Introduction

Over the past decade, Jordan has pursued structural reforms in education, health, as well as privatization and

liberalization. The Government of Jordan has introduced social protection systems and reformed subsidies,

creating the conditions for public-private partnerships in infrastructure and making tax reforms. More work

needs however to be accomplished so the focus on identifying steps towards enhancing the investment climate

and ease of doing business can lead to concrete outcomes. Adverse regional developments, in particular the Syria

and Iraq crises, remain the largest recent shock affecting Jordan. This is reflected in an unprecedented refugee

influx, in disrupted trade routes, and in lower investments and tourism inflows. The large number of Syrian

refugees in the country is having a strong impact on the country’s economy and social fabric.

Other major challenges facing Jordan include high unemployment, a dependency on grants and remittances from

Gulf economies as well as continued pressure on natural resources (particularly water). Jordan’s fiscal situation

improved in 2017. The fiscal deficit, including grants, contracted to 2.6% of forecasted GDP in 2017, from 2%

in 2016. The unemployment rate averaged 18.3% in 2017, while the labor force participation rate averaged

39.2%.

On August 24, 2016, the IMF Board of Directors approved a three-year extended arrangement under the

Extended Fund Facility (EFF) for Jordan to support the country’s economic and financial reform program. This

program aims at advancing fiscal consolidation to lower public debt and broad structural reforms to enhance the

conditions for more inclusive growth. Moving forward, it will remain critical for Jordan to continue diversifying

its energy supply in the medium term in order to reduce its macroeconomic vulnerabilities. Further sound

economic policies and growth-enhancing reforms will also be necessary to reduce the country’s sensitivity to

external shocks. Finally, creating conditions for increased private investment and improved competitiveness will

remain indispensable for Jordan to stimulate job-creating growth.

Jordan’s economy remains in a low-growth scenario with GDP expected to increase by 2.4% in 2018 and 2.5%

in 2019 from 2.1% in 2017. Improvements in tourism and mining and quarrying are expected to have driven a

timid improvement in growth in 2017; however, the economy remains burdened with ongoing uncertainty in

Syria, slow revival of economic cooperation with Iraq, and an economic slowdown in the Gulf Cooperation Council

(GCC). In addition, the economy is subject to a slow pace of structural reforms that is impeding a strong recovery

in growth. Jordan’s labor market continues to face significant vulnerabilities. The unemployment rate remained

elevated at 18.5% in the fourth quarter of 2017 (Q4-2017), while unchanged compared to Q3-2017, it is a

deterioration from Q1 and Q2 levels (which stood at 18.2 and 18.0%, respectively). Unemployment rate in 2017

GDP Annual Growth Rate The Jordanian economy expanded 1.8% year-on-year in Q4 2017, compared to a 1.9% in the prior period. It

was the weakest growth rate since the third quarter of 2016, as output rose less for transport, storage and

communications (3.5% compared to 3.7% in Q3). Additionally, growth slowed for finance, insurance and real

estate (2.6% compared to 2.8%) and utilities (2.1% compared to 2.3%). In contrast, output increased further

for social and personal services (4.3% compared to 3.1%) and agriculture (4.0% compared to 3.8%).

Considering 2017 as a whole, the economy grew 2.0%. GDP Annual Growth Rate in Jordan averaged 4.52%

from 1993 until 2017, reaching an all-time high of 10.58% in the first quarter of 2007 and a record low of -

1.11% in the first quarter of 1996.

GDP per capita

The Gross Domestic Product per capita in Jordan was last recorded at 3258.50 US dollars in 2016. The GDP per

Capita in Jordan is equivalent to 26% of the world's average. GDP per capita in Jordan averaged 2977 USD from

1975 until 2016, reaching an all-time high of 3786.50 USD in 2009 and a record low of 1663 USD in 1975.

Balance of Trade

The trade deficit in Jordan decreased 23.3% year-on-year to JOD 596.6 million in March of 2018 from JOD

778.1 million a year ago. It is the lowest trade gap since September of 2016, as exports went up 4.4% year-on-

year to JOD 440.3 million while imports dropped 13.6% to JOD 1036.9 million. On a monthly basis, Jordan trade

gap decreased 9.3%. Balance of Trade in Jordan averaged -241436.87 JOD Thousands from 1972 until 2018,

reaching an all-time high of -3400 JOD Thousands in January of 1974 and a record low of -1034553 JOD

Thousands in April of 2014.

Jordan’s trade flows are characterized by consistent trade deficits. Jordan's exports rely on the mining and

manufacturing sectors. As such, phosphate, potash and textiles are key elements of Jordanian trade. Jordan’s

imports consist of machinery and transport equipment, fuels, food, manufactured chemicals and electrical

machines. Jordan's main trading partners are Saudi Arabia, the United States, India, Iraq and China.

Exports Exports from Jordan went up 4.4% year-on-year to JOD 440.3 million in March 2018. Exports in Jordan

averaged 158528.50 JOD Thousands from 1972 until 2018, reaching an all time high of 612831 JOD Thousands

in August of 2008 and a record low of 110 JOD Thousands in October of 1973. Jordan's main exports are

textiles, potassium, phosphates, fertilizers, vegetables and pharmaceutical products. Jordan's main export

partners are Iraq, the United States, India, Saudi Arabia and Syria.

Imports

Imports to Jordan dropped 13.6% year-on-year to JOD 1036.9 million in March 2018. Imports in Jordan

averaged 399749.49 JOD Thousands from 1972 until 2018, reaching an all time high of 1533087 JOD

Thousands in April of 2014 and a record low of 5090 JOD Thousands in January of 1974. Jordan's main imports

are machinery and transport equipment, fuels, food, manufactured chemicals and electrical machines. Jordan's

main import partners are Saudi Arabia, China, Germany, the United States and Italy.

Ease of Doing Business Jordan is ranked 103 among 190 economies in the ease of doing business, according to the latest World Bank

annual ratings. The rank of Jordan improved to 103 in 2017 from 118 in 2016. Ease of Doing Business in Jordan

averaged 108 from 2008 until 2017, reaching an all-time high of 119 in 2012 and a record low of 95 in 2010.

Foreign Direct Investment

Foreign Direct Investment in Jordan increased by 176.20 JOD Million in the Q4 2017. Foreign Direct Investment

in Jordan averaged 462.97 JOD Million from 2009 until 2017, reaching an all time high of 1713.30 JOD Million

in the fourth quarter of 2009 and a record low of 176.20 JOD Million in the fourth quarter of 2017.

An Assessment and the Way Ahead

As per Heritage Foundation, Jordan’s Economic Freedom Score is 64.9 (Moderately free) decreasing by 1.8

points over the previous year with steep declines in fiscal health, government spending and property rights.

Though with overwhelming improvements in judicial effectiveness and government integrity, Jordan is ranked

5th. among 14 MENA countries and its overall score is above regional and global averages. Impact of the very

recent political developments are yet to be assessed. Euler Hermes lists its strengths including the popularity of

King Abdullah and its strong ties with the GCC, while being a significant producer of phosphates and potash.

Weakness include its geographical location, social pressures due to unemployment, lack of natural resources and

large fiscal and current account deficits. Our Partner, COFACE states political stability as an additional strength

while concurring with other agencies on its weaknesses, especially shortage of natural resources and instability

in the surrounding region. World Bank’s Doing Business report, 2018, indicates that Jordan has a Rank of

103/190 countries, and as # 53 in “Trading across borders”

As per ITC Data, Dubai and the UAE has much potential in the export of several commodities and goods (see

attached tables and graphs). Some of the prominent goods imported by Jordan (excluding petroleum products)

include vehicles, machinery, gold articles, apparel & garments, medicaments as well as a host of Food & Beverage

items. The UAE has a strong trading relationship with Jordan (Rank #5 as per Euler Hermes) with Gold and

jewellery articles, Apparel & Garments, Paper and plastics as well as F&B Items being the main items of export

to Jordan from UAE. Apart from the above, the UAE has unexplored and/or additional potential for exports to

Jordan as outlined in the attached graphs from ITC. A closer look at Dubai Customs Data indicate the following:

a) Dubai’s Exports to Jordan in 2017 was approximately AED 1.8 Billion and Top Exported Products were

Gold & Jewellery articles, Sugar, base metal items, paper Items, Tea and other F&B Items, though Dubai

exports a wide variety of items to Jordan due to its close relations..

b) Dubai’s Re-Exports to Jordan in 2017 was nearly AED 3 Billion and Top Re-Exported Products varied

widely between machinery and electrical items, vehicles, Perfumes and cosmetics, gold & jewellery items

among others.

c) Dubai’s Imports in 2017 from Jordan was nearly AED 1 Billion, top imports being in tobacco products,

medicaments, gold & jewellery items as well as garments.

Considering UAE’s excellent relations with Jordan, we believe there is plenty of potential to improve trade and

bilateral cooperation between our two countries. The Jordan Economic Growth Plan (2018-2022) JEGP, was

developed to recapture the growth momentum and realize Jordan’s development potential. It is comprised of

economic, fiscal and sectoral strategies that outline the vision and policies pertaining to each sector. It further

identifies the required policy interventions, public projects and private investments that must be undertaken to

realize these sectoral visions. A successful implementation of the IMF Extended Fund Facility Program (EFF)

along with the JEGP will put Jordan on a sustainable growth trajectory and ensure its economic resilience in the

face of regional turmoil. A successful implementation by the Government of Jordan of JEGP will double the

economic growth of Jordan over the coming five years, at the minimum, in spite of ongoing regional turbulence.
