Section 3. The provisions of this Act shall extend and apply to nil goods in bond at the time it shall come into op-orati- Section 1. Chapter XIX. of tho Civil Code is horoby amended by adding thereto a Section to bo designated as fol- lows : Section 1030a, and which shall read as follows : " Soction 103Ga. Tho following actions shall be commenced within four years after tho cause of action accrued and not aftei Actions for tho recovery of any debt founded upon any contract, obligation or liability, whore the cause of action has arisen in any foreign countiy, except such as aro brought upon tho judgment or decree of a court of record ; provided that no action now barred by any statute of limitations shall be revived by reason of the passage of this Act." Tho Minister of Finance shall receive on de- posit Hawaiian Silver Coin to any amount not loss than ton dollars, and issue thorofor certificates of deposit payable to bearor of tho denominations of Ton, Twenty, Fifty, Ono Hun- dred and Five Hundred Dollars respectively, setting apart as a special deposit tho money so received, as security for the redemption of such certificates." lows : Section 1030a, and which shall read as follows :

Tho following actions shall be commencedwithin four years after tho cause of action accrued and notaftei Actions for tho recovery of any debt founded upon anycontract, obligation or liability, whore the cause of action hasarisen in any foreign countiy, except such as aro broughtupon tho judgment or decree of a court of record ; providedthat no action now barred by any statute of limitations shallbe revived by reason of the passage of this Act."

Section 2. This Act shall go into effect from and after itsapproval.

posit Hawaiian Silver Coin to any amount not loss than tondollars, and issue thorofor certificates of deposit payable to

bearor of tho denominations of Ton, Twenty, Fifty, Ono Hun-dred and Five Hundred Dollars respectively, setting apart asa special deposit tho money so received, as security for theredemption of such certificates."

During tho process of Deepening theChannel at the entrance to Honolulu har-bor the Dredger will lie in operation nightand day.

At night there will be a Danger Signalplaced on the forward derrick of Dredger,about 30 feet above sea level, which can beseen by all vessels approaching the harbor.The Signal consistsof :$ Ited lights and a"White light as intho diagram the redlights being about 3

feet apart, with thowhite light in thecenter.

All steamers crossing the liar will stopat a safe distance from tho Dredger andgive one blast of their whistle, which willbe answered by a single blast from theDredger, to be followed by three blastsfrom tho Dredger when the passage is clearand they can proceed.

The Tug will be on hand when not other-wise engaged to assist sailing Craft in pass-ing tho Dredger when necessary.

A cantonier had been patch-ing up the road for tho past threedays and was during the day engagedin packing tho hole, which was sevenor eight feet long and about livefoot wide, with largo stones. Tholight which should have been hungthoro to warn all of danger was nottljero at the time, and the result wasthat tho buggy in which Mr. Dilling-ham with another gentleman wasdriving in from "Waikiki, ran squareinto tho hole. Tho horso fell downand tho occupants were thrown out.Mr. Dillingham landed on the stoneson his head, cutting it badly. Mr.Dillingham was picked up uncon-

entitled "An Act to abolish the ollicoof Tax Assossor-in-Chio- f, and to pro-

vide for tho discharge of duties nowperformed by said Assessor-in-Chiof- ,"

also Bill No. Ill entitled "An Act (oabolish tho oliico of Assessor," bogleave to report that wo havo had thoabove Bills under careful considera-tion.

Bill No. TiO provides that tho dutiesnow performed by tho Assessors-in-Chie- f,

shall bo performed bj- - thoGovernors of each GubernatorialDistrict.

Bill No. Ill provides that tho ollicoof Assessor-iu-Chio- r bo abolished,and that tho labor heretofore performed by tho "Assessor" should beperformed by the Minister of Fi-

nance.Your Committee does not believe

it wise to abolish tho ollico of Asses-sor-in-Chi-

and in support of thisboliof would give tho followingreasons:

When the Governors had I hosupervision of tho Taxes of thoirseparate lslaiids, tho only work donewits tho making out of tho Assessment Books by tho Assessors, andtho collecting and accounting by theCollector of tho monoy to tho Gov-

ernor, and so far as wo can loam oftho system, tho collection books woronovor cheeked over either by theGovernor, his clerk or tho Registrarof Public Accounts, so that it wasnovor known whether all tho moneycollected was turned into tho Gov-

ernment Treasury or not.In the Assessment Books at that

timo a person owning two or morepieces of land would make a returnof same in a lump sum under thehead of Land and House, no royalpatent or land commissioners' awardnumber was given, so when referringto tho Tax Books could not tellwhat property was owned b1 the taxpayor.

Since the establishment of thepresent system, the Assessors andtheir deputies havo been busy get-

ting a correct list of all pieces ofland owned bj each tax payor, andmaking a record in the AssessmentBooks of same by Koyal Patent andLand Commissioners' Award, thenumber, the area, what the land is

used for, and if leased for how much.Tho Assessors havo found in someeases whore a tax payor was assessedfor ono .sum or item only, that thoyowned seven or eight pieces of landand did not pay more than half saidlands were worth.

Under the prosont law and system, maps in detail aro furnished bytho Survey Department, its far asthoy have them, and when a piece ofland is relumed by L. C. A. awardthe number of said land is checkedon tho map, in this way tho Assessors.find out tho lands that aro not laxed,and as soon as the owner is found it

is assessed to him, and thus new as-

sessments are continually beingmade, and those assessments are per-

manent, tho value only changing as(ho value of tho land changes.

Enough extra or new taxes havobeen collected since the present system was established to partly paythe running expenses of tho TaxBureau,

Thoro is also kept in tho headollico of each division a set of bookswhere each page represents a LandCommissioners' Award, showing itslocation, area, present owner or lapayer and other remarks. Thesehooks in time as thoy aro completedwill become valuable records for theGovernment and Tax Bureau.

Under this system records are alsokept in alphabetical order of till con-

veyances of whatever kind or nature,so that all transfer;, of title orownership aro known in tho Bureau,and in this way an intelligent assess-ment can bo made, especially incases whero leases aie recorded oflauds still returned in lump and inmany cases not roturned tit all.

At present a more complete as-

sessment is made than before for thoreason that tho satno jiomon is asses-

sor as well as collector, and holdsollico until removed for cause, anassessor who has been over his dis-

trict several years is familiar withtho pooplo and their property.Under the old system now assessorswqru appointed each year, and not

being familiar with the work, thepeople or their properly, they couldnot mako a very correct assessment.

A moro just, equitable assessmentis now made. The Assessors, inChief meet every year with the Min-

ister of Finance as a Board ofEqualization, and arrange and settleup u a plan of assessment of all pro-

perty throughout the Kingdom.There is a great raving in espouse

to the Government, as well as anin Taxes collected, under the

prosont system, ns compared withthat under the Governors, as w 11 boseen by tho .statement herewith ap-

pended. To remove tho Assessorsin Chief of each Island would neces-

sitate tho employment of a higherpriced class of deputies than aronow employed under tho Assessorsin Chief, and the result would pro-

bably bo no reduction whatever intho sum total ofalariesjnow paid.

Al tho least calculation, it willtake two.years moro of hard work toput tho present system on a goodand sure footing, and any change atthis time would bo a suvero blow tocarrying out of tho work. Tho mostof the detail work is being done bytho Assessors themselves, the depu-

ties boing busy with other work, sothat the abolishing of tho office ofAssessor and giving this work to thoGovernors or deputies to do wouldput tho work back whore it was twoyears ago.

In a few words tho present methodof assessing and collecting taxes isa woll organized system conductedon business principles with a cen-

tral ollico on each island, whero thoinformation, material and detailwork explained above, is kept forreference, tho whole plan of opera-

tions boing regulated by tho Equaliz-ation Board whoteas tho old me-

thod, with tho Assessors appointedin a hap-hazar- d way each year, oftenappointed from ono island to assessii district on another island and thereturns niado through it Governorwho know nothing about tho pro-perty of tho island,liasn't tho sem-

blance ovon of business system in itto recommend it.

To romovo the head Assessors,and thus break up the central ollicoof each island, would takeout of thesystem one of its most essential andimportant features; it would reallyremove the king bolt of the system.

Vo believe that to mako thischange, and remove those from of-

fice who havo acquired such valu-

able knowledge of tho business andof tho properly throughout thocountry, at a time when tho Govern-ment is siiill- - in need of :i good in-

come from taxes, would bo suicidaland unwise.
