I.OVERVIEW
The Committee on Education, Public Library and Women's Affairs convened a public hearing on September 6, 2013 at 9:00 am in I Liheslatura 's Public Hearing Room. Among the items on the agenda was the consideration of the appointment of Mr. Krishnan Seerengan to serve as a teacher member of the Guam Public Library System Board, and whose appointment history is as follows:
•Appointed by the Governor of Guam on July 30, 2013, for a term of Three (3) years; •Appointment packet forwarded to I Liheslatura on July 30, 2013; •Appointment packet forwarded to the Committee for public consideration on July 31, 2013.

All legal requirements for public notices were met, with requests for publication sent to all media and all Senators on August 29, 2013, (5-Day Notice) and September 3, 2013 (48-Hour Notice) via email. Copies of the hearing notices are appended to the committee report.

II. SUMMARY OF TESTIMONY AND DISCUSSION
- Speaker Won Pat, Ed.D. called Ms. Adamos, Ed.D., Ms. Quitanilla and Mr. Seerengan to come before the Committee to testify.
- Ms. Adamos Ed.D. testified in support of Mr. Seerengan. Her written testimony is appended to the committee report.
- Ms. Qnitanilla testifying on behalf of Mr. Joseph Artero-Cameron, President of the Department of Chamorro Affairs in support of Mr. Seerengan. Mr. Artero-Cameron's written testimony is appended to the committee report.
- Mr. Seerengan testified before the Committee. His written testimony is appended to the committee report.
- Speaker Won Pat, Ed.D. stated that she is pleased that the nominee spoke about his goals using technology. The Speaker asked the nominee the future of the public library and technology.
- Mr. Seerengan replied with the arrival of the internet, libraries has seen a decrease in patronage and they are conducting their on the internet. However, they are retrieving incorrect information from these search engines. He stated that the librarians are challenged by convincing these former library users to return to the library and guide them to use the proper resources. He stated that there is new software called the next generation, he described it is au online database of materials held by a library or group of libraries which is similar the interface of Google. He stated the software has not been perfected as of yet.
- Speaker Won Pat, Ed.D. stated that you have to reach the adults first to be successful in this campaign.
- Mr. Seerengan replied yes
- Speaker Won Pat, Ed.D. asked ifthe software is available and the cost.
- Mr. Seerengan replied the software is available and it is open software at no cost, but it will come at a cost in training the staff.
- Speaker Won Pat, Ed.D. asked if public libraries can access the resources of the university libraries.
- Mr. Seerengan replied this can be done by making the arrangements and selecting libraries that are appropriate to our public library level.
- Speaker Won Pat, Ed.D. asked if there a way that the public libraries can connect with our school libraries and university library.
- Mr. Seerengan responded by stating that he has been working with DOE officials to get the software and have our school libraries integrated. He stated if a JFK student is looking for a particular book and the book is available at George Washington High School, the book can be sent to the JFK student. He hopes to have the system working by next school year.
- Speaker Won Pat, Ed.D. asked ifthe system can go further and bring in the public library.
Mr. Seerengan replied yes it is possible and be more meaningful.
- Speaker Won Pat, Ed.D. asked the nominee his ideas about increasing the patronage of the public library.
- Mr. Seerengan replied the libraries are doing a good job with the limited resources, but they have to be more visible.
- Speaker Won Pat, Ed.D stated that was no real planning in locating our libraries in a visible area, it was based on the availability of government land.
- Senator Morrison thanked the nominee for his willingness to serve on the board. The Senator appreciated his comments about advancing the public libraries with informational technology. The Senator spoke about a recent public law that establishes the Office of Information and Technology that will provide IT services to the entire government of Guam and ensure agencies are able to communicate with each other. The Senator asked the nominee to further elaborate how the software is operated
- Mr. Seerengan replied that it is database driven.
- Senator Morrison expressed that he would like to have students who live in isolated areas to have access and he is ready to assist in making this integration happen. The Senator once again thanked the nominee for his willingness to be a member of the board.
- Mr. Seerengan thanked the Senator and noted that he is the chair of the school libraries technology committee.
- Speaker Won Pat, Ed.D. thanked the nominee for accepting to serve on the board. The Speaker also noted that the Governor recently signed Bill No. 63 and it will provide funding to hire a Territorial Librarian and Computer Analyst n.
There being no further questions or comments from the senators, Speaker Won Pat, Ed.D. concluded the public hearing for Mr. Krishnan Seerengan to serve as a teacher member of the Guam Public Library System Board.
Mr. Murphy, Mr. Castro, and Ms. Eloise R. Sanchez submitted written testimony in support of the nominee.
III. FINDINGS AND RECOMMENDATIONS

My name is Krishnan Seerengan (no middle name). Friends call me Kris. I was born and raised in a place called NuwaraEliya, Sri Lanka. This town is located 5200 feet above sea level and has it's nick name "Little London"
Being the first born in the family of six siblings, the attention turned on me for responsibilities. Mostly, the childhood days were with both sides of my grandparents, since I was the eldest grandson for both sides of my grandparents. They were very hard working folks who taught me to be honest, fair and to work hard.
As my parents, my siblings and I spoke the language called 'Tamil' which, was one of the national languages in Sri Lanka. I completed the elementary, middle and high school in my mother tongue, Tamil, and learnt English as a subject in the schools. There were no libraries in
the elementary and high schools. I attended a Catholic School to complete my high school education.
During my young age, I became a Seventh-day Adventist Christian and attended church every Saturday. Changing my religion helped me to move from home to attend a two year college in the central part of Sri Lanka. There I completed two year college with a diploma in Accounting in English medium. During my early college days, I was fascinated by the number of books that I found in the library. Shelves after shelves, filled with books created my curiosity. I managed to find time to go to library and read. I started working in the library to complete my requirement of work experience. Later I was able to become the librarian after completing the training at British Council Library and American Center Library in Sri Lanka. I also taught social studies and Tamil Language for 9th grade and 10th graders. All the students who wrote the
government standardized exam passed with flying colors as a result of my effective teaching. (Teachers are evaluated based on the number of students who passed the National Board Exam.)
Later, I moved to Guam to attend college and graduated with business management as
major and library science as minor from the University of Guam. Also, I earned 33 credits towards my graduate degree in Education from the University of Phoenix. Recently, I earned a scholarship to get a MS degree in Information Science specializing in Digital Content Management from the University of North Taxes. I graduated on July 19, 2013 along with 25 students from Guam, Saipan and other Micronesian Islands.
During the college days, here on Guam, working at Robert F. Kennedy Library as library technician gave me the vast knowledge about the library. My interest turned to Encyclopedia
Britannica and I became an employee for selling encyclopedia. In 1981 and 1982, my sales
became the highest in US and I was named "No: I - Encyclopedia Sales Man of the year'' for those two years.
After college, career opportunity landed on me to develop Simple Food Restaurant. The degree in business management he! ped me a lot in handling the restaurant. During this time, I
was able to expand the restaurant operation in terms of space and menu with the vision that it would become a successful restaurant. Today it is one of the successful, flourishing and popular
restaurants on Guam. In 1986, I started "Nuts and Grains" Health Food Store to help those who seek health food on Guam. My intention of opening health food store is to help people who
wanted to live a healthy lifestyle. In 1992, a branch was opened on Saipan. Later, sold both the businesses in 1996 and kept the whole sale business until 2001. During that time, I supported 14 employees. Most of the employees stayed with me from the day I started the business until the
day I sold the business. Today "Nuts and Grains" continues serving the community of Guam with the same mission. When I had the business, I occupied myself in many community activities. The high light of my business career was to he! p handicapped students from John F. Kennedy High School. There was at least one handicapped employee throughout my business
activity. One employee stayed with the business for I 0 years.
I felt that nothing would bring joy to my heart except being in the classroom. Having discovered that, I became a full time teacher in 2001, teaching computer science at Southern High School till 2008. In the fall of 2008, I moved to JFK to continue serving the community as a teacher. When I arrived in JFK, I saw the condition of the library and felt the students at JFK deserved a better library. As a displaced school, I worked as librarian under difficult circumstances. I am grateful for the opportunity they gave me to design the library for the new campus. The floor plan I created and the furniture I recommended made the JFK Library to become one of the best libraries on the island. I enjoy being a Librarian and helping the students and faculty at JFK. Our library plays a crucial role in terms of providing all the resources for the teachers and students. As an experienced teacher, I know what it takes to become an effective
teacher.
For the last two years, I volunteered to help Eloise Sanchez in grant writing for CNI and
assisted FSAI Office.
Believing in the idea that getting involved with students outside of the classroom would
give an opportunity to relate the students better, I became the coach and assistant coach for tennis at Southern High and JFK High School.
I am blessed with two children who were born and raised on Guam. Both are college
students and they consider Guam as their home as I do. My family is proud of my achievements
in Guam.
The people of Guam have been wonderful to me and my family in many aspects of our lives on Guam. I feel that I owe something more to the community. When I arrived on Guam in
the year of 1979, I did not know anyone on Guam. But a Chamorro family took me in and treated
me as one of it's own family member without charging any penny for my expenses. Later that
family became the part of my family. I cannot thank enough for their hospitality and love they
showed to someone whom they never saw and met before. There is no place in the world that will give me joy, happiness and fulfilling life the way Guam has given me in the past 34 years. I
am grateful to God, my family and Guam forever.
I am technological! y gifted and I love to work with people from all walks of life. I am a
people person and I enjoy team work. In the spirit oflove, peace and brotherhood, I want to dedicate myself to become a part of this Guam Public Library System Board and help any way I can to serve better. I believe my expertise will be a real asset to the Board.

To Whom it may concern: The following is a personal testimony of my acquaintance with Krishnan Seerengan. My name is
Michael Castro, and I am a full-time faculty member at John F. Kennedy High School since 2001. I first
met Kris in the library at the GWHS campus while JFKHS was sharing the campus with GW in 2008 as the
Tuman Campus was declared a danger zone.
My initial meeting with Kris gave me the impression that he is very approachable, very helpful,
and a very kind man who would go out of his way to get you the help you needed or at least guide you in
the right direction to get it.
However, don't' be misled with Kris' kind and humble demeanor. Although soft spoken and
meek as he goes about his routine in the library at John F. Kennedy High School, he is also a very
educated, professional, and very hard working individual. I've learned that he was a teacher at Southern
High, for many years, and I have seen how Kris has taught and handled students under his care and
supervision in the library at JFK. I have observed how students respond positively and responsibly to the
work required of them. Just leading his library staff through the difficult task of relocating the library
from GW to the Tiyan campus, and then finally relocating back to our Tumon home, has been one heck
of a mission. I've also learned through my conversations with Kris that he is an entrepreneur through
his business background. He not only owned and operated businesses, but he started them from the
ground up. He obviously possesses a strong drive to accomplish his personal and professional goals.
Some of those business start-ups are still in successful operation today.
Kris' background experience in education, owning and operating his own businesses, has
benefitted the students, staff and faculty at John F. Kennedy High School. Kris does very well in
connecting with faculty, staff and administration as I see him visiting with the JFK family.
The library that exists today at the new campus is largely due in credit to the vision of one man.
His dedication to excellence, attention to detail, and the steady consistent drive to accomplish the goal
has yielded rewards within the library at JFK that the JFK community is now enjoying. The library
continues to grow. It continues to grow through the addition of rich resources in the form of books,
magazines, electronic media, and the influx of the community that come through either to share their
experticeses, or simply to enjoy it's amenities. It is with no hesitation that I strongly recommend that
Mr. Krishnan Seerengan be appointed to the library board, that the people of Guam may continue to
benefit and enjoy the unselfish and untiring contribution that Kris and his family have already given for
so many years.

Kennedy High School. I support Mr. Seerengan on his nomination to the Guam Public Library System Board. I have
known Mr. Seerengan in his capacity as the School Librarian at John F. Kennedy High School and have had the
pleasure of working with him professionally on several School Library Program Projects. In August 2012, Mr.
Seerengan was a committee member on the development of a grant entitled "Innovative Approaches to Literacy."
While writing the grant proposal, Mr. Seerengan was able to share not only his knowledge about the School Library
Program, but he also brought information about national implementation on the use of technology within various
school districts.
