Sikaran Assembly in Ash Tree Country

On Saturday, October 20, 2012, seven World Sikaran Broth-erhood of the Philippines Mantas (seniors) gathered in the City of Fresno for a weekend of strategic meeting, fun and passing the breeze. Fresno, Spanish term for Ash Tree, named because of the

ash trees that lined up the San Joaquin River, is the fifth larg-est City in Central California with a population of 501,365. It is the home of the Black Rang-ers Sikaran-Arnis School, run by Sikaran 5th Degree Black Belt Romeo Lladone. Invited to witness the examina-

tion and promotion of several students were Sikaran Mantas (se-niors) from different parts of the United States and Canada. These seniors also took this opportunity to hold a strategic assembly to map out the program of activities in the coming months.

Friday, October 19, 2012: Mantas Datuk Tomasino Capili Sulit, 8th Degree Black Belt (#1686) boarded an Air Canada Airplane in Calgary, Alberta, Canada for the United States. His first stop is San Francisco, California, where he will transfer to a commuter plane to the Fresno / Yosemite Airport. There he will be met by the host of the event Mantas Romeo Lladone, 5th Degree Black Belt (# 3364).

Saturday, October 20, 2012: 0530 Hrs. Mantas Meliton S. Geronimo, Jr., 9th Degree Red and White Belt (#697) and his wife Raquel “Rocky” Geronimo picked up Mantas Elpidio Seletaria, Jr.,7th Degree Black Belt (# 1487) in Hercules, Cali-fornia. Meliton S. Geronimo, Jr., is the son of Grandmaster Meliton C. Geronimo, Sr. Elpidio Seletaria is the International Coordinator of the World Sikaran Brotherhood of the Philippines.

Geronimo and Master Jaime Geronimo, Chief Instructor and Examiner of the World Sikaran Brotherhood of the Philippines, Emmanuel Querubin is the last active surviving student of the Sikaran “El-ders,” Cipriano Geronimo, Melencio Bigasin, Manuel Ocampo, Aurelio Cabacob, Servillano Javier, and Angeles Pilapil.

Saturday, October 20,2012: 0730 Hrs. Last stop before their way to Fresno was Milpitas, California, where Mantas Danilo Chu, 8th Degree Black Belt (# 390), and his wife Letty were eagerly waiting. Before enter-ing the freeway, they stopped by at McDonalds for an early coffee break. Danilo Chu is a third generation student of Grandmaster Meliton C. Geronimo and was once the WSBP Regional Director for Saudi Arabia.

Saturday, October 20, 2012: 1130 Hrs. Then it was on to East / Southeast for Fresno, California via 880 South, 101 South, 152 East, 99 South, 180 East through the city streets of Fresno ending in the driveway of a 3-car garage, 2 story high, 5 bed-rooms home of Romeo Lladone and headquarters of the Black Rangers Sikaran School of Fresno, California. Mantas Datuk Tom Sulit and Romeo Lladone and his 22 students with their parents were milling around enjoying the morning breeze. The Sikaranistas, all good looking in their White Upper and Red Pants Sikaran uniforms, noisy but in a disciplined way eagerly welcome the visiting Mantas.

Saturday, October 20, 2012: 1145 Hrs. Mantas Moreno “Jojo” Villaneuva, 6th Degree Black Belt (#3319) arrived in his Toyota SUV from Roseville (a suburb of Sacra-mento) California. When he was still based in Bakersfield, Moreno Villanueva is a constant visitor of the Fresno Black Rangers Sikaran-Arnis School, which he helped established.

Saturday, October 20, 2012: 1200 Hrs. Like a Military Drill Instructor, Mantas Romeo Lladone made the students line up facing the visiting Mantas. After all the intro-ductions and the pugay, the class started, led by Mantas Moreno “Jojo” Villaneuva and Romeo Lladone. Warm-up exercises were followed by one man drills, two man drills, forms and other lessons. Cooling down exercises followed before the end of the class for lunch break.

Saturday, October 20, 2012: 1700 Hrs. Mantas Henry Bio, 9th Degree Red and White Belt (# 1225) arrived after a 4-hour drive from Los Angeles accompanied by his wife Carmen. Mantas Louelle Lledo, 9th Degree Red and White Belt (#326), State Director for New Jersey and Mantas Andy Sanano, 9th Degree Red and White Belt (# 844), State Director for Florida, were not able to attend due a workshop in the East Coast that was scheduled three months earlier. Ric Virulla, 7th Degree Black Belt from Los Ange-les, likewise was not able to attend due to conflict with his work schedule.

Saturday, October 20, 2012: 1700 - 1900 Hrs. After the examination and promotions all, the cameras were busy flashing for pictures and more pictures. The students and their parents avail of the opportunity to have their pictures taken with the Mantas.

Saturday, October 20, 2012: 2000 Hrs. After the day’s event, it was time for more serious business.

Elpidio Seletaria , World Sikaran Brotherhood of the Philip-pines International Coordinator, started the meeting by reading the agenda approved by the headquarters in Baras, Rizal. First in the agenda is the deliberation in the appointment of Mantas Henry Bio, 9th Degree Red and White Belt as Regional Director for the United States of America Region. Henry Bio was promoted to the First Degree Black Belt in 1974. Prior to his move to the United States, he was a Captain in the Philippine Army serving in Mindanao for 6 years. Born in Castilla, Sorsogon on May 29, 1954, he has competed and won

several tournaments, both in the Philippines and abroad. His last promotion in the World Sikaran Brotherhood of the Philippines was during the Sikaran Grand Reunion in 2012 held in Baras, Rizal, when Grandmaster Meliton Geronimo, assisted by Master Jaime Geronimo promoted him to the 9th Degree Red and White Belt. As the Regional Director for the United States, he will be responsible in coordinating the programs and projects of all the States Regional Directors. With the appointment of Danilo Chu, 8th Degree Black Belt, as Regional Director for California, there are now three States Regional Directors, Mantas

Louelle Lledo, 9th Degree Red and White Belt for New Jersey and Mantas Andy Sanano, 9th Degree Red and White Belt for Florida, both of whom were not able to attend due to prior commitments. There are also at present, two Re-gional Coordinators for the State of California, Mantas Moreno Villanueva, Regional Director for Northern California and Mantas Romeo Lladone, Regional Direc-tor for Central California. Henry Bio established an effective 2-way flow of communication. He also took this opportunity to extend an invitation for the 25th Anniver-sary of his USA Sikaran-Arnis As-sociation, to be held in May 2013 in Los Angeles, California.

Mantas Henry Bio envi-sions a Sikaran Chapter in all the States in the Union and all major cities. To achieve this goal, Meli-ton S. Geronimo, Jr., said that we must finish the curriculum and program for the Sikaran Acad-emy. Elpidio Seletaria added that Jaime Geronimo and the Head-quarters are now very busy in putting up the Academy, which will be funded by the Rizal Provin-cial Government in accordance to the designation of Sikaran as Rizal’s Provincial Sport. Danilo Chu further added that the

Sikaran Moun-tain Training Resort in Bilog, Lalim in Baras is now being utilized for that purpose. Next is the appointment of Datuk Toma-sino Capili Sulit (Tom Sulit), 8th Degree Black Belt, presently based in Cal-gary, Alberta, Canada, as the

Provisional Regional Di-rector for Canada. Datuk Tom Sulit belongs to the House of the Royal Hashemite Sultanate of Sulu and Sabah. He received his 1st Degree Black Belt in the very early 1970’s. He was last promoted to the 8th Degree Black Belt in 2008. In the 1980’s and 1990’s he spent time in

Saudi Arabia and helped estab-lish the Riyadh Martial Arts As-sociation, The Jeddah Martial Arts Council, and the Saudi Arabia Brotherhood of Sikaran-Arnis. Although he has a heavy work and family duty schedule, he accepted his appointment as Provisional Regional Director for Canada. His first responsibility is to unite the scattered Sikaran schools throughout Canada under one umbrella. There are es-tablished schools in all the Prov-inces of Canada and although they have cordial relations and have competed against each oth-er in several international com-petitions, there has never been a move or an attempt to unite in one organization. However, Tom Sulit does not consider this an un-surmountable problem. A question about the advertised 2014 World Sikaran Tournament in Canada came up. It seems that the organizer of the event does not have the official blessings of the World Sikaran Brotherhood of the Philippines. Mantas Tom Sulit and Mantas Henry Bio agreed to work togeth-er to resolve this question before

it became a problem. After the appointments of Mantas Moreno Villanueva, as Regional Director for Northern California and Mantas Romeo Lladone as Regional Director for Central California, Elpidio Seletar-ia moved to discuss the By-laws in regards to other questions. A former member of the World Sikaran Brotherhood of the Philippines, now a resident of the United States, wanted to hold a tournament in the U.S. and was asking for an official sanction. He also requested to be promoted to the next higher rank and the title he is using be officially recognized. In response, all the Mantas assembled agreed that in all questions like these, the WSBP By-laws will be the only and final deciding factor. Elpidio Seletaria empha-sized the Social Programs of the WSBP, approved by the cur-rent By-laws, which under the regulations of the Securities and Exchange Commission of the Republic of the Philippines will have an effective lifetime in the next 50 years. He started with the granting of scholarships to three Sikaran members and the finan-cial assistance to a member who sustained an injury during a tour-nament. He also acknowledged the financial help of the Fresno and Bakersfield Black Rangers Sikaran Schools and the personal contributions of Moreno Villan-ueva and Romeo Lladone, when a Senior Black Belt was hospitalized in the Bicol Region. Some “irritants” were discussed, however, to remind

everybody that the By-laws has the final say, mother nature gave the area a jolt that measured in the high 3’s on the Richter Scale. Finally, the fund raising campaign of the WSBP, through a raffle was discussed, which will be drawn to coincide with the Sikaran Festival in 2013. Mantas Meliton S. Geronimo, Henry Bio, and Elpidio Seletaria agreed that they will be on hand during the Festival to assist the headquarters in whichever manner they can. Before they knew it, it was already 0200 hours Sunday morning, October 21, 2012. They moved to end the meeting and agreed that whatever additional matters that need to be discussed, will be done over breakfast. After the meeting, empty stomachs reminded the group that it was time for lunch. The WSBP Black Rangers Central Cali-fornia Chapter treated the group for lunch at the Mitsui Buffet in Downtown Fresno. After a hearty meal they all hugged each other goodbye. Henry Bio and wife Car-men headed towards Los Angeles on 99 South, while the group of Meliton Geronimo, Jr., and his wife Rocky, Elpidio Seletaria, Danilo Chu and wife Letty, Em-manuel Querubin and wife Glo-ria, huddled back in the Honda Odyssey van to head back to the San Francisco Bay Area. Romeo Lladone took Datuk Tom Sulit to the airport to start his flight back to Calgary, Alberta in Canada. Mantas Moreno Villanueva stayed behind to be with friends in the area.

Meliton S. Geronimo, Jr. The wait for the gathering of Sikaran in the United States was long but not too late. For my personal experience, it was worth the wait. Although we have aged, the memories are always with us. The drive to Fresno actually started for me in Pasay City Philippines(S(K)BP gym), in the 1960’s when Sikaran was still referred to as Philippine Karate. I remember walking to watch a movie with Emmy and Glo-ria. The next part of my travel was the World Karate Do tournament in Long Beach, I believe it was 1975 at Queen Elizabeth stadium (Cruise ship); I watch Emmy and his team of fighters from the Philippines won 4th Place in the 3rd World Union of Karate-do Organizations (WUKO) Championships.

Fresno: I am very thankful to my wife Raquel (now known as Rocky) Suarez Geronimo for joining us and giving me full support. We left Vallejo at 5:30am, stop and got a dozen donut for the road. I thought I was running late and missed my exit to Hercules. Now I am really running late. Twenty-five minutes late, for not listening to my wife to take the Hercules exit. We picked up Pejo (Elpidio Seletaria) at Hercules and headed for Oakland. Thank you for modern technology we have GPS. Twenty-five minutes later, we were at Emmy’s house in Oakland. I was afraid that Emmy will give me a Sipa-Jak combination with Sun-Wid for being late. I have seen him practice this combination many times in Pasay gym. Thanks God I didn’t receive a Sipa-Jak welcome but, a warm good morning from Emmy and Gloria. We then headed to Milpitas to pick up Danny and Letty. However, before heading to Fresno we had to relieve our bladder in McDonald and for a much-needed cup of Coffee, with good time story on the side. Arriving at Fresno in Romy Lladone’s house, we had a warm welcome from Sikaran members from Fresno and Bakersfield and from Datuk Tom Sulit, who arrived the day before from Calgary, Alberta, Canada. Although we were one hour late Pacific time, we were eight hours early Pilipino time. My wife Rocky and I had a good time and we are looking forward to many more Sikaran quality time with the group.

Danilo Chu The strategy meeting held last October 20-21, 2012, at Blackrangers World Sikaran, Fresno, California, USA Chapter attended by Sikaran Seniors was very successful. We discussed many valuable ideas, sugges-tions, and opinions, which will help us in accomplishing our tasks. The genuine concern of every Sikaran Senior manifests their professionalism as a true Sikaran Leader and Follower. Kudos to all Sikaran Seniors, who attended the gathering. I wish to express my deepest appreciation for the significant contribution and strenuous effort of Emmanuel Querubin in publishing Sikaran Books (Sikaran, the fighting art of the Filipino farmer & Original Balangkas ng Sikaran), and to Elpidio Seletaria for the Sikaran Instructional Video. These books and video are informative, and a needed companion for every true Sikaran enthusiast. It will not only give benefit for all the practitioners and members of Sikaran but will also give the World Sikaran Brother-hood of the Philippines a constructive development by standardization of Sikaran curriculum. Moreover, the complete and legible record of old and modern Sikaran history shows the authenticity against bogus claim-ants of the title Sikaran Grandmaster or hari. The title Grandmaster belongs to the only one and true Grand-master, Supremo Meliton C. Geronimo, 10th Degree Red Belt. Pugay po and Mabuhay ang Sikaran!

Elpidio Seletaria The October 20-21, 2012 Fresno, California meeting of the WSBP Seniors based in North America was extremely productive. Everyone was receptive to the bright ideas towards the strengthening of the different Regional Chapters of the World Sikaran Brotherhood of the Philippines, especially in the United States and Canada. Henry Bio (9DR&WB) gladly accepted to lead the USA WSBP Regional Chapter and Tom Sulit (8DBB) liked the idea of Provisionally leading the Canada WSBP Regional Chapter. Danilo P. Chu (8DBB) was eager to open up a Sikaran school in San Jose, CA, while Moreno Villanueva (6DBB) will maintain his Sikaran school in Sacramento area and Romeo Lladone (5DBB) with his Fresno World Sikaran Blackrangers. As usual, the ripe views of Emmanuel Querubin (9DR&WB), as the most senior in the group, were gratefully taken. Meliton Geronimo Jr. (9DR&WB), who presided the meeting, proved undoubtedly his quality as a good leader of the WSBP. This event is the milestone of the unity and brotherhood of the WSBP in North America. P.S. Thanks to Bro. Henry for the T-Shirt giveaways.

All communications emanating from the different WSBP chapters within the United States of America shall be submitted to the Regional Director, USA WSBP Regional Chapter, who shall render a periodic report to the General Headquarters (GHQ), WSBP, Baras, Rizal, Philippines.

The Director of the WSBP State Chapter, such as California, shall receive reports from the Directors of the WSBP Sub-Chapter, which shall in turn be submitted to the Regional Director, USA WSBP Regional Chapter. The Office of the Vice-President for International Affairs and the two (2) USA-Based WSBP Board Directors shall be informed of any communication submitted to the GHQ, WSBP.
