimination tasksin the country, it is required for Myanmar tofight against drug on self-reliant basis,whether Myanmar receives assistance from

international community. In doing so, peopleare bound to fight against the narcotic drugsharmoniously as a national duty for thesuccess of drug elimination plan. TheCCDAC under the chairmanship of theUnion Minister for Home Affairs will continueto try hard for eradication of drug abuse,elimination of drug production and lawenforcement tasks with the collaborativeefforts between officially-formed drug abusecontrol group, alternative crop growinggroup, health care group, rehabilitation group,group to give educative talks to students,educative campaign group and internationalrelations group and the people in accordwith the international standards.

The Hluttaw approved the proposal ofDaw Dwe Bu.

Regarding the “2011 Farmland Bill”submitted by U Htay Oo of HinthadaConstituency on 7 September, paragraphand subparagraphs with no amendmentswere approved and discussions onparagraphs with the proposal of amendmentcarried out one by one while the Hluttawcarried out approval process based on someamendments in the report of Bill Committeeand Hluttaw Representatives-submittedproposals of amendments on 9 September.

As there was no amendment, theHluttaw approved the proposal, “the title ofChapter (1) and paragraph 1 should be partof the Bill”.

While the Hluttaw asked the attitude ofU Htay Oo of Hinthada Constituency as theBill Committee reported that the words,designated lands as farmlands forgrowing of vegetables and flowers and asalluvial island stated in Chapter (1),Paragraph 2, subparagraph (a) should besubstituted with designated lands asfarmlands for growing of vegetables andflowers and designated lands as alluvialisland and so did U Tin Maung Oo ofShwepyitha Constituency, he replied that heagreed the amendment.

The Hluttaw approved the proposal,“Chapter (1), Paragraph 2, subparagraph(a) should be part of the Bill in accord withthe amendment”.

While the Hluttaw asked the attitude ofU Htay Oo on the proposal submitted by UTin Maung Oo of Shwepyitha Constituencyto substitute the word, the right to usestated in paragraph 2, subparagraph (b), titleof Chapter (2), paragraph 3, title of Chapter(3), paragraph 4 and subparagraph (d, e),title of Chapter (4), paragraph 7 andsubparagraph (d), paragraph 8, paragraph10, paragraph 13, subparagraph (a,c,d),paragraph 17, paragraph 18 and paragraph19 with the right to do, U Htay Oo showedhis support.

So the Hluttaw approved theamendment as the part of the Bill.

While the Hluttaw asked the attitude ofU Htay Oo on the proposal submitted by UYe Tun (a) U Min Tun of HsipawConstituency to substitute the words, forboosting agricultural production statedin paragraph 2, subparagraph (b) with forboosting production of agriculture and

livestock breeding and to substitute thewords, allowing to utilize and engage inagricultural business with allowing toutilize and engage in/own agriculturebusiness, U Htay Oo replied that originalwords are more appropriate than the proposalof amendment.

U Ye Tun accepted the reply of U Htay Oo.So the Hluttaw approved that paragraph

2, subparagraph (b) shall be part of the Billin accord with the original provision.

The bill from paragraph (2)subparagraph (c) to paragraph (3)subparagraph (a) was approved as part ofthe bill because there was no proposal foramendment.

While the Hluttaw asked the attitude ofU Htay Oo on the proposal submitted by USai Boe Aung of Muse Constituency tosubstitute the paragraph, the head of thefamily or a member of the family mustengage in family trade in accord with theexisting land laws before the law wasenacted stated in paragraph 3, subparagraph(b) with the paragraph, the head of thefamily or a member of the family mustengage in family trade for fiveconsecutive years at least in accord withthe existing land laws before the law wasenacted, U Htay Oo replied that originalwords are more appropriate than the proposalof amendment.

While asking the member of Union levelorganization, Union Minister for Agricultureand Irrigation U Myint Hlaing replied that noamendment is required as it is found thatusages are perfect.

While seeking the approval of theHluttaw as in accord with the demand of USai Boe Aung, the Hluttaw decided not toapprove it as majority were not in favour ofthe proposal.

So the Hluttaw approved that paragraph3, subparagraph (b) with no amendmentshall be part of the Bill.

While the Hluttaw asked the attitude ofU Htay Oo on the proposal submitted by USai Thiha Kyaw of Mongyal Constituencyto add one more paragraph, (e) one whoreclaimed farmlands himself in paragraph3 regarding the proposal, paragraph 3, fromsubparagraph (c) to (d) should be part of theBill, U Htay Oo replied that it is not includedin original provision as it is not necessary to

add. U Sai Thiha Kyaw suggested that the

abovementioned paragraph should beincluded.

While asking the member of Union levelorganization, Union Minister for Agricultureand Irrigation replied that it is not required toadd as it may be included in laws to bedrafted.

U Sai Thiha Kyaw accepted the reply ofthe Union Minister.

So the Hluttaw decided that paragraph3, subparagraphs shall be part of the Bill inaccord with the original provision.

Both ways includedconstruction of cables lines across theThanlwin River and it would cost toomuch higher than the normal cable lines.Now, the ministry was making assessmentto transport power from the national gridto Chaungzon and had a plan to makeassessment to find other suitable ways.

U Myo Myint of Mandalay RegionConstituency No. 6 asked the Ministry ofElectric Power No. 2 whether theministry had a plan to improve thesystem of the River Water PumpingStation Project (Kyawzi) to be able tofully supply water to 8,000 acres in itscatchment area; whether the ministry

had a plan to continue to carry out theirrigation from the main canal of theHsintewa (Thamatku) Dam as 500 acresof farmland in the catchment had notyet supplied irrigation water thoughthe water pumping system(Chaungzon) and other related workshad been completed since 10 year ago;whether the ministry had a plan tosupply water from the main canal ofthe Welaung Dam to 745 acres offarmland and local villages as the waterpumping Station project (Kanni) andother related works had been completed;and whether the ministry had a timeframe to complete the construction ofte 33/11/0.4 KV sub-power station atWaelaung Village which would helpimprovement of water pumping stationprojects and power supply to villagesin about 20-mile radius of Taungtha.

In his answers, the Union Ministersaid to be able to supply power to the riverwater pumping stations and towns and

villages in Myingyan, Natogyi, Taungtha,Mahlaing and NyaungU townships, a mainsub-power station equipped with two45MVA transformers had been establishedin Myingyan.

The main sub-power station had beenran around the clock as from 25 October,2003, using just 20% of the capacity ofthe transformer, and could sufficientlysupply power to the extended systems ofthe Kyawzi River Water Pumping Station,he said.

For the second question, the UnionMinister said the Ministry had constructedone 160KVA transformer near ChaungsonVillage in Taungtha Township andtransported power to water pumpingstation on the main canal of the Hsintewa(Thamatku) Dam through the 11KVTaungtha-Waelaung cables as from 1February, 2001. The power supply wasstopped as from 29 November, 2010, onthe request of the Taungtha TownshipWater Resources Utilization Department.

Power could be supplied to the waterpumping project on the main canal of theHsintewa (Thamatku) Dam around theclock if the project resumed, the UnionMinister said.

For the third question, the Unionminister said a sub-power station equippedwith two 33/11KV transformers inTaungtha to the Water Pumping Station(Kanni) on the main canal of the WaelaungDam. The Ministry supplied power to theWater Pumping Station (Kanni) aroundthe clock as from 24 July, 2011, since ithad constructed the 11 KV cables linkingTaungtha, Welaung and Kanni and hadestablished the 100 KVA sub-power stationat the Water Pumping Station (Kanni).

For the fourth question, the Unionminister said a total of 12 transformershad been installed to supply power to theWater Pumping Station (Kanni) and 10villages, and could generate 910 KVA intotal. The stations and villages consumed

Therefore, still, it was not required toconstruct the 33/11 KV (1.25 MVA) sub-power station at Waelaung Village, and ifwater pumping stations extended theirworks and power consuming rate washigher in the areas, the construction of thesub-power station would be carried out.

U Kyaw Kyaw of Rakhine Stateconstituency No. 2 asked whether theministry had a plan to extend thenational grid network to Rakhine Statefor development of the state givingconsideration to Kyaukpyu off-shoreoil and natural gas exploration.

The Union Minister replied that aconsortium group led by DaewooInternational Corporation had carried outthe off-shore oil and natural gas explorationin Rakhine State , according to informationfrom the Ministry of Energy, companiesfrom the Republic of Korea, Singapore,China and India had been carrying outoff-shore oil and natural gas explorationand inland exploration in Sittway. Whenthe companies found natural gas, therewould be opportunities to use electricityin Rakhine State.

Today, hydropower projectsincluding Thahtaychaung, An, Laymyoand Saidin were being implemented inRakhine State and the projects couldgenerate power sufficiently for RakhineState and could transport to the nationalgrid. A plan had been laid down toconstruct the 230 KV cable lines and mainsub-power stations to build a power supplynetwork.

Plans had been made to supply powergenerated by Thahtaychaung hydropowerstation to Taungup, Mai, Kyaukpyu andAn, power from Laymyo and Saidinhydropower stations to Kyauktaw,Sittway, MraukU, Minbya, Pauktaw,Myaypon, Kansauk, Ponnagyun,Buthidaung and Maungdaw and totransport the power surplus to the nationalgrid. Plans to construct natural gas-firedpower station would be laid down onlywhen the conditions demanded to be takeninto consideration, he said.

U Than Myint of TaninthayiRegion constituency No. 10 askedwhether the ministry had a plan toimplement the hydro power stationwhich could generate about 600megawatts at Ganangwin Village inTaninthayi township as the projecthad been announced by the State Peaceand Development Council.

Union Minister for Electric PowerNo. 1 U Zaw Min said to implement theproject, the Ministry of Electric PowerNo. 1 and Italian-Thai DevelopmentPublic Co Ltd inked the MoU on 9,October, 2008, and the project would beimplemented under the joint venture andBOT system. The Ministry was making

detailed assessment to the project as theItalian-Thai Development Public Co Ltdhad sent its report on possibility of theproject to the ministry on 28, March,2011.

Compilation of the assessment reporton environmental impact of TaninthayiProject commenced on 10-12-2010. Iffeasibility can be found for implementationof the project, detailed discussions wouldbe scrutinized for cause of economiceffects by calculating the plan. Ifacceptable, MoU and joint venturecontracts will be signed for implementationof the project.

Constituency No. 12 asked whether theState will undertake development ofsugarcane cultivation and productionas an industrial crop and whether thegovernment will supervise fixing offair prices for crops focusing on livingstandard of sugarcane growers. TheUnion Minister replied that the State hasadopted systematic plans for developmentof sugarcane with five basic points suchas use of quality high yield strain, use ofgood agricultural methods, timely use ofinputs, fertilizers and natural fertilizersincluding agriculture, minimizing loss andwastage from cultivation to harvestingcrops including inputs, and seeking farmmarket for produced crops. Higher yieldstrains of sugarcane are being propagatedand such strains will be distributed to thefarmers on a basis of local demand.Distribution of special yield strain of qualitysugarcane, encouragement to use of goodagriculture method for improvement ofquality and boosting production, transferof sugar mills to private sector for enablingthe sugarcane growers to be engaged infree cultivation and production ofsugarcane as industrial crop.

As part of effort to strive for progressof all sectors, the government placesspecial emphasis on providing assistancefor farmers of sugarcane, tapioca, cotton,rubber and oil palm. The ministriesconcerned disbursed agricultural loansfor the industrial crop growers. TheMinistry of Industry-1 disbursed K 43.672

million as agricultural loan for sugarcanegrowers in Bilin region.

As 47 years old Bilin Sugar Mill isbeing operated with old machines,production cost is higher than incomes.To be able to save the cost of expenditure,most of the workers and staff of the millwere transferred to No. 22 General HeavyIndustry (Bilin) of the Ministry of Industry-2. However, cost is still greater than theexpenditure. Despite the circumstance ofclosing the mill, a plan is underway tolease the mill to private entrepreneur forthe sake of sugarcane cultivators in theregion.

Zeyawady Sugar Mill of the Ministryof Industry-1 faces loss annually. As anact of saving the loss, the ministrysuspended the mill in 2010-2011 financialyear and implements the plan to lease it toprivate entrepreneur.

It is necessary to consider win-winsituation to gain correct answer. Thus, itshould consider benefits of the sugarcanegrowers, the State and the consumersfairly.

U Aung Kyaw Oo (a) U Khin Maungof Rakhine State Constituency No. 3 saidthat various industries are beingoperated at industrial zones in otherregions and states. Small-scale cottageindustries in Sittway were dissolved inParliamentary period in the post-independence period. He askedwhether there is a plan to establishindustries in the area. The Union Ministerreplied that the Industrial DevelopmentCommittee was formed for supervisingthe State-owned and private-ownedindustries to develop the industrial sectorof the State. The committee wasconstituted with 12 subcommittees.

Such subcommittees comprise small-scale and medium-scale industrialdevelopment subcommittee and industrialzone development subcommittee. Thereare 18 industrial zones in the entire nation,and plans are being implemented foremergence of more new industrial zones.At present, construction of Hpa-anIndustrial Zone commences in Kayin State.Moreover, industrial zones will beestablished in a suitable land nearPonnagyun and Sittway for developmentof small-scale and medium-scaleindustries.

Union Minister for Commerce U WinMyint replied to questions raised by twoHluttaw representatives.

U Tun Zaw (a) Ko Pauk of BagoRegion Constituency said that in someglobal countries, the government ororganization buys various crops at fairprices to save the cultivation costs offarmers and sell machinery and inputs atreasonable prices for reducing thecultivation cost as part of efforts toprevent declining of sown acreage andproduction of crops of farmers.Therefore, he asked he would like toknow how the government will solve thedifficulties of farmers not to declinevolume of producing paddy and beansfor serving the interest of the State andthe growers. The Union Minister saidthat in 2010-2011 cultivation season,19.60 million acres of monsoon andsummer paddy produced 1285.97baskets of paddy, and of them, 0.537million ton of rice was exported.

During four years period from 2007-2008 to 2010-2011 fiscal year, 0.895million ton of rice as largest volume wasexported to fetch US$ 279.683 millionwhereas exporting of 0.365 million ton ofrice as least volume fetched US$ 104.579million. Most of them were exported toAfrica, so it is necessary to seek market inAsia. Moreover, efforts are to be made forsustaining farm markets buying Emahta100 per cent and Pawhsan 100 per cent,and local farmers are encouraged to growsuch strains of paddy.

Under the management of the State,companies, Myanmar AgriculturalDevelopment Bank and cooperativesocieties provide agricultural loans, inputsand farming equipment to the farmers. Atotal of 60 companies disbursed K 29.319billion as agricultural loans to 61,473farmers for 628,542 acres of monsoonand summer paddy, and beans and pulsesin 2009-2010, K 35.959 billion to 100,939farmers for 807,063 acres of land in2010-2011 and K 17.143 billion to 51,724farmers for 377,567 acres of monsoonpaddy and beans and pulses in 2011-2012.

The Ministry of Cooperatives K3570.93 million for 22243 members of1322 agricultural production societies andmicro-credit societies for 79,893 acres offarmlands and K 4447.54 million to 577agricultural production cooperativesocieties from 199 townships of 13 regionsand states for 237,050 acres of farmlands.

To decline per acre cost, import offertilizer is allowed with free custom duty,Fertilizer worth US$ 10.03 million wasimported in 2009-2010 fiscal year, fertilizerworth US$ 14.97 million in 2010-2011fiscal year and fertilizer worth US$ 8.48million up to 22 August 2011-2012 fiscalyear. Likewise, custom duty free will beallowed for importing other farmingequipment if it is attached to endorsementof Agricultural MechanizationDepartment.

In exporting surplus crops, MyanmarRice Industry Association and MyanmarPulses, Beans & Sesame Seeds MerchantsAssociation coordinate among them todecline price gap between Myanmar andneighbouring countries, raise qualitycontrol, undertake cultivation, productionand milling, export high standard rice,seek end user for quality crops, penetratemarkets and international demand.

It has been planned to buy rice byjoint venture of the government and ricemerchants in harvest time and keep it asreserve rice of the State to not let farmerslose. The State has eliminated tariffcompletely which was first reduced tofive per cent from eight per cent to promotethe exports and to help the merchants bearthe fall in exchange rate of dollar.

Those measures are plans to helppaddy and pulses and beans farmers tackledifficulties.

Regarding the question raised by UHmat Gyi of Mandalay RegionConstituency (9) that “crop specializedcompanies are operating in Pobbathiri,Zabuthiri and Zeyathiri Townshipsamong eight in Nay Pyi Taw CouncilArea; they are yet to do in Uttarathiri,Dekkhinathiri, Tatkon, Pyinmana andLewe Townships; whether thecompanies will run in remainingtownships considering the will offarmers”, the Union Minister said thegovernment and crop specializedcompanies are providing farmers withagricultural loans for agriculturaldevelopment; the government willcoordinate with the specialized companiesand will provide agricultural loans in theremaining townships.

per cent of land of the country; InndawgyiSanctuary in Mohnyin Township is oneamong them; Inndawgyi Lake is the largestinland lake, located 546 feet above the sealevel; it has the vertical width of 14 miles,the horizontal width of seven miles andthe area of 100 square miles; as there arerare animals and species in InndawgyiLake which is also hibernated by migrantbirds, local and foreign ornithologists payattention to the region; with richbiodiversities and environmentaladvantages, the region is home to rarebird species and other wild animals;mammals such as wild elephants, bantengsand gaurs, rare gibbon species, and forestbirds are still inhabiting there; there are11 village-tracts, 36 villages around thelake; 13 villages are on the bank of thelake; Shwemyitzu pagoda at the centre ofthe village is historical pagoda which isvisited by pilgrims from around thecountry; traditional customs of the nationalraces can be found in the region wherethere are historical religious edifices; thelake is being conserved as it is rich innatural resources and biodiversities and isa watershed of Ayeyawady River; theMinistry of Forestry announced the lakewith surface area 64003 acres and fivesurrounding forest reserve with the areaof 137386 acres, totaling 201389 acres as“Inndawgyi Lake Sanctuary” with theNotification No (39/2004) dated 9-8-2004; on 18 December, 2003, it wasrecognized as ASEAN Heritage Park.

He went on that Indawgyi LakeAdministrator’s Office was established bythe Forest Department in 1999 and the lakeis preserved in accord with wildlife andreserve preservation law enacted in 1994;

staff of Indawgyi Wildlife Sanctuary aswell as staff of the township ForestDepartment were preserving the lake.

He went on that 30-year nationalforestry sector core plan and annualschemes like 10-year forestadministration programme were adoptedand implemented with a view topreserving aquatic ecosystem of IndawgyiLake, protecting hibernating birds andrare wildlife; and conserving watershedareas of Ayeyawady River.

He added that although seriousmeasures were taken for sustainability ofIndawgyi Lake, some businessmen and

self-seekers were still committing suchacts as illegal wood-cutting, colonizationof land for cultivation of and crops, andgold and mineral mining without disciplineand 54 engines, two motorbikes, oneelectric saw, and 7.45 tons of sawn timberwere seized between February and June in2011 and actions were taken; such lawlessacts would lead to environmentaldegradation such as destruction ofwatershed forests of Inndawgyi Lake,silting up of the lake due to soil erosion,degradation of water quality which wouldresult in devoid of clean water, extinctionof biodiversities including aquatic life.

He went that the Ministry ofEnvironmental Conservation and Forestrywould cooperate with related ministries,non-governmental organizations at homeand locals to prevent such phenomena inline with laws by managing, protectingand developing wildlife sanctuaries andnational parks, in addition to technologyexchange with partner internationalorganizations.

He continued to say that measureswould be taken for promotion ofecotourism, green business as well as oneof poverty alleviation programmes ofMillennium Development Goals of theUnited Nations, in Indawgyi Lake, whichwould create jobs for locals and helpconserve natural environment,contributing to regional development andenvironmental conservation.

Next, in response to U Tun Kyaw ofShan State Constituency No (10) whoasked “if the government could build astandard football stadium and a gymin Namhsan in northern Shan State inconsideration for health, sociability,

constructed 308 football pitches with 400-metre track, 151 football pitches withouttracks and 132 gymnasiums nationwideaccording to list of priorities; inconstructing new pitches and gyms,priority was given to major towns ofregions and states, districts and townshipswhose locals have a passionate love forsports activities depending on availabilityof land and the ministry would takemeasures for construction of such fitnessfacilities in other townships.

Construction of a football groundwith a 400-metre track and a gymnasiumwill be carried out as soon as possible bythe Ministry of Sports as plans areunderway to build a football ground witha 400-metre track in each and everytownship.

NEW DELHI, 19 Sept—“I’m more comfortable being voluptuous,”says actor Kareena Kapoor. The statement seems odd, given thatthe actor odd, given that the actor single-handedly made ‘size zero’a household term, prompting legions of girls to hit the gym. But theactor insists that staying healthy and curvaceous is on top of herlist of priorities these days, adding, “I had to follow a specialdiet for the item number ‘Chamak challo...’ in RA. One, butapart from that, I’m a healthy eater and I’m more comfortablebeing like that.”

Interestingly, Kareena admits that the secret to her much-envied physique isn’t starving herself, but it’s the exact oppo-site. “I’m always on a diet,” she says. “But I’m still a foodieand luckily, my dietician, Rujuta Diwekar, believes the only wayto lose weight is through food, so I’m constantly eating. In fact, Ihave a meal every two hours. It’s fun and keeps my metabolismhigh, and is the only way I burn fat.”

Kareena reveals that it was her love for tastier things in life thathelped her develop a friendship with co-star Salman Khan recently,when the duo were shooting for their film Bodyguard. “We wereliving at the house of the Maharaja of Patiala and used to eat everymeal together. That helped us bond. Salman is very close to my sisterKarisma, and she used to say that he and I are very similar in ournatures since we’re both foodies who like to work out,” she recounts.

U Win Swe of NyaungshweConstituency said that local peopleare facing poor waterway transportand shortage of clean drinkingwater as water level has beendeclining at Inlay Lake inNyaungshwe Township of ShanState (South) since last three years.He asked he would like to knowmanagement of the State to supplyof clean drinking water. UnionMinister for EnvironmentalConservation and Forestry U Win Tunreplied that water level, water qualityand clean water of Inlay Lake aredeclining due to increased number ofpopulation and houses at villages in thearea of the lake, undisciplined throwing

U Kyaw Thein of Mon StateConstituency No.4 asked theMinistry whether there is a plan toconnect with power grid in

Chaungzon Township which is notaccessible to other areas as itsfoundations for industrialdevelopment disappeared due to lackof power supply.

The Union Minister U Khin MaungSoe said the ministry run the diesel-powered generators and used 1900gallons per month to supply electricityto 1695 people in five wards two hoursper day and two hours every two dayto nine villages in the township tillJune, 2011. As from July, 2011, theavailability of the fuel had decreasedand could spend 1,700 gallons permonth, supplying power to five wardstwo hours per day and to nine villages1.30 hours per day. Plans have beenmade to substitute the old generatorswith the new ones and the power supplyhour will reach two hours in near future,he said.
