PURPOSE To place on public exhibition the draft Kempsey Airport Noise Management Plan and Fly Neighbourly Advice (formerly referred to as a “Fly Neighbourly Agreement”). RECOMMENDATION That;

1 The attached draft Noise Management Plan (NMP) and Fly Neighbourly Advice (FNA) be
placed on public exhibition for an extended period of 7 weeks (6 December 2018 – 23 January 2019) to account for the Christmas/New Year holiday period.
2 The draft NMP and FNA be referred to Office of Airspace Regulation (OAR) for comment
during the public exhibition period. 3 That submissions received (including any response from OAR) on the draft NMP and FNA be
reported back to Council. 4 The final recommendation in relation to the draft NMP and FNA be put to Council for
endorsement at the 19 February 2019 Council meeting. ISSUES The Airport Group (TAG) was engaged by Kempsey Shire Council (KSC) in July 2018 to prepare a NMP and FNA for Kempsey Airport. The objectives of the engagement were to: Undertake noise monitoring at various locations surrounding Kempsey Airport;
Provide an overview of the outcomes of the noise monitoring;
Review noise events in the context of Australian Standards;
Review the noise impacts and identify noise management strategies; and
Produce a NMP and FNA for Kempsey Airport. In order to produce the NMP, noise monitoring was conducted at 17 locations surrounding the Kempsey Airport over an eight-week period. The first stage was four locations across a four-week period, and the second stage included monitoring at a source location (close to the runway centre) and an additional 12 locations across a four-week period with three separate locations each week in addition to the source monitor. The full TAG report (inclusive of the draft NMP and FNA) is attached to this report. The report addresses the following key areas: The engagement approach, including the methodology, limitations and additional
considerations;
An overview of the Kempsey Airport and local environment;
Legislative review;
Noise monitoring and assessment results;
Noise management strategies (both aviation and non-aviation);

Conclusion and recommendations; and
Fly Neighbourly Advice. It is proposed that the draft NMP and FNA be placed on public exhibition for an extended period of 7 weeks (6 December 2018 – 23 January 2019). The proposed period for public exhibition of 49 days, instead of the normal 28 days, accounts for the Christmas/New Year holiday period and will allow sufficient time for submissions to be made. BACKGROUND At its meeting on 18 April 2017, Council resolved to endorse a 10-step procedure for preparing a NMP to underpin a FNA between Council and current airport users. At its meeting on 15 August 2017, Council further resolved that an additional step be adopted to appoint a community group, now referred to as the Kempsey Airport Reference Group (KARG). Council endorsed the purpose of the Kempsey Airport Reference Group as being to: Provide input to developing the consultancy brief seeking expressions of interest (EOI);
Assist in developing the selection criteria and associated weightings;
Evaluate the EOIs against the selection criteria;
Review and provide feedback on the consultancy deliverables (milestone reports, drafts and
final draft NMP and FNA);
Review and provide feedback on the draft Council report seeking endorsement of the draft documents for the purposes of formal public exhibition; and
Review and provide feedback on all submissions received, including the draft Council report for adoption, or otherwise, of the final NMP and FNA.

A program of stakeholder engagement with KSC, airport users, and community representatives was undertaken by TAG in order to develop the NMP and FNA. This process has created a robust understanding of the airport operating context and understanding of how noise currently impacts the areas surrounding the Airport.
