Electric Vehicles Initiative (EVI)

• Government-to-government forum comprising 13 countries

• Currently chaired by China and coordinated by the IEA

• Released several analytical publications (Global EV Outlook, City casebook)

• Engaged stakeholders in high-level roundtables (CEM8 and Pilot City Forum in Beijing, June 2017)

• Instrumental to mobilize action and commitments (Paris Declaration on Electro-Mobility and Climate Change at COP21, Government Fleet Declaration at COP22)

Just launched the EV30@30 Campaign

Goal: at least 30% of new road vehicle* sales across all EVI countries to be electric** by 2030

Implementing actions on:

• Deployment of chargers and fueling infrastructure, public procurement and private sector

deployment of fleets, expanding research (policy focus) to improve the understanding of best

practices on EV policy support, providing resources for capacity building to disseminate these best

practices

• Establish a Global EV Pilot City Programme, aiming to achieve 100 EV-Friendly Cities over five years

Commitments open to all interested stakeholders : Governments, businesses, partner organizations,

companies, research institutes, local authorities, association, NGOs, non-profit organizations

Current supporting NGOs and IGOs:

EVI > EV30@30 Campaign

* Including passenger cars, light commercial vans, buses, and trucks; excluding 2- and 3-wheelers

** Including battery-electric, plug-in hybrid, and fuel cell

Cities can be a privileged space for EV support and deployment

Cities have a unique role to play in supporting EVSE rollout and in implementing measures enhancing

the value-proposition of driving electric. They act as innovation test-beds for the future of mobility

- “Cities have been at the forefront of

stimulating EV deployment”

- “Leading EV cities have shown that, as

a result of dedicated local policies

complementing national EV policy

schemes, they can create a

favourable environment for EV use

and reduce consumer barriers”

- “Cities can have a leadership role in

developing and testing innovative

policy actions before widespread

adoption”(Global EV Outlook 2017, IEA)

Generic EV support policies framework and the role of cities

Cities have leverage in a large number of EV policy areas that can make the difference and significantly

enhance adoption

• Fuel economy standards, ZEV mandates• Fuel taxes• Public fleets, taxi fleets initiatives• …

Purchase incentives

Standards, regulations and

mandates

Circulation incentives Charging

infrastructure roll-out

• CO2-based, technology-based differentiated taxation and rebates

• Feebates• VAT exemptions• …

• Differentiated plates• Access to bus lanes• Free/dedicated parking• Circulation/congestion charge

exemption, low emission zones• …

• Direct public investment• Public-private partnerships• Charger standards harmonization• Fast and slow charging network planning• …

Large scope for

city-level action

• Goal: Achieve 100 EV-Friendly Cities over five years

• Support greater dialogue with and provide support to municipal governments

- Topics: urban planning, infrastructure and charging technology, mass transit (including electric buses) and mobility

as a service (including car and ride sharing)

• Identify good practices and facilitate their replication and improvement

• Engage in the organization of the Pilot City Forum

Exchange event allowing to facilitate networking and communication across interested stakeholders, to be held

alternatively in China in odd years and in another country in even years

• Monitor and report progress : data and information sharing among PCP members

Global EV Pilot City Programme (PCP): timing and practical items

Launch at COP 23 in Bonn, November 2016

PCP concept document ready: validation at EVI Advisory Board meeting on 13 October

PCP logo and PCP-City label under preparation

Leverage on EVI countries and city networks (e.g. C40) for outreach, plus direct contacts• To date, expression of interest from several cities, mainly in Europe and the US

Free for cities in EVI countries (EUR 7,500 for cities outside EVI countries) engagement of countries in EVI encouraged

We need the Cities of Latin America!

Chargers

• Commit to the deployment of a network of charging and fuelling infrastructure consistent with the ambition of the campaign

- For example, one or more public slow charger for every 15 electric, and one or more fast charger for every 130 electric cars (as estimated in the EVI Global EV Outlook 2017)

• Partner with The Climate Group’s EV100 initiative for its deployment in the private sector

- Widening the availability of chargers for plug-in electric vehicles along highways, at the workplace and at leisure/commercial destinations (such as stores, restaurants and hotels) will strengthen incentives to support the EV30@30 target

- The Climate Group’s forthcoming corporate leadership initiative EV100 will provide a global platform for companies to make public commitments to the roll out of charging infrastructure

• Keep monitoring the deployment of chargers

Page 14: EVI, 30@30 and Pilot City Programme - CEPALconferencias.cepal.org/ciudades2017/Viernes 6/Pdf/Marine Gorner.pdf · Goal: at least 30% of new road vehicle* sales across all EVI countries

Fleets

• Strengthen the work started with the EVI Government Fleet Declaration for public

fleets

- This includes updates to the commitments from the public sector to electrify public car,

bus, and dedicated vehicle (e.g. service vehicles used by municipalities) fleets, included

in activities further developing the EVI Government Fleet Declaration

• Partner with The Climate Group’s EV100 initiative partnering with for private fleets

- This is part of the engagement mobilized by the EV100 initiative of The Climate Group,

aiming to provide a global platform for companies to make public pledges on EV

uptake

• Monitoring progress

Policy research

• Core funding available for EVI via membership contributions

• Additional funding to be committed to expand the depth and scope of research

activities

- policy efficacy

- consumer behavior

- grid integration

- EVs and renewables

- e-mobility, energy diversification & GHG emissions

- synergies with connected, automated and shared mobility

Capacity building & knowledge sharing

• Disseminate insights from research activities, best practices and lessons learnt by

policy makers to build capacity at the global scale on policy support for electric

vehicles

• Leverage on the engagement of EVI with other initiatives

- Global Fuel Economy Initiative (GFEI)

- Partnership on Sustainable Low Carbon Transport (SLoCaT)

- Zero Emission Vehicle Alliance (ZEV Alliance)

- IEA Technology Collaboration Programmes on Hybrid and Electric Vehicles, Hydrogen

and Advanced Fuel Cells

• Include and EV-component in the IEA Energy Efficiency Training Weeks
