THE SOLDIER VOTE.

A fow tlnys ago the grout Morn-

ing Apologist for all that is coi niptiu government and nutragenus in

political chicanery, with that in

imitablo nonchalant mendacity forwhich the sheet has acquired an un-

enviable notoriety, states that in the

United States "no one ever questionsthe right of a State militia or national

guard to vote at all elections," and

from this proceeds with an elaborateapologetic defense of the iniquitous

manner in which the "soldier vote"was polled at the recent clcclion in

this Kingdom. Comparing the

rights of militiamen to vote in this

Kingdom with the rights of militia-

men in the United Stales, is neithermore nor less than placing fraudand corruption in contrast with

honor and patriotism. Were United

States militiamen ever known to be

placed under military orders on themorning of the election, and marched

iu platoons to the polling booth?"Were United Slates militiamen everallowed to enter a polling boothwearing their side arms? Did a

State government ever dare to insultthe nation and degrade the ballotby coralling the troops on election

day and supplying them with un-

limited rations of liquor, as was

done on the l'alacc grounds iu thiscity on the morning of February3rd? If the ballot were outraged ata single polling booth of the United

States as was done in Honolulu andthroughout this Kingdom, ten daysago, a storm of indignation wouldsweep over the Hcpublic from Maineto California, carrying the guiltyparties into political oblivion.Neither militia nor any other "com-

panies" have the right to vote in theUnited States, and members ofthese bodies possess the franchisesolely by virtue of their being citi-

zens, of full age. Boys of 10 and18 years who happen to bo undermilitary training have not the rightof voting either singlj' or iu "com-

panies." Moreover, soldiers of theregular army are not allowed to voteat all. It will be time enough tocite United States election methodsin vindication of those of this King-

dom when the Great Republic; de-

grades its citizenship to the perpe-

tration of practices followed only bythe lowest grades of ward politicians.

EDITORIAL NOTES.

The Federal Council of Australiawas sitting at Unhurt, Tasmania, in

.lanuary. At a banquet given by .Mr.

Service, the President, Mr. Douglas, one of the Tasmaiiian lopro.sonta-tives- ,

made a speech, in which bepiedieted tho eaily separation of thecolonies fiom England. Ue said thetime was not far distant when thecolonies would no longer remain sub-

ject to a little island iu the Not thornliemispheio. The other nienibeis of

the Council present expicsscd dissentfrom tho view held by Mr, Douglason tho subject.

There ought to bo enough enter-

prise in Honolulu to gut up an elec-

tric, light company. Besides tenderingfor lighting the utieets, it might do a

good thing in furnishing extra lightsto piivate pieinises. It would

as cheap for a man to havea lamp at bis fiout gate as to keep a

dog, gun and watchman for waulingoil' sneak thieves. With plenty, of

light, tho police on their beats might(deep in safety. At all events, it

would. bo wm tb while to obtain esti-

mates of tho cost of electricity be-

fore a tlneo years' conduct is closedfor the fitful gasoline, that mostlyserves to make tho daikness visible alew feet fiom tho lamps.

SIR ALEXANDER STEWART.

The Mariposa'! arrival this morninggives Honolulu the honor of thopresence, for a day and night, ofSir Alexander and Lady Stewart, ofNew South Wales. Sir Alexander isthe lato Premier of that colony, whoseGovernment negotiated tlio piesentUnion-Oceani- c mail contract. Helmsbeen long resident in tlie Colonies, standing eminent as a statesman, hav-

ing lately received tlie honor ofknighthood from Her Majesty QueenVictoria for his distinguished servicesto tlie Empire. Sir Alexander is nowon his way to Loudon, as tho Com-missioner from Xew South Wales tothe great Colonial Exhibition shortlyto open there According to a state-ment published by us a few days ago, part of his mission abroad is to nego-tiate witli capitalists in America forestablishing cable communication be-

tween tho Pacilli! Coast and tho Colo-

nies. Tliis wo have been unable toverify from Sir Alexander himselfsince liis arrival in town, ouricpro-suntativ- u

A ROYAL PARTY.

Yesterday having been tho thirdanniversary of tlio coionation of theirMajesties tlie King and Queen, agarden party was gion by HerMajesty on tho Palace grounds. Tlioparty was tho great social event oftho day and of tho season ns well. The Qucuii was attended, on "tliooccasion, by tho Princesses Liliuoka-lan- i

and Likolike, Besides the highollicors of state, foieign ministers, members of lliu consular corps, judges of tho Supremo Court, andclergy of the Anglican, Koman Ca-

tholic and other chinches, tho en-

trances wore thronged with a con-

tinuous How of visitors, from It o'clockuntil 0 o'clock. The guests werepresented to Her Majesty, who wasseated under one of the luxuriantshade trees of tho place, after whichthey' filed into tho Palace and regis-tered their names. Tlio Palaco wasthrown open to inspection, to thomeat delight of tlio guests. Tlioroyal eiowns, decorations and pre-

sents from foreign courts to TheirMajesties, and tho throne room wereobjects of particular notice and ad-

miration. Having "done" tlio in-

terior of tlio Palace, the guestsamused themselves during the restof the evening strolling through thogrounds. Ice cream, enko and coil'cowere served, thu waiters being as-

siduous in their attentions, andwatching that no one would missbeing served. A noticeable andhighly agreeablu feature of thu wholeall'air was thu perfectly free and easyinformality that piovailed. Tlio

T?oyil Hawaiian Hum! wns iiresmitnmi enlivened tlm oocnMon with nnoxi't'llrnt pioKVaiiiMc of national nndotlior nihslu. The elements, too,Were propitious, the day being oneof those glorious Hawaiian dayswhere the zephyrs playing in thesunshine realize visions of a climaticparadise.

PAHALA NOTES.

Tho election for Kan took place atIlonunpo in tlio plantation store-house on tho 3rd inst., the Royil. J.Knuhauo (Opposition) being returnedby the large majority of one bundlednnd seventy-si- x (170). About n hun-dred more ballots weie cast than inthe election of 1881, Kniihane takingninety-tlnc- e of them. Great piessurcwas put upon the native electors ofXaalehu, ilonunpo and Hilea by theplantation niauagets, etc., of thoseplaces, to vote tlie Government ticketand an unlimited supply of gin wasto be obtained at tlie house of theGovernment candidate. Money, too,it is said, was also used on those whowould sell their votes, but all this nndthreats to cut. oil' the water supplyand diive (lie natives' horses oil' theland woio of no use, thu Oppositionshowing stiong tlnoughout the day, that part of Kau lying between Puna-liu- i

nnd Aiunpo alone supplying onehundred votes solid for the Opposi-tion.

Mr. .lulian Mousauat did good ser-vic- u

here by his canvassing previousto tlie election. It was reported thoGovernment party intended to carrytlio day, if not by fair and legalmeans, by fraud and force, but tlieparty in favor of good law and onlerwas too strong on the ground for anywrong doing of this kind to succeed. In this connection I may say that thepiesenceof Mr. Foster, tho managerof Pallida plantation, who was onhand from an eaily hour in the morn-ing until late in tlie afternoon, didmuch in the cause of peace ami fairplay, ami in soothing the aidoramlrahidncss of tho.--c Government menwlio could see no wrong in stealingballots and putting their own in placeof them. Mr. Thompson, tho Gov-ernment candidate, was a constantattendant near the ballot hoc duringtlie day. This, 1 think, is not accord-ing to law.

The Government paity have scoreda victory in Puna and elected theirman, hut from repmt that reachedhere it was done by fraud, 112 namesbeing struck oil' thu list of voters, allthese being Opposition men. Thesuccessful candidate got in by amajority of twenty-eigh- t (28), so thatif these thirty-tw- o hail not been wipedout, Kauwila (Opposition) would havegained the seat.

Last year's ciop of the Pallidaplantation was It,!) Hi tons. This is asplendid showing and not to bu beator equalled by any mill on theIslands. If this is not so, let us hearfrom tlio next mill that has done aswell.

Wu had a slight shower of rain lastnight, but not enough to do muchgood, and the country looks verynarched and dry. Tho Pallida Millis tho onlv ouu in tlio district thatcan manage to make sugar in Michdry weather. At II ilea I hear theyaro discharging all laborers notunder contract, tho dry weather preventing grinding and the held worknot being enough to keep all baudsat work.

We peoplu of Kau who take anopposite view of the necessities ofthe country to that held by the Gov-

ernment feel ptniirt that wo havesucceeded in electing such a man astho Bovd. Kaiihano to represent us,and by such a splendid majority. Hois a man who will work in the legisla-ture for the good of his country, andnot for what a sycophant Governmentwill promise to give for his vote, astoo many Hawaiian legislators havedime in tlio past.

Pallida, Kau, Feb. 10th, 1880.

The Local Parliament opened atVictoria, U. C, recently, with aspeech from the throne. The at-

tendance was large and great inter-

est is manifested, as important legis-

lation is foreshadowed this session.

The frequent burglaries in Santallosa have occasioned talk of theformation of a vigilance committee, who will make it their duty to in-

vestigate every strapger piowlingaround, especially after night, whocannot give an acconnt of himself.

A gang of boys at Napa stoned aChinese washhouse on a late Saturdaynight, and broke several windows. On Monday, however, they wcie ledby public sentiment to take up ncollection among themselves and re-

imburse the Chinamen for the lossthey had caused.

The American river, at Sacra-mento, is changing its course nearthe railroad bridge, and graduallymaking Us way northward that is,it is bending away from the city sideand cutting in upon the Kuncho delPaso, which, at Unit locality, is notvery valuable, the hard-pa- n beingloo near the surface. This changeon the river's part will not be ob-

jected to by residents of the city, asit favors the levees.

The Helena (M. T.) Herald ofJanuary 25th says: I. G. Bake &

Co. of Boston yesterday receivedfrom their Fort McLcod house 88800(al)out 185 ounces) in gold. Theletter accompanying it does not statein what mines or diggings it wasfound. Speculation is rife us to theplace from which the gold came. Itis supposed by many to have comefrom tho Sweet Urastf hills, butnothing certain is known. This isthe hugest chipment of gold to Ben-ton siucu 186"8. There is great ex-

citement here.

STATEMENT.undersigned, a Committee of

the Equitable LifeSociety of tho United States ,

appointed to formulate the views of tlteBoard on the advantages ollered by thoSociety to the public, report:

1st Tho Society issues all the approv-ed forms of assurance. Including Oid'.nary Life, Ei dowment and Tontine pclieies. It is immaterial to the Directorswhich form of policy is taken by

assurers.2d The Lifo and Endowment forms

of policy provldo for annual cash dlvi.dends and a surrender value; arc Indis.putablc after three years und payabloImmediately after proof of death.

3d The premiums on n Tontine po-licy are tho same as on the OrdinaryLilc, but, while the latter is only pay.able in tho event of death, tho holder ofthe Tontine policy h.as the right to drawtho wholo of tho reserve anu tho accu.mulntcd profits in rash at the end of astilted period; thus, during his own life, time, after his producing years are past,ho can, without any larger premiumthan on an ordinary policy, secure thesegreater advantages.

4th Experience shows that tho icturnpaid in cash on maturing Tontine po-licies approximates to or exceeds theamount of premiums paid by policy-holders, so that tho .average cost of thoassumnco will bo only about tho intereston the premiums.

5th Tontine policies, like others, aropaid in full in tho event of death at anytime during tho term of tho policy, andaro incontestable after three years, andpayable immediately after duo pioof ofdeath.

shows that the mor.tallty is lower among Tontine policy, holders, as tho better lives sock thiskind of assurances, which is n consider, able souicc of prollt.

7th Tontine policies will bo mndounder the laws of tho

State, if so desired at tho tlmo the as.suranco is eH'ccted.

8th Tho Tontine system Is fair andjust; its accounts aro accurately kept, separate frpm all other business; thofunds judiciously invested and improv-cd- .

and the accumulated profits talth.fully guarded and properly appoitloned.

0th The Society has since its organ!,zation transacted a larger amount ofnow business than any other company, whilo its new business for tho first halfof the present year is $1,760,000 largerthan that of the first half of 1884. Ithas Assets of $00,000,000; over $14 000,-00- 0
