MAYOR, CIGARETTE LOBBYIST AND STEALER OF WIDOW’S BUSINESS AND
PROPERTY FOR A NIGHTCLUB DISTRICT THAT WAS NEVER BUILT,DALTON
HAS JUST ADDED NEW LOBBYING CLIENTS: Yes Town and Country Mayor Jon
Dalton, who for over a decade was a lobbyist for cigarette companies, now has more
new clients that should make residents proud.

First there is Maverick Consulting Group at 731 Main St. Sikeston. It is hard to find
out exactly what Maverick does as they don’t have a business website. However, if you
run 731 Main St. in Sikeston you quickly find out Maverick is connected with nursing
home and health care providers for the elderly all at the same address. All were prior
lobbying clients of Dalton.
Then you look at court cases and you find this one:

Maverick Consulting is a named defendant in a case where a patient with dementia in
her first week at Hunter Acres Nursing Home at 731 Main St. kept wandering off, ending
up in nearby apartments where she was found hiding behind a sofa. In a week’s time
she wandered off several times. Her last trip was to some nearby train tracks where
she was hit by a freight train.
It was the second wrongful death lawsuit in three years that Maverick was named as a
defendant.
Dalton has lobbied for other companies at 731 Main St. in Sikeston. He was the
lobbyist from 2008 to 2010 for Circle B Holding Company which owned and operated
low-cost nursing homes in rural Missouri, Alliance for Senior Care and Health Facilities
Management. How five corporations got squeezed into the below building is amazing!
Dalton is also the legal rep and lobbyist for the company that owns and built the
Stonecrest Nursing Home in Town and Country.

The other new company Dalton is lobbying for is Notarize, Inc. He lists their address
as Arlington, VA outside of Washington, DC but in reality they are based in Boston.
They are a company that will notarize documents online for $25 a document.
They are apparently trying to get legislation passed in Missouri.
Here are Dalton’s current clients: (Conflicts are highlighted)
Armstrong Teasdale Clayton, MO. Lobbyists will often fail to list a law firm client as a
lobbying client and claim they are representing their law firm.
AT Government Strategies, LLC. This is Dalton’s own recently formed lobbying
company.
BJC Healthcare Systems St. Louis, MO This is a clear conflict of interest for Dalton as
BJC operates a large medical center/hospital and a pediatric surgical center in Town
and Country under city licenses and codes. Dalton has been a lobbyist for BJC since
12/21/17.
City of Hazelwood. Hazelwood and Town and Country could easily be on opposite
sides of an issue before the State Legislature.
Cummins, Inc. Indianapolis, IN
Drury Hotels. Creve Coeur, MO. Drury has not opened any hotel in Town and
Country…YET!
EBAY San Jose, CA There are issues of Internet sales companies not paying municipal
sales taxes.
Maverick Consulting 731 Main St. Sikeston. Company is connected to a number of low
pay nursing homes and has been mentioned in providing payday loans to employees
with high interest rates.

DEER CENSUS REPORTS FOR TOWN AND COUNTRY AND CHESTERFIELD:

Town and Country report by White Buffalo. (The census was done near the end of
lethal culling where 361 deer were killed and then taken for processing for food pantries
for the poor.) The city wide estimate of deer dropped from 61 per square mile in 2017
to 25.7 per sq mile in 2018 after the harvest. This is from the report:

CHESTERFIELD FIRST EVER DEER CENSUS: The White Buffalo census came up
with an average number of 24.6 deer per square mile in the areas they conducted the
first ever Chesterfield deer census.

COUNTY EXECUTIVE URGES NO LEFT TURN FROM EASTBOUND CLAYTON
ROAD INTO THE LAMP AND LANTERN SHOPPING CENTER. HE WANTS TO
SEND THEM TO SOMEWHERE MORE DANGEROUS: There are a number of vehicle
crashes (they used to be referred to as accidents) that occur on Clayton Road with
vehicle turning into the Lamp and Lantern shopping center. One culprit is the popular
Gas and Wash car wash just inside the Lamp and Lantern.

However, as bad as this intersection might be the other one to Lamp and Lantern is just
as dangerous. The other one is on Woods Mill Road by the McDonald’s. There NB
traffic trying to turn into the Lamp and Lantern faces both traffic in one lane on Woods
Mill Road and traffic on another lane from the exit ramp from Highway 141. More often
than not it is the cars on the exit ramp and Woods Mill that crash into each other right at
the intersection. It is confusing and often the speed of exiting vehicles will fool drivers
waiting to turn left. Ignoring these facts, County Executive Steve Stenger wants to close
the EB Clayton Road entrance to Lamp and Lantern forcing motorists coming from
Chesterfield and Ballwin to use a much more dangerous point to turn left.

Clayton Road is a Town and Country Municipal street from the East City Limits on Bopp
Road to just east of Hwy 141. It is a state road from Hwy 141 to Woods Mill and then is
a County Road from west of Woods Mill Road through Chesterfield, Ballwin, Ellisville
and Wildwood.
I can understand this if Democrat Stenger wants to injure or kill Republican West
County residents in auto crashes, but I don’t even think Stenger would be up for that.
This is the EB View on Clayton Road to the left turn lane into Lamp and Lantern. The
left turn lane starts in Chesterfield and ends in Town and Country.
This photo is sitting in the EB Clayton Road Left Turn lane to turn left into Lamp and
Lantern. As you can see there is an unobstructed view and when the Clayton Road
electric signal is red there is plenty of time to turn left.
This is the view looking west on Clayton Road with the right turn lane going into Lamp
and Lantern.

Now let’s see where Steve Stenger and the County Traffic people want to send all the
Chesterfield traffic that wants to get into the Lamp and Lantern.
The black SUV is waiting on NB Woods Mill to turn into Lamp and Lantern. There are
four cars coming SB off the exit ramp from NB Hwy 141. The other SB thru lane is
Woods Mill Road that come out of a below grade curve. Motorists often concentrate on
one lane and don’t see the other. This is a far more dangerous location for crashes due
to vehicle speeds coming off of Highway 141. It is where Steve Stenger wants to send
motorists from EB Clayton Road.
All clear after the 4 cars pass, the black SUV can finally turns left.
HERE IS THE CAR CRASH (ACCIDENT) NUMBERS FOR THE LAST TWO YEARS:
(I was charged $25 to obtain the below information.)
2016:
Woods Mill at Lamp and Lantern: 7 (The majority of these crashes were vehicles on
SB Woods Mill Road making right turns against signs to go into Lamp and Lantern in
front of vehicles exiting Highway 141.

Woods Mill at Lamp and Lantern: 7 NOTE: All of these were both vehicles going SB Woods
Mill or Hwy 141 exit ramp and driver in left lane wants to enter Lamp and Lantern and cuts in front of
right lane driver (disobeying signs).
Clayton Road into Lamp and Lantern: 12
So over the last two years it was 14 crashes on Woods Mill and 17 on Clayton Road.
This is not exactly strong enough evidence to close one entrance to EB traffic from
Chesterfield and Ballwin and force it all to a single intersection.
NO CITY NOTIFICATION TO BUSINESSES. On Saturday February 17, 11 days after
the Stenger letter, I went to some of the bigger businesses in Lamp and Lantern and
found that I was the first person to inform them of Stenger’s proposed legislation to
make it illegal to turn left from Clayton Road into the Shopping Center. I returned on
February 19 to catch some businesses I missed.
No city official, elected county or city office holder, police official had yet bothered to tell
any business owners about this proposal. Apparently retailers, despite providing most
of the cash through sales taxes to keep the city running are second class in the eyes of
many.
A bigger concern is the unsafe conditions many motorists will be placed in having to
make turns from Woods Mill Road into the shopping center.

MORE ON LAST WEEK’S FELONY DWI CRASH LEAVING VICTIM IN CRITICAL
CONDITION: The arrest of Andrian Rico-Esquivel, 22, of 623 Bigelow in the
Chesterfield Trailer Park was reported in our last newsletter. Rico-Esquivel was charged

with Felony DWI in a crash on Chesterfield Parkway, which left the victim with extreme
brain damage. Here is more information instead of from a press release by the
Chesterfield PD, it’s from the Court files.

ANOTHER FELONY DWI IN CHESTERFIELD INVOLVING A CHESTERFIELD
RESIDENT: It often takes a while to get lab results back. In the Felony DWI case
involving Richard Moder, Jr. 53, of 387 Shetland Valley Court Chesterfield, MO 63005,
the lab work on a blood sample came back pretty quick. Moder was arrested on August
3, 2017. He refused to take a breath test and he had to be taken to a hospital for a
blood draw. A warrant was issued on December 14, after his BAC level was found to
be .181%.
However he was not arrested until February 2, 2018.

Here is what amazes and saddens me. Despite having two prior DWI arrests St. Louis
County judges elected to reduce moving violations to “Illegal Parking” on 2/11/10,
10/25/12, and on 03/11/13 for 2 charges. Moder proved himself dangerous, why should
judges keep giving him breaks?

FOLLOWING THE MONEY: A month ago we looked at campaign contributions to area
state representatives. However, we did not have room for the money contributed to
State Senator Jill Schupp (Dem) whose district covers large parts of Town and Country,
Creve Coeur and Chesterfield.
The last quarter of 2017 showed the Schupp took in $80,109 and spent $20,584,
leaving her with $569,561 in the bank.

$1,000. Keep in mind as a Democrat Schupp received lots of money from labor unions
that Republicans would not see. Schupp also took and reported a number of

Performing arts Center. I’m always amazed how few parents or grandparents take the
kids that play an instrument in the school band to a military band concert. These
musicians all have their Masters in music and some a PhD. They are some of the best
in country and the events are always free. If you kid plays in a middle school or high
school band, take them to this concert.
