WhereastheprinciplesoftheCCMM−CSNdemandafairer,moreegali-tariansociety;
Andwhereasausterityisapretextfordismantlingpublicservices,ransac-kingsocialprogramsandreorganizingtheStateinordertofacilitatetheinterestsofthedominantclass;
Andwhereastheconsequencesofausteritypoliciesaretoincreasesocialandeconomicinequalities;
Andwhereasausterityattackspublicservicesandsocialprogramsthatmeettheneedsoftheentirepopulation;
Andwhereasausterityaffectsthemostvulnerablemembersofsocietymostcruelly;
BeitresolvedthattheConseilcentralduMontréalmétropolitain−CSN:
1.1 Continueitsbattleagainstausterity,bycontinuingtocondemnitandpromotingsocialandeconomicsolutionsthattakeintoaccounttheCCMM’sprinciplesandvalues,intheframeworkofthebroadestpossiblealliancesattheregional,nationalandinternationallevels.Bearingthisinmind,thatitdevelopanactionplanthatispartofastrategicframeworkthatcanleadtoasocialstrike.
1.2 Inviteitsaffiliatedunionstoorganizepoliticaleducationactivitiesaboutausterityandalternativestoitduringdiscussionsovercoffee,lunchtalksandpresentationsatgeneralmeetings.
1.3Accompanyandsupportunionsinorganizingsuchactivities,notablybypromotingCSNanti-austeritycampaigns.
1.4Organizeactionsthatdrawuponculturalcircles.1.5Developthinkingandanalysisaboutthebeststrategiestoproposeto
constituteacounter-powerpolitically,drawingnotablyonexperiencesfrominternationalsocialmovements.(Thisresolutionwillbedealtwithinaplenarysession.)

1.6 Thatunionsinvitetheinternationalsolidaritycommitteetopresenttrainingcapsulesoninternationalsolidaritytotheirmembers.

Whereasvirtuallyallenrichmentissiphonedupbytherichest1%,thanksinparttotaxhavens;
AndwhereastheCouillardgovernmentworksrelentlesslyatlayingwastetopublicservicesandsocialprogramsinsteadofmakingsurethatthewealthiestinoursocietydotheirfairshare;
AndwhereastheHarpergovernmentleftastarklegacyinthisregardatthefederallevel;
BeitresolvedthattheCCMM−CSN:
2.1Makethebattleagainsttaxhavensapriority,forbothQuébecandCanadaandinternationally,notablyby:
• developingeducationandawarenesstoolsforourmembers;• organizingmobilizationactionsdenouncingthemaineconomicplayerswhofacilitateaccesstotaxhavensandthosewhoprofitfromthem;
• demandinglegislationtoputanendtofaxevasionandavoidance.
Whereasworkingdoesnotnecessarilyputanendtopoverty;

2.2 ThattheCCMM−CSNfollowupontheresolutionpassedbythegeneralassemblyonApril6,2016by:
• takingupthefighttoraisetheminimumwageto$15anhour,intheframeworkofthebroadestpossiblealliancesandpayingspecialattentiontoseekingsupportamonggroupsforwomenandimmigrants;
• invitingtheComitéintersyndicalduMontréalmétropolitaintojointhemovement;
• supportingthestruggleofworkersintheUnitedStatesandCanadawhosharethisdemand.(Thisresolutionwillbedealtwithinaplenarysession.)

• participatingactivelyincampaignslaunchedbytheCSN’sorga-nizingdepartment;
• exploringneworganizingstrategies,notablybycontinuingitscol-laborationwiththeunionorganizingdepartmentintheframeworkofitspilotproject.

Whereasitisnecessarytoproposeoursocio-economicalternativesinresponsetoausteritypolicies;
AndwhereasemploymentzonesinMontréalneighbourhoodshavebeenfragmentedandevenentirelyconvertedintoresidentialareas;
Andwhereasreducinggreenhousegasemissionsisdirectlyrelatedtoreducingourconsumptionofhydrocarbons;
Andwhereasthetransportationsectorisresponsiblefor39%ofgreenhousegasemissionsacrossthemetropolitanarea;
Beitresolved:
3.1ThattheCCMM−CSN:
• setupaworkinggrouponthedevelopmentofsocio-economicalternativesaimed,inpart,atimprovingtheemploymentsituationinMontréal,LavalandtheFarNorth;
• thatoneofthisworkinggroup’stasksbetoadapttheCSN’sin-dustrialpolicytotherealitiesofMontréal,deLavalandtheFarNorth;
• thatthisworkinggroupbecomposedinpartofmembersrepre-sentingtheFIM,theFCandthetransportationsectoroftheFEESP,andthatitdrawontheareasofstrugglecommitteesandanyotherpartneritconsidersrelevant;
• thatthegroupmakeitsfirstreporttothegeneralassemblybyDecember2017atthelatest.

3.2ThattheCCMM−CSNcommitto:
• continuingitsthinkingandactionsaimedatconsolidatinganddevelopingemploymentareas;
• continuingtoputpressureonthevariouslevelsofgovernment,inparticulartheCommunautémétropolitainedeMontréal(CMM),totakeconcreteactiontoreducegreenhousegasemissions.

Whereasunionlifecharacterizedbysolidarityanddemocracyisnecessary;
Andwhereasthecentralcouncilwantstoencourageunionstoparticipatemoreintheearlierstagesofdevelopingpoliticalpositions;
Andwhereasitisnecessarytoensurerepresentativeparticipationofourmembersinourlocalandregionalbodies;
AndwhereasthereisaspecificsituationintheFarNorth;

4.1 ThatthecentralcouncilbeginaprocessofgivingthoughttoregionaldemocracyfollowingthechangesinunionallegiancethatwilloccurasaresultoftheapplicationofBill10,assessingthepotentialimpactofsuchchanges.Thatthisconsiderationofregionaldemocracycontinue,drawingontheareasofstrugglecommitteesinordertoensuremorerepresentativeparticipation,beitinlocalandregionaldemocraticbodies,notablywithrespecttotheinclusiveandegalitarianpartici-pationofmenandwomen,peoplefromracializedminorities,culturalminorities,LGBTpeopleandtheplaceoftheprivateandpublicsectors;thatafirstreportbemadetothegeneralassemblybeforemid-term.
4.2ThatunionsinvitemembersoftheCCMM-CSN’simmigrationandeth-no-culturalrelationscommitteetoaccompanythemincarryingoutunionpracticesthataresensitivetoworkplacediversity(creationofaculturalandethniccommunitiescommittee,education-awarenessactivities,trainingsessions,etc.).
WhereasthereisaneedtofacilitateclosertiesbetweenunionsintheregionaffiliatedwiththeCCMM−CSN,notablywhenitcomestimetorenewthecollectiveagreementorifthereisaneedforspecificsupportforalocalstruggle;
Andwhereassuchclosertiescanalsofosterbroadersolidarityandal-liancesonissuesfromthesecondfrontofstruggle,suchasthefightagainstausterity,forexample;

4.3 Thatthecentralcouncilsupportitsaffiliatedunionsinaprocessofbroadeninginterunionsolidaritiesonageographicbasis.Thatsuchsolidaritybeextendedtootherunionorganizationsandcommunitygroupsneighbourhoodbyneighbourhood.(Thisresolutionwillbedealtwithinaplenarysession.)
4.4 ThatthecentralcouncilorganizeatleastonevisitannuallytotheFarNorth,withthetopicandobjectivesofthevisittobedecidedjointlywithitsaffiliatedunions.(Thisresolutionwillbedealtwithinaplenarysession.)

Whereasthereisadesiretoencouragetheparticipationofcentralcouncilmembersinmobilizationactionsinsupportofunionsinvolvedinstruggles;
AndwhereasitisnecessarytoconsolidatethenetworkofactivistmemberswishingtoparticipateinallthestruggleswagedbytheCCMM−CSN;
Andwhereasithasbeendifficulttomaintainthesolidaritynetworkasadoptedbythe34thConventionduringthepastthreeyears;
Andwhereasitisimportanttoencouragegoodrepresentationofthedi-versityofunionsaffiliatedwiththeCCMM−CSNinstrategicthinkingaboutthedevelopmentandimplementationofactionplans;
Andwhereasacommitteeformobilizationagainstausterityandabroadnetworkofactivistswascreatedduringthelasttermofoffice;

4.5 Thatthesolidaritynetworkandthemobilizationnetworkbemerged; ThattheCCMM−CSNsetupamobilizationcommitteewiththemandate
of:• supportingtheimplementationofcentralcouncilandCSNcam-paignsandprovidingsupportforstruggleswagedbylocalunionsincollaborationwiththeCCMM-CSNteam;
• co-ordinatingthemergedsolidarityandmobilizationnetworks;• supportingtheorganizationofmobilizationintheframeworkofcentralcouncilactionplans,whileconsideringvariousalliances;
• encouragingthebroadestpossibleparticipationofunionsincentralcouncilmobilizations;
• mobilizingforandparticipatingincentralcouncilactions;• submittingproposalsandreportingbackonactivitiestotheappropriatedecision-makingbodies;
Thatthismobilizationcommitteebecomposedof:• amaximumof10activistmembersfromunionsrepresentingallthefederations,tobeelectedatthefirstgeneralassemblyfollowingtheconvention;
• onepersonfromtheexecutivecommittee;• onepersonfromtheunioncouncil;• oneortwounionstaffrepresentatives;• oneofficeemployee.

4.6 ThatincollaborationwiththeCSN,theCCMM−CSNorganizetrainingontheuseofsocialmedia,notablyonhowtousethemaseffectivelyaspossiblewhilerespectingourdemocraticpracticesandtheethicsgoverningsuchmedia.

ConsideringthedesireexpressedrepeatedlyatandvotedonbyCCMM−CSNdecision-makingbodies;

5.1 ThattheCCMM−CSNcontinuetoparticipateinorganizingregionalEstates-General;ofthelabourmovement.Thatinthisregard,itesta-blishvariouswaysofencouragingmembersofitsaffiliatedunionstoparticipate.

BeitresolvedthattheCCMM−CSN:
7.1 continuespeakingoutandtakingactiontoensurethebestpossibleintegrationofrefugeesinallforums;
7.2 undertaketoorganizeastudysessiononIslamophobiaduringthefirsthalfofthenexttermofoffice.

Resolution from the Syndicat des travailleuses et travailleurs de l’Hôpital Maisonneuve-Rosemont (CSN)
Consideringthatpayforthevice-presidentsandtreasurerislowerthanpayforthepresidentandgeneralsecretary;
AndconsideringtheworkloadandavailabilitydemandedofallmembersoftheCCMMexecutivecommittee;
AndconsideringthatthegapinpaybetweenelectedofficersandmembersofunionsrepresentedbytheCCMMcanbeconsiderable;
Andconsideringthatthereisaseriouslackofinformationformakinganinformeddecision;
AndconsideringthatwewanttheconventiontobeatimefordiscussingthepolicydirectionsthattheCCMMshouldtakeforthenextthreeyearsandnotbecomeaconventiononstructures;

Tocreateacommitteecomposedofthreeelectedcentralcouncilofficersandeight(8)membersrepresentingeachfederationandsectorforthepurposeofreviewingthestructureofpayfortheexecutivecommitteeoftheCCMM.Areportandrecommendationswillbesubmittedtothefirstinter-conventionassemblyaftertheconvention.
