CHECK-LIST AND GUIDELINES FOR SUBMISSION OF PROPOSALS UNDER THE CENTRALLY SPONSORED SCHEME- POULTRY DEVELOPMENT 1. Name of the Scheme and component under which project proposal is to be considered 2. Whether it is first proposal for that area or second/ third proposal under the same scheme? 9. Unspent funds available against various projects sanctioned in the State in past under the

above scheme/ component/ project

10. Whether UCs of grants/ funds released earlier submitted? Whether audited UCs of funds given in 2009-10/ 2010-11/2011-12 and earlier furnished and if not why?

11. It may be ensured that 16.2%, 8% and 30% of funds are targeted for SC, ST beneficiaries and women beneficiaries respectively as per directives of Planning Commission, wherever applicable.

12. States may involve the Panchayati Raj Institutions in the project planning, implementation and selection of beneficiaries where feasible and do the activity mapping accordingly.

13. Whether all proforma required for the project are found duly filled properly and signed by designated authority?

14. Whether undertakings from the State Government(s) /UT Administrations to the following effect are furnished:

i. ensure health coverage of birds and their uptake, if surplus production is there ii. Constitution of TMC and holding of meetings iii. Strict adherence to the target beneficiaries and iv. furnishing of Progress Reports and utilization certificates timely

15. Whether the poultry map of the State giving the following furnished : • poultry population(improved/Desi) • infrastructure currently available with respect to poultry in the State: number and

capacity of State Poultry Farms (layer and broiler both), hatcheries, major feed mills, poultry diagnostic laboratories, processing units with capacity

• poultry training/extension centers. poultry projects/ programs of the State Government with location where it is implemented

• poultry projects/ programs run under schemes of other Department/ Ministries viz. RKVY, SGSY with specific location

• mentionable poultry projects/ programs run by NGOs, private agencies, entrepreneurs with locations

• Noteworthy agencies, research institutes, training institutes, extension centers which are engaged in poultry activities also (not necessarily exclusively)

• Details of existing marketing channels both for broilers and layers, extension and training activities in the State/UTs.

• Status of backyard poultry development in the State/UT and details of financial assistance received under poultry development program from other than Department of Animal Husbandry during the last 3 years.

The proposals received from the States/UTs will be processed on first-come first-serve basis subject to merit and availability of funds

Component-specific checklist in addition to above: 14. In case of ‘Assistance to State Poultry Farms’ component:

a) Which birds selected as per Annexure I b) Whether audited financial report and utilization certificate vis-à-vis

components at Annexure IIA furnished? c) Whether Physical Progress Report furnished as per Annexure III with the

proposal?

15. In case of ‘Rural Backyard Poultry Development’ component:

a) Whether cluster area/ pocket selected pocket where ONLY the unorganized sector is present and no commercial, industrial or even SME is not present

b) Basis of selection the BPL beneficiaries may be given- whether benchmark survey done and also indicate whether PRIs and DRDAs were/ will be involved/ consulted in the selection of proposed target beneficiaries as well as the mother unit functionaries.

c) State level and Proposed project-area specific information with respect to the following: • Areas/ pockets where rural backyard poultry is kept • Approximate number of household involved & approximate number of

birds per household Category of people involved especially SC/ST/BPL and male/ female

• Major species of birds involved e.g. species: chicken, ducks, guinea fowl etc. and type of birds like desi, any specific indigenous breed etc.

• Numbers of birds currently present as per record (indicate source)- chicken, ducks, guinea fowl etc. separately, population density of poultry- both backyard & commercial Approximate number of household who can be further assisted under the project

d) Undertaking that chicks at the mother unit will be provided the full health coverage by the State Government prior to their distribution to beneficiary families and basic training to the farmers

e) Various items has been illustrated at Annexure IIB and physical progress to be furnished as per Annexure III

16. In case of ‘Poultry Estate’ component: a) Identification and provision for suitable land for undertaking poultry farming

in a common place for small farmers b) Layer or broiler Estate should be mentioned and DPR to be drawn up

accordingly c) State Level Sanction and Monitoring Committee (SLSMC) needs to be

constituted. The State Level Sanction and Monitoring Committee (SLSMC) will be headed by the Principal Secretary / Secretary (AH) of the State Government with members from NABARD, financing bank and DAH. SLSMC will sanction the projects and also monitor the progress initially on quarterly basis and after creation of infrastructure on a half yearly basis the progress under the scheme and take necessary steps for smooth functioning of the scheme

d) SLSMC shall decide on the suitability of the land keeping in view factors like distance from water bodies, away from existing farms, migratory birds flying route etc

e) If found suitable, will have no objections if suitable proposals for working as a facilitators are received from NGOs, Companies, integrators besides Government departments. The agencies who are applying have to submit a detailed action plan as to how they want to proceed in the matter.

f) Whether SLSMC has scrutinized the proposals and identified a facilitator; whether SLSMC has recommended proposal to GOI through NABARD. Preferably enclose the constitution notification and minutes of SLSMC meeting

g) Once a facilitator for an estate is approved, that agency will be responsible for creation of common infrastructure like supply of electricity and water, internal roads, fencing, footbath and other bio-security measures like waste disposal system outside the individual units; but within the estates.

h) Whether undertaking with respect to 25% share of State Government towards infrastructure item has been furnished

i) The facilitator would work under the overall supervision of the SLSMC as per the conditions laid by them. SLSMC has the right to remove any facilitator if they do deviate the guidelines or act against the interest of the beneficiaries

j) Proper publicity of the scheme, selection and training of beneficiaries need to be done

k) The facilitator shall arrange for training to the selected beneficiaries under the guidance of local animal husbandry department. The selected beneficiaries will be organized into a society, which will be responsible for running the estate under the guidance of the facilitator.

l) Preference will be given to women, SC/ST and educated unemployed youth. A committee comprising of representatives of district animal husbandry department, DRDA, PRI, lead bank, NABARD and facilitator shall select the candidates from out of the applicants.

m) The input industry of poultry like feed manufacturing units should be connected to the efforts of establishing estates. These units shall be located nearby. Similarly disease investigation labs may have to be in a place, accessible by the beneficiaries.

n) Components may be proposed as per the Annexure IIC 17 Director, Central Poultry Development Organizations have been allotted the Regional

States and the respective State Governments may take their help for formulation, planning, monitoring & trouble- shooting with respect to this Scheme. The list & addresses may be seen at Annexure IV.
